Background

The Regional Research and Development Technical Assistance (R-RDTA) 7700: Promoting Gender Equality in the Labor Market for more Inclusive Growth seeks to identify potential labor market and social protection reforms that will promote decent and expanded employment opportunities for women, thereby contributing to more inclusive growth. Decent work, as defined by the International Labour Organizations (ILO), involves opportunities for employment that are productive, deliver a fair income, and provide security in the workplace and social protection for workers and their families.1 It is intended to conduct this workshop in partnership with ILO which has been a partner in this TA. The program of the workshop follows. 2. Objectives

The R-RDTA conducted a national level labor market analysis from a gendered perspective of three countries, namely, Cambodia, Kazakhstan and Philippines. The national consultants undertook the following tasks essentially relying on desk reviews: Providing a gendered analysis of labor markets, government policies and legislation; Analysing the determinants (and constraints) of employment of women; Identifying and exploring at least one market sector in each country which could potentially be expanded or developed to promote opportunities for decent work for women; Identifying good practice examples from each DMC; and Providing legal and policy recommendations for promoting decent work for women in the labor market. The R-RDTA also included: the preparation of a regional synthesis of the national reports by two international consultants with a view to publication as a knowledge product of the TA potentially jointly by ADB and ILO; and the preparation of two global good practices review, of social and economic policies, and legal recommendations that may lead to more and better employment opportunities for women 3. The workshop will be conducted in collaboration with ILO, which has been a partner in the R-RDTA. The objectives of the regional workshop are to share and discuss with ADB, ILO and developing member countries (DMCs) the outcome and recommendations of the gendered national level analyses of the labor market, government policies and legislation conducted together with the recommendations made in the Regional Synthesis context of the global good practices reviews. In addition, to have presentations and panel sessions on good practice strategies will seek to address four major problem areas in order to encourage the implementation of practical solutions to increase and improve work and employment for women. The workshop environment will encourage participatory discussion, contribution and exchange on the findings and recommendations of the project and strategies for practical improvement.
