A RESOLUTION URGING THE PHILIPPINE CONGRESS TO LEGISLATE A LAW PROVIDNG A REGULAR APPROPRIATION FOR EDUCATION WHICH SHALL BE NOT BE LESS THAN SIX PERCENT OF THE COUNTRYS GROSS NATIONAL PRODUCT Introduced by: Committee on Education WHEREAS, Section 5 (5) of Article XIV of the 1987 Constitution states: The State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment; WHEREAS, Section 1 of Article XIV of the 1987 Constitution states: The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all; WHEREAS, the human person is the countrys greatest resource as they have the capacity to innovate and present creative solutions that may contribute to economic prosperity. Thus it is essential for the government to greatly invest on human capital through education; WHEREAS, in 1996, the International Commission of Education in the Twenty First Century, headed by former European Commission President Jacques Delors, submitted a report titled Learning: the Treasure Within to the United Nations Educational, Scientific and Cu ltural Organization (UNESCO). The report proposed, among many things, that at least six percent (6%) of the countrys gross national product (GNP) should be appropriated to education; WHEREAS, according to the Social Watch Philippines Alternative Budget Initiative: The country is still catching up from years of neglect and mismanagement of the education sector, and remains far from the desirable level of public investment in education, thus keeping the Philippines as among the lowest education spenders in Asia and the rest of the world. The countrys spending level is below the East Asian regional average of 3.6 percent of gross domestic product (GNP) and South Asias average of 3.8 percent. When classified per each countrys income categories, the spending level of the Philippines (a middle-income country) on education was even lower than the median (3.9 percent of GNP) expenditure of countries belonging to the lowest income group.; NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP to approve the resolution urging the Philippine Congress to create a bill providing a regular appropriation for education which shall not be less than six percent of the countrys Gross National Product. ADOPTED this 5th day of May 2012 at Naga City, Philippines.
