Pams House Blend blog ends run
After nine years of curating one of the leading LGBT news and opinion
blogs, Pam Spaulding announced this week that she is shutting down Pams
House Blend, and will no longer be contributing daily after this month.
Citing health concerns, North Carolina-based Spaulding wrote that she was
unable to continue creating daily content to the blog that bears her name, so
she would be closing it down.
As an out, African-American lesbian in the South, Spaulding has been one
of the most outspoken voices for the LGBT community online. Her blog
which featured a stable of contributors from across the country became
a rallying point for young LGBT activists who expressed frustration with the
Obama administrations slow initial progress on LGBT issues, and frustration
with traditional LGBT organizations.
Through her blogging, Spaulding was able to inuence several key LGBT
grassroots actions, including becoming one of the original authors of The
Dallas Principles, a set of principles for guiding grassroots LGBT activists.
The Blend sat in a unique place in all of this I brought the perspective
of a black lesbian living in the South to the dialogue broadcasting a voice
certainly not represented in the power structure of the LGBT movement,
Spaulding writes in her announcement.
In June of 2011, facing the cost of operating a high trafc site like Pams
House Blend, Spaulding allowed progressive blog Fire Dog Lake to acquire
the Pams House Blend site in what FDL founder Jane Hamsher called a
perfect union, and operate the blog as a separate channel, allowing The
Blend, to continue to operate, while freeing up Spaulding to concentrate on
managing the group blog and writing, rather than having to operate a site
on her own.
Spaulding says that contributors Laurel Ramseyer, Alvin McEwen and
Autumn Sandeen will continue to blog on a rebranded channel on Fire Dog
Lake, and that pamshouseblend.com will continue to operate as an archive.

U.S. more accepting of gays: poll
A new Pew Research Center poll nds the vast majority of LGBT Americans
feel the country has become more accepting of them over the last decade.
Ninety-two percent of the 1,197 LGBT adults who responded to the survey
the group conducted between April 11-29 said society has grown more
accepting of them since 2003. Respondents cited a variety of reasons that
include knowing someone who is LGBT, President Obama and other high-
prole gures advocating in support of gay issues and same-sex couples
raising families.
Pew announced the survey results against the backdrop of the anticipated
U.S. Supreme Court decisions on the constitutionality of Californias
Proposition 8 and the Defense of Marriage Act.
Ninety-three percent of respondents said they support same-sex marriage,
compared to 51 percent of the general population. Only 32 percent of
Americans backed nuptials for gays and lesbians in 2003.
Thirty-nine percent of those who responded to the Pew survey said same-
sex marriage has drawn too much attention away from other LGBT-specic
issues. In spite of this position, 58 percent of respondents said nuptials for
gays and lesbians should remain a top priority for the LGBT rights movement.
Maryland is among the nine states and D.C. in which gays and lesbians can
currently marry.
Delawares same-sex marriage law will take effect on July 1, while nuptials
for gays and lesbians will become legal in Minnesota and Rhode Island on
Aug. 1. The Nevada Assembly last month approved a bill that would repeal
the states constitutional same-sex marriage ban that voters approved in 2002.
Sixteen states and D.C. have also added gender identity and expression to
their anti-discrimination laws. Thirteen of those states and the nations capital
include trans-specic protections in their hate crimes statutes.
In spite of these legislative advances, respondents said they continue to
face discrimination because of their sexual orientation or gender identity and
expression.
Nearly a quarter of respondents said an employer has treated them unfairly;
58 percent of respondents said they have been the target of anti-LGBT slurs
or jokes.

Retired tennis star calls
Russias anti-gay bill
frightening

Retired tennis champion Martina
Navratilova on Monday blasted Russian
lawmakers who unanimously passed a bill
last week that would ban the promotion of
homosexuality to minors.
It is kind of frightening that people
could agree that much on that, she told
the Washington Blade during a telephone
interview from Paris, noting the 436-0
margin by which the measure passed in the
Russian Duma. It just goes to show how
totalitarian that country is because you can
have a vote on that.
Individuals would face nes of between
4,000 and 5,000 rubles ($124-$155,) and
government ofcials would face nes
of between 40,000 and 50,000 rubles
($1,241-$1,551) under the proposal.
Media organizations and other groups
would face a ne of up to 1 million rubles
($31,000) or suspension of their activities
for up to 90 days.
Foreigners could also face up to 15 days
in jail and deportation.
Navratilova criticized Russian President
Vladimir Putin who has said he will sign the
measure into law.
I feel like Putins just trying to go against
whatever the West is doing, she said. If
the West would be bad about gays, he
would have gay marriage, but because the
West is good with the gays or getting
better, he goes the other way.
Navratilova, who won more than two-
dozen Grand Slam singles and doubles
titles during her professional career that
spanned nearly four decades, in 1981
became one of the rst professional
athletes to come out as gay.
She spoke with the Blade amid growing
calls that athletes boycott the 2014 Winter
Olympics in Sochi.
She said Russia shouldnt have gotten
the Olympics in the rst place, but
stressed she never believed in boycotts.
She referenced the gay advocacy
groups who boycotted Colorado after
voters in 1992 approved a constitutional
amendment that barred the state from
enacting anti-gay discrimination laws to
further prove her point.
The U.S. Supreme Court struck it down in
1996 in the Romer v. Evans decision.
Its more effective to get in peoples
faces and prove them wrong rather than run
away, Navratilova said. To me a boycott
kind of runs away from the problem.
She was also at the mens nal at the
French Open earlier this month when
opponents of Frances same-sex marriage
law interrupted the match between
Spanish tennis players Rafael Nadal and
David Ferrer. Navratilova said the shirtless
protester who ran onto the court with a are
in his hand near Nadal reminded her of the
man who stabbed Monica Seles during a
German tennis match in 1993.
Youre like holy shit, youre still not safe
on the tennis court, she said. On top
of that, its these asshole protesters who
have nothing better to do but complain
about gay people having the same rights
as they do.
Navratilova also recalled seeing some
of the more than 100,000 people who
marched against Frances same-sex
marriage law in Paris on May 26 three
days before the rst gay couple legally
tied the knot in the country.
I couldnt believe the masses of people
who were out protesting against something
that doesnt affect them in any way, she
said. To really see real people that are
so emotionally invested in denying you
equality is really disconcerting.
Some judges refuse to allow
gays to register relationships

Even though same-sex couples in
Colombia will be able to legally register
their relationships on Friday, it remains
unclear whether some notaries and even
judges will allow them to do so.
The countrys Constitutional Court in 2011
ruled gays and lesbians can legally register
their relationships after June 20 if lawmakers
failed to extend to them the same
benets heterosexuals receive through
marriage. The Colombian Senate in April
overwhelmingly rejected a measure that
would have allowed same-sex couples to
tie the knot in the South American country.
Marcela Snchez Buitrago, executive
director of Colombia Diversa, an LGBT
advocacy group, told the Washington
Blade on Monday that some notaries have
already said they will not marry same-sex
couples after the courts deadline passes.
They would instead allow them to enter
into a solemn contract that is similar to an
agreement between two people who buy a
house together.
This in the view of Colombia Diversa
does not comply with the Constitutional
Courts order, Snchez said.
Colombia Diversa and other LGBT
advocacy groups are advising couples that
encounter a notary or a judge who refuses
to allow them to register their relationships
or enter into a civil marriage as Snchez
and other activists have described it to
petition a court to reverse the decision.
Lina Cullar, director of Sentiido, an LGBT
website she co-publishes in Bogot,
the countrys capital, told the Blade she
expects some notaries and judges will
accommodate gays and lesbians in the
same way they treat heterosexual couples.
She said they will follow the courts order,
but it remains unclear how exactly they will
interpret it.
It is difcult to state concretely what is
going to happen after June 20, Cullar
told the Blade.
Argentina is among the 12 countries in
which same-sex couples can legally marry.
Gays and lesbians will be able to tie
the knot in Uruguay and New Zealand in
August.
Brazilian lawmakers have yet to consider a
nationwide same-sex marriage bill in spite of
a ruling from the countrys National Council
of Justice last month that said registrars in
the South American nation cannot deny
marriage licenses to gay couples.
The U.S. Supreme Court later this month
will issue rulings on the constitutionality of
Californias Proposition 8 and the Defense
of Marriage Act.
Dr. Zayuri Tibaduiza, an adviser to Vice
President Angelino Garzn, told the Blade
during an interview last month at her
Bogot ofce the Colombian government
respects both the Constitutional Courts
ruling and the Senates vote against the
same-sex marriage bill. Advocates remain
critical of President Juan Manuel Santos
administration for what they maintain is its
continued silence on the issue.
There is a general discontent on how
the government managed the situation,
since they could have legislated on this
topic, Cullar said. They instead waited
until the Constitutional Courts deadline
when nothing could have been done.
Even though she said one can describe
the tribunals ruling as ambiguous,
Snchez told the Blade it did not explicitly
deny same-sex couples the right to marry.
As of June 20, we are going to put this
interpretation to the test, she said. We
hope it will hold up because it is the one
that recognizes equality for couples.

Center in the Teusaquillo area of Bogot
that is named in honor of the rst openly
gay person elected to political ofce in
Colombia told the Blade last month many
people have what she described as a
limited understanding of the same-sex
marriage debate.
She noted during the same interview that
anti-trans discrimination, homelessness and
general mistreatment of LGBT people on
the streets are among the problems that she
and her colleagues continue to confront.

No word on executive order
for federal contractors

President Obama energized attendees
at the annual Pride reception held at the
White House last Thursday by saying
we need to get the Employment Non-
Discrimination Act passed.
Citing a letter he said he received
from a PFLAG mom from Ohio named
Susan expressing concern that
LGBT people arent protected from
harassment in the workplace, Obama
said, I share that concern, and
issued a call to pass ENDA without
mentioning the bill by name.
Theres a bipartisan bill moving
forward in the Senate that would
ban discrimination against all LGBT
Americans in the workplace, now and
forever, Obama said. We need to get
that passed. I want to sign that bill. We
need to get it done now.
Despite difculties in passing ENDA
mostly notably the fact that Republicans
are in control of the House Obama told
attendees in the East Room of the White
House that he sees a path for passing
the bill based on the successes the LGBT
community has seen in recent years.
And I think we can make that happen
because after the last four and a half
years, you cant tell me things cant
happen, Obama said. Look around.
Weve got gay and lesbian soldiers,
and sailors, and airmen, and Marines
who are here today. Weve got married
couples from places like New York and
Washington State.
The White House Pride reception
took place amid renewed calls for
Obama to sign an executive order that
would bar federal contractors from
discriminating against LGBT workers.
Activists are calling the measure a
campaign promise and say itll protect
millions of workers from discrimination.
Earlier this month, Ellen Sturtz,
a lesbian activist afliated with
GetEQUAL, made headlines when she
confronted rst lady Michelle Obama
about signing the executive order. Last
Thursday, eight activists from Ohio and
Texas afliated with GetEQUAL were
arrested outside House Speaker John
Boehners (R-Ohio) ofce in D.C. after
they called on him to move forward with
ENDA. Receiving no commitments from
him, they also called on Obama to issue
the executive order.
Tico Almeida, president of Freedom
to Work, said its fantastic that Obama
spoke out in favor of ENDA during the
reception, but wants the president to
take additional action behind the scenes.
He should follow up his speech today
by placing phone calls to lobby ENDAs
holdout Democratic senators like Floridas
Bill Nelson, West Virginias Joe Manchin
and Mark Pryor of Arkansas, Almeida
said. Between the president, Joe Biden,
and the White House legislative team, I
bet they could convince those Democrats
to support ENDA.
Despite the call to pass ENDA, LGBT
advocates who have been calling for
the executive order and werent in
attendance said they still expect
Obama to take administrative action to
protect LGBT workers from discrimination.
Fred Sainz, vice president
communications of the Human Rights
Campaign, said he appreciates
Obamas support for legislation, but
reminded him that issuing the executive
order takes only the stroke of a pen.
Were elated to have the presidents
support for ENDA, Sainz said. But we
also want his support for an executive
order. ENDA need not come before an
EO. Peoples jobs are on the line and
theres no time to waste.
Introducing Obama on stage were
nine-year-old twins Zea and Luna, who
began the reception by talking about
a letter they wrote to Obama on LGBT
issues. Upon entering the stage, Obama
said, I will not beat that act.
Obama concluded his remarks by
predicting that the efforts of those in the
room would make for new achievements
because people who love this country
can change it.
And I hope that when we gather
here next year, and the year after that,
well be able to say, with pride and
condence, that together weve made
our fellow citizens a little more free,
Obama said. Weve made this country
a little more equal. Weve made our
world a little more full of love.
legislation now has a total of 51 co-sponsors,
which, in addition to support from lead
sponsor Sen. Jeff Merkley (D-Ore.), means
the bill has a total of 52 sponsors.
The new co-sponsors means the 2013
version of ENDA now has more sponsors
than the 2001 version of the Matthew
Shepard Hate Crimes Prevention Act
sponsored by the late Sen. Edward
Kennedy, which previously held the record
for the most sponsors of any LGBT bill.
ENDA arguably now has more co-
sponsors than any legislation in history
devoted to LGBT issues beating out
the Dont Ask, Dont Tell repeal bill,
hate crimes protections legislation and
the Respect for Marriage Act in terms of
the number of co-sponsors.
However, the 2013 reauthorization
of the Violence Against Women Act, a
larger bill that included LGBT protections,
had 62 sponsors, the 1990 Ryan White
Comprehensive AIDS Resources
Emergency Act had 67 sponsors and the
1990 Hate Crimes Statistics Act, which
enables the collection of hate crimes data
for several groups including gay people,
had 61 sponsors.
Rockefellers co-sponsorship of ENDA
is also noteworthy because West Virginia
lacks any statewide LGBT employment non-
discrimination protections. The other senator
from the state, Sen. Joe Manchin (D), has yet
to indicate whether he supports ENDA.
While the legislation has more than
majority support in the days after
President Obama called for passage of
ENDA during the White House Pride
reception, its still short of the 60 votes
necessary. Four Democrats are still not
ENDA co-sponsors: Manchin, Sen. Bill
Nelson (D-Fla.), Mark Pryor (D-Ark.) and
Tim Johnson (D-S.D.).

signaling his support and called on
Manchin to follow suit.

Mass wedding highlights Pride weekend
Nineteen couples tied the knot during a mass wedding at Baltimores Pride
Festival on June 16. Proclaiming WeDo Baltimore Day, Mayor Stephanie Rawlings-
Blake acknowledged the victory in achieving marriage equality in Maryland and then
presided over the brief service in front of hundreds of the couples family members,
friends and spectators at the main stage in Druid Hill Park.
Also on hand with the mayor and making remarks were four local clergy:
Rev. Meredith Moise, Father E. Skip Koritzer, Elder Harris Thomas and Minister
Clifton G. Speller.
Brittany and Alice Chong from southwest Baltimore were elated about the
impending ceremony an hour before. Were so glad its legal now, said Brittany
who has been with Alice for ve years. Were sealing the deal.
A reception for the newly married couples and families followed the ceremony
that was highlighted by a display of rainbow-colored cupcakes.
The previous day brought huge crowds to the annual parade that included
66 units representing a wide array of organizations, gay-friendly businesses and
politicians. Rawlings-Blake was the parades grand marshal. Also in the parade
were potential gubernatorial candidates Attorney General Douglas F. Gansler
and Del. Heather Mizeur.
The conclusion of the parade merged with the beginning of the block party
whereby thousands crammed the intersection of Charles and Eager streets in Mount
Vernon. Controversy formed the backdrop to the block party as business owners
and residents complained a week before about underage drinking and other related
issues. A compromise was worked out so that the partys boundaries were shortened.
No major problems were reported.
The GLCCB is very proud of Baltimore Pride 2013, Matt Thorn, the Centers
executive director, told the Blade. From Pride with the Orioles, Twilight on the
Terrace to the Parade, Block Party and Festival there were many functions for our
community to participate in.
Trial of gay mans attacker to begin
The trial of one of the defendants in the high-prole attack on Kenni Shaw a
gay man Marcus Troy Evans, is set to begin on June 25 at 9:30 a.m. Shaw, 30, a
cosmetologist, was leaving a corner store at E. Hoffman and N. Rose Streets in East
Baltimore and punched from behind around 9 p.m. on Christmas night. Shaw was
bloodied and sustained bruises to his face and body from the beating that ultimately
lasted 10 minutes and included ve men.
Marcus Troy Evans, 27, the only attacker arrested in the incident, has a lengthy
record of criminal behavior that includes violence. He has been charged with rst-
and second-degree assault.
The incident led to a march several days later to the location of the beating by
community members. Included was Baltimore City Police Commissioner Anthony
W. Batts. Some community activists are disappointed and angry that the assault was
not treated as a hate crime. Shaw and others said the attack occurred only because
he is gay as nothing was stolen.
Police Advisory Council formed
A new 10-member advisory council was announced June 14 consisting of
advocates within the LGBT community and members of the Baltimore City Police
Department including Commissioner Anthony H. Batts. Its mission is to seek ways to
improve the relationship between the LGBT community and the police.
We will work hard with other committee members to collect best practices from
around the country, to develop training curricula, and review hate crime investigation
procedures, among other things, Aaron Merki, executive director of Baltimore-
based FreeState Legal and one of the councils co-chairs told the Blade.
