Suspicious Person Complaint Leads
to Recovery of Loaded Handgun
Syracuse, NY. The Syracuse Police
responded to a suspicious person
with a weapon complaint yesterday
evening which resulted in the arrest
of one person and the recovery of a
loaded handgun.
At about 8:55 PM last night, Ofcers
Scot Carns and Kaitlyn Henderson
responded to the area of West
Onondaga St. near Tallman St. afer
911 received a complaint of two males
walking in the area, one of which
reportedly had a gun. The ofcers
checked the immediate area and
observed two males walking in the 100
block of Dudley St. who matched the
descripton of the suspects. The males
were stopped and the subsequent
investgaton resulted in police
locatng a defaced loaded .38 caliber
revolver on one of the males.
The male with the handgun was
identfed as 23 year old Hassan
Haskins of 140 Malverne Drive in
Syracuse. Haskins was charged with
the felonies of Criminal Possession of a
Weapon in the Second Degree and
Criminal Possession of a Weapon in
the Third Degree.
Haskins was lodged in the Justce
Center and is scheduled to be
arraigned today in Syracuse City
Criminal Court. The second male who
was with Haskins was not charged.
Tensions Run High
in Henniger High Cafeteria
Henninger High School cafeteria was a
standing room only during a listening
panel held by Parents for Public
Schools last Tuesday evening.
This was the groups frst meetng of
the year, afer an informal survey was
sent out by the group to parents in the
district to determine areas of concern
within the district and how to improve
them. From the results survey, the
group concluded that communicaton
and class size were of greatest
importance. The meetng discussed
the survey results, but was designed
to go beyond them.
Most of the African American in
atendance were outraged by the
survey. It was said that the survey
was problematc because it asked for
the educaton and income level of the
parents and was not evenly distributed
to minority communites and parents.
Appeals for the evening surrounded
the need for all interested partes
to come together to address and to
administer what should be the best
practces for addressing the needs of
all children no mater their race, their
class or home environment.
Syracuse City School District
Superintendent Sharon Contreras
along with four members of the
Board of Educaton, Pat Body, Max
Ruckdeschel, Michelle Mignano and
Bill Bulle were in atendance--but only
to take notes. They did not ofer any
comments.

New Yorks atorney general is suing
HSBC Bank USA and HSBC Mortgage
Corp. claiming theyre failing to
set tmely foreclosure setlement
conferences required by state law.
The law says mortgage lenders
who sue to foreclose on residental
homeowners will request court-
supervised interventon and atend
a setlement conference on possible
loan modifcatons within 60 days.
Atorney General Eric Schneiderman
says about 25,000 foreclosure cases
statewide have languished for months
because lenders have delayed fling
the papers to trigger a conference
while contnuing to assess interest,
fees and penaltes.
The suit would require HSBC to waive
those later charges.
Schneiderman says lenders are
brazenly ignoring state law, citng
nearly 300 HSBC cases in four countes.
He says hell also sue other lenders.
HSBC did not initally respond to
requests for comment Tuesday.
NY Attorney General Sues
HSBC Over Foreclosures
Governor Andrew Cuomo proposed at
least $80 million in state aid Tuesday
to help New York cites and countes
escape a decades-long cycle of higher
taxes and reduced services in the
face of rising public payroll costs and
dwindling populatons.
Cuomo said state government can
no longer aford temporary fxes to
an imbalance that is forcing some
of Americas greatest cites to face
insolvency during a news conference
in describing his proposal to the
Legislature.
Its not a momentary setback, its a
chronic imbalance, Cuomo said.
The states last four governors
have tried to turn the Rust Belt
phenomena around with state aid.
Cuomos approach would involve a
panel that would tailor each plan to
a local governments needs. Changes
would likely include consolidatng
administratve dutes with other
local governments, refnancing debt,
reducing the number of politcians in
ofce, bargaining for no raises, cutng
spending and more layofs.
Some local ofcials welcomed the
approach as a way to free themselves
from a tghtening fscal noose. But
others said the panel, while helpful,
wouldnt go nearly far enough. They
said it lets state government of the
hook from making the hard decisions
on the biggest issues.
What is driving us to insolvency is
state mandates, Syracuse Mayor
Stephanie Miner said.
Miner, who co-chairs the state
Democratc Commitee, wasnt invited
to the Democratc governors press
conference, although she has been a
leader in the efort to pressure Cuomo
to help local governments.
She said Syracuse has cut stafng
by 282 jobs to 1,915 employees
since 1990. She also said the city
Fire Department is a huge source
of the citys rising health care and
pension costs, much of which were
set in Albany with public unions. But
the city department is the only full-
tme, professional frefghtng unit in
Onondaga County and she wondered
aloud how the city could share services
with another municipality.
Cuomos proposal doesnt include
changes to state laws that protect
public jobs and benefts, which
powerful state unions lobbied for.
Meanwhile, local governments are
forced to conform to a law pushed by
Cuomo to limit the increase in some of
the natons highest property taxes to 2
percent a year, with some exceptons.
Tuesdays proposal also doesnt cover
schools, which account for the largest
share of property taxes, and doesnt
include a permanent change in the
law that forces governments to accept
decisions under binding arbitraton in
labor disputes, even if the governments
cant aford the result of the decisions.
I dont think it will be enough to
enable the countes to contnue to
provide services as well as meet the
2 percent property tax cap. But it
does help, said Stephen J. Acquario
of the New York State Associaton of
Countes.
The associaton is among the
supporters of Cuomos proposal.
The governor said local governments
can choose to work with the panel or
not. A local government would only
have to accept the recommendatons
if it accepted state aid to consolidate,
merge services, or take other acton.
He said the panel is a last step before
a fnancial control board, which
under law has power to rewrite labor
contracts. Local ofcials seek to avoid
those powerful boards because the
state-appointed board supersedes
locally elected ofcials untl fnances
are corrected.
This is a viable alternatve, said
Jamestown Mayor Samuel Teresi. We
may be one of the frst municipalites
in line.

Governments Survive

NATIONAL
George Zimmermans atorney doubts
he will be able to fnd jurors who
havent heard about the Trayvon
Martn fatal shootng. He just wants to
pick people who havent already made
up their mind about the case.
Jury selecton begins Monday in the
Orlando suburb of Sanford, Fla., the
scene of massive protests by people
who were angered that police waited
44 days before charging Zimmerman
with second-degree murder. Other
demonstratons were held around the
country, and the case drew worldwide
atenton as it fanned a debate about
race, equal justce under the law and
gun control.
There is no dispute Zimmerman
shot an unarmed Martn, 17, during
a fght on a rainy night in February
2012. Prosecutors will try to show the
neighborhood watch volunteer racially
profled the black teenager, while
Zimmermans atorney must convince
jurors Zimmerman pulled his 9 mm
handgun and fred a bullet into the
high school students chest because he
feared for his life.
Zimmerman is charged with second-
degree murder. He says he shot
Martn in self-defense. If convicted,
Zimmerman, who identfes himself as
Hispanic, could get a life sentence.
Under Florida law, Zimmerman, 29,
could shoot Martn in self-defense if
it was necessary to prevent death or
great bodily harm.
His lead atorney, Mark OMara, has
to be careful how he characterizes
Martn, said Randy McClean, an
Orlando-area defense atorney.
Mr. OMaras challenge is to
show Trayvon wasnt profled, that
Zimmerman either saw something
that looked suspicious or something
else that caused him to make contact
with Trayvon.
McClean and another Orlando
defense atorney, David Hill, predicted
prosecutors will atack Zimmerman as
a frustrated, would-be police ofcer
who had a chip on his shoulder.
Zimmerman was employed at a
mortgage risk management frm.
He had studied criminal justce
at a community college and had
volunteered to run his communitys
neighborhood watch program.
The states narratve is going to
be ... Zimmerman was a powerful
neighborhood watchman, a wannabe
ofcer who liked to use his authority,
McClean said.
The Feb. 26, 2012, confrontaton
began when Zimmerman spoted
Martn, whom he did not recognize,
walking in the Retreat at Twin Lakes,
the gated townhome community
where Zimmerman lived and the
fancee of Martns father also resided.
There had been a rash of recent break-
ins at the Retreat, and Zimmerman
was wary of strangers walking through
the complex. He was well-known
to police dispatchers for his regular
calls reportng suspicious people and
events.
Martn was walking back from a
convenience store afer buying ice tea
and Skitles. It was raining, and he was
wearing a hoodie.
Zimmerman called 911, got out of his
vehicle and followed Martn behind
the townhomes despite being told not
to by a police dispatcher. These a-----
-s, they always get away, Zimmerman
said on the call. Zimmerman, who had
a concealed weapons permit, was
armed.
The two then got into a struggle.
Zimmerman told police he had lost
sight of Martn, and that Martn circled
back and atacked him as he walked
back to his truck. Prosecutors say he
tracked down Martn and started the
fght.
Zimmerman told police Martn
punched him in the nose, knocking
him down, and then got on top of
him and began banging Zimmermans
head on the sidewalk. Photos taken
afer the fght show Zimmerman with
a broken nose, bruises and bloody
cuts on the back of his head. He said
that when Martn spoted his gun
holstered around his waist under his
clothes, he said, You are going to die
tonight. Zimmerman said he grabbed
the gun frst and fred. Martn died at
the scene.
Given the low visibility on the dark,
rainy night of the shootng, few
residents of the Retreat at Twin Lakes
were able to give investgators a good
descripton of what happened, and
several ofered confictng accounts of
who was on top of whom during the
struggle.
But 911 calls made by neighbors
captured cries for help during the
fght and then the gunshot. Martns
parents say the cries for help were
from their son, while Zimmermans
father has testfed they were from his
son. Voice-recogniton experts could
play an important role in helping jurors
decide who was screaming, provided
they are allowed to testfy. OMara had
raised questons about whether such
prosecuton experts would mislead
jurors and Circuit Judge Debra Nelson
has yet to rule.
The shootng received litle inital
atenton, but that changed afer
Martns parents hired Benjamin
Crump, a prominent civil rights
atorney. He began complaining to the
news media, accusing the police and
prosecutors of letng the murderer of
a black child go free, and contactng
other civil rights leaders, including the
Revs. Jesse Jackson and Al Sharpton,
to get their support.
Gov. Rick Scot appointed State
Atorney Angela B. Corey from the
nearby Jacksonville district to re-
examine the case. She decided to
charge Zimmerman.
For the past year, Zimmerman has
been free on $1 million bond and living
in seclusion.
OMara earlier decided not to invoke a
stand your ground hearing in which
a judge alone would decide whether to
dismiss the case or allow it to proceed
to trial.
Its not clear whether Zimmerman
will take the stand, but he has already
testfed in pretrial hearings.
Another crucial witness will be a
Miami-area female friend of Martns
who was talking to the teen by
cellphone as he was walking through
the Retreat at Twin Lakes followed
by Zimmerman. She says Martn told
her during that conversaton that
someone was following him and
that she also heard a brief exchange
between him and someone before the
phone was cut of. Martn was shot
shortly aferward. But OMara already
has called into queston her credibility,
accusing her of lying about missing
Martns funeral because she was in
the hospital.
Prosecutors have refused to comment
about the case outside the courtroom.
Areas near the courthouse have been
designated for expected protests.
We want to make sure this trial is
tried in a courtroom and not outside a
courtroom, lead prosecutor Bernie de
la Rionda said.

The story of
Balaal Hollings
is one that is
both tragic and
i ns pi r at i onal .
Hollings was
one of the
latest victms
of the wave of
gun violence
that puts the
lives of African
Americans in
jeopardy all over the country. Beyond
the shootng death of Trayvon Martn,
there are thousands of other black
men whove also seen death come at
the hands of a someone holding a gun.
The frst part of Hollings story is not
much diferent from the others: He
was at a party and tried to break up a
fght. During the fght, he was shot in
the head. For the young man who was
a football star, prom king, and class
president on his way to college, this
appeared to be the end, as it almost
always is.
But God had other plans.
The Northwestern High School
graduate stunned his class by appearing
at the graduaton, walking up to the
podium, and actually addressing the
class. Afer others thought that he
would not live, let alone walk or talk
again, the student stood up and gave
the most inspiratonal speech that any
of his classmates will ever hear in their
lives.
Balaal is one of the most intelligent,
kind-hearted, and selfess men I have
ever met, classmate Justn Williams
told the Detroit Free Press. I never
came across a person that could make
people smile and give them joy just by
saying hello.
Hollings lost his football scholarship,
since the NCAA doesnt see much value
in black males who cant run up and
down the feld. This is unfortunate,
because these scholarships should
be guaranteed, partcularly given the
tremendous risk taken by young men
when they step on the feld of play.
During his speech, Hollings thanked
God for giving him another chance.
His story brings tears to the eyes of
anyone who reads it, including myself.
Tragedies like this dont have to
happen, and every tme a bullet leaves
the chamber of an ill-goten gun, a
promising future is at risk of being
murdered in broad daylight.
Happily for Mr. Hollings, he did fnd
out that hed won another scholarship
worth $50,000. He plans to study Pre-
Law or Criminal Justce. He has also
been invited to throw the opening
pitch at Comerica Park when the
Detroit Tigers play the Tampa Bay Rays.
Father Michael Pfeger, one of the
bravest men I know, has faced gun
violence all too ofen in his South
Side Chicago community. Pfeger has
repeatedly pushed the idea of ttling
guns like cars, so that guns cannot
magically appear on the black
market to allow teenagers to kill one
another.
These guns are not lost by accident.
They are lost deliberately so that gun
makers can get rich from black male
genocide. Afer the killing has stopped,
shareholders from the Correctons
Corporaton of America faten their
pockets by feeding our children to the
Prison Industrial Complex. We have a
role in this economy, and its one that
is based on brainwashing our kids to
get them recommited to modern day
slavery.
When I think about men like Balaal, I
think of myself. The only diference is
that Balaal is a far beter student than
I was, a beter athlete, a beter leader
and has more potental. The same
would be true for Hadiya Pendleton,
the litle girl who was murdered less
than a mile from President Obamas
house. If we are going to protect these
young men and women, we must be
as aggressive as those who seek to
destroy them. Teenagers should only
be worried about litle things, like
datng, learning to drive and getng a
good grade on their biology test. They
should NOT be wondering if they are
going to die before graduaton.
None of this is natural.

All for one, and one for all
Last week, the Social Security Trust
Fund report was released. One of
its more telling charts was of the
trend in Social Security revenue.
Social Security revenue comes from
a tax on the wages of earners, paid
by both employees and employers.
So, essentally it tracks the level of
employment.
Based on the simple trend of
revenues from 1990 to 2007, just
before the Great Recession started,
2012 revenue would have been $899.4 billion; instead, it was
$840 billion. That gap means less money to build up the Social
Security Trust Fund than expected. The trustees do not break
down the revenue by the age of workers, but based on the
dramatcally lower employment experience of young workers,
the bulk of that gap refects the lost wages of young people.
That gap also represents another side to the young worker crisis.
Of course, a smaller Social Security Trust Fund is a crisis for all
of us. But, the gap in earnings of young people also refects
they are not building up the wage record on which their Social
Security benefts will be based.
This is tangible, easy to see costs of high unemployment for
young people. Unfortunately, it is money they will not make up
easily. Evidence is that entering the labor market in tmes of high
unemployment permanently lowers the earnings of workers.
The downturn of the 1980s lef permanent scars on the earnings
of those who graduated into the labor market between 1981
and 1983. The only way for the current young workers to make
up those lost earnings will be to work longer-make it up at the
ends of their working lives.
But, if America would return to getng to full employment
faster, young workers would beneft greatly. And, Social Security
would beneft. This is the true inter-generatonal struggle. The
current generaton of politcians is ignoring the immediate and
long-term needs of young workers.
Now, the perverse twist is that the debate is on cutng the
Social Security benefts of future retrees-meaning the current
set of young workers who are sufering the most from high
unemployment. The same set of young people who are not
building up the savings needed to help them when they are old.
Here, the Social Security Trust Fund report is helpful. The report
says that Social Security is currently taking in more money than
it is paying out-revenue from current taxes and interest on the
Trust Fund are more than current outlays to pay benefts. So, the
Trust fund is contnuing to grow. The Trust Fund is large enough
to pay all promised benefts untl 2033. That means well past
when the frst wave of the Baby Boomers-those born before
1949-will be fnished receiving benefts-more crudely, when
they are dead.
This means the current jargon on intergeneratonal transfer is
a false debate; making it appear the AARP is trying to squeeze
money out of young workers. Instead, those who are fghtng to
protect Social Security-like the Natonal Commitee to Preserve
Social Security and Medicare-are really fghtng for todays
young workers. Protectng Social Security is making sure that
young workers do not have to pay for the nearsightedness of
austerity budgets that cheat the young out of policy debates on
generatng jobs, and then make young workers pay in retrement
because of that same world view.
What the Organizaton for Economic Cooperaton and
Development clearly showed last week in its economic report
is that the social safety nets of the modern states are working
to save the day. Why would we deny young workers a fully
functoning set of proven safety nets when they get to be old?
In the meantme, lets move on to debatng getng Americans to
work. Politcians need to show how their plan creates jobs now,
not in some distant future. Young people need the jobs, and all
of us need Social Security.
