A RESOLUTION TO STRENGTHEN PARTICIPATION OF THE YOUTH SECTOR IN THE PLANNING, INFORMATION DISSEMINATION, IMPLEMENTATION AND MONITORING OF THE DISASTER RISK REDUCTION MANAGEMENT PLANS OF LOCAL GOVERNMENT UNITS IN THE PHILIPPINES Sponsored by: Committee on Environment and Climate Change Adaptation WHEREAS, as addressed by the Adaptation to Climate Change and Conservation of Biodiversity Project German International Cooperation (ACCBio - GIZ), severe and erratic changes in the weather patterns such as increased rainfall and more frequent dry spells causing food shortages, vector-borne diseases, infrastructure damage and environmental degradation are to be expected in the coming years; WHEREAS, emphasizing that the development choices we make today will greatly influence the adaptive capacity of our young people and our governments in the future; WHEREAS, Section 2b of the RA 8044 which states that the encouragement of youth involvement in character-building and development activities for civic-efficiency, stewardship of natural resources, agriculture and industrial productivity and an understanding of world economic commitments on tariffs and trade and participation in structure for policy-making and program implementation to reduce the incidence of poverty and accelerated socio-economic development; WHEREAS, Section 14 of the Philippine Disaster Risk Reduction and Management Act of 2010 provided for the integration of the Disaster Risk Reduction education into the school curricula such as in the NSTP and the SK programs; WHEREAS, the SK (Sangguniang Kabataan), OSYs (Out of School Youths), Working Youth, Youth With Special Needs, In-school Youths such as those enrolled in the NSTP Courses (CWTS/ROTC/LTS) and CAT (Citizenship Advancement Training), Red Cross Youth, and other Youth Organization but not limited to NYC-accredited organizations to intensify the trainings and campaigns on Climate Change Adaptation and Disaster Risk Reduction and Management; WHEREAS, Republic Act 10121 more popularly known as the Philippine Disaster Risk Reduction and Management Act of 2010, which mandates the strengthening of the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management framework and institutionalizing the National Disaster Risk Reduction and Management Plan, and appropriating funds therefore and for other purposes; WHEREAS, coordinating with different Government Agencies, Local Government Units and NonGovernment Organizations to help in capacity building and training of the youth sector in Climate Change Adaptation and Disaster Risk Reduction and Management be conducted; WHEREAS, recognizing the need to ensure active participation of the youth sector in the formulation of Comprehensive Disaster Risk Reduction and Management Plans and Trainings highlighting the significance of appointing specific safe evacuation zones for every community (barangay) in the Local Government Unit; WHEREAS, the creation of a Trainers Pool from the Youth Sector is recommended who will then lead the implementation of Climate Change Adaptation, Disaster Risk Reduction and Management Plans and Trainings at the grassroots level of the community;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and Members of the 9th NYP to approve the resolution to strengthen the participation of the youth sector in the planning, information dissemination, monitoring and implementation of the Disaster Risk Reduction Management Plans of Local Government Units in the Philippines. RESOLVED FURTHER to furnish a copy of this resolution to the Office of the President, National Youth Commission, Senate of the Philippines, House of Representatives, Philippine Risk Reduction Management for their reference information and appropriate action.
