Mayor Martin - These 2 pieces of legislations have been read to put them in the record to satisff our requirements. Attorney Worthy - introduced himself and congratulated new Councilmembers. He
stated some background about himself. He was appointed here last January 2010, his contract due to expire July 2011. Contract is primarily on an as need basis. There are some issues that the Town is facing, we can discuss in a closed session. A couple of issues need to be forwarded to LGIT. He advised the Mayor and Council to plan a retreat. He work on a flat fee basis to protect the Town from being outside of your budget.

Mayor Martin - We have Acting Chief Evangelista here to give a update and we have an update from the treasurer. I want to show everyone the CDBG application and other
playground grant application.

Treasurer - Mrs. V/alker - update on an auditor. Mayor Martin asked me to contact North Brentwood and Colmar Manor because they are
about the same size as we are.

North Brentwood has the same auditor Lindsey and Associates Glen Arden has the same auditor. Colmar Manor's Treasurer Mr. Daniel Baden is on vacation and the manager is going to give me a call. This is the third time calling them. They are two more auditors I have contacted to ask them to send their proposals over. I hope they will send them soon. I advised them of the urgency of this. Myor Martin - I contacted Mr. Price on Eastem Avenue, Northeast Tax Service they said he would be out of Town until the 28th. I left a message for him. Acting Deputy Chief Evangelista - stated his background information. He gave an update on the police department. Fairmount Heights did not have amission statement, they did not hve departmental goals, we redid forms, we had to clean up, I had three of my recruits volunteer to help clean the police department. There were CDS (controlled dta substances) I contacted the prosecutioner's office to do an internal audit of Fairmount Heights. The patrol cars were not operable. I had one car repaired out of my pocket, in Baltimore, the charger. Councilmember Downing - where are the keys? Acting Depufy Chief Evangelista - replied the keys are inside the office, Deputy Chiefls Office. There were guns lying around, the weapons are now inside the safe. I was trying to establish u puttn"trhip wittr Anna Arundel community college. Two grants *"rtuk.n out. The State called in reference to this, not sure who was responsible for the radios. Half the equipment was in one area and the other half was in a different arca.ltyped up a lengthy report and got serial numbers. Reynal Evangelist stated he \ilas never the Acting Chief, he was the Deputy Chief. Officer Linwood Austin - I spoke with Major Nato yesterday, they had no calls on the Officer from Fairmount Heights as providing calls for service. They asked if Fairmount Heights even existed. Major Nato want the municipalities to work together. Councilmember Wilson - asked what were duties given Deputy Chief Evangelista? Deputy Chief Evangelista- replied there were no duties given. The Deputy Chief stated theie were six vests in the safe. The vests were brought in from a gtant. Councilmember Saunders - asked where are the vests? Deputy Chief Evangelista- answered the vests are in the safe' Coincitmember Dodson -concems about visibility on 59th Avenue, the prostitutes on Eastern Avenue, I never see anyone on my side. Deputy Chief Evangelista - stated that was brought to his attention, and that's why they are patrolling. Councilmember Saunders - asked when did you get those vests? Deputy Chief Evangelista- replied about 4 months ago. He stated he is here as a support service, I am a reservist. I am not here to run a police department, I was required to do 4 to 8 hours a week, he stated he is not a full-time officer, that's his job. (Officer Hanis) I am not getting an 8 hour paid salary. I am a full time professor running a full time police academy. If you need resources I can provide them, if you need assistance I can provide that. Councilmember Downing - when was the audit done?

Senator Joanne Benson just came from an event at the University of Maryland where 81 young people are going to college. Last night I spoke to 90 youngsters who graduated from high school. I want to congratulate the new Council. I want the Mayor and Council to know I want to work with you. You need to have stronger code enforcement in this Town. People are going to treat your Town the way it looks. You have to clean this Town up. I do have access to resources that can help you do what you need to do. 'We On July 20th there will be a tour of the 24th District. need you all to make a list of what you need to address. All the agencies will be on the Tour bus. We will let you know where the bus will pick up.

Chief Brooks - stated things are done clifferently in the County. Rev. Winn - stated citizens should be informed what he was tolcl by the officer, that owners should not touch their vehicles when they are broken into because fingerprinting won't be done. Officer Harris - Fingerprinting kits have to be assigned to cruiser for them to do fingerprinting. We will be having a ice cream social on August 2no, our regular meeting night, we want you to be apart of the Civic Association so that we can make a difference. Mayor Martin - received the letter from Ml. Eddie Jordan concelning snow l'etnoval, and the Jordan family paperwork will become a matter of record. The Mayor and Council signed paperwork for speed cameras with Beckford. We are looking at cameras for Addison Road corridor or Sheriff Road corridor. The cameras will benef,rt us all. finding grant money as well as varies programs to help ensure historical information and documents can be stored or archived. Our Town is fortunate to have such a rich African American history. Councilmember Leftwich - Summer 2011 Newsletter has been plinted. I would like to thank the Council for their input. Plans for National Night Out are underway. I noticed there is a schecluling conflict but we will work it out, there is another event planned for the Ice Cream Social. For the National Night Out we will have food, a Moon Bounce and other giveaways. Target is a major sponsor, and we will be reaching out to other
businesses.

Councilmember Saunders - i have the Public Works Department, I have interviewed three individuals to drive the trash truck. Mayor Martin - made the decision to have Lindsey and Associates, they gave us a better offer, they will start in 2 weeks. We are trying to get this audit out of the way. We have another audit in the fall. Ms. Andina Keith - C.A.P.S., Citizens Against Prostitution Officers are carrying phones, we met June i 1 at Grace United Methodist Church. Chief Magaw and Major NATO and Prince George's offtcers ale during a fabulous job offering us protection from 10 PM to 6 AM. We are now on the radar in the State and Prince George's County to assist in the legislation. We have a special number to call and we take down repofis. I woulcl like to thank the officers. Mayor Martin - answered that she was not sure if the request for mosquito spraying had been put in before she became the Mayor. Ms. Carlito Bryant - stated she was against changing the seal. I don't think we should change it. Councilmember Wilson - stated he was not saying get rid of the seal, he's saying to add
other elements to the seal. Mayor Martin -'Where are we with the posting of the Town Manager's position, Code Enfrcement position and Councilmember Leftwich have you done the MML posting? Councilmember Leftwich - we would have special meeting to address personnel and get a closing date. We have something drafted for a Code Enforcer, we will have to create info for Town Manager position. We post with MML, they have their own posting deadlines. We will have to post the Town Manager's position and the Code Enforcement position, and Councilmember Leftwich have done the MML posting before. We would have to change dates. Councilmember Downing - background check is ongoing. Ms. Barbarin - asked how many days it will take for the background check? registration is $315.00 for new members. In Cambridge - hotel roorn fee is $169.00 per night. Only one person said they were interested in going. The postmark date is October 7 after that they will increase the amount of money. Research will be done for the hotel. Glover's garage door fell in and the roof fell in. The building was donated to the Town. Councilmember Saunders - can we submit a claim for that building. Mayor Martin - we can only submit something if it's a hurricane or disaster, we need to do something with that building. Will have Councilmember Wilson investigate whether the building is historic and bring it forward to bring an action item on it. We will address in the October Worksession. Mayor Martin - congratulated Councilmember Downing on his recent marriage. Councilmember Saxon - Ruth Brown was the first black on Park and Planning Board she put in forthe Town to be on the National Register but was denied and Margaret Brooks took it up to Sam Parker. Mayor Martin - Her obligation was to give the Town their money, the Attorney is handling it. Ms. Syphax - we need select people who are going to work together and accomplish something in a timely fashion. Mrs. Hayes - | want to thank everyone and Mr. Jordan for taking care of the issue with my property. Mr. Jordan - | am impressed by Councilmember Wilson's parliamentary. Good job. My report from the VFW, we had a Thanksgiving feast for Thanksgiving and I want to give a special thanks to Mrs. Waiters and Ms. Syphax. About 6 months ago, Mr. Parker our Post Commander gave a SSOO.OO check to Mrs. Saxon, so the Town could apply for a grant for the Monument. I would like the Town to reimburse him his money. Mayor Martin - concerning the Monument and Mr. Parker, there is some paperwork I received in the office here, it need to be notarized, the Attorney has approved the paperwork for me to sign. Mr. Parker's money is tired up in that grant. As soon as lget the paperwork notarized Mr. Parker will get his money this should clear the money for Mr. Parker.
