TOPIC INTRODUCTION
EMPLOYEE WELFARE MEASURES INTRODUCTION: After employees have been hired, trained and remunerated, they need to be retained maintained to serve the organization better. Welfare facilities are designed to take care of the well-being of the employees. MEANING: Welfare means faring or doing well. It is a comprehensive term, and refers to the physical, mental, moral and emotional well-being of an individual. Employee welfare also referred to as betterment work form employees, relates to taking care of workers by employers, trade unions, and governmental and non-governmental agencies. DEFINITION: The labor investigation committee (1944 46) defines labor welfare as anything done for the intestinal, physical, Moreland economic betterment of the workers where by employers, by government or by other agencies over and above what is laid down by law or what is normally expected as part of the contractual benefits for which the workers may have bargained. According to the ILO at its Asian Regional Conference, defined labor welfare as a term which is understood to include such services, facilities and amenities as may be established in or in the vicinity of understanding to enable the persons employed in them to perform their work in healthy, congenial surroundings and to provide them with amenities conducive to good health and high morale. The important of Employee welfare measures was accepted as early as1931,when the royal commission of labor started. The benefits which go under this nomenclature are of great importance to the worker and which he is unable to secure by him self. The labor welfare scheme may be regarded as a wise invesment.The worker should at least have the means and facilities to keep himself in a state of health and efficiency. The working condition should be such to safeguard his health and protect him against occupational hazards.

AIMS AND OBJECTIVES OF THE EMPLOYEE WELFARE: One of the most important objectives of the employee welfare scheme is to attract and keep competent work force. 1) To avoid the frustration of workers and there by increase their overall efficiency and productivity. 2) To improve the health and working environment of the individual. 3) To reduce absenteeism and labor turnover in organization. 4) To win over employee loyalty 5) To boost the moral of the employee 6) To combat trade unions and social ideas 7) To increase the standard of living 8) To save corporate taxes SCOPE OF EMPLOYEE WELFARE: There are certain requirements, which we believe labor welfare should meet. it should a) Enable workers to live a richer and more satisfactory life. b) Contribute to the productivity of the employee and efficiency of the enterprise c) Enhance the standard of the living of workers by indirectly reducing the burden on their purse d) Be in the harmony with similar service obtaining in the neighboring community where the enterprise is situated e) Be administrate liable and essential development out look Thus if it would be clear that we include to regard all extra mural and intramural as well as non-statutory welfare measures of employers ,government and trade unions as falling with in the scope.

Money-is not the sole factor to improve the condition of the working class. Improving industrial efficiency and means leading greater amelioration of labor addition to labor welfare measures will be a good investment. Besides, such amenities are of significance in fostering good industrial relation. To achieve the goal of large scale industrialization, happy and contended working face is essential to realize the need of the time, as it is one of those basic pillars, on which the edifice of our industrial infrastructure is to be based. Workers hold key position in the society, because their devotion, duty and toil determine to a large scale, the material progress of a country. There fore, in our country where workers have so far regarded industrial employment as a necessary evil and try to escape from it at their earliest convenience, welfare measures have become a necessity, with the aim of building up a stable working force.
SIGNIFICANCE OF LABOR WELFARE: The logic behind providing welfare is to create efficient, healthy, loyal and satisfied labor for the organization and also for the nation, in India, industrial workers get the benefit of various welfare facilities. The purpose is to provide the better life & also to make them happy and efficient. The other equally important purpose is to raise their productivity. Welfare services are not a charity; they are essential to get higher productivity from workers by satisfying their needs. The important benefits of welfare services are given below. 1) Welfare facilities provide better physical and mental health to the workers and make them happy. 2) Such service facilities like housing scheme, medical benefits, educational and recreation facilities for the workers families help to create contended workers families. 3) Employee services server to maintain some degree of peace with the employees unions in a much as this a considerable part of the bargaining package.

4) Employers get stable labor force due to the provision of welfare facilities. 5) Employers secure the benefits of high efficiency, cordial industrial relations and low labor absenteeism and turn over. 6) Employee welfare measures raise labor productivity and bring industrial peace and cordial labor management relations. 7) The social evils prevalent in the labor force such as gambling, drinking etc are reduced. APPROACHES TO LABOUR WELFARE: The various approaches to labor welfare reflect the attitudes and beliefs of the agencies which are engaged in labor welfare activities. Welfare facilities may be provided on religious, philanthropic or some other grounds. Moreover, the different approaches to labor welfare reflect the evolution of the concept of the welfare. Approaches to employee welfare refer to the beliefs and attitudes held by agencies which provide welfare facilities. Approaches to employee welfare are:
EMPLOYEE WELFARE MAIN CLASSIFICATION The Employee welfare includes various activities relating to the different aspects of employee class in brief. The are generally divided into two broad categories. a) Extramural b) Intramural
Extramural: Those welfare activities, which are undertaken outside the vanity of the undertaking. For example, facilities of transport to and from the place of work, provision of good accommodations, maternity benefits, medical benefits, provident fund etc. Intramural: Those welfare activities which are undertaken inside the premises of the company. EX: canteen, rest rooms, first aid equipment, proper ventilation and sanitation etc. By Appling another mode of classification Employee welfare measures can be divided into three categories.

STATUTORY WELFARE MEASURES: It includes all activities undertaken under the provisions of law passed by central & state government for general welfare of workers which are compulsory provisions relating to living conditions minimum wages, sanitary conditions hours of work lighting etc. The employee is legally bound to adapt welfare measures under different labor legislation. EX: The factories act,1948 The employees state insurance act,1948 The payment of gratuity act, 1972 The maternity benefit act, 1961
NON-STATUTORY / VOLUNTARY WELFARE MEASURES: Voluntary welfare measures include those under taken by the employees voluntarily with out any pressure from government. This is intended for efficiency of the workers such as free food government. This is intended for efficiency of workers such as free food during work, facilities for relaxation reading room etc. MUTUAL WELFARE MEASURES: These welfare measures are undertaken jointly by the management and workers by each other co-operation. Sometimes mutual welfare activities are organized by unions for benefits of workers such as co-operative societies etc.

NON-STATUTORY LABOUR WELEFARE: Non-statutory Employee welfare includes those activities undertaken by the employers for their workers welfare. The idea is apparently philanthropic but it is also a round investment because the various welfare activities of the employees not only increase the efficiency of the workers but also reduce the chances of industrial disputes. Non-statutory Employee welfare work is also undertaken by some social organizations. The various types of non-statutory Employee welfare activities, which may be undertaken by the employers, are
a) Educational facilities for the workers and their children in the form of provision of schools, libraries and financial assistance b) Medical facilities for worker and their families in the form of first aid centers, dispensaries and treatment of diseases c) Free transport facilities d) Recreational facilities in the form of music, dance, drama, fames and other cultural activities

e) Housing facilities construct house of provide housing loans for workers. f) Consumer co-operative societies-which provide members with good quality food grains and other g) Family planning programmers h) Counseling programs for the management of workers personal and emotions problems.
Welfare activities greatly affect the health and efficiency of the workers and promote industrial peace. Therefore, the employers must undertake the responsibility of providing welfare measures for their workers. Welfare activities will help to establish a harmonious relationship between employers and workers. The employers thus have a moral obligation to look after the welfare of their workers.
The Employee welfare measures mentioned in the previous topics contribute positively to employee satisfaction and hence play an important role in reducing employee turnover and absenteeism and improve workers health and efficiency. Thus the necessity of welfare work is now recognized as an integral part of industrial management focusing more on the human angle. It increases the productive efficiency of the workers and influences in them a new spirit of self-realization and consciousness.
Welfare measures in MSIL: MSIL offers large number of welfare measures to its employees however, the normal rules and procedures are followed and procedures are followed and company rules and regulation are followed in food manners.
WELFARE OFFICER: Schedule 49 of the Act provides that in every factory where in 500 or more workers are ordinary employed, the employer shall appoint at least one welfare officer. The officer is expected to act as an advisor, counselor, mediator and liaisoning officer between the management and the labour. Specifically, his/her duties include the following.

1. Supervision of (i) safety, health and welfare programmers like housing, recreation, and sanitation services, (ii) working of joint committees; (iii) working of joint committees; (iii) grant of leave with wages; and (iv) redressal of workers grievances. 2. Counseling workers in (i) personal and family problems; (ii) adjustment to their work environment; and (iii) understanding their rights and privileges. 3. Advising management in matters of (i) formulating welfare polices; (ii) apprenticeship training programmes; (iii) complying with statutory obligations to workers; (iv) developing fringe benefits; and(v)workers education. 4. Liaisoning with workers so that they may (i) appreciate the need for harmonious industrial relations in the plant; (ii) resolve disputes, if any; (iii) understand the limitations under which they operate; and (iv) interpret company policies correctly. 5. Liasoning with the management so as to appraise the latter about workers viewpoints on organizational matters.

To make awareness about the welfare activities in APSRTC organization to employees. To measure the welfare schemes of APSRTC organization. To study of welfare activities and power of employees and to measure the benefits of different employees.
Every organization must maintain their employees effectively in order to develop and to achieve more profits in their organization. The survey of employees welfare is helpful to the organization to know how far the employees are satisfied in the organization. Due to the changing environment it is very important.

INFORMATION SOURCES:
Data collected for the purpose of analyzing employee satisfaction is really a hard task. Data for the study are collected both from primary sources and secondary sources.
PRIMARY SOURCE:
The primary source of the data was obtained through the employee survey conducted at Adonis. Having a clear understanding about the objectives of this study, a set of questions were prepared and developed to be asked to the employees. The questionnaire consisted of the different types of questions like. I. Open ended questions II. Closed ended questions In the closed ended type of questions, multiple-choice questions have been included. SECONDARY SOURCE:
The secondary source of the data has been aid to perform my project successfully. The information was taken from APSRTC website and through the books of human resource management

SAMPLING: The sampling method used for the project work is the random sampling. The sample size for this project is taken as 76 Frequency from the APSRTC adoni department.
Sampling techniques: What comes to our mind initially is that we could have selected just one survey form for both categories i.e. Employee welfare scheme.. The survey questions have been designed taking into consideration that the data collected should answer questions mentioned in Objectives of this chapter. We also have questions that would directly answer those questions in Objectives and questions which are close but not directly answering questions in Objectives. Most of our questions are multiple choice.
Sampling size:
I contacted a set of known people from the APSRTC Depot ADONI to get survey forms filled.. I hoped that my survey would result in at least 76 filled responses from employees.

The study of employee satisfaction is limited to the APSRTC depot at adoni. The project work could not be carried out effectively because of the limited time span. Some of the employees fail to answer the questionnaire because of their busy time schedule. The sample is limited to 67 Frequency selected at random basis. Another limitation is the financial matter. All suggestions and recommendations made in this project work are based on the sample collected from the employees only.

Company History
The origin of APSRTC dates back to June1932, when it was first established as NSR-RTD (Nizam State Rail & Road Transport Department), a wing of Nizam State Railway in the erstwhile Hyderabad State, with 27 buses and 16 employees. During the past 75 years, it has registered a steady growth from 27 to 20,474buses with 765 bus stations, 202 Depots and 1,880 bus shelters. The Corporation's buses cover 75.33 lakhs KMs. and carry 139.78 lakhs people to their destinations every day. They connect 24,336 villages to all major towns and cities in A.P, which constitutes 95% of Response of road transport. APSRTC operates to City and Mass areas. The Corporation's buses also ply to important towns and cities in the neighboring states of Tamilnadu, Karnataka, Maharashtra, Goa, Orissa and Chhattisgarh. The entire network is under the administrative control of 23 Regional Managers in 7 Zones. Zonal head quarters are at Hyderabad. APSRTC under the present name was established on 11th January 1958 in pursuance of the Road Transport Corporations Act 1950.

Organization Development
Current and advanced reservation through TIMS This project is proposed for implementing current and advance booking through TIMs in the Bus Stations where ACTIS is not available. On-line queries regarding availability of seats and online updating of reservation status (on reserving seats through TIMs) will be enabled through GPRS connectivity between TIMs and ACTIS server. GPS in TIMs This proposed to track the vehicles online, which enables the following advantages: 1. Punctuality of services can be monitored accurately. 2. Better services can be provided to clientele about arrival timings, availability of seats in the buses etc. 3. Information can be immediately received during any calamities/accidents.
RFID readers in TIMs This is proposed to provide RFID reader in TIMs to obtain the following advantages. 1. Verification of authority and validity of bus passes. 2. Online renewal of bus passes, which enables the pass holder to renew the bus, passes without going to any counter.

EXECUTIVE DIRECTOR (ZONES): He is responsible for translating the corporate objectives, policies and systems into action at field level and to utilize the resources optimally. He shall render effective and efficient bus operations streamlining the interregional bus operations, ensure timely supply of the spares from Zonal Stores, re-conditioned units from Zonal Workshops and types from Type Retreading Shops. He shall closely monitor the manpower unitization and the financial health of depots and give timely advice after careful inspections. He is assisted by Regional Managers. REGIONAL MANAGERS: He is responsible for the district level operations & performance of business according to the corporate policies. He is to streamline the inter division and inter depot operations and has a close monitoring of man power utilization, financial performance, requirements of depots, performance of depots in several operational

and mechanical engineering parameters. He is the review authority in disciplinary matters. DIVISIONAL MANAGERS: He is responsible for the operational and maintenance aspects of the depots in his jurisdiction that sprawl approximately half of the district. He shall study the operational requirements in field; inspect the mechanical engineering sections, stores and personnel sections. He will give the necessary advice on all aspects of functioning of the depot by closely monitoring the depots. He is the appellate authority in disciplinary matters. DEPOT MANAGERS: He is the direct field level officer in touch with the passengers and he is in charge of closely monitoring the mechanical engineering, traffic, stores, accounts and personnel aspects of strategic business unit i.e. Depot. He is responsible for the upkeep of buses and their operations, maintaining passenger amenities, analyzing the different performance reports taking suitable remedial action etc. He is the primary discipline enforcing authority. EMPLOYEES: All the employees will discharge their designated duties under the guidance and supervision of their respective officers according to the organizational structure with the sole aim of achieving the corporate objective.

Depending upon the changes in macro environment latest circular instructions are issued as and when necessary for regular functioning. The following Manuals are followed. i) Office Manual ii) Manual in Operations iii) Depot Maintenance Manual iv) Workshop Manual v) Stores and Purchase Manual vi) Accounts & Audit Manual To make the decision making process speedy, timely and accurate, Computers have been introduced in several departments and manuals are prepared on how to put the computer packages to use, in department wise. The same are listed hereunder. vii) VEMAS - Vehicle Maintenance System viii) STOINS - Stores and Inventory Management System ix) FACTIS - Finance and Accounts Information System x) OLTAS - On Line Ticket Accounting System xi) OLIMS - On Line Inventory Management System xii) PMS - Personnel Management System The above manuals are used for regular routine decision-making and for any major policy changes; the Corporation's Board meets and takes decision after thorough deliberations.

APSRTC achievements
HYDERABAD: The Andhra Pradesh State Road Transport Corporation has reported achieving its highest-ever occupancy ratio of 96 per cent, netting a record Rs. 15.72 crore on a single day, on November 12. In a press release, APSRTCs Vice-Chairman and Managing Director V. Dinesh Reddy complimented drivers, conductors, bus station and mechanical staff and all other employees. In token of his appreciation, he asked for sweets to be distributed to each and every employee at all the 212 depots.

THE MANNER OF EXECUTION SUBSIDY PROGRAMMES, INCLUDING THE AMOUNTS ALLOCATED AND THE DETAILS OF THE BENEFICIARIES OF SUCH PROGRAMMES:
Subsidy is extended to the following categories of beneficiaries. SL. TYPE OF PASS CONDITIONS
The School/Institution shall be of Govt., Govt. aided or private registered one. The Head of the Institution shall certify the date of birth and bonafides of the students. The nearest Depot Manager will issue free route pass between residence and school. The maximum distance fixed is 22 KMs in cities/ towns and 20 KMs. in rural areas. 2 GIRL STUDENTS STUDYING UPTO CLASS X
Girl students up to an upper age limit of 18 years studying class X and below shall be issued with free route pass between the residence to school and back up to a maximum distance up to 20 KMs. in rural areas and 22 KMs in cities/ towns. The students studying in Govt., Govt. aided or private registered school are eligible for which the Head of the school shall certify the date of birth and bonafides of the students. 3 STUDENTS MONTHLY /QUARTERLY ROUTE PASSES / GENERAL BUS PASSES
The school/college/ higher educational and Technical institution where the student is studying shall have recognition of the State or Central Govt. The courses shall be of full time in nature. The students shall not be in receipt of any stipend/fellowship and should not have been employed. The institution shall have affiliation to any Board or University of the State/ Central Govt. which conducts examinations and issues certificates. The Student shall obtain certification of the Head of the Institution in the application form prescribed and submit to obtain the bus pass from the nearest Depot Manager.
PHYSICALLY CHALLENGED
Physically challenged, mentally retarded, blind, deaf & dumb shall produce certificate issued by the District Medical Board concerned.

The blind are those in whom the sight is totally absent i.e., loss of sight in both eyes.
Mentally retarded person is he who is under the category of IQ-40 and below. Deaf & Dumb are those in whom the sense of hearing and speaking is fully nonfunctional for ordinary purpose of life. He does not hear/ understand should at all even with amplified speech.
Students numbering not less than 60 willing to avail exclusive student special shall be provided with exclusive bus facility. The minimum route length for operating the service is 16 KMs in cities/ towns and 20 KMs in rural areas. The tariff shall be collected extra on pro-rata basis, depending upon the additional distance involved.
6 NGOs BUS PASS
A.P. State Government employees working in twin cities, Visakhapatnam, Vijay Wada and Warangal and whose pay is below the scale of 2930-5960 (pre revised), are issued NGOs bus passes priced at Rs.310/- and Rs.370/- for City and Sub-urban travel respectively. The Controlling Officer will certify the bonafides of the NGO for obtaining this pass. The NGO will pay 1/3rd cost of the pass and A.P. State Government will reimburse the balance 2/3rds cost.
7 MONTHLY SEASON TICKETS
General public are issued with monthly season tickets in rural areas and route passes in cities/towns. The holders of this pass will be charged 20 days (one 'Up' and one 'Down') fare i.e., 1/3rd concession allowing them to perform journey on all days of the month. MONTHLY ROUTE PASSES/ MONTHLY GBT City Ordinary, Metro Express and Metro Liner services at a monthly cost of Rs.340/-, Rs.440/- and Rs.500/- issue Monthly General Bus tickets for travel respectively. Holders of the pass are permitted to perform unrestricted journey by the services for which the pass is valid.

Travel as You like Tickets are issued to all general public allowing the holder to perform un-restricted travel on that day by the City/ Sub-urban services under operation in the city/ town. These tickets are available with conductors the city/ town. These tickets are available with conductors of all services. There are two types of Travel As You Like viz., Travel As You Like Ordinary and Travel As You Like Metro. These tickets offer the convenience of travel as many buses as possible with a single payment for the entire day.
9 GREATER HYDERABAD/ VISAKHA DARSHAN
These passes are issued to KRISHNAVENI DARSHAN/general public NGOs of A.P State Government and students. The cost of the pass is fixed at the base rate of Suburban General bus ticket and additional fare beyond Sub-urban limits depending upon the distance involved. 10 FREE BUS PASSES TO HON' BLE MLAs AND MPs AND THEIR SPOUSES All the Honorable Members of Legislative Assembly, their spouses and Members of Parliament hailing from A.P. are allowed to travel freely all types of services of A.P.S.R.T.C. on the strength of Identity Card. Four seats in all types of services and two berths in AC sleeper coaches are reserved exclusively for this purpose.

PHOTOGRAPHERS. For News papers with circulation above 50,000 eight Journalists & two photographers are issued free bus passes within the District and confessional fare of 2/3rd of the actual fare on all District routes within the State. If the circulation is less than 50,000 the above facility is extended to five Journalists and one photographer per News Paper. This facility is extended to the personnel of private electronic media also. One accredited journalist is issued free bus pass within the District in case of periodicals i.e., weekly, fortnightly or monthly. 12 FREE TRAVEL BUS PASS TO FREEDOM FIGHTERS OF AP AGED 65 YEARS
AND ABOVE
All the Freedom Fighters hailing from A.P. aged 65 yrs. and above are allowed to travel freely on all types of A.P.S.R.T.C. buses except AC buses within the State on the strength of their pension payment order. They are issued passes on yearly basis.
