RDC to highlight Bicol Express modernization in railway summit

Perez LEGAZPI CITY -- It will take only a travel time of six hours from Legazpi City to Manila with a railway service extending up to Matnog in Sorsogon where a roll-on, roll-off (RORO) sea port is located. These and more recommendations will be presented by the Regional Development Council (RDC) of the Bicol Region during the Railway Development Summit which will be held on June 21 in Metro Manila. According to RDC secretariat, the Philippine Development Plan and the Bicol Regional Development Plan identified the revival, rehabilitation and modernization of the railway system as a priority infrastructure development program. The K+12 curriculum has just been formally signed into a law by President Aquino. That should put a stop to many speculations that the curriculum is just a passing fancy. It is now here to stay and its strict implementation is very much in order. There is no turning back. The product of a very serious and long study, there are many advantages and benefits that are in store for our school children. It is safe to claim that our educational system can rank side by side with other educational systems in other countries. We cannot dispel the fact that the educational system in the Philippines fall below par with other systems worldwide. A high school education in the Philippines, sad to say, is not enough credential for employment outside the country. He has to have at least finished two years of college education before he is finally accepted for employment overseas, For example, applicants in most jobs in America, Canada, England and even in the Middle East require of the applicant to have at least finished second year of college education. With the K+12 curriculum, our secondary school graduates can be globally competitive. This is one big benefit of the curriculum. The student is not just a highly school graduate but he becomes employable. This is a provision of the K+12 curriculumto prepare our secondary education graduates globally competitive and their employability is very high. Maybe parents can start thinking that the additional two years in school for their children imposes a financial burden. But then, the sacrifice can be compensated with sure and easy employment upon graduation. It is discouraging to know that we have thousands upon thousands of college graduates who are not employed. If some of them are, many are underemployed. Or else, they are into jobs that were not in line with the course they took up in college. Eventually, they do not enjoy their job, they do now work well and do not get promoted in rank or even in pay. Kiddingly, a college graduate was asked where he works and his ready answer was PNB. Oh, Philippine National Bank. No, Pirming Nasa Bahay. Another one said he is with PAL. Oh, Philippine Air Lines, No. PALamunin. So, not having a job is just taken jokingly, if only to stop thinking about it and getting freaked out or even goes mentally deranged. Getting a college degree is no small deal for both students and parents. A student has to be serious with his studies as serious as his parents who are not leaving any stone unturned if only to push their child to school. It means he has to be serious with his study and be able to have an impressive credential which could be his passport to a bright future. So, K+12 is the Department of Education answer to a long-felt need for the Filipino students to become globally competitive and stand side by side with other students worldwide.

WEAKNESS: Every time the Philippines get embroiled with another country, almost always, we end up taking the sober and decent approach towards amicable settlement. Actually, our alternative is arrived at because we are cowardly fighting from a position of weakness. First, we lack the military might to fight against our bigger and more wealthy neighbors. Second, because we are afraid that our OFWs who are remitting home the precious foreign exchange might lose their jobs! The priority of our government must be to provide earning opportunities for our citizenry so that they can stop enslaving themselves under foreign masters, subject to all forms of abuses. As if the sorrow and loneliness of being separated from their loving families are not enough, our OFWs have to unduly bear the hardships and insults of heartless lords who surmise that Filipinos have nowhere to go or transfer jobs. TAIWAN: The tyrannical treatments our country, our leaders and our countrymen are receiving from the Taiwan government and its people highlight the position of weakness that we display every time we argue with other nations. The Taiwanese masters of our OFWs threaten them with dismissal from employment! But if all the Filipino workers in Taiwan will resign en masse their factories there will lose their efficient and loyal workforce.

If they maltreat our kababayans in Taiwan we can return the favor by declaring strikes against Taiwanese-owned factories here, or by refusing to buy Taiwanese products whether Philippine-made or imported from Taiwan. Philippines dont just have the workforce; we also have the consumer-buyers power! DYNASTY: In our previous column we concluded that the electorate did not give much objections to members of the same family running together or alternating for election in certain positions. Results of the recent elections showed massive exceptions to that opinion. There are provinces where erstwhile politicallyentrenched families lost most if not all offices which their family members aspired for. Many of the losers were sidelined by

voters because family members ran for many key positions, in effect sidelining their party members. This is the case in Quezon Province and Lucena City where the Talaga family candidates for the city, congressional district and province all lost. The same is true with the mayoralty post in San Pablo City and the fourth congressional district of Laguna where the father and daughter tandem (Arago) both lost. FUTURE: Come next national elections, political dynasties may soon take a beating from qualified independents. Worthy aspirants must start their campaign in the local levels instead of for senatorial slots (national). Family greed for political posts should be tempered, avoiding such arrogant display with parent and child, or both spouses - running for mayor and vice mayor, or for governor and vice governor at the same time. What is good to notice is that in certain areas, members of the same family won but on issues of personal qualifications and accomplishments. The exceptional win of senator-elect Nancy Binay is a totally different issue. We are eager to see how she can fare with her colleagues in the new Senate, more so since the LPs and their allies are expected to dominate the leadership of the Upper House where brother-sister and half-brothers tandems will have to co-exist! PROVERB: Pride only breeds useless quarrels, but wisdom is found in those who take good advice.

Atty. Felix William Wimpy Fuentebella defeated Liberal Party candidate Aga Muhlach for Congressman in the 4th district of Cam. Sur. It was the dirtiest and nastiest political campaign I ever witnessed in my entire life. Black propaganda, lies, disinformations, etc. were thrown at the Fuentebella family, but Wimpy won. I believe, it is because the people know the Fuentebellas and were satisfied with their performance as public servants. Fuentebellas camp never answered black propaganda with black propaganda. They only answered issues and I think that is what the people belice and liked. During the campaign, Aga was always with NP gubernatorial candidate Migs Villafuerte. They gave rice to voters said allegedly been bought by the provincial government for calamity victims even there was no calamity. In the last week of the campaign, Aga Muhlach was also distributing registration papers for the 4Ps or conditional cash transfer (CCT) doles to voters in the towns of Partido district. 4Ps is the Pantawid Pamilyang Pilipino Program of the DSWD.

When questioned in a radio interview why he was doing it, Aga Muhlach pointed to President Aquino and Social Welfare Services Chief Corazon Dinky Soliman as having ordered the distribution of said registration papers from May 11 to election day. The Daily Tribune dated May 17, 2013 reported the following excerpt in connection to this: This showed that Aquino and Soliman were into bribing and corrupting the voters through vote-buying and using government funds to ensure the

victory of the Liberal Party bets. When Dinky Soliman was asked about this, she denied it. Why was Aga Muhlach distributing the cash transfer papers when he is not a social worker or employee of the DSWD? Where did he get those CCT papers? The fourth district of Cam. Sur is composed of ten municipalities. Muhlach won in five municipalities and Fuentebella also won in five municipalities. In the early returns, Aga was winning. He announced on TV and radio that he won. He praised the poll body. When the complete return of the ten towns arrived, he lost by 2,205 votes. Fuentebella got 82,834 votes. Aga Muhlach got 80,629 votes. Now he asked the COMELEC to declare a failure of elections in the district. Muhlachs backer and supporters staged a people power in front of the municipal building of Tigaon to show there is trouble, so that a failure of election can be declared. Wealthy but still unsatisfied


It is all over, the midterms polls. By the time this column comes out, the winners would have been probably proclaimed. For them, it is time to celebrate. For the losers, time to nurse their frustrations. But even for the losers, it is not the end of the world. In this country, nobody looks at himself as a failed human being even when he flunks in several election attempts. His energy is boundless. In Albay province years ago, a former councilor lost three times in a row but did not give up. In his fourth try, he got the highest votes among the winners. He finished his three terms undefeated. There are others who, despite repeated setbacks, wont give up. Speak to them of partisan politics and you will invigorate them. There was a politico who would experience a surge of youthful energy every elections season His friends said the smell of elections refreshes his mind and body. That is how we Filipinos love partisan politics. We think of it even in our sleep.

It is only in this country where moneyed people spend their wealth to acquire public office. Money is economic power. But they are not happy with just this great fortune. They want more. They want political power which clothes a man with something akin to a demigod image. Men with such luck are envied by other men. Many of these lucky people have made it to public office. And while there, their wealth increases.

They are not, however, numerous, these political families. The estimate is that they comprise a measly l0 per cent of the l00 million population. But they control almost the whole country. The scourge of our society, they are more known as political dynasties, Political dynasty is pure and simple feudalism. The dynasty has brought us back to the Middle Ages. We are ruled by petty despots like in Europe in the era of lords and vassals. They have contributed very little to the countrys growth. Public office is easy to come by through a political dynasty. With its wealth and influence, anything the members desire, the members get it. What is there in public office that draws the wealthy and even the destitute to it? From the Spaniards, Filipinos inherited the love for things of higher material value. They knew that with power in their hands, they could easily acquire things of their hearts desire. DTI warns consumers of unsafe LPG tanks
The Department of Trade and Industry (DTI) in Bicol has constantly warned retailers and consumers on the hazards of fake liquefied petroleum gas (LPG) tanks sold by retailers, including sari-sari stores. DTI Bicol regional director Jocelyn Blanco said that LPG users should be wary of tampered, leaking, rusty and illegally manufactured LPG tanks as it may cause loss of lives and property. She said the DTI monitoring team has encountered several defective LPG tanks during inspection. These tanks are often repainted and bearing independently named LPG brands, which Blanco said are not the real brands of tanks that the Department of Energy (DOE) were actually produced. Blanco advised consumers to check LPGs from markings on the tank collar, cylinder valve seals, visible brand name, smooth welded middle part of tanks and welded foot ring and tank collar. She said common malpractices of LPG retailers include under-filling and selling below authorized limits, incorrect or no tare ware markings, dilapidated or poor quality of LPG cylinders, leaking or defective cylinders and illegally refilled cylinders. LPG retailers were also warned of violations they may incur such as having no price display board, no weighing scale, no trade name, underfilled cylinders and hoarding of cylinders. Retailers violating LPG standards may also be recommended for closure by the DTI or DOE to the local government.

Phivolcs to augment Mayon instruments

Perez LEGAZPI CITY -- The Philippine Institute of Volcanology and Seismology (Phivolcs) will be boosting their monitoring instruments in the vicinity of Mayon to further improve detection of volcanic activities. We already have several instruments at the (Mayon Volcanos) base, but there is still a need to improve visualization of the geophysical and geodetical trending, Phivolcs Resident Volcanologist Eduardo Laguerta said. There is not so much activity inside the volcano since 2012, Laguerta said as he points that the instruments are consistently generating graphical outputs indicating that all parameters are not conclusive of any danger. Based on the geophysical activities of Mayon, the magma movements are normal, Laguerta said. The gas output of Mayon is maintained within the normal values with its sulphur dioxide emissions ranging in normal production, Laguerta said. What happened on May 7 is normal, he added. Mayon, one of the worlds most active volcanoes had a phreatic explosion last May 7 that killed five mountaineers and injured eight others. A phreatic explosion happens if the hot rocks inside a volcano come in contact with a water system that will cause a steam pushing up to the crater and creating an ash cloud. Reacting on a possibility of forthcoming major eruption next year based on an experience in the year 2008 that minor eruptions preceded a major eruption in 2009, Laguerta said, Maybe not, maybe yes. Small eruptions are hard to determine, alert levels are (used) for major eruptions, Laguerta said. The permanent danger zone however must be observed strictly at all times, Laguerta added. Mayon Volcano was in alert level zero when it spewed ash early last week. The six-kilometer permanent danger zone is based on Phivolcs geological study, Mayons morphology and its history of past eruptions, Laguerta said. With its 2.5 kilometers height and 40 degrees slope, its steepness is prone to falling accidents and earthquakes will topple down rocks from its summit, Laguerta said. The aviation protocol must be strictly imposed also according to Laguerta. Aircrafts must not pass through an ash cloud for it may cause plane crash, he added. The augmentation of instruments is not only necessary for present utilization but for future researches. All these data can be used in the future and for future scientists for their studies, Laguerta said.

The Elections Over, So What?
We were all agog the last two days before May 13. We were apprehensive. We were hoping there would be no untoward incidents during election day or before. Camarines Sur is a peaceful place. So is Iriga, We all know that. But the apprehension has more to do with whether our choice candidates will make it or not. In Iriga, the mayoralty race was madugo. As it turned out. , my choice for the new Chief Executive of Iriga did make it. Congratulations, Ronald Felix Ganggang Alfelor. Soft-spoken but very firm, he is backed up by a college education that he can use to his advantage and continue the many good programs his sister, outgoing City Mayor Madelaine Alfelor-Gazmen started. It is a fact that for many years, Iriga was in slumber but Mayor Gazmen gave Iriga a new name. Progress, thats it. My young bet to the Sangguniang , Francis Hussein H. Lumabe did not make it. He is still very young and he can run again and by then, he must have mastered campaign techniques. And maybe, he will have more money. Erasmo Omar Ampongan, I know, was a sure winner even before election day. He has very impressive credentials. At any rate, I was not actually very happy for my senatorial choices who did not make it. The first name in my ballot was Edward Hagedorn. Richard Gordon came next. Too bad. This election ended the Gordons in Olangapo with all the Gordons who run not making it. But four women candidates must be all smiles now. Grace Poe (not my choice) Loren Legarda (also not my choice), Nancy Binay (not my choice either) and Cynhtia Villar (not also my choice), they are all there. I felt sorry for Riza Hontiveros who did not make it again, Leni Robredo gave Nelly Villafuerte the fight Mrs. Villafuerte she deserved. Only one Villafuerte made it. Migz who gave his granddad the fight of his life. But then the grandpa or the grandson, it is Villafuerte alright and the Villafuerte still has CWC and CamSur. LRAy lost to Dato Arroyo. The way this Arroyo speaks the Bicol language, he sounds more Bicolano than many Bicolanos. Rez Cortez did not make it as Congressman of the 5th district. I think he needed more time and he did not have it. He launched his candidacy a little bit late although he made very good impressions . The Pacquiaos are lucky. Now Jinky has to preside over the Sangguniang Panlalawigan and I hope to God she is

Palace urges Comelec to speed up payment of teachers poll honoraria


The Department of Budget and Management released early this year P960 million to the Commission on Elections and there is no reason for the electoral body not to pay teachers honoraria for serving the midterm election last week, a Palace official said. A group of teachers reportedly staged a rally at the Philippine International Convention Center allegedly for non-payment of their services during the election. Deputy presidential spokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan Saturday that there is no reason for the Comelec to withhold the payment for the teachers because their budget is already there. Valte appealed to the electoral body to immediately pay the teachers of their honoraria. Umaapela naman tayo sa Comelec na tulungan naman ang ating mga guro na nagtrabaho noong araw ng eleksyon at para maibigay naman ang kakaunting assistance na ibinibigay in exchange for the work that they did during the May 13 elections, Valte said. The Comelec must give the teachers what they deserve because serving the election isnt an easy task and teachers are usually at the frontline during elections, Valte said. And they went beyond the call of duty kasi siyempre, mga guro natin yan, they really just expect to teach and guide our children but, since yan yung additional na mandato sa kanila ay ginagawa naman nila ito nang mabuti, she added. With regards to some criticisms on the conduct of the May 13 polls, Valte said the President isnt distracted by negative comments and he will remain focused on addressing the needs of the people and will continue to push his reform agenda. Sa side naman ng Pangulo, hindi naman yan magiging distraction lalo at tapos na ang eleksiyon, at least for everybody. Ang tinututukan naman natin talaga kung ano yung mga dapat pa nating gawin, moving forward, Valte said. Although there are people criticizing the conduct of the polls last week, Valte said there is a group of foreign observers who noted improvements in the conduct of the May 13 election compared to the elections in 2007 and 2010. Valte said she hopes the Comelec will address all these issues that are being raised about the conduct of the elections. On the side of the executive, while the Philippine National Police and the Armed Forces of the Philippines were both deputized, alam naman natin ang mga concerns din ng Pangulo against vote-buying, Valte said. And whatever happened in the past elections will certainly be taken into consideration by these institutions on how situations can be improved in coming elections.

Sur A school administrator needs not be highly intellectual nor eloquent speaker nor good looking to earn the respect and support of his subordinates, of the pupils and of the other stakeholders. He just needs to be true to what he say and be sincere in his pursuit of improving the school for the good of its academic community. The late Public Schools District Supervisor of Sipocot North District, Dr. Herminio D. Samonte was one of kind in his breed. When he was the Elementary School Principal II of Ragay Central School, Ragay District, he actually adhered to the biblical line, ...he who humbles himself is exalted. He led by example. He practiced what he preached. He befriended the teachers. He mingled with the parents. He played with the pupils. He kept his feet on the ground amidst success. He remained cool in times of trials. The late Sir Minio showed what an instructional leader should be. Many wept and felt sorry for his sudden demise in March, 2013. Ragay Central School had a total make over under the hands of Dr. Samonte, not only in its physical aspect but more so in the values he indirectly instilled in the hearts and minds of its teachers and pupils. We will never have Sir Minio for a PSDS anymore as what he wished for, yet in our hearts there will always be a spot occupied by this administrator worth remembering.

The most disappointed man must be Aga Muhlach who was leading the race only to find out that it was Wimpy Fuentebella who won after all. The Fuentebellas are very difficult to beat. Brigada EskwelaGetting Everybody Involved


By Helen Z. Cornelio, Principal 1 Sagrada Elementary School, Iriga City All roads led to the public school. It looks like it is going to be a big event. They come in droves. Parents, barangay officials, community leaders, volunteers. And every one who passes toward the direction to the public school was bringing some kind of a tool for cleaning or whateverrake, hoe, brooms, paints and paint brushes. And it is not even seven oclock in the morning but much earlier. Oh, no! it is not another suffrage exercise. It is Brigada Eskwela. Every year, Brigada Eskwela is programmed by the Department of Education to call on parents and the whole community to volunteer and collectively prepare the classrooms and the whole school for that matter for the coming opening of classes. The response to the call has been wonderful. The very positive response is a manifestation of the spirit unity and cooperation specifically because it is for a very worthy causethe education of the nations children, the fair hopes of the fatherland, . Now it can be said that when a program is targeted for a very worthy cause, there is not even a need for a campaign for the community to join. The whole community is there. This is a proof of the Brigada Eskwelas worthiness. The sight of parents cleaning the school grounds, some doing repair works of pupils desks and teachers tables and worn down cabinets, some are painting the walls of the classrooms and the fences, some are weeding unwanted grass, some are planting flowering plants, and everyone is doing something to make the classrooms and the whole school campus clean and beautiful. The sight is simply awesome. It should be captured on cam. There is no need for supervision. Teachers and parents and civic minded individuals are doing their share of an unimposed responsibility. All these in the name of the education of the children of the land whose welfare is very important because from their ranks will come the future leaders of the nation. That is why education should not be taken lightly. It is to be seriously considered. DAR to turn over P1.4-M muscovado sugar processing facility in Albay

Perez LEGAZPI CITY -- Life will be sweeter for Albay farmers especially for the Maysua Farmers Association (MFA) in Polangui town for being the beneficiary of the P1.4-million Muscovado sugar processing facility. This is expected to create employment and increase income of farmers by providing and adopting new technologies in producing muscovado sugar. The project is carried out by the Department of Agrarian Reform (DAR) under the Agrarian Reform Community Connectivity & Economic Support Services (Arccess) supported by the Spanish Agency for International Development Cooperation (AECID). Muscovado sugar is known for its healthy benefits. Unlike sugar, it retains all the natural ingredients of sugarcane because it does not undergo additional heating, filtering and bleaching process which removes most of its nutrients, DAR Bicol said. The sugar processing facility was constructed through the collaboration of Paz y Desarollo (PyD), Local Government Unit (LGU) of Polangui, Third District Congressman Fernando Gonzalez, Aquinas University Foundation Inc. Norte, 1. There are six TESDA schools in the Bicol Region: Albay, 1, Camarines Sur, 1, Catanduanes, 1, Masbate, 1, and Sorsogon, 2. TESDA is also conducting jobs fair for the scholars just like in SFIST. It has a dual training system tied up with Panasonic Corporation based in Laguna. The training takes place in the school and in Panasonic. It depends upon the performance of the student whether the company would like and appreciate him. The project is managed by MFA under the monitoring and supervision of AQFI and Project Management Board (PMB) of Polangui, Albay. TESDA offers 3 new programs


By Cherry Acabado LEGAZPI CITY - The Technical Education and Skills Development Authority (TESDA) is offering three new programs in the Bicol Region. Conrad Bares, TESDA regional director, identified the three new programs as the Cash for Training Program (C-for-TP), TW Training for Scholarship Program (TWSP), and Private Education Student Financial Assistance (PESFA). The C-for-TP is supported by the Department of Social Welfare and Development, which has 3,286 enrollees as of April 25. It provides financial assistance for the beneficiaries. The TWSP is not yet approved in Legazpi but there are training centers that have already been approved like the provincial training centers in Guinobatan and in Malilipot towns, both in Albay,and the TESDA San Francisco Institute of Science and Technology (SFIST) in San Francisco town, also in Albay. As of April 25, there are 2,910 enrolled in SFIST. The training will end in June to make way for the TWSP. The PESFA is for the incoming freshmen who are qualified and enrolled in private schools. This has already been approved and has slot in the regional office. The present budget for the C-for-TP is P65 million, for TWSP, P38 million and for the PESFA, P23 million. The TESDA is a government agency that trains scholars/beneficiaries to mold and develop more their skills and knowledge in a short period of time. Its advocacy is to empower the Bicolanos through Technical Vocational Education and Training. According to Aileen A. Lozada, TESDA specialist on information system, there are 13,371 TESDA scholars as of April 25. These are distributed as follows: Albay, 1,921; Camarines Norte, 1,345; Camarines Sur, 6,518; Catanduanes. 209; Masbate,781; and Sorsogon, 2,597. Atento LEGAZPI CITY -- Albay governor Joey Salceda and Office of the Civil Defense (OCD)-V director Raffy Alejandro lauded the joint rescue teams from Albay and OCD for the rescue, search and recovery of victims in the Mayon Volcano ash explosion. The Bronze Cross medal is given in commendation for acts of heroism not involving actual conflict with an enemy but involving risk of lives involving rescue, search and recovery of climbers including foreign tourists and local guides from May 7 to May 10, Salceda said. Ten officers and their teams were officially recommended to be awarded or its equivalent for bravely facing the risk of the foggy, rugged and sloping terrain of the volcano which Salceda said requires years of training, mental discipline and pure heart to bring down the victims. Aquino III signed recently the K to 12 law, a landmark piece of legislation that institutionalizes 12 years of basic education, making it responsive to global educational standards. The law, which introduces two additional years in secondary education and makes Kindergarten mandatory among five-year olds, is expected to give graduates better choices in the field of work or further education. National and Economic Development Authority (NEDA) Bicol assistant regional director Luis Banua said that Luzon regions including Metro Manila Development Authority (MMDA) signified interest on the railway development initiative of RDC for the interconnection of the north and south railways and the Metro Manila railway system. The RDC proposed a railway development summit on December 7 last year through a resolution to promote the revival, expansion and modernization of the railway system in Bicol. The summit hopes to gain strong support from President Benigno Aquino III who will be invited as its keynote speaker, RDC secretariat said. Provincial consultations were held in Camarines Sur on January 30, Sorsogon on February 27, and Camarines Norte on March 20. A regional consultation was also held in Legazpi City On April 25 participated in by RDC members, local government units (LGU) representatives, academe, media, chambers of commerce and industry and non-government organizations. Technical consultations were also held from December to April to discuss railways technologies in terms of speed, services, capability, investment and maintenance costs, RDC secretariat said. The business community emphasized that cargo and passenger train services will propel trade and industry in Bicol. Proposals were also discussed to deal with issues and concerns on squatting along railroad tracks, , illegal railroad crossings, Philippine National Railways (PNR)s role, privatization and establishment of world class railways system that is fully integrated with other modes of transportation, RDC secretariat said. These recommendations will be submitted to the Department of Transportation and Communication (DOTC) for discussion and adoption during the summit, Development Administration Committee (DAC) Chairman Rev. Fr. Ramoncito Segubiense said. Known as Bicol Express in the past decades due to its role as Bicols most popular mode of transportation, the railway industry had an observable slowdown and offtrack direction in recent years that was overtaken by other reliable and efficient modes of transportation in the region. The summit is expected to fuel anew the engines of the Bicol Express back to its tracks to regain its past glory as the regions favorite mode of transportation.
