PHLs farm mechanization to go full swing by 2016

TACLOBAN CITY By 2016, the farm department wants to break archaic farming tradition, take away water bualo from rice fields and replace them with machines.
The Philippine Center for Postharvest Development and Mechanization (PhilMech) is eyeing to raise the mechanization level of farms in the country to more than 2 horsepower per hectare (hp/ha) in the next three years to catch up with other Asian countries. PhilMech executive director Rex Bingabing said the goal is almost double the 1.25 hp/ha based on last years survey and four times than the 0.52 hp/ha recorded in the 1990s. It seems that agriculture mechanization in the country had been concentrated on land preparation. In the past two years, we are pushing for the promotion of rice transplanters and combined harvesters, Bingabing told Leyte Samar Daily Express after attending a farmers gathering here. By the end of 2016, he said the highest level of farm power available would be 2 hp/ha but 3 hp/has is attainable. Although the latest figure of 1.23 hp/ha shows a significant increase since 1990s, Bingabing admitted that the country is still behind some of its Asian neighbors. TACLOBAN CITY - A 4.6 magnitude earthquake swayed parts of Eastern Visayas early yesterday with the regional office of the Office of Civil Defense(OCD) reporting of no damage due to the tremor. The 6:13 am tremor was felt in Llorente, a town in Eastern Samar at intensity IV, where the quake epicenter was located. Bobby Caete, of the Philippine Institute of Volcanology and Seismology station based in Palo town, Leyte, said that the quake was located at 11.38 north, 125.61 east, 008 km south 69 degree east of Llorente. The tremor was also felt in Borongan City, Oras, Dolores, all in Eastern Samar, and in Tacloban City at intensity III. Residents cry foul over closure of 20-year old access road

C AT BA L O G A N CITY -- While the government is making initiatives in building farm to market roads as well as access roads in far-flung areas, residents of Tarangnan town of Samar cried foul over the closure of their single access road that leads them to the town proper. Some 143 residents of Sitio Cabalangaw and Sitio Boulevard, in a letter complaint, stated their two -decade access road to and from Poblacion B was permanently closed by alleged land owners. Poblacion B is one of the 41 villages comprising Tarangan town, a 4th class municipality 36 kms from this city. According to the residents, the closure had prevented all types of vehicles that used to traverse the Boulevard (along Cabalangaw) to and out of Tarangnan town, depriving them to transport their farm products and other livelihood materials. The complaint-letter, also signed by village officials, added that many elementary and high school students from these two sitios were also deprived of their easy and most safe way in going to schools, while residents deprived in their much safest way to hospitals and public market. Residents said a concrete wall was allegedly constructed by a certain Yolly Daguman (land owner), reportedly through the help of Mayor Emmelly Olaje, also the alleged owner of a nearby lot. The two was reached for comment but to no avail as of this posting. Complaints submitted to the LGU Tarangnan went unheeded, the complainants said. If this will remain closed, it will become a burden to us especially for our children studying in the elementary levels because they will be forced to take the sea wall which is a dangerous route especially during high tide not to mention of its far distance to schools, the letter signed by residents said. The letter-complaining for an Isinarang Daan was posted at the webpage of President Benigno Aquino and Interior and Local Government Secretary Mar Roxas for their action.

DPWH vows to strictly implement anti-overloading law starting July 1

TACLOBAN CITY Strict implementation of the decade-old anti-overloading is on July 1, which sets weight limit on vehicles and cargoes passing through the roads, the Department of Public Works and Highways (DPWH) said. DPWH Regional Director Rolando Asis said they will fully adopt the law setting parameters on maximum allowable gross vehicle weight for different kinds of trucks and trailers. Penalty will be imposed on trucks and trailers for loading beyond their prescribed weight, Asis said. Violation to the antioverloading law carries violations ranging from fines and suspension of drivers license to cargo impounding. Asis said the full application of the Republic Act 8794 enacted in 2000, aims to protect roads from damages wreaked by overloading. The infrastructure agency spends about P13.5 billion every year to rehabilitate damaged pavements. First Waray-English dictionary for MTB-MLE educators published

TACLOBAN CITY In pursuant to the Department Order No. 74, s. 2009 of the Department of Education that mandates the use of the mother tongue in teaching kindergarten and grade level pupils, a first Mother Tongue Based-Multilingual Education (MTB-MLE) instructional material An Syahan nga Usaka Yukot hin mga Pulong nga Agsob Gamiton ha Winaray is soon to be distributed to the MTBMLE educators in the region. This Waray dictionary took one year to be finished by three authors namely, Voltaire Oyzon, John Mark Fullmer and Evelyn Cruzada. Oyzon is a Waray poet and author of several poetry collections like An Maupay ha mga Waray ug an iba pa nga mga Siday. He is also an instructor under LNULanguages and Literature Unit. Cruzada is a university professor who finished Doctor of Arts and received various international grants and awards. She is the previous university president of LNU. Fullmer, on the other hand, served as a visiting faculty and US Peace Corps volunteer at Eastern Visayas State University (EVSU) from the year 2010 until 2012. Now, he works under the Faculty of Technical Communication at Austin Community College, USA. We are writing our language (Waray) from how we look at the world. This dictionary is based on the inner police chief of Llorente, in a phone interview, said that while the quake was felt in their area, there was no damage caused by it. It was not that strong. After the materials official launching, it will be distributed to the MTB-MLE educators in the region. Oyzon hopes that through the material, the richness of the Waray language will be cultivated more. A language that is not written is endangered, he added. EDITORIAL

Bad taste

his country has recently been plagued with a series of bad tastes. For one, it was in bad taste when President Aquino issued a formal apology to Taiwan for the death of one of its citizens due to allegations that he was shot in cold blood by our coast guards. It was tacky because he made the apology unmindful of the true circumstances behind the horrid incident. It would be awkward if it later turns out that our men only acted in defense of their selves without the slightest bit of intention to kill. It was also in bad taste when Vice Ganda made a distasteful mockery of Jessica Sohos weight and the crime against person that is rape in front of a huge crowd. Soho, apparently the more civilized of the two, made qualms not so much on her waistline as the scorn and insults that Ganda hurled at all rape victims, fat or thin, pretty or ugly. Indeed, it does not make one a comedian when he could make

others laugh but at the expense of slighting others. Its not comedy. Its something else entirely. It was in bad taste too when the Gokongweis hired incompetents as aircrew after they handled rather poorly the veering off of one of their airbuses at the Francisco Bangoy International Airport in Davao City. Unfortunately, its repercussions will prove to haunt us for a long period a good six years. Darn these bad tastes.

While this concept of a missionary is still valid it will always be it now cries to be expanded to reflect its true character, especially given todays fast-moving and more complicated world. We have to understand that everyone, by

virtue of his sheer humanity and much more, his Christianity, is called to be a missionary, and that he does not need to go to distant lands because his immediate environment already needs a more effective, downto-earth evangelization. Yes, even the ordinary guy in an office,

Its rather in the paved jungles of the big cities inhabited by very sophisticated people immersed in very worldly things where the more demanding kind of missionary work is needed. In these places, the people tend to be so confined to their own world, already made beautiful and comfortable by the new technologies, such that any talk about spiritual and supernatural realities, especially about prayer, sacrifice and the need for the sacraments, could easily fall on deaf ears. These urban dwellers may not openly profess atheism or agnosticism. They can even show many acts of piety, and can even show off some good work. And this is the more difficult part, precisely because with that condition they can think they are already ok insofar as religion is concerned. But it is quite clear that their minds and hearts are not with God, nor with the others. When scrutinized, their behavior can indicate clear traces of pragmatism motivated not so much by love for God or for others as by self-love. Thus, they find it hard to resist temptations and can easily fall into sin, though most of the time the sins are internal and hidden. But precisely that

hidden condition can lend itself to more complications, developed in a gradual and steady way, since the need for correction would hardly be felt. This can lead to a slow and imperceptible desensitizing of consciences. The signs of complacency, lukewarmness and mediocrity readily appear. The taste for prayer and sacrifice starts to disappear. And worse stages can come later, as in total loss of faith and open opposition to God. We have to be wary of the gathering forces of earthly things, as typified by the accelerating inflow of new technologies, that can harden peoples vulnerabilities, and lead them to find rationalizations for this predicament. As todays missionaries, we have to do battle in this kind of arena. In the words of Pope Paul VI, we have to reach and as it were overturn with the force of the Gospel the standards of judgments, the interests, the thought-patterns, the sources of inspiration and lifestyles in contrast with the word of God and his plan for salvation. As todays missionaries, we cannot remain with a shallow and partial understanding of our faith. Much less can we be left with an anemic spiritual life. We need to be vibrant and strong, knowledgeable not only with the faith, but with the practical ways of the men and the world today. As so many saints have testified, as todays missionaries, we cannot be any other than another Christ, if not Christ himself!

There are no exemptions, as long as you violate the traffic rules and regulations in the city, you can be apprehended by our traffic personnel or even by the Toemeco, Garcia said. On the other hand, Tomeco information officer Jobs Lagutan said that they have already created a strategic plan which will match with the plan of the LTO in order to monitor and manage properly the traffic situation inside the city. Safety is a priority concern at carnival

TACLOBAN CITY - Maintenance secures the safety of every rider of different rides in carnivals. The rides like the roller coaster, sea dragon, carousel, horror train and disco tagada rides, which are the main attraction of a carnival, are secured by the management of carnival in order to avoid accidents. Located beside Tacloban City convention center (Astrodome), the said carnival that started in May 2013 ensures that everyone has a safe ride through checking the rides machine every now and then the belts, harnesses, and chairs. The management sees to it that there will be no accident that will happen since they always guard every ride every time the carnival operates. In addition, the authorities inspected the carnival before it was open to the public. We always check the machines and we are always on guard every moment. The carnival underwent inspections from City Engineers Office to assure standard and safe operation every day, Randy Catu, the welder-maintaining person, said in an interview with Leyte Samar Daily Express. Accident is something that nobody expects, Catu quoted. He also said that the carnival management is requesting their customers to cooperate with them and obey safety security measures every time they ride the different rides in the carnival in order to avoid misfortune. There will be no accident that will happen if the riders will abide the precautionary measures given by the management, Catu said.
