Proposed project methodology and/or activities needed to complete the project

To date, the majority of activities needed to complete the Mary Finlay Revitalization Project have been completed. The Committee is awaiting funding decisions from the Community Facility Enhancement Program (CFEP) and NPDP in order to determine whether phasing of the project will be required. Should we not receive the requested amounts from both granting agencies, we will endeavour to fundraise the remainder from League-sponsored events and solicit large businesses in the community for corporate donations.

Preliminary timeline

The Mary Finlay Park Revitalization project has been slated by the City of Edmonton for construction during the Spring 2011 season. Should we be successful in obtaining all grant monies applied for, we expect construction to be completed by Fall 2011 or Spring 2012. This timeline will minimize the adverse impact on the community with regard to programming, access to the park, and use of the community hall located adjacent to the park.

Preliminary financing or funding strategy

The Community Parks Advisory Committee has worked with the Community Recreation Coordinator and Project Manager from the City of Edmonton to devise a funding strategy that will support the Mary Finlay Revitalization Project. This strategy is outlined in the table below.

Impact of Not Doing/Doing Late


If we do not receive the requested NPDP funding amount of $250,000, we will need to consider phasing aspects of our project into the 2012 or 2013 construction seasons. This delay would be detrimental to programming as it would prevent our Green Shack program from running during the summer of 2012 and would deny access to the FTHCL hall for other City of Edmonton recreation programs. The City of Edmonton would not consider running programs out of our hall if there is construction onsite at the park. In addition, the many low-income and single parent families in our neighbourhood would not have access to the playground and free community league-run programs and events. Residents living adjacent to the park will also be negatively affected if construction lasts more than one year. Moreover, privately-run programs that use the hall may decide to cancel their leases and move to another hall if construction is not complete by the end of 2011. This is because access to the hall and park will be limited due to construction. NPDP funding will also be used as matching funding for other grants, such as the Community Facility Enhancement Program (CFEP). Should we not receive the full amount requested from NPDP, our application to CFEP will be in jeopardy.

Impact on Other Projects/Systems


The Mary Finlay Revitalization Project will impact other FTHCL programs and events, as well as City of Edmonton and Forest Heights School programming. During construction, the wading pool, playground, open park space, and pathway will not be available to community residents. With the wading pool closed for the summer of 2011 (and potentially 2012), community residents may purchase a FTHCL membership and use the Mill Creek pool for free anytime during the summer. This benefit is the result of an agreement between FTHCL and Mill Creek pool. Park space will be inaccessible, thereby impacting its use by residents for parties and recreation. Because the summer Green Shack program operates out of Mary Finlay Park, we will need to work with Forest Heights School to relocate the Green Shack to school property for the 2011 season. Many residents use the path that runs through the park as a short cut and dog- walking path since it connects 80th Street with 81st Street. Access to the FTHCL hall may be limited to the rink shack entrance on the south side of the hall. This will impact hall rentals to the public, private recreation and other programs (e.g., Alcoholics Anonymous, meditation classes, Zumba fitness), and the ability of FTHCL to attract and support City of Edmonton recreation and leisure programming. FTHCL events, such as Harvest Fest, will be required to use the soccer field/rink area for event activities. Privately-run meditation classes that periodically use the park for meditation will not be able to do so during construction.
