1) Description of the match: The second semi-final of the tournament saw a close victory for Italy over a Dutch side, who were the better and more creative team. In spite of the result, the match, and especially the second half was rather boring to watch, mainly because the Italians concentrated on defending and their goal seemed to be the extra time. For the referee, first group member Ovidiou Hategan, it was however a challenging match, because it was intense and sometimes there was a lack of fair-play, resulting in many fouls.

2) Knowledge, Application and Interpretation of the Laws of the Game, Disciplinary Control and Technical Management of the game with special reference to the situations and the minutes when they occurred. (Crucial decisions, if available, have to be explicitly mentioned in the grid and highlighted). Comments: His foul detection was very good during the whole match. The scenes in the penalty area as well as the less important calls were mostly taken at least acceptable. Furthermore, his given cautions were all justified, but there were a number of situations where he could/should have shown cards, too. He was able to use the advantage rule in a number of situations, but mostly did not signal it with his arms. Minute 5 6 14 15 16 29 30 32 38 46 70 71 75 Description of the situation YC for Borini for a reckless challenge near the box, correct No handball penalty, correct No penalty to NED, small contact, but decision was fitting to his line Conflict between two players after a foul outside of the pitch, referee can calm down everyone without cards; Remark: Italian player points on his respect badge to his opponent YC to Verratti for a reckless challenge, correct Body-check against Borini, intention was possible but not clear, so only free kick correct Donatis arm is in his opponents face during duel, he is verbally warned, a YC could have been appropriate Unfair tackling, also here a YC was quite possible No penalty to NED, only small contact, OK as in 14 The kick-off is repeated, probably because it was not played forward, correct, but pedantic Another situation were a YC was well possible Indi punches his opponent with his elbow during the execution of a free kick, should have been a Red Card, but very difficult to detect Use of elbow, YC possible

Conflicts between players after tacklings YCs to Indi and Donati for their behavior during one of these conflicts, OK Injury time 5 minutes, justified to some injury breaks, correctly extended for a further minute due to another injury YC for Sansone, mandatory for preventing the quick execution of a free kick Verratti shouts at his opponent after a missed chance, could have been a second yellow

3) Tactical approach and its Degree of Consistency, Personality, Match Control and Management of the Teams and Players with special reference to the situations and the minutes when they occurred. Comments: In spite of the high number of fouls, his style can still be described as lenient, because he often allowed physical play in certain borders. He could keep this line through the whole match, as it was appropriate for this match. So he showed a high degree of consistency. However, he had trouble to maintain the complete control, shown by the many small conflicts in the last minutes and by the fact, that especially the Italians often showed dissent about his decisions. To prevent this in the future, there are some points listed below, but most important was probably, his leniency regarding card management. There were quite a lot of situations where a yellow card was at least possible and he could have used them to earn more respect and discipline the players. Summary of 2) and 3): Positive Points 1. 2. 3. Not meeting requirements, points that need improvement Very good foul detection High level of consistency Good use of the advantage rule, but should not do it secretly In matches like this, he must be more active to keep the control, especially by the following points: Use yellow card more and earlier, if you recognize, that verbal warnings do not work well Whistle earlier and be faster at the place of an infringement to prevent conflicts (this was not always the problem) Improve the impact of the verbal warnings, generally more communication would be good

Physical Condition (very good, good, average, poor): Good Further Aspects: + Expected X X X Minute Always close to play, follows play at all times with a flexible diagonal system and impedes interference with play Efficient positioning (at set pieces e.g.) and movement to be ready to take a (crucial) decision (especially in the box; be able to enter the box in some cases when it is necessary) Shows awareness and is able to anticipate the action

Description of the situation

5) Teamwork (co-operation with (A)ARs and fourth official with reference, if needed, to special situations and the minutes when they occurred) Comments: There were a couple of situations, where his assistants around the field probably have given him advice. The assistants should avoid raising the flag too late after the referee has whistled.

6) If needed: General comments or advices for improvement; explanation of the chosen mark; further matters (can be let empty). Comments: We have two opposing impressions here: His very good decisions and consistency on one hand and the lack of control on the other hand. These points cannot totally even out, especially because he missed one sending-off (71) and his card management was not convincing.
