Island Fox Monitoring and Research

Client: Location: Duration: United States Navy San Clemente Island, California 2007 - Present

GANDA is providing biological consultation services for a large-scale mercury removal and water supply maintenance project at Combie Reservoir on the Bear River. Due to a legacy of hydraulic mining and mercury contamination associated with historical gold mining practices in the region, the reservoir is continually filling with mercury-laden sediments. GANDA prepared a comprehensive evaluation of existing and potential biological resources in order to identify and assess fisheries, wildlife, herpetofauna, and botanical resources in the Project area, is now evaluating the potential for impacts to these resources, and is recommending mitigation measures to avoid and/ or minimize project impacts.

For four years GANDA has conducted biological research and monitoring for the San Clemente Island fox. GANDA has: 1) estimated island-wide fox population numbers; 2) evaluated influences on population size; 3) monitored threats to the population; and 4) recommended management strategies compatible to the US Navy mission. Data collection for this mark-recapture study requires extensive field work in rugged terrain and harsh field conditions to capture foxes and collect data on twelve trapping grids. Data collected includes sex, age, weight, general condition, and reproductive status. GANDA collects these data using hand-held computers and downloads them daily into a master database.

The Merced Falls Hydroelectric Project, which qualifies as a renewable resource under current California law, is located on the Merced River in California. Complex issues involved in this relicensing include coordination with Merced Irrigation District on their relicensing process just upstream, cooperating with a well-organized group of conservation NGOs, and an interested tribal entity. GANDA (and subconsultants Kleinschmidt Associates and Michael Brandman Associates) prepared the Pre-Application Document, and developed and implemented all necessary studies (fisheries, vegetation and wetlands, wildlife, recreation, cultural resources, assessing traditional cultural properties of Native American Tribes, and water quality) needed for relicensing. We are currently finishing the second year of relicensing studies, and preparing the Draft License Application.

Owens Lake Toxicological Monitoring and Ecological Risk Screening

Client: Location: Duration: Los Angeles Department of Water and Power (LADWP) via AECOM (Prime) Owens Lake, California 2008 - Present

Since 2008, GANDA has been implementing an annual ecological monitoring program to determine the spatial extent and exposure of avian fauna and other wildlife to naturally occurring trace elements within portions of Owens Lake that have been re-saturated for dust suppression. Annual sampling includes collection of in situ and analytical water quality, sediment, algae, aquatic invertebrates, and avian tissue (carcasses and eggs). Annual analysis and reporting effectively involves preparing an ecological risk assessment focusing on trace elements that exceed published eco-risk screening levels for birds and dietary items. GANDA also analyzes and reports additional surface water information collected seasonally by LADWP staff in order to evaluate any seasonal trends in chemical distributions and concentrations, produces GIS-based maps of the distribution of chemical constituents to identify hot spots and correlated levels among plants, animals and habitat, and makes recommendations regarding future monitoring activities and locations.

GANDA has designed and is implementing a broad-scale remedial investigation in the Las Tablas Creek watershed to determine ecological and human health risks related to contamination from an abandoned mercury mine superfund site. GANDA biologists are conducting a screening-level risk assessment evaluating mercury bioaccumulation in fish, amphibian, aquatic macroinvertebrate, algal, terrestrial insect; and emergent, riparian, and terrestrial vegetation tissue samples, in conjunction with sediment and water-quality sampling in stream and reservoir habitats. Aquatic biota are collected using a combination of electrofishing, seining, dip-netting, and hook-and-line sampling. GANDA is responsible for all biological sampling, calculation of regional Index of Biotic Integrity (IBI) scores and numerical target comparisons, and identifying overall trends in mercury bioaccumulation compared to the physical environment to help determine the ecological pathways for contamination.

Client: Location: Duration: Placer County, California Truckee, California 2010 - Present

GANDA is providing biological consultation services focusing on impacts to aquatic and fisheries resources from a large-scale restoration project in the Middle Reach of the Upper Truckee River. We are preparing relevant sections for an EIS/EIR in accordance with the NEPA/CEQA guidelines and the Tahoe Regional Planning Agency requirements. GANDA developed existing conditions information for the project area that included a comprehensive synthesis of relevant gray and peer-reviewed literature, and review of historical data as well as recent study efforts and field investigations pertaining to fish, aquatic macroinvertebrates, and ambient bioassessment in the region. Quantitative pre-construction fish population surveys were also conducted to augment baseline data and characterize pre-project fish spawning and rearing habitat within the project area. We are also conducting annual benthic bioassessment monitoring and developing a study plan for relocating fish and mussels from dewatered areas during instream construction.

A team of GANDA archaeologists conducted an archaeological inventory of approximately 35,000 acres for the Healthy Forest Fuels Reduction Project in the San Bernardino National Forest. The survey areas comprised North Big Bear (8,231 acres), Baldwin Lake (5,000 acres), Bluff Mesa (1,124 acres), and Santa Ana (21,058 acres). Archaeologists recorded over 860 sites and isolated artifacts, significantly expanding the archaeological record for the San Bernardino National Forest. After the survey, archaeologists were able to link historic trash dumps and artifact scatters with structures depicted on historic GLO plat maps and USGS topographic maps. In spring 2011, GANDA will excavate shovel test probes in areas with high cultural probability. Archaeologist are preparing four technical reports summarizing the inventory results, and completing Office of Historic Preservation forms for new and existing sites.

Vaca-Dixon 230 kV Transmission Line Reconductoring Project

Client: Location: Duration: Pacific Gas and Electric Company via CH2M Hill (Prime) Solano County, California 2008 - 2010

On April 7, 1926, lightning struck the San Luis Obispo Tank Farm, igniting a blaze that consumed 1.3 million barrels of oil in six days. Over eighty years later, 24 historic features, one prehistoric site, six groups of isolated finds, and two prehistoric isolated finds were documented and evaluated during Phase II archaeological subsurface testing. Using backhoes, shovels, and pickaxes, archaeologists excavated and evaluated archaeological features for California Register of Historical Resources (CRHR) eligibility. Three features produced artifacts that indicate a possible ranching occupation on the property prior to tank farm construction. Two historic tank farm features were determined to be CRHReligible under Criterion A because of their association with the 1926 fire - a significant event.

GANDA provided environmental services from planning through construction of this 30-mile transmission line reconductoring project. As a subcontractor to CH2M Hill, our resource specialists conducted rare plant surveys, general wildlife surveys, and protocollevel western burrowing owl Phase II and III surveys. We prepared reports on natural and cultural resources, wrote Initial Study Mitigated Negative Declaration chapters for biology, cultural, hydrology and water quality, prepared potential effects and mitigation measures, and prepared an Avian Monitoring Plan. During the construction phase we developed the workers environmental training program including brochure and presentation, and trained all workers. Throughout construction GANDA compliance monitors collaborated with crews daily to ensure project compliance with permits.

In 2010 GANDA biologists contributed to the knowledge of special-status species biology and distribution in the western Mojave Desert by conducting comprehensive surveys of a Conservation Easement area. The 2,530-acre area was established by U.S. Borax as part of mitigation requirements for the federal- and state-listed threatened desert tortoise, as well as the state-listed threatened Mohave ground squirrel. Conditions attached to the agreement included two consecutive years of comprehensive surveys for special-status wildlife during spring-summer following normal or above-normal rainfall seasons. Fieldwork involves complete walk-over surveys for desert tortoise, burrowing owl, and rare plants; as well as live-trapping for Mohave ground squirrel. Results included the first documented occurrence of Mohave ground squirrel and desert cymopterus, a special-status plant, in the vicinity of the Conservation Easement area. A second year of comprehensive surveys will be conducted by GANDA biologists in 2011.

Since 2008 GANDA has led environmental compliance services on Westerns Sacramento Area Voltage Support (SVS) Project, which spans 31 miles of across three counties. The SVS project was initiated to provide voltage stability and related reliability and security standards in the greater Sacramento area. In addition to pre-construction surveys, GANDA developed a Compliance Monitoring Construction Plan, Action Plan, Coordination and Communications Protocol, and Health and Safety Plan for the project. GANDA provided USFWS-authorized monitors trained on project permits and regulatory requirements. Monitors led workers environmental awareness training, established buffers on sensitive habitat, and performed pre-construction surveys for nesting birds, giant garter snake, western burrowing owl, northwestern pond turtle and Swainsons hawk. To ensure that Western met its construction budget and schedule goals, GANDA rotated a small core group of highly skilled monitors to work on-site 6-7 days per week.

GANDAs graphic artist currently provides the National Oceanic and Atmospheric Administration with graphic design, illustration and cartographic support in order to promote and raise awareness of the Papahanaumokuakea Marine National Monument located in the northwestern Hawaiian Islands. In early 2009 GANDA completed the official nomination document (280 pages) for the Monument to be listed as a designated UNESCO World Heritage Site. On July 30th, 2010 the United Nations Educational, Scientific and Cultural Organizations (UNESCO) 34th World Heritage Convention in Brasilia, Brazil, agreed to inscribe Papahanaumokuakea Marine National Monument as one of only 26 mixed (natural and cultural) World Heritage Sites in the World. During the fall of 2010, GANDA assisted in the layout and design of a 150-page book, posters and large display graphics for the 10th Anniversary Celebration as a Coral Reef Ecosystem Reserve held in Honolulu, HI.

Garcia and Associates has conducted a multi-component archaeological research investigation of National Register of Historic Places-listed Ahu a Umi Heiau, located in the uplands of Keauhou-2 at 5,200 ft elevation. The project involves intensive documentation of the heiau (Hawaian temple), including detailed mapping and recordation of architectural components using hand-drawn plan and cross-section maps and subsurface testing. A three-dimensional model of the heiau was generated using state-of-the-art terrestrial LIDAR. The model will be integrated with other datasets, particularly previously collected low-altitude kite photography data. Systematic pedestrian survey was conducted over a broad area surrounding the heiau to identify, record, and test additional sites/features and artifacts potentially associated with the heiau or other past land-use in the region. The results of this project include documentation of 217 surface features with 297 individual components and more than 100 architectural components mapped in detail. Radiocarbon dates obtained from the area cluster around AD 1600, matching closely the time frame that oral traditions place the construction of the main heiau complex.

Archaeological and Cultural Monitoring during Construction of the West Range Battle Area Complex, Schofield Barracks, and for the Combined Arms Collective Training Facility, Kahuku Training Area, Oahu.
Client: Location: Duration: U.S. Army Corps of Engineers Schofield Barracks Military Reservation, and Kahuku Training Area, Island of Oahu, Hawaii 2010 - Present.

Garcia and Associates conducted subsurface testing at Phakuloa Training Area, Kemuku parcel, in order to collect additional data from previously identified features interpreted as modern military training structures, and from a selection of confirmed archaeological sites in the area. Twenty-four sites were investigated during the testing program and a number were excavated using primarily test pits placed inside and outside perceived activity areas. Preliminary results of the testing indicate that the majority of the sites are military structures, followed by historic ranching sites, and a few traditional Hawaiian sites. The historic ranching sites are associated with land clearing or land markers, habitation, livestock transportation, and possibly agriculture. The several traditional Hawaiian sites include three rockshelters, rock mounds, rock concentrations, and a wall. Further analyses for this project will include floral and faunal investigations, as well as the collection of samples for radiocarbon dating.

Garcia and Associates is currently conducting cultural and archaeological monitoring and site protection for construction activities for the roughly 1,400-acre Schofield Barracks Battle Area Complex. The monitoring project includes development of site protection measures for over 50 archaeological and cultural sites including pre-Contact habitations, burials, and ceremonial structures; and culturally significant landscape features. The project also includes archaeological testing, radiocarbon dating, and botanical analysis of selected combustion features as well as detailed recording of unanticipated archaeological finds. Simultaneously, cultural and archaeological monitoring and site protection for construction activities are being conducted at Kahuku Training Area, a 9,650-acre parcel on the northeastern side of Oahu.

Gordon Butte Fatal Flaw Analysis

Client: Location: Duration: Grasslands Renewable Energy, LLC Meagher County, Montana 2009 - 2010

The Billings Field Office of the Bureau of Land Management (BLM) undertook a greater sage-grouse lek and habitat inventory in south central Montana. In many western states, including Montana, greater sage grouse are on the BLM sensitive species list. Winter habitat is thought to be nearly as important to the survival of sage grouse populations as breeding and nesting habitat, and GANDA gathered aerial data on sage grouse lek and crucial winter habitat inventories to support landscape analysis by the BLM.

Garcia and Associates, under contract to Grasslands Renewable Energy, LLC, conducted a preliminary fatal flaw analysis of the proposed Gordon Butte Pumped Storage Hydro Project near Martinsdale, Montana. This closed loop hydro project is designed to generate electricity and firm wind power being developed in the area. We evaluated habitat and agricultural use loss, endangered species, cultural resources, and hazardous materials (Phase 1 Environmental Site Assessment conducted by subconsultants Hyalite Engineering). GANDA determined there are likely no fatal flaws from the standpoint of environmental and cultural resources laws and regulations. Additionally, we prepared a list of federal, state, and local permits that might be applicable during the course of Project licensing and development.

Osteological Analysis of 52 Latte-Period Individuals

Client: Location: Duration: Access Ypao, Inc. Tumon Bay, Tamuning, Guam 2008 - Present

Garcia and Associates is currently monitoring construction activities for the demolition of existing facilities and construction of a new fitness center and swimming pool located on the Naval Base Guam. A monitoring plan has been prepared which includes a burial treatment plan as required by the Guam State Historic Preservation Officer and the Naval Facilities Engineering Command (NAVFAC), Marianas Environmental Office. Discovery of World War II Japanese remains necessitated full osteological analysis of the remains. During construction monitoring, extensive soil profiles were recorded documenting locations of intact natural soils on Orote Peninsula. The majority of artifacts that have been recovered and analyzed are associated with the World War II and the post-war period.

Garcia and Associates has recently completed full osteological analysis of 46 individuals recovered from the site of the former Tokyu Hotel on Tumon Bay, Guam. Thirty adults and 16 subadults were identified from 43 burial features and two excavation units; the individuals were all associated with Latte-period deposits. Analyses included determinations of age, sex, stature, ethnicity, and pathology; and complete dentition analysis to identify paleo-dietary trends. Degenerative joint disease (osteoarthritis or gout) was fairly common, and there was low incidence of metabolic disease, while tumors and trauma were rare, suggesting the society was not highly involved in warfare. Several cultural modifications (both intentional and unintentional) indicate habitual strain on the body and an abrasive diet.
