: A128566 Kajang Municipality intends to redevelop the stadium into an Innovative Research Park. The park is intended to take advantage of a number of universities and research centres in Kajang area to turn the municipality into centre for innovative, high value added industries. However the administration is in no position to fund the proposed project. You are required to propose a viable solution to ensure the success of the project. Explain the responsibility of all parties involved in the project, the benefit of your proposal and the problem that might occur in the future. A research park is a research facility that is often linked with a major research university. It usually exist to create linkages between the university, industry and the community. Combining the knowledge assets of a community with local business expertise in order to create high-paying jobs is the aim of research parks. The advantage of a number of universities and research centres that located surrounds of Kajang area can give a huge benefit to the research park to be build. The exchange of idea and concept can be discussed and compared so that this research park will come out with new and fresh concept which different to other existing research centre. Most of the research park is focusing on protect, preserve and conserve the natural environment as they are located in the forest or some kind of similar place where the place can be called as undisturbed area for me. But it is different to this stadium area. It is located in the middle of Kajang town and mostly there are develop to small town but highly capacity of population. Kajang's population of 342,657 is 60.4% Malay, 19.3% Chinese, 9.7% Indians, and 10.6% other ethnic groups. From my point of view, this research park needs to focus more in development of Kajang town. Based on the incident happened in Kajang before, the development need to take serious on

the flood problem which occur seldomly but once occur it happened severely. The research on that area can give benefit to all Kajangs residents. Maybe some of the layout of the building existed is not suitable anymore with that place. The drainage and irrigation also need attention by research centre. It can be the main reason why the severe flood occurs once in a while. How the contour or elevation of Kajang need to be considered in any research because it also give impact to flood problem. A part from that, the traffic problem is one of the daily problem occur in Kajang town area. Once again the position of building or shop outlet is one of the reasons. The building is too near to the road and the parking area is situated in front of every shop outlet. There are also illegal parking in that area makes the thing worse. The bus service making the traffic more congested. It is one of the public transport other than taxi. In addition, the quantity of foreigners keeps increasing in Kajang area. When the festival season comes, this town is fully made up of foreigner. And I have seen this phenomenon once. Maybe it shows that Kajang have good economic base as it can provide a good employment chance. But it is sadly to see that the business run mostly by the foreigners. The research park need to come out with the idea to commercialized Kajang by using the resource that come from Kajang itself.

A. Responsibilities of all parties 1. Government (Majlis Perbandaran Kajang) Transfer the land title to the developer Allow the developer to construct the Innovative Research Park Give assistance to get necessary approval Give assistance to make sure developer follow the related guideline appropriately Make sure the developer consider the environmental issue in Kajang area Monitor all the works done by the developer Take any action if there is abuse of power by the developer Look after the righteousness of Kajangs residents

Developer Get the approval for running the project from the authority Upgrade existing road infrastructure surrounding the development Follow the guideline related to their development Protect the righteousness of Kajangs residents and not giving any problem to the residents of Kajang along the way of construction Announce everyone about the project detail Making the research park is user friendly to everyone as it also can act as the information centre for tourist Commercialized any attraction that existed in Kajang Making research on the problem happened in Kajang area Provide a best solution to solve any problem occur in Kajang area

C. The problem that might occur in the future If the facility enhanced, the living cost will be higher When the project is in undergoing process, there will be a congested traffic due to machine and the road will be narrow Protest of some resident who might be need to remove from their place of business
