ASEAN INTER-PARLIAMENTARY ASSEMBLY 33rd GENERAL ASSEMBLY 16-22 SEPTEMBER 2012, LOMBOK, INDONESIA REPORT ON DIALOGUE WITH BELARUS

The AIPA dialogue was presided by Hon. Mrs. Harbiah Salahuddin, Member of the Indonesian House of Representatives, and assisted by Hon. DR. Surahman Hidayat as Rapporteur. The session started at 08.10 a.m. at Pandawa Room, Santosa Hotel & Resort, Senggigi, Lombok, Indonesia, on 19 September 2012. Mr. Nguyen Van Phuc (MP) The Meeting discussed the following issues: 1. Strengthening human resource development and capacity building The meeting puts a great attention to human resource development and capacity building, especially, related to areas of economic development, trade and finance, as well as trainings for civil servant. The meeting noted the cooperation offered by Belarus on the capacity building on disaster management and increasing of trade investment between Belarus and ASEAN Member States. 2. Promote collaborates research and strategy transfer in agriculture, food and forestry procedure Considering its expertise in the area of agriculture, Belarus offered the ASEAN Member States to establish cooperation on food production. Supporting this view, Cambodia

suggested a more intensive research and technology transfer, particularly in the areas of agricultural, food, and forestry. 3. Energy issues and environmental aspects The meeting underlined the need of closer cooperation between parliaments in promoting research on environment-friendly technology and renewable energy. 4. Strengthening efforts to address climate change adaptation needs Some of delegates also highlighted the issue of climate change and encouraged stronger collaboration between Belarus and AIPA Member Parliaments in handling the issue of climate change. 5. Increasing Parliamentary Cooperation between AIPA Member Parliaments and Observers The dialogue encouraged AIPA and Belarus to increase parliamentary cooperation, and establish a parliamentary friendship group. In responding to this, Belarus gave its support by stating that a parliamentary cooperation can be used as a basis for the bilateral relationship, as well as economic and trade agreements. As there were no further comments from any of delegates, the Chairperson called the dialogue session to a close at 09.20 am. The Report of the Dialogue with Belarus is presented to the 33rd AIPA General Assembly.
