Executive Order No. 2 of the Academic Year 2013-2014

ESTABLISHMENT OF THE BUKLOD ATENISTA, ONE-CDO, AND MULTIMEDIA COMMITTEES OF THE CENTRAL STUDENT GOVERNMENT OF XAVIER UNIVERSITY ATENEO DE CAGAYAN

WHEREAS, Article IV, Section 2 of the 2005 XU-CSG Constitution mandates the XUCSG to formulate a General Plan of Action to oversee student activities concerning its constituency which will be directly handled by the respective XU-CSG Departments and Special Committees with the participation of the College Councils and Student Organizations; WHEREAS, Article IV, Section 3 of the 2005 XU-CSG Constitution states that Departments and special committees which shall compose the executive units may be created to closely monitor and coordinate the activities of the XU-CSG, College Councils and student organizations; WHEREAS, Article VI, Section 4.3.3 of the 2005 XU-CSG Constitution states that the XU-CSG President may create committees to respond to certain pressing concerns that need to be addressed immediately; WHEREAS, the vision statement of XU-CSG envisions a dynamic and pro-active Xavier University community of academically excellent, socially committed, and spiritually mature Ateneans actively contributing to the transformation of Mindanao and the Country; WHEREAS, the XU-CSG recognizes that linkages among other Ateneo universities student governments and student governments from other colleges and universities in Cagayan de oro City are a component of the formation of Xavier University students as they make them more aware of their relationship and responsibilities in active youth engagement and nation-building; WHEREAS, the XU-CSG recognizes that effective awareness campaigns through the use of videos, posters, infographics, and publications must be used by the student

government to communicate its projects, programs, and initiatives to its constituents in a dynamic approach; WHEREAS, the XU-CSG President has identified the need to create two executive units namely Buklod Atenista and ONE-CDO which would specifically take charge of building relevant linkages between the XU-CSG with the student governments in other Ateneo institutions, and strengthening partnerships with other Cagayan de Oro colleges and universities student governments, respectively; WHEREAS, the XU-CSG President has identified the need to create another executive unit which will be referred to as the Multimedia Committee will be in charge of providing publication materials to increase the Xavier communitys awareness on the ongoing and future initiatives of the student government; NOW, THEREFORE, I, PRINCESS KIMBERLY V. UBAY-UBAY, President of the Central Student Government of Xavier University Ateneo de Cagayan, by virtue of the powers vested in me by the Constitution and the laws of the Xavier University Ateneo de Cagayan Central Student Government, do hereby order: Section 1. Establishment of the Buklod Atenista Committee There is hereby established the Buklod Atenista Committee of the Central Student Government of Xavier University Ateneo de Cagayan. The Buklod Atenista Committee is a representative committee of XU-CSG which organizes the mobilizations of the resolutions that will be passed during the Buklod Atenista Congress the annual assembly of the coalition of the different Ateneo schools student governments. The head of the Buklod Atenista Committee will be referred to as Buklod Atenista Ambassador. It shall be under the administrative supervision of the XU-CSG Department of Extracurricular Affairs and Networking Secretary. Section 2. Establishment of the ONE-CDO Committee - There is hereby established the ONE-CDO Committee of the Central Student Government of Xavier University Ateneo de Cagayan. The ONE-CDO Committee is a representative committee of XUCSG which convenes the student governments of other universities and colleges in Cagayan de Oro City for active youth engagement and nation-building. The head of the ONE-CDO Committee will be referred to as ONE-CDO Convenor. It shall be under the administrative supervision of the XU-CSG Department of Extracurricular Affairs and Networking Secretary.

Section 3. Establishment of the Multimedia Committee - There is hereby established the Multimedia Committee of the Central Student Government of Xavier University Ateneo de Cagayan. The Multimedia Committee is a creative and technical committee of XU-CSG which conceptualizes, designs, and creates publication materials of the student government which will be released to the general public. The head of the Multimedia Committee will be referred to as Multimedia Head. It shall be under the administrative supervision of the Office of Communications Director. Section 4. Mission and Function The Buklod Atenista and ONE-CDO committees shall be given the general mandate to seek partnerships with institutions in Cagayan de Oro City and around the country to provide better synergy for XU-CSGs nationalization efforts. The committees are also mandated to act as the executive unit that assists and/or collaborates with the school administration in organizing the projects or initiatives of the alliance of student governments that XU-CSG is part of. Section 4. Mission and Function The Multimedia Committee shall be given the general mandate to provide publication materials that shall be maximized to improve the XU-CSGs visibility efforts. Section 5. Organizational Structure of the New Committees The Buklod Atenista Ambassador, ONE-CDO Convener, and Multimedia Head or his/her appointed representative shall propose an organizational structure for their new respective committees to the Executive Board within 30 days after this executive order takes into effect. The proposed organizational structure shall be approved by the Executive Board.

Section 6. Staffing of the New Committees The new committees shall have the discretion to appropriate the number of needed man power to ensure effective and efficient operations. The committees shall be in charge of the whole recruitment process with their own standards and hiring process. They shall only furnish a profile copy of the accepted applicants and a list of their staff to the Office of Administrative Affairs for recordkeeping or skills inventory purposes. The committee ambassador, convener, and head, shall have the right to suspend or dismiss their staff only after thorough deliberation of the Event Committee Human Resource Officer. The committee head may also ask through a formal written request the Office of Administrative Affairs to initiate the disciplinary, suspension or removal process on their staff. Section 7. New Committees Identity Development The new committees shall design and adopt their own official logo with the approval of the Executive Board sitting en banc. The committees shall also formulate a mission/vision statement and tagline with the approval of the Executive Board sitting en banc. Section 8. Separability Clause Any portion or provision of this Executive Order that may be declared unconstitutional shall not have the effect of nullifying other portions of provisions that can still subsist and be given effect in their entirety . Section 9. Repealing Clause All executive orders, policies, rules, regulations, other issuances of the Executive Branch or parts thereof, which are inconsistent with this Executive Order are hereby repealed or modified accordingly. Section 10. Effectivity This Executive Order shall take effect immediately. Done in the City of Cagayan de Oro, Philippines, this 4th Day of June in the Year of Our Lord, Two Thousand Thirteen.
