Prime Minister of Democratic Republic of Timor Leste arrives for 4-day official visit to the Philippines

The Prime Minister of the Democratic Republic of Timor Leste His Excellency Kay Rala Xanana Gusmao arrived at the Ninoy Aquino International Airport Terminal 2 on Thursday night as part of his four-day Official Visit to the Philippines scheduled from June 6 to 9. Prime Minister Gusmao arrived on board Philippine Air Lines flight PR512 from Singapore at around 12:18 a.m. He is scheduled to meet with President Benigno S. Aquino III in Malacanang where an Official Luncheon will be held for the visiting Head of Government. Prior to his meeting with President Aquino, Gusmao will hold wreath laying cermonies at the Rizal monument in Manila. On Friday (June 7), Gusmao will give a lecture at the University of the Philippines College of Law and then pay visits to the East La Mesa Water Treatment Plant and The Medical City in Pasig City and wi ll then tour Casa Manila in Intramuros. He will then head up north to Olongapo City on Saturday (June 8) where he will meet with Subic Bay Metropolitan Authority officials and will tour the Clark International Airport in Pampanga. Republic of Timor Leste Prime Minister Kay Rala Xanana Gusmao began his four-day Official Visit to the Philippines by visiting monument of Jose Rizal in Luneta, Manila on Thursday. Gusmao, who arrived at the Rizal Park at around 9:45 a.m., paid his respects to the countrys National Hero by laying a beautifully crafted wreath of flowers at the foo t of Rizals monument. A solemn mood followed as Gusmao bowed his head and took several minutes to reflect and express his respects for the martyrdom of Rizal. At around 10 a.m., Gusmao was ushered to an awaiting vehicle which then whisked him and his delegation to Malacanang Palace where a luncheon hosted by President Benigno S. Aquino III would be held in his honor. Born on June 20, 1946, in Manatuto, Portuguese Timor (now East Timor), Prime Minister Gusmao was the first President of East Timor when it became independent on May 20, 2002. He served until May 20, 2007, and was succeeded by former President Jose Ramos Horta. Gusmao has been the 4th Prime Minister of East Timor since August 8, 2007. President Benigno S. Aquino III has declared June 21, which falls on a Friday, as a special (non-working day) in the municipality of Laurel in the province of Batangas in celebration of its 44th Foundation Day.

The Chief Executive issued the declaration through Proclamation No. 586 signed by Executive Secretary Paquito N. Ochoa Jr. on May 28, to give the people of Laurel the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. The town was named in honor of Miguel Laurel who was known as "the first Laurel in the Philippines." Known as a fierce foe of the Spanish invaders, the people of Batangas looked at him as their leader for defending their rights against the oppressors. President Benigno S. Aquino III welcomed on Thursday morning Timorese Prime Minister Kay Rala Xanana Gusmao in Malacanang who is on his 4-day official visit to the Philippines. Gusmao, who is visiting the Philippines for the first time, arrived in Manila Thursday evening. He was welcomed by the President in Malacanang at 10 a.m. Thursday and was given full military honors. He paid a courtesy call on the President and the two leaders had an expanded bilateral meeting. Gusmao and President Aquino also witnessed the signing of agreements between the two countries on tie ups on foreign affairs, education, and infrastructure development. During his 4-day stay in the Philippines, Gusmao is expected to deliver a lecture at the University of the Philippines College of Law. He will also visit industrial areas in Subic Bay in Olongapo City and Clark Field in Pampanga and meet with potential investors. Currently serving his second five-year term as prime minister, Gusmao concurrently served as Timor-Lestes minister for defense and security. Prior to Timor-Lestes independence from Indonesia, Gusmao led a resistance movement seeking self determination. Indonesia occupied the territory after centuries of Portuguese rule. Gusmao became Timor-Lestes first president after its independence from Indonesia in 2002. Timor-Leste is currently campaigning to become a member of the Association of Southest Asian Nations, an initiative backed by the Philippines. The Philippines and Democratic Republic of Timor-Leste signed three agreements Thursday aimed at strengthening cooperation on foreign relations, education and infrastructure development. Timor-Leste Prime Minister Kay Rala Xanana Gusmao, who arrived in Manila early morning Thursday, joined President Benigno S. Aquino III in witnessing the signing of the three agreements in Malacanang on Thursday. One of the agreements signed was the memorandum of understanding on policy consultations between the Department of Foreign Affairs of the Philippines and Timor-Lestes Ministry of Foreign Affairs and Cooperation. The agreement was signed by Foreign Affairs Secretary Albert del Rosario for the Philippines and Foreign Affairs and Cooperation Minister Jose Luis Guterres for Timor-Leste. Also signed was the memorandum of understanding between the Department of Public Works and Highways and the Ministry of Public Works of Timor-Leste. Secretary Rogelio Singson signed for the Philippines and Minister Francisco de Sousa of the Ministry of Public Works singed for Timor-Leste. The memorandum of the understanding on teacher training between the Philippine Normal University and the Ministry of Education of Timor-Leste was also signed Thursday. Secretary Patricia Licuanan of the Commission on Higher Education signed for the Philippines while Minister Bendito dos Santos of Timor-Lestes Ministry of Education signed for his country. The Philippines and Timor-Leste already have tie ups in education prior to the signing of the MOU on education Thursday. Thirty-two of more than 100 Timorese scholars in the Philippines have finished their studies here and have returned to their country to share the insights gained in the Philippines.

Aquino III expressed his support for Timor-Lestes bid to join the Association of Southeast Asian Nations (ASEAN) adding that hes looking forward to working with Timor-Leste in advancing dialogue for regional development. We look forward to working more closely with you in the future in advancing regional dialogue, which we know will redound not only to the growth of our peoples and our countries, but will also contribute to the stability and continued development of our region, the President said in his statement expressing his support for Timor -Leste. The President also acknowledged the close cooperation between the Philippines and Timor-Leste in the last eleven years in areas of defense, trade, disaster response and education. In the economic front, the President said trade between the Philippines and Timor-Leste has tripled from 2011 to 2012, a positive sign of the robust partnership between the two countries. And with the signing of the agreements on infrastructure development and capacity building, among others, we open more doors of opportunity for both our peoples, empowering them to take part in further building a more equitable, more progressive Southeast Asia, he said. Timor-Leste is also a reliable partner in times of disaster, he said. When Typhoon Pablo hit the Philippines last year, Timor-Leste contributed $750,000 for the typhoon victims. Both countries have been working closely in defense, the President said. The two countries have expressed the same commitment in conducting military consultations and intelligence exchanges that are vital to maintaining peace and security in the region, he said. And with the signing Thursday of three agreements on education, infrastructure development, and foreign relations, the President sees stronger relations between the Philippines and Timor-Leste. Your Excellency, the peoples of our region not only share a rich history; more importantly, we are b ound by common aspirations. It is by working together that we realize the potential of our nations and of our region. Our meeting today signifies that our peoples are determined and ready to achieve these dreams, the President said. As a response, Timor-Leste Prime Minister Rala Xanana Gusmao thanked the President for the warm hospitality extended to him and his delegation. He also extended his heartfelt congratulations on the 115th anniversary commemoration of the Philippine independence next week. Gusmao said Timor-Leste hopes to learn from the experience of the Philippines in tourism, agriculture and fisheries. He said his visit to the Philippines is part of a program to visit all ASEAN countries this year to strengthen both bilateral and regional ties with Timor-Lestes neighbours. He said the Philippines was at a crucial juncture in its democratic history, while Timor-Leste was treading the path to self-governance and independence. The Philippines, he said, was stunted by years of misgovernance and neglect. But the country today has undergone meaningful transformation that empowered its people to build a more progressive society. Timor-Leste could always learn from the experiences of the Philippines, he said, adding the country will always be a partner for Timor-Lestes development. As Timor-Leste endeavors for greater social reform, you will always find a partner in the Filipino people, a country ready to work hand in hand with the Timorese government towards mutual progress, a nation determined to further

advance regional dialogue and positive engagement in our part of the world, the President said. Gusmao arrived in Manila Thursday for a four-day official visit to the Philippines. NAY PYI TAW, Myanmar) The Philippines has started its preparations for next years World Economic Forum (WEF) on East Asia, a government official said Thursday. President Aquino, who is expected to arrive here Friday morning, is attending the closing plenary of the 22nd WEF East Asia Summit to personally invite the delegates of WEF to the Philippines next year. Many of the people who have come to Myanmar, including myself, are part of the committee that is going to organize our hosting of World Economic Forum and of APEC, Presidential Communications Development and Strategic Planning Office Secretary Ramon Carandang said. So we hope to learn some lessons from the examples here from our counterparts, Carandang said during an interview with the members of the Philippine media here. While the Philippines has yet to finalize the venue for next years WEF East Asia Summit, Secretary Ca randang said that Manila would be the most convenient venue for the said forum. We havent finalized the venue yet for next year. But logistically, it seems like Manila would be the easiest. Given the infrastructure thats already there, given the number of hotel rooms, convention centers, Manila is logistically the best, he said. Carandang said that members of the committee handling the preparations in next years summit are the Department of Finance, the Department of Budget and Management, the Department of Foreign Affairs, the Office of the Executive Secretary, the Department of Tourism, the Department of Trade and Investment, the Cabinet secretary, and the National Competitiveness Council. NAY PYI TAW, Myanmar) The meeting between President Benigno S. Aquino III and Myanmars opposition leader Aung San Suu Kyi will focus on economic and political reforms that are taking place in the two countries, an official said. President Aquino, who is set to arrive here Friday, will meet with Suu Kyi, chairperson and general secretary of the National League for Democracy, on the sidelines of his attendance to the 22nd World Economic Forum on East Asia here. In an interview with members of the Philippine media delegation here, Presidential Communications Development and Strategic Planning Office Secretary Ramon Carandang said that this is the first time for the two leaders to meet. This is going to be the first face-to-face meeting between the President and Aung San Suu Kyi. As you know, the Aquino family has long ties with Aung San Suu Kyi, he said. Carandang said former President Corazon Aquino, during her term, was very vocal in supporting Suu Kyi, and when President Aquino assumed office in June 2010, he was also one of the ASEAN leaders who was most vocal in prodding the government of Myanmar towards reform, he added. The meeting between President Aquino and Aung San Suu Kyi is really a culmination of all of these efforts between the two leaders, and the two countries, over the last several decades, Secretary Carandang said. So its only appropriate that the two leaders known for their commitment to democracy in this region should meet, he added. BIR responds to complaints on new OR regulations

The full implementation of Revenue Regulation No. 18-2012 requiring the issuance and used of new sets of receipts on July 1, 2013 shall proceed as scheduled. Commissioner of Internal Revenue Kim S. Jacinto-Henares said, The complaints against the new regulations are without any basis since the tax agency had issued Revenue Regulations (RR) No. 18-2012 last year and published the same in the January 3, 2013 issue of the Manila Bulletin informing everyone that existing receipts will expire on June 30, 2013. We believe that six months is enough preparation for everyone to comply with such requirement. RR No. 18-2012, published on January 3, 2013, provides among others that taxpayers must apply for the printing of their new receipts at least sixty (60) days (or April 30) before the expiry of their old receipts on June 30, 2013 and start issuing the same on July 1, 2013. Commissioner Henares added that the BIR issued Revenue Memorandum Order (R MO) No. 12-2013 on May 2, 2013 to provide for penalties since very few taxpayers were complying with the said regulations. The BIR said that taxpayers who apply for authority to print receipts beyond April 30, 2012 shall pay a penalty of P1,000.00. However, those who apply for said authority beyondJune 30, 2013 and/or on or before June 30, 2103 but failed to use the new sets of receipts starting July 1, 2013 shall pay the maximum penalty (of P50,000.00) as provided for in Section 264 of the Tax Code. The tax agency gave the following rationale for the issuance of the regulations: 1) The BIRs discovery of businesses registered with the tax agency that are not really engaged in any business except to sell invoices thereby defrauding the government of billions in tax revenues. These businesses sell their invoices to entities who are either engaged in smuggling and/or purchasing goods without receipts. When BIR looked for these companies, mostly Small and Medium Enterprises, they cannot be found; 2) The BIRs finding that a lot of invoices that were printed in the 70s are still being used and the need to clean these up by providing an expiry period; and 3) The issuances are aimed at reforming the process of accrediting printers to address complaints against some BIR personnel engaged in the printing business who make it difficult for taxpayers to register and/or secure authority to print unless they get to print the receipts of said taxpayers. For attempting to illegally slip into the country PhP7 million worth of smuggled rice from Taiwan and Vietnam, a trader, his broker and five officials of a trading company were today (June 6, 2013), formally charged by Bureau of Customs (BOC) officials led by Customs Deputy Commissioner for Revenue Collection and Monitoring Group (RCMG) and Run-After-The-Smugglers (RATS) Head Peter Manzano at the Department of Justice (DOJ) for violation of Sections 3601 and 3602, in relation to Section 101 and Sections 2503 and 2530 of the Tariffs and Customs Code of the Philippines (TCCP). Charged were Cagayan De Oro City based and Little Giant Trading Company owner Renato D. Nale, together with his broker Steve S. Semblant, All System Logistics, Inc. officers led by its Chairman of the Board Mary Lou T. Estrada, its CEO Antonio G. Estrada, corporate Secretary Humphrey D. Tumaneng, treasurer Ana Myrna Gonzales and director Anthony Dexer C. Yu. The filing of cases against the owner of Little Giant and its broker stemmed from its May 17, 2013 attempt to illegally slip into the country four (4) forty-footer container vans of rice worth PhP 5 million from Taiwan at the Sub-Port of Mindanao Container Terminal which were misdeclared as prefabricated house. And the other hand All System Logistics, Inc. officials are being charged for attempting to smuggle two (2) twenty-footer container vans of rice from Vietnam worth PhP 2 million without the required import permit from the National Food Authority on March 15, 2013. The Secretary of Finance today announced that in 2012 the overall deficit of the public sector was P163.3 billion, equivalent to 1.5% of GDP. This amount is P11.8 billion lower than what was registered last year. The ratio was 1.8% in 2011.

The public sector deficit was also P70.7 billion lower than the program. The improvement was mainly due the improved performance of the national government, 14 MNFGCs, SSIs and LGUs. As has been previously reported, the national government registered a budget deficit of P242.8 billion, equivalent to 2.3% of GDP. This amount is lower than the full year program by P36.3 billion. The 14 GOCCs deficit of P4.9 billion was an improvement from the 2011 deficit of P19.8 billion. The reduction came from PSALM due to accelerated privatization payments and higher prices in Wholesale Electricity Spot Market. This improvement in PSALM was partly negated by the accelerated capital expenditures by NHA corresponding to housing for uniformed personnel, and by MWSS due to accelerated disbursement for the Angat Water Utilization Aqueduct Improvement Project to ensure safety of raw water and security of water source. Likewise, the SSIs (SSS, GSIS, PHIC) recorded an actual surplus of P72.7 billion on the account of higher revenues from members contributions and higher investment income derived from the holdings of N G securities. The government financial institutions that include the Development Bank of the Philippines (DBP), Trade and Investment Development Corporation (TIDCORP) and Landbank posted a combined surplus of P9.3 billion on the account of higher earnings on its investments on bonds and securities. Bangko Sentral ng Pilipinas (BSP) registered a deficit of P94.4 billion mainly due to losses incurred on its open market operations as a result of exchange rate and price fluctuations. The resulting year-to-date average inflation rate of 3.0 percent was at the low end of the Governments inflation target range of 4.0 percent 1.0 percent for 2013. Core inflation, which excludes certain food and energy items to measure generalized price pressures, decreased slightly to 3.0 percent in May from 3.1 percent in the previous month. Meanwhile, month-on-month headline inflation decelerated slightly to 0.1 percent from 0.2 percent in April. Inflation in May held steady as higher prices of selected food commodities were counterbalanced by the downward adjustment in electricity charges and reduction in the prices of domestic petroleum products. Food inflation increased slightly as some food commodities, particularly fruits, vegetables, and meat, posted higher prices due partly to tight supply conditions following higher spoilage of supplies during the summer season. Meanwhile, lower charges in electricity rates as a result of lower transmission and system loss charges, as well as price reductions in gasoline, diesel, LPG, and kerosene which reflected lower international prices of oil, offset the rise in food inflation. Governor Amando M. Tetangco, Jr. said that the latest inflation reading continues to be consistent with the BSPs assessment of a manageable inflation environment over the policy horizon, with average inflation expected to settle closer to the lower end of the 3.0-5.0 percent target range based on latest forecasts. With the need to ensure that social protection programs should reach the intended beneficiaries, Social Welfare and Development Secretary Corazon Juliano-Soliman admitted during the recent Conference on the Philippine Social Protection Agenda that our greatest challenge is to move poor families to self -sufficiency level by 2016. Secretary Soliman said that the Department of Social Welfare and Development (DSWD) organized the conference to chart the course of the social protection sector by 2016 and identify steps to respond to the challenge of improving the condition of poor families. In assessing and reviewing the Social Protection Framework, we must bear in mind that no one should be left behind in development. The framework should also be inclusive of sustainable growth, Secretary Soliman emphasized. Social protection constitutes policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving peoples capacity to manage risks. Another DSWD official, Undersecretary Angelita Y. Gregorio-Medel, stated that social protection is one of the things the Philippines is getting known for. Hence, the task facing us is to achieve a common understanding of the social protection framework and come up with priority outcomes by 2016, she explained. In response to the challenge, the conference participants identified three priority outcomes for social protection by 2016. These include increasing the number of self-sufficient households; improving the coverage, value and impact of social protection programs for targeted poor and other vulnerable groups and households; and increasing the number of provinces, cities and municipalities offering responsive and applicable social protection programs and services. Also during the conference, Undersecretary Florita R. Villar presented an overview on the national Social Protection initiatives of the country. She cited three key challenges in implementing social protection programs such as synchronization and harmonization of program implementation and operations across sectors and institutions to raise the number of self-sufficient social protection beneficiaries; lack of timely and disaggregated data needed for speedy implementation of interventions so as to reach social protection target beneficiaries; and strengthening governance and mechanisms in order to improve access to social protection interventions especially at the local level. WORLD OIL PRICES (May 27-31, 2013 trading days) Along with the price trend of other crude benchmarks, Asian Dubai hovered around US$100 a barrel over the week amid mixed news of global economic concerns, ample supply and rising demand on upcoming summer driving season in the US. Marginal increase of less than a dollar in midweek was due to the growing expectations that the US Federal Reserve will maintain its stimulus for the time being. But it was offset in the next trading days by a surprised gain in U.S. crude and gasoline stockpiles. Fears that China's factory output is barely growing also weighed on the price trend. Meanwhile, Organisation of Petroleum Exporting Countries (OPEC) delegates, in their 31 May 2013 ministerial meeting in Vienna, indicated that they agreed to keep the output target at 30-million b/d. Saudi Arabias oil minister Ali al-Naimi stressed that the oil market was balanced, with inventories at moderate levels, and US shale oil production was not a threat to the group. About the products market in Asia, Platts noted the continued positive sentiment for gasoline due to tight prompt fundamentals in the region. This was prompted by the emergence of the new Indian demand that adds to an already higher Indonesian imports, and a cut in gasoline exports from Taiwan. On the other hand, the 500 ppm sulfur gasoil/diesel market in the region has been supported by strong demand from the Middle East, as well as steady demand from Africa. The higher sulfur grades have also been observed with similar strength because of tight regional supply, despite of lackluster demand from Vietnam and Indonesia. A recent demand from Sri Lanka, likewise, boosted the market. Overall, Dubai crude decreased this week vs. the previous week by US$0.76/bbl. MOPS diesel also decreased by about US$0.80/bbl contrary to gasoline that increased by US$0.60/bbl. However, the peso depreciation may outweigh the declining effect of the international oil prices. Since the activation of COMELEC Resolution No. 9561-A up to June 5, 2013, the PNP has already confiscated 3,518 firearms, 1,059 Bladed Weapons, 233 Grenades and 515 other explosive devices. MANILA Headline inflation remained stable at 2.6 percent as most commodity groups recorded slower growth of prices in May 2013, according to the National Economic and Development Authority (NEDA). The stable general inflation rate in May 2013 relative to the previous month was a result of the slower price increases of major commodity groups counterbalancing the higher growth in prices of selected food items and lower cutbacks in domestic petroleum prices, said Socioeconomic Planning Secretary Arsenio M. Balisacan. The headline inflation is of the same rate as in April 2013 but lower compared to the 2.9 percent rate in May 2012. This still leads us to an average inflation rate of 3.0 percent for the first five months of 2013, exactly at the low -end of the Development Budget Coordination Committee (DBCC)s inflation target of 3.0 to 5.0 percent for 2013, the Cabinet official said. Slower growth in prices was recorded for major commodity groups such as alcoholic beverages, tobacco and narcotics (31.1% from 31.4%); clothing and footwear (3.5% from 4.2%); furnishings, household equipment and routine maintenance of the house (3.7% from 4.0%); health (2.7% from 3.1%); communications (0.1% from 0.3%); recreation and culture (1.7% from 1.8%); and restaurants, miscellaneous goods and other services (2.3% from 2.7%). The inflation rate of alcoholic beverages and tobacco remained elevated at 31.1 percent owing to the lingering effects of higher sin taxes that took effect early in the year. However, this rate was marginally lower than the previous months 31.4 percent, explained Balisacan, who is also NEDA Director-General. Meanwhile, core inflation, which excludes selected volatile food and energy prices, further eased to 3.0 percent in May 2013. This is slower relative to the 3.1 percent in April and 3.7 percent recorded in May 2012. The average core inflation from January to May 2013 tallied at 3.4 percent. Headline inflation in the National Capital Region (NCR) increased to 1.8 percent in May 2013. This is higher by 10 bps (basis points) compared to 1.7 percent in April 2013, even though lower compared to the 2.3 percent rate in May 2012. Purisima: Numbers On Track to Meet Goals On Back of High Growth For the first quarter of 2013, the Philippines recorded a revenue effort of 13.7% of gross domestic product (GDP) and a tax effort of 11.9% of GDP. Revenue effort is calculated as total national government revenues as a percentage of GDP, while tax effort reflects total national government tax revenues as a percentage of GDP. The Bureau of Internal Revenue (BIR) posted collections amounting to 9.2% of GDP, while the Bureau of Customs (BOC) collections were marked at 2.6% of GDP. The Bureau of the Treasury (BTr) recorded collections of 0.9% of GDP, while other offices collected 0.1% of GDP. Finance Secretary Cesar Purisima noted that the government was still on pace to meet its targets for collections. We are still on track to meet our goals for the tax effort and revenue effort, especially given our high first -quarter growth. We note that in the past, tax effort has gotten a significant boost from the first quarter of the year to the second, and we anticipate the same given our very successful tax collections in April this year. Revenue effort for 2013 is targeted by the government at 14.7%, while tax effort is targeted at 13.5%. In 2012, tax effort increased by 1.6% between the first quarter and second quarter. In April 2013, The BIR collected P149 billion, a 28% growth year-on-year. San Fernando City Thirty nine (39) scholars of OWWA RWO III engaged in fun and exciting outdoor activities on the 2-day scholars camp last May 30-31, 2013 at the Paradise Ranch in Clarkfield, Pampanga. The scholars camp, with the theme Responsableng Kabataan: Sama-samang Kultura ay Lingapin, Tulung-tulong na Kalikasan ay Pagyamanin, aimed to raise the awareness of the youth on current and emerging concerns, particularly on climate change, and motivate them in helping save the earth. The scholars expressed ways on how to preserve and advertise care for the environment through a poster-making contest. They were also taught on proper garbage disposal through the whole duration of the camp. They participated in various Filipino games through a mini-sportsfest facilitated by Mr. Dickie Aguado of Magna Kultura Foundation, Inc. They played piko, patintero, bunong braso, sipa, luksong lubid, Chinese garter, luksong tinik, luksong baka, and touch ball in which they developed friendship and unity among themselves. A tree-planting activity in the vicinity concluded the Scholars Camp 2013. The activity, attended by RWO III scholars, was the fifth Learning Support Program conducted by the regional welfare office for its scholars this year. In April, the RWO III conducted a tutorial session for scholars. Around 400 Overseas Filipino Workers (OFWs) and their families are expected to attend this years event. The Overseas Workers Welfare Administration celebrates Migrant Workers Day in coordination with POEA. It aims to give commendation and tribute to our OFWs for all their sacrifices, hard work and valuable contribution to our country. For this years celebration, OWWA will launch the new OFW song titled Abot Kamay. The said song will be played for the first time at 2PM on June 7 at the OWWA National Capital Region and beamed in selected posts in Europe, Middle East and Asia. OWWA regional offices will also be playing the song simultaneously. In Eastern Visayas, the celebrations theme is Pista sa Nayon ng OFWs. A parade among OFWs and their families will signify the start of the festive and lively celebration. The National Statistical Coordination Board (NSCB), in collaboration with the World Health Organization (WHO), will conduct a Dissemination Forum on the 2005-2011 revised Philippine National Health Accounts (PNHA) estimates on 7 June 2013 (Friday), 8:30 a.m. to 12:00 nn at the Crowne Plaza Manila Galleria, Ortigas Avenue corner Asian Development Bank Avenue, Quezon City. The forum will include presentations and discussions on the information and estimation of the countrys annual health expenditures. The PNHA tells how much is being spent for health care in the Philippines, who pays for health care, what health care goods and services are being provided, and how much it costs to administer health financing schemes. It helps determine appropriate interventions to improve the delivery of health care services in the country.
