A RESOLUTION CALLING FOR THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) TO SPEARHEAD A NATIONAL PROGRAM ON FAMILY AND LIFE SKILLS EDUCATION FOR PARENTS AND THEIR CHILDREN IN ORDER TO ADDRESS THE GROWING PSYCHOSOCIAL CHALLENGES OF YOUNG PEOPLE Sponsored by: Committee on Health and Wellness WHEREAS, Article 2 of the 1987 Constitution, provides that the state shall protect the right to health of the people and instill health consciousness; WHEREAS, Health was defined by the World Health Organization as the physical, mental and socialwell being and not merely the absence of disease or infirmity; WHEREAS, according to UNICEF, Life skills refers to a large group of psycho-social and interpersonal skills which can help people make informed decisions, communicate effectively, and develop coping and self-management skills that may help them lead a healthy and productive life. It may be directed toward personal actions and actions toward others, as well as actions to change the surrounding environment to make it conducive to health; WHEREAS, young people experience various forms of psycho-social challenges including bullying, cyber bullying, all forms of discrimination, depression, anxiety, violence, and suicide among others; WHEREAS, the Philippines is a signatory to the International Convention on the Rights of the Child; WHEREAS, One third of the Philippine Population comprised of youth is defined as those who are in the ages of 15-30 years old as stated in R.A. 8044 or otherwise known as the Youth in Nation Building Act; WHEREAS, the P.D. 603 also known as the Child and Youth Welfare Code states that The Child is one of the most important assets of the nation. Every effort should be exerted to promote his welfare and enhance his opportunities for a useful and happy life; WHEREAS, the P.D. 603 likewise presents the rights of the child including the right to a well-rounded development of his personality to the end that he may become a happy, useful and active member of society in Article 3 section 3; WHEREAS, Article 3 section 3 of the Child and Youth Welfare Code of the Philippines also states that the emotionally disturbed or socially maladjusted child shall be treated with sympathy and understanding and shall be entitled to treatment and competent care.; WHEREAS, Article 3 section 8 of the Child and Youth Welfare Code of the Philippines presents that every child has the right to protection against exploitation, improper influences, hazards an d other conditions or circumstances prejudicial to his physical, mental, emotional, social and moral development.; WHEREAS, Article 149 of the Family Code of the Philippines states that The family, bei ng the foundation of the nation is a basic social institution which public policy cherishes and protects. Consequently, family relations are governed by law and no custom, practice or agreement destructive of the family shall be recognized or given effect; WHEREAS, Article 209 of the Family Code of the Philippines states that Pursuant to the natural right and duty of parents over the person and property of their unemancipated children, parental authority and responsibility shall include the caring for and rearing them for civic consciousness and efficiency and the development of their moral, mental and physical character and well-being;

WHEREAS, the Family is the basic unit of society that serves as the primary emotional and physical support of young people; WHEREAS, the Family plays a primary role in teaching values and principles on life; WHEREAS, a National program on family and life skills education for parents and children that teaches about the importance of a good quality family relationship which can fabricate an attainment of proper attitudes, honing of a high level of self confidence, behavior and good social relationship among youth for self fulfillment and productive living; WHEREAS, the project in regards with the financial support implementation monitoring and evaluation are within the collaboration and cooperation with Department of Social Welfare and Development, serving as main endorser of the campaign, non-government organization for the youth in all sectors and at levels in the community and local media with the integration of existing national programs and implementing bodies; WHEREAS, the Department of Social Welfare and Development shall coordinate with other National Government agencies such as Department of Health, National Youth Commission, and other nongovernment agencies or civil society organizations advocating for psycho-social wellness to improve and mainstream the program with current government programs; WHEREAS, the Department of Social Welfare and Development (DSWD) is mandated to create appropriate programs that would care, protect, rehabilitate and empower the socially, economically and physically disadvantaged sectors such as but not limited to ethnic, sexual orientation and gender identities, indigent, persons with disability youth, people living with HIV and AIDS; NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP calling for the Department of Social Welfare and Development (DSWD) to spearhead a National Program on Family and Life Skills Education for Parents and their Children in order to address the growing psycho-social challenges of young people; ADOPTED this 4th day of May 2012 at Naga City, Philippines.
