Capturing the csrd photo contest awards

Gardom lake management plan proposed


The Board was in favour of spending up to $35,000 from the Electoral Area D Community Works Fund to retain a consultant and develop a Lake Management Plan for Gardom Lake on the condition that the Province contribute at least a third of the cost. Community Parks and Recreation Team Leader Marcin Pachcinski told the Board that Gardom Lake is experiencing pressures stemming from its popularity as a recreational lake, especially following the Provinces stocking of the lake with trout. Mr. Pachcinski explained that the CSRD has been working to alleviate some of the issues associated with increased usage (parking, washroom and garbage facilities), but a management plan would be able to address the long-term issues. The request for a Lake Management Plan came from a Gardom Lake Round Table that was organized by a local stewardship group, The Friends of Gardom Lake.

The Board approved $105,000 funding from the Sicamous and Area E Economic Opportunity Fund (EOF) to the Malakwa Community Centre Association for the operation of the Malakwa Community Learning Centre. Manager of Financial Services Peter Jarman explained to the Board that it is anticipated the CSRD will conduct a referendum in the Malakwa area on September 28, 2013 to determine if there is electoral support to establish a Service Area for an annual taxation amount to fund the Malakwa Community Learning Centre on a continuing basis. The $105,000 EOF grant will enable the Malakwa Community Learning Centre to operate in the interim. Monies in the Economic Opportunity Fund come from BC Hydro payment-in-lieu of taxes to stimulate economic development within the area.

new recycle option for businesses


The Board adopted Bylaw No. 5667 which allows for the expanded use of the existing recycling/reload infrastructure at the Salmon Arm landfill. Now, for a fee, small businesses in the Shuswap area can dispose of their recyclable waste at the landfill. In a memo to the Board, Waste Management Coordinator Ben Van Nostrand explained the CSRD has received requests from small business owners to use the recycling/reloading facility to dispose of their recyclable waste. Mr. Van Nostrand advised that only small loads (less than 1,000 kg) would be accepted to discourage large commercial generators from abandoning their existing servicing agreements. The proposed user fee is $85 per tonne with a minimum cost of $85 to ensure all costs associated with the handling, compacting, long hauling and processing are being covered.

Community works fund expenditure approved


The Board approved expenditures from the Electoral Area D Community Works Fund ($370,000) for required upgrades to the Falkland Water System. In a memo to the Board, Water Services Coordinator Terry Langlois explained that high levels of manganese were reacting to the oxidation process to remove ammonia from the water in the new water treatment plant. The reaction is causing discoloration to the water. The upgrades will pay for an additional treatment component which was not budgeted in the original upgrade. Community Works Fund money is a gas-tax rebate given to local governments for projects that, in general, help clean up water or reduce greenhouse gas emissions.

Board receives update on library


Okanagan Regional Librarys new Executive Director Stephanie Hall gave a brief update to the Board. Ms. Hall said the trend shows an increase in readership both in print (2.5%) and electronic borrowing (200%). She added that within the CSRD there has been a 16% increase in summer reading club participation. Ms. Hall said ORL is committed to working with local communities to offer programs that are tailored to their specific needs.

Area c ocp to go to public hearing


The Board gave second reading to the Electoral Area C Official Community Plan (OCP) Plan Bylaw No. 725 and delegated a public hearing. Manager of Development Services Gerald Christie explained that, due to specific changes requested by the Agricultural Land Commission (ALC), a new public hearing is required. ALC changes included the removal of the Village Centre designation for the Balmoral/Trans Canada area. Mr. Christie advised the Board that staff anticipates the public hearing to take place in the summer and that the bylaw will come back to the Board later this summer or early fall. The date and location of the public hearing will be posted in the local newspaper.

Grant-in-Aid Requests approved


The Board approved the following grant-in-aid requests: Area C Carlin & District Recreation Association- $9,538; Salmon Arm Childrens Festival - $1,000. Area F Seymour Arm Community Association (a commercial barbeque) $4,800; Seymour Arm Community Association (wharf) $9,000.

Proposed Area b ocp amendment


The Board gave first reading to Electoral Area B Official Community Plan Amendment Bylaw 850-3 and Rural Revelstoke Land Use Amendment Bylaw No. 2224. The redesignation and rezoning would permit an 11 bedroom, 669 square metre heli-lodge, helipad and parking lot to be allowed on the property located on Highway 23 South, Revelstoke. The bylaws will be forwarded to other agencies for referral. When comments are received from these referral agencies, a revised report, along with all comments will be forward to the Board. At that time the Board will decide whether or not to proceed to second reading and a public hearing.

Feasibility study
Shuswap Emergency Program (SEP) Coordinator Cliff Doherty told the Board the SEP Executive Committee recommended exploring the feasibility of establishing a Service Area for an annual contribution towards the cost of the Royal Canadian Marine Search and Rescue Operations. Mr. Doherty said staff will bring the recommendation forward at a later date.

The Columbia Shuswap Regional District staff wish everyone a happy Canada Day. The CSRD office will be closed Monday, July 1.
