Vision
The XU-CSG Office of the Vice President envisions being the benchmark of exemplary student governance exhibiting the highest standard of professionalism, integrity and accountability in promoting efficiency in Student Government services through better legislations.

Mission
The XU-CSG Office of the Vice President shall work for the welfare of the Xavier University Student Community and contributing to the development and political stability by fostering fidelity to the Constitution of the Xavier University Central Student Government and upholding the highest standard of professionalism, integrity and accountability through better legislations for student services and welfare.

Legal Basis
The 2005 XU-CSG Constitution provided for a Vice President, elected to Office at large.

Mandate
The Office of the Vice President is created to provide staff assistance to the Vice President in the performance of his tasks as the second highest official in the Executive Branch and as the Convener of the Legislative Branch of the XU-CSG.

Function
The Office of the Vice President is created to provide technical and support services to the Vice President to enable him to perform his functions effectively and efficiently. It also assists the Vice President, as Convener of the Legislative Branch, in extending adequate and timely legislative and administrative support to the XU-CSG Directorate.

Seal
The sun at the top of the seal is adopted from the Philippine flag, which embodies the nationalistic aim for sustainable development and peace. The wolves and a pot (lobos y olla) on a red-gold-striped background, which was adopted from the CSG Seal, represent the core values of leadership grounded on the life of St. Ignatius of Loyola. At the center of the seal is the white cross, denoting its regard towards a Christ-centered and fair governance and open to Inter-religious and cultural dialogue. The gavel and scroll, at the lower right of the seal, represents the big role of the Vice President as

head of the legislation in the Student Government. The light and dark blue striped background represents the character of looking beyond and broadening ones perspective in learning something ne w. As the CSG implies in its seal, as is also the seal of the OVP; these altogether are the guiding principles of the CSG OVP for good governance: Ignatian-based, grounded on Atenean tenets, Christ-centered and responsive to the needs of the students.

Job Description
Chief of Staff The Chief of Staff is the overall administration officer of the CSG Office of the Vice President. The following responsibilities of the OVP Chief of Staff include: 1. 2. 3. 4. Assist the CSG Vice President in all matters, executive and legislative in nature; Coordinate with the Legislative Secretariat; Oversee the day-to-day operations of the Office; and Facilitate in the formulation of the General Plan of Activities of the OVP with the different OVP Divisions and with the cooperation of the Directorate, the Legislative Branch of the CSG.

Deputy Chief of Staff The Deputy Chief of Staff is the second overall administration officer of the CSG Office of the Vice President. The following responsibilities of the OVP Deputy Chief of Staff include: 1. Assist the OVP Chief of Staff in the monitoring of the day-to-day operations of the office; 2. Act as the secretary-treasurer of the OVP; and 3. Exercise the powers and duties of the Chief of Staff during his absence, removal, resignation, incapacity or death. Legislation Support Division The Monitoring, Research and Development Division serves as the core of the XU-CSG OVP. This division is headed by a Director. This Division is responsible for the provision of legislative services in support of the research and reference and other legislative activities involved in the law making process. It advises and assists in the formation and implementation of legislative policies and programs of the Directorate. 1. Legislative Technical Affairs Bureau
The Legislative Technical Affairs Bureau directs, oversees and reviews all works and activities performed by the Research and Bill Drafting Services in aid of the legislative work of the Directorate members. Legislative Bill Drafting Service renders assistance to the members of the Directorate in the drafting of bills and resolutions. It provides technical assistance to any Directorship post in the preparation of proposed amendments or bills. Legislative Research Service conducts researches and studies on major legislation, policy issues and other specific legislative concerns of the Directorate. The service prepares opinions, analyses, briefing papers and other forms of technical research assistance in response to queries or requests from the Directorate.

2. Legislative Reference Bureau


The Legislative Reference Bureau is responsible for all activities relating to the library and archival services of the Directorate. Legislative Records and Archives Service is the repository of all legislative records of the Directorate. It is mandated to organize, preserve, maintain, secure and make available for reference and research the legislative records of the Directorate. Legislative Library Service is responsible for the selection, acquisition and compilation of reference materials relevant to legislation. It organizes and maintains various library collections and service facilities to strengthen information and reference services in the Directorate.

External Affairs and Relations Division The External Affairs and Relations Division advise and assist the Chief Of Staff in the formulation and implementation of external affairs and relations policies and programs of the OVP and Directorate . It aims to institutionalize an efficient system of networking and interaction with the executive branch, the academe, and other units. 1. Executive-Legislative Liaison Service
The Executive Legislative Liaison Service promotes harmonious and productive relations among the Directorate, the Executive Branch, and other branches and instrumentalities of government, thus, ensuring cooperation and coordination in the formulation and implementation of bills. It facilitates networking and consensus building between the Directorate and all departments of the Executive Branch as it relates to legislation.

2. Institutional Linkages Service


The Institutional Linkages Service enhances relations between the Directorate and the non-internal CSG organizations, departments or units by providing a forum for effective and continuous dialogue to broaden the peoples participation in the legislative process. It serves as a linkage between the Directorate and various sectors.

Special Projects Division The Special Projects Division of the XU-CSG OVP handles activities and/or projects in collaboration with the Legislative Branch of the XU-CSG (Directorate) and of the College Councils. This division is headed by a Director. This division handles two (2) major projects: the Directorate Open Evaluation and the Year Level Representative Summit. Creative Director The Creative Director of the XU-CSG OVP is charged with determining the best way to visually represent the OVP and its activities. The responsibilities of a creative director include leading the communication design, interactive design, and concept forward in any work assigned.
