Thanks for your response. Just to be clear, I believe my role as a councilmember is to respond to constituents with have you talked with the City? When they say no and they always do, I tell them to do so. I do offer, however, that if they talk w/ the City and dont get anywhere, then let me know. They never do, because the City is always responsive. This is the only issue that even remotely enters that arena. So, in this case (and others) the purpose of my pre email is to alert you that an email is on its way that will most likely either be ccd to a constituent or ripe for a public records request. So, I take a more formal tone, because it is really as much to my constituent as it is to you. In this case, as you know, more crap happened there recently, so Angie followed up w/ me and said she hadnt heard from you regarding proposed initiatives. I hadnt heard anything either, so my intention was to just dust it off. Finally, post-KCLS, my relationship w/ the neighborhood is strained. As you know, I believe I represent all of Renton, and Renton region-wide, and not just my neighborhood, but this issue does hold significance for me and, as necessary, I do need to take a proactive role. Statement from Chief Administrative Officer Jay Covington

There has been no relevant information that we have uncovered to date on the Cyberstalking case to further a criminal investigation. As a result we have decided to forego any further action on the search warrant. As we stated earlier, we believe that the person who created and posted these videos is a current police officer. This case is now about harassment and discrimination, and it is our duty to protect those who might have been harassed. It is our responsibility to prevent a hostile work environment and we will continue to conduct an internal investigation. Wed also like to emphasize that most of the allegations and stories depicted in the videos are fabricated, not true, officers were exonerated, or the videos depict rumors that date back over 20 years. Where merited, appropriate action was taken. Let me also assure you that this does not have anything to do with violating first amendment rights. We are committed to protecting free speech and the rights of any individual to express their opinions. Our primary responsibility is to the citizens of Renton. It is our goal to continue to ensure that we are serving the citizens of Renton and that our officers are acting within the law and following the policies of our department. ###

Thanks for taking the employee survey! The results are in and can be found in the attached pdf document (the results will also be posted on E-grapevine). Nearly half of our workforce took the time to fill out the survey. We appreciate you sharing your thoughts with us.

The findings from the survey revealed some positive and valuable feedback and some areas to look at further. Here is a high-level summary of selected results: Many (88%) believe the City of Renton is a great place to work. Co-workers, professionalism, pay and benefits were some of the top reasons cited. In most dimensions of communications, employees agree that information is provided in a timely way (81%), and there are high marks for access (88%) and trust for open communication (72%). From a job satisfaction standpoint, most (over 90%) strongly or mostly agree that job responsibilities and expectations are clear, along with the mission and customer focus of the city. More than three-quarters of respondents felt the City is moving in the right direction (79%), has a respectful atmosphere (85%), a strong customer service ethic (90%) where employees give extra to be responsive (85%), and would recommend working for the City to a friend (89%).

Employees offered some critical and valuable feedback regarding areas that require some attention. Survey results showed that interdepartmental communication, employee involvement in decisions that affect them, and recognition for collaboration could be improved. A number of respondents reported that they mostly or strongly disagreed with the statement that there is a high level of mutual trust in the department. For some departments, areas of improvement include planning, anticipating issues and problems, and effective management.

This survey gives City leaders important insights to how our employees feel about working in Renton. In the coming months, next steps will include departmental discussions to follow up and learn more about what the results mean, likely leading to some positive changes that will work to bring about city-wide improvements. You are confusing the various stories in the videos with each other. Penny Bartley has never had a sustained allegation of misconduct during her tenure with the city of Renton.

I would highly recommend an apology and a retraction.

Thank you for your email. Unfortunately the press does not report all the information on incidents. While I have not seen the video's other than what has been posted on line. There are seven more video's which I have been told are very malicious and pointed at particular people. If the chief did not take an agressive stance on this issue, he and the city could find us all in a lawsuit for sexual harrassment and hostile work place. Then the chief would be criticized for not taking complaints seriously by the same press which is critical of him for taking the issue seriously. I have talked to several of the rank and file members of the police department and they all support the chief's stance, while they would rather not see the issue in the press they understand this is part of the job. As public employees, much of what we do is a public document and subject to release under public disclosure laws. The press under public disclosure has requested copies of all videos associated with the on-going investigation and we had to release them. Unfortunately, this supports the creator of the videos desire to further embarrass the Department. The press has also requested the internal investigation regarding the original or first SCORE video. I would anticipate that this information will be in their hands in the coming weeks.

While I know we have to work on some leadership issues within the department, this is a good department, staffed by hard working members, that provide outstanding service to the community. I am proud of this organization and I know these issues will soon pass and we can move on. These videos and recent internal investigations does have an impact on the morale of the Department. This is an area that I need to resolve. Leadership begins at the top, so it is my responsibility to fix it.

Renton Police Cracks Down on Unlawful Behavior Citys Public Safety Initiative Targets and Fights Crime

RENTON, WAAs part of the citys public safety initiative, Renton Police are rigorously cracking down on any illegal behavior throughout the city including downtown Renton, Renton Transit Center, the citys parks and trails, and other neighborhoods. Renton Police Department has had several recent accomplishments in its continued efforts to reduce crime. These include solving the homicide case of Lindbergh High School student Kathy Minh Chou; continued success with its anti-graffiti campaign; arresting or expelling offenders in downtown Renton, the Transit Center and our parks and trails; and targeting and arresting repeat offenders.

Latest data and analysis indicate significant success in the citys efforts to enhance public safety and decrease the amount of serious crimes being committed. "Our recent analysis and statistics have been highly encouraging, said Mayor Denis Law. We will continue to strategically focus police resources in problem areas to reduce crime and help make people feel safe."

The city's strategy includes the following:

Downtown Renton including Renton Transit Center Reducing crime in downtown Renton and the Transit Center has been a priority for the city for a long time. In addition to previous efforts such as installing state of the art video cameras, the city has implemented several recent strategies for additional

emphasis. Renton Police Departments Special Operations Unit has uniformed officers at the Transit Center/downtown core 100% of the time. Since June, they have made contact with 272 businesses and have also increased police presence in downtown Renton during special events. Police officers are also aggressively implementing the citys zero-tolerance policy and have issued warnings, citations, and expelled individuals from the transit center if they engage in unlawful or inappropriate behavior. In the last 45 days, they have made 768 contacts, 6 felony arrests, apprehended 23 misdemeanor crimes (not associated with Transit Center laws), 18 felony/misdemeanor warrant arrests, 100 criminal citations (unlawful bus conduct violations), 198 Notices of Infractions, 97 written warnings, and 30 expulsions.

Parks and Trails Safety The city has also increased patrols in city parks and trails and has been enforcing a new ordinance that gives city staff and police officers the ability to expel individuals from all city parks if they engage in unlawful or inappropriate behavior. To date, the city has expelled xx individuals from our parks ensuring that the worst offenders have been removed are for a long time. In addition, the city has implemented reduced speed limits, trail striping, signage and a comprehensive trail education and etiquette program. The city recently rolled out a Park and Trails Rangers program, where volunteer rangers patrol the citys major parks and the Cedar River trail. Their tasks include patrolling the trails and park to monitor the surroundings, providing information on trail and park safety, educating patrons on the rules and regulations, serving as a liaison with the community, and deterring criminal activity with their presence.

Graffiti Abatement Renton has seen a 50% reduction in graffiti and vandalism since it launched its Wipe-Out Graffiti program in 2009. This comprehensive program is an interdepartmental effort and includes identification and arrest of taggers, an anti-graffiti ordinance that helps prosecute graffiti offenders, reduce the damages inflicted on property owners by providing restitution for victims, free graffiti paint-out kits for victims with limited resources, volunteer efforts, partnerships with businesses and a comprehensive education and outreach effort.

Proactive Enforcement, Covert Operation, Using Crime Analysis to Target Repeat Offenders A unique and highly successful strategy that the city has implemented to crack down against crime is the citys Pro-Act policyto interrupt criminal enterprises, especially high-impact repeat offenders, using proactive and covert enforcement methods. A small group of offenders are responsible for more than 80% of the crimes. By targeting and stalking these repeat offenders and using crime analysis, specialized surveillance techniques, plainclothes officer and unmarked cars to catch them as they commit repeated felony acts, Renton Police Department is able arrest them and seek a maximum sentence. This helps put them away for a long time and achieve long-term crime reduction. These successes are proof that our crime reduction strategies are working, said Police Chief Milosevich. But in order to continue this success, it is crucial that we continue to target known offenders, and focus on long-term prevention.

She feels this was an unnecessary ticket because he really wasnt jaywalking, and asked the officers if they could not give her son a ticket. She feels this was an unnecessary ticket because he really wasnt jaywalking, and asked the officers if they could not give her son a ticket. Jody said the police officers said the police officers stated that the Mayor had directed that there be a zero tolerance policy when it came to the Transit Center and people committing infractions.

I want you to be aware that Chief Milosevich is taking some disciplinary action this week against two officers, including a deputy chief, but I ask that you keep it confidential at this time. Following a thorough investigation, the Chief is planning to demote a deputy chief to the rank of sergeant due to his involvement in the creation of an inappropriate cartoon video earlier this year that was posted on YouTube. This video ridiculed and demeaned members of the Renton Jail and SCORE, and was seen by other departments throughout the area. Most of the south county mayors were aware of the video.

The video was created by another member of the department who serves in a supervisory position. He, too, is facing disciplinary action this week that may include a demotion. Its my hope that these actions dont become public since it will further hurt the members of our department. Since these decisions of discipline may be appealed, Im going to refrain from providing additional detail at this time. Please give me a call if you have any questions.

This weeks Renton Reporter (Police Blotter section) has an article about a woman who called the police because a man merely wanted to hang out with her, (no violence or improper actions toward her): Her claim was that he walked past her down every isle as she shopped at the store, and was "just standing outside the door" when she left. She walked past him without fear (as she did not ask the store to watch for her or escort her to her car which they would gladly have done). At some point for some unstated reason this woman called the Renton Police. They tracked the man down and took a picture of his car at his home for "identification purposes". That was swift and strong action for a man who was just doing what men do. I can't help but wonder who she looked like, ethnic and culture-wise.. WHEREAS... I came to the police department on or about May 10th to find out why I had heard nothing about a report I had filed on March 29th near closing time. My report (in the form of a Police Citizen Complaint) was detailed enough to warrant the attention of the police whose duty it is to serve and protect its citizens, which I am. Yet for your response I was given a copy of a letter dated April 1st which was dated two days later. This letter was not signed, nor was it ever sent to me. Nor did it state any additional investigation was done, and that is reflected in your letter because you only recap a series of occurrences that had transpired.

Why would I be the one 'not arrested' as opposed to the party that assaulted me"? That statement lines up with another statement you made that is included in my complaint re an email you sent to Denis Law dated February 23rd which states "The Walmart employee held Ms. Clark's cart with a few fingers to clear up a possible theft situation". For some reason you are determined to classify me as a thief rather than finding the real culprit. And you further state in your letter that it was over two months before I reported the incident to the Renton Police Department. You could enlighten my in that area by sending me the RCW that governs the time line for filing police reports of which I have no idea. (thanks). Even though you find no violations by the actions of the Renton Police Department, I filed the complaint to have my case more thoroughly investigated, rather than charges against the police. Why have I encountered such resistance?

Staffing Issues Officer Brad Martin is retiring at the end of the month, several backgrounds are underway to fill this position. Sgt Wilkinson is on light duty with an undetermined date of return. Sgt Schuldt will be moving to the SET supervisor position in the near future. Sgt Frazier will then be moving to the DET position. Depending on Sgt Wilkinsons absence, an acting sergeant may be appointed. Once the Sergeants list has been verified, there will be a promotion.

Of the three positions being reassigned to DET, one is the unfilled motorcycle officer position. So there will not be an announcement to fill that position. Officer Grisim will likely not return before September. Officer Nielsen will graduate from the Academy in August.

Strong Armed Robbery- Transit Center At 2310 hours a witness reported a strong armed robbery in progress at the Transit Center, 219 Burnett Ave S. Three subjects were hitting and kicking a subject, who eventually fell to the ground and appeared to go unconscious during the attack. One of the suspects took the victims coat and sweatshirt and all three ran off. Officer Ashbaugh arrived on scene and found the victim unconscious in the roadway. As Officer Jensen was responding to the area he saw a subject fleeing on foot from the area and stopped him. As Officer Steed was preparing to start a K-9 track he saw two subjects walk out of the alley. He stopped the subjects. There were two witnesses that were brought to the locations and positively identified all three as the attackers. The victims coat was also recovered from them. A formal investigation has been started to determine who is responsible for these new videos.

Chief Milosevich, I respectfully request that this investigation be handled by an outside and independent investigator. My reason for this is that I take it very personally you believe that I had anything to do with the most recent videos. I shared my knowledge with you that I knew who produced the original, and in my opinion non-offensive video. You have made it clear, through your words, that you believe that I have not been truthful. In my 30 plus years of police work, I have never lied or had my veracity called into question. Continuing with you as the investigator will only serve to further deteriorate our working relationship, beyond what your accusations have done. I intend to continue my employment with the City of Renton after this investigation and I believe that going head to head on false accusations will create a substantially uncomfortable work environment. At the end of this investigation, I will expect a heartfelt public apology for questioning my integrity, believing that I would have produced or participated in the latest videos, and accusing me of something that I did not do.

Seattle has developed an agreement with King County that would guarantee jail service for the bulk of Seattles needs through 2030. As a result, Seattle will not be contracting with the SCORE jail for 200 beds. This has been a very recent development; it was just in the last month that King County was willing to guarantee beds through 2030. This guarantee, combined with the operational advantage King County has for our police and our Court due to its location, led to the City deciding to contract with King County. We did not anticipate that King County would be willing and able to provide Seattle with the level of certainty provided in the deal. Im sure that as an elected official you understand that at the end of the day I am obliged to make the best decision I can on behalf of our taxpayers and constituents. The day before yesterday, Jason and Chris Mercado bought a Renton warrant subject into the jail for booking. Chris Dement greeted them and asked Jason if he had a copy of the warrant. Of course he didnt, because as always, someone needed to go to the front counter and get the warrant for copies first.

When Jason told Dement that Mercado was on his way to get a copy, Dement told Jason that he would have to put the prisoner back in the car until the warrant was produced.

Knowing Dements sarcastic sense of humor, Jason assumed for a moment this was an attempt at making a joke. However in this case, Jason felt that Dement might have been serious. Jason had never felt this way about one of Dements smart ass comments before, and in summary, he was puzzled about the whole thing. Jason was waiting to see if Dement would actually put the prisoner back in the patrol car in the sally port, at which time Jason would have escalated the situation. As it was, Jason said nothing.

Jason said he wasnt sure if Dement was acting that way because of the new guy (Mercado) or the presence of a new jailer. Jason just didnt know how to take the encounter. Guy Nelson was there and also shrugged his shoulders to indicate he didnt know what was going on, either.

Having worked with Dement for a couple of years, I know his sense of humor can be kind of odd. But I always knew he was joking. Jason told me he had the same relationship with him as I once did, and normally knew if he was joking. This time, not so much.

Yesterday, there was a reported drive by. (ended up being a cap gun) Tracie had one in custody and at the jail, used her portable to call the jail to open the sallyport. She said, Sallyport please. There was no reply. She waited an appropriate amount of time and radioed, Sallyport with one. She heard what she thought was Sector City Jail (or something) but the sally still didnt open. Then she heard something to the effect of Well you can just calm down, weve got things going on in here. Well get to you when we get to you! It was Dement.

When she got inside, Dement told her that he didnt know what she wanted, and then he Went off the handle. Spitting fire. The new Tukwila jailer was present and apparently had a wide eyed look as well.

While Fowler was trying to figure out the charge by discussing the call with Berntson, Kenny came up and indicated that Dement was impatiently awaiting a charge. Kenny mentioned something about Dement accusing him of being part of the old boy network, and with siding with patrol. Later, Fowler later saw/heard Dement going off about patrol, and how he was going to make a complaint to a Captain. Overall, Tracie thought Dement lost it was out of control. Fowler and Delgado (Tukwila) witnessed the situation. The audio of the radio portion is on Tracies audio COBAN if needed.
