1 Functionality of RWIS Systems


Measurement stations collect a variety of measurement values such as road surface temperature, residual salt and precipitation. In the local computer centre, the collected data is combined with general weather data of the National Meteorological Service. The resulting temporally and locally differentiated information on weather and road conditions are evaluated and visualized in a graphical user interface. They are basis for an optimized winter road service adapted to the current weather situation.

2 The RWIS center


2.1 Tasks
Communication per TLSoverIP or TC57 protocol Retrieval of data of the stations connected with the GSM network, from the server. Display of weather data in form of maps, tables and graphics Access to historical data Overview of error reports Access to weather reports and weather warnings Access to parameter settings (Data processing, forecast, ice warning model, alarming, etc.) Access to configuration settings (measurement station data, user administration, data transmission and reception via external interfaces, etc.)

The user software is web-based, all measurement stations can be operated and visualized via RWIS center.

3 Central Software Architecture


The system consists of the three parts data distribution, data management and other applications. The most important system-internal interface is the interface between the applications and the data distribution. External interfaces are provided by applications working as protocol converter between internal and external data formats.

3.1

Data distribution

The data distribution is the central system component for the communication between the applications.

3.2

Data provision and archiving

The Data management archives all logged data and provides the data sets for system configuration and parameterization. The data management stores all data occurring during operation (data from external systems, results of data processing, weather reports etc.) and data necessary for the operation of the system (especially configuration and parameterization). The data is stored in a central database. All data are stored in the RWIS center or exported daily from the database. Data formats and name schemes of export files can be customer-specifically adapted.

Applications

The applications are used for all functional and technical requirements not covered by the data distribution and management, such as data acquisition and processing, control model, external communication as well as operation and visualization. Functions: Configuration of the system at system start / retrieval of all data used for the configuration of the system from the central data management (configuration list of external systems, configuration of operation and visualization, etc.) Administration of the parameters which can be adjusted online (parameterization of data acquisition and processing, ice warning algorithms, alarms, etc.

The operating software takes care of the retrieval and adaptation (edit) of all parameter settings as well as the configuration. Parameter changes are transferred into the next cycle without restart. For configuration changes, depending on their nature (e.g. change of the configuration of an outstation) a restart may be necessary.

4 Communication with the Meteorological Service


Functions and tasks: Provision of data from the measurement stations in the according format and cyclical upload on the according server Retrieval of current weather reports and warnings from the server Retrieval of the weather forecasts for a certain station from the server

4.1 Provision of data from the measurement stations


The according data are summed up in a 15 minute cycle (at XX:00, XX:15, XX:30, XX:45 oclock), converted into the according format and sent to the meteorological service. The data is uploaded on the server of the meteorological service via internet per FTP. Only those data are forwarded from the RWIS center to the meteorological service, which are rated plausible. Implausible or faulty data will not be forwarded, instead the according error indication will be used. The operation and visualization allows the configuration of the data sent to the meteorological service. Here, the selection of the data to be forwarded (measurement stations, amount of data per measurement station), the identification and geographical characteristics of the measurement station

can be adjusted by the authorized operating personnel.

4.2 Receiving data from the meteorological service


The following data can be collected from the meteorological service: 10 day forecast, regional tables Weekly forecasts weather dangers General road weather forecasts Detailed regional road weather forecasts (in climate zones) Regional warning status reports Weather warnings concerning freezing, snow, snow drifts and black ice

The weather reports and warnings are evaluated and ordered according to their identification in the message head: Type of report (10-day / general / detailed / warning) Climate zone (detailed forecast) Location (weather warnings) Type of weather warning

The data is retrieved via internet per FTP transfer. The RWIS center cyclically checks the availability of new weather reports and warnings and downloads them. Access information and passwords can be set by the operator via user interface. The data from the meteorological service is stored in the RWIS center.

4.3 Data retrieval and processing


The RWIS center accepts environmental data, operating data and system reports as status data from the outstations. Measurement stations, for which no time synchronization can be executed (GSM / GPRSmeasurement stations generally), send their time stamp in UTC-format without respect to daylight saving time. For these measurement stations, the RWIS center adds the correct local time stamp (time zone, DST) based on the reported time stamp.

4.4 Plausibility check


The environmental data from the outstations are checked for plausibility. There is no replacement of measurement values. Plausibility checks: Failure monitoring: A measurement value is considered as failure if it is indicated as faulty or if it has not been transmitted within a parameterized time after the measurement interval has expired (exception SMS data) Threshold value monitoring: Checks weather the measurement value is within a defined parameterizable value range. The parameterization is possible for each individual sensor. (A list of monitored threshold values is available on demand).

All threshold values can be parameterized. Incomplete data sets and/or implausible and faulty single data are identified and excluded from further processing (especially visualization, forecast, warning status evaluation). Valid values of a complete data set and/or of a data set with partly implausible or faulty data will be processed.

4.5 Data evaluation road condition


The road condition status from the RWIS measurement stations are allocated to the road condition status according to the relevant (nationally required) coding 1. Threshold values are parameterizable. The basic service is executed in coordination with the customer. The evaluation can be activated / disabled per measurement station.

4.6 Forecasts
4.6.1 Trend forecasts
Forecast values are provided as trend forecast (90 minute horizon, parameterizable) based on current measurement values for the following measurement values: Air temperature Relative humidity Dew point temperature Road temperature (surface, TT1, TT3)

The forecast is done by means of a linear extrapolating of the trend line taken from the measurement values of the last 5 120 min (parameterizable). The parameter of the algorithm can be changed online by the administrator individually for each measurement station or for all measurement stations.

4.6.2 Consideration of the weather forecasts from the meteorological service


Measurement station related forecast values for air and road temperature from the meteorological service are considered in the evaluation of the forecast values by an according extension of the forecast algorithm via weighting of the trend forecast and forecast values by the meteorological service. The precipitation forecasts provided by the meteorological service per location are processed for the forecast horizon by means of a precipitation probability. The algorithms for processing / fusing the weather forecasts from the meteorological service are executed in cooperation with the customer. The parameters can be adjusted, the fusion of forecast values can be disabled.

5 Warning model
5.1 General
An ice warning model is used to standardize the warnings based on the following data usually available: Road surface temperature Road condition Air temperature Dew point temperature

Not only slipperiness due to precipitation, but also due to hoarfrost/rime with regard to road temperature and dew point temperature is considered Defined warning messages and color codes with an accordingly allocated meaning are used: green white yellow red no danger of slipperiness slipperiness possible when weather changes (e.g. beginning precipitation) with continuing trend, slipperiness possible on short notice slipperiness possible at once

Here, also combined warning messages are possible. The warning model can be activated/deactivated and parameterized per measurement station on RWIS level. In Germany, the warning model issued by the Federal Highway Research Institute is used:

5.1.1 Data base


The following indicators are used as basic data: Road surface temperature Road condition Air temperature Dew point temperature Forecast value road surface temperature Forecast value dew point temperature

Only those data sets are processed for which the analysis data mentioned above are complete and without errors. If the forecast values are incomplete, the algorithm is processed. According terminating conditions within the algorithm are provided.

5.1.2 Calculation intervals


When new measurement values arrive (normally every minute) the warning model is applied for each measurement station. The new calculation is executed with a short delay after the updated forecast values were calculated. Until then, the warning status of the measurement station keeps its previous value.

6 Alarming
6.1 Generating alarms
Measurement station related alarms and further alarms are generated and fed into the alarm message management as well as forwarded per SMS and e-mail. The generation of alarms can be switched on and off per measurement station. All threshold values and minimum times of alarms can be parameterized. The field of responsibility for the alarm messages can also be parameterized per measurement station. Thus, certain alarm messages can be allocated to certain user or user groups, which are to receive the messages via user interface.

6.2 Notification per SMS and e-mail


In addition to the display on the user interface, the responsible personnel can be notified per SMS and/or e-mail in case of alarms. For each alarm message an individual configuration is possible, whether it is forwarded and to whom. The notification per SMS or e-mail complies with the following requirements: Allocation of one or several recipients per alarm Setting of a minimum time during which the alarm is not send if it occurs again Administration of recipients: o Name, according institution o Telephone number or e-mail address o Availability depending on day groups and times

The SMS or e-mails contain the alarm message text, for SMS a short text (max. 160 characters) is used. In periods when the recipient is not available, no messages are sent. The transmission and failures during transmission are logged. The configuration of the notification (allocation of recipients, setting of minimum times, administration of recipients and contact data etc.) is done by an administrator via user interface. Additionally, the notification can globally be activated / deactivated (e.g. summertime), without having to change the underlying configuration. The notifications are sent via GSM-modem in the RWIS center. E-mails are sent via mailserver.
