As you are aware, The National Commission on Terrorist Attacks Upon the
Timothy J. Roemer United States is investigating the facts and circumstances surrounding the
devastating attacks against the United States on September 11, 2001. The
James R. Thompson Commission needs information from your government regarding the sharing
of information on suspected terrorist, Zacarias Moussaoui. Specifically, we

• According to the British government, HM Customs and Excise (HM


C&E), in Chicago, was working with US law enforcement agencies in
Minneapolis before September 11, 2001 concerning Zacarias
Moussaoui.

- Who (or which agency) collected this information?
- When was it collected?
- What part(s) of .the United States Government was given the
information and when?
• On September 13,2001, a British Liaison Telex (131819ZSep01)
provided information on Zacarias Moussaoui to the US Embassy,
London.
- Who (or which agency) collected the information provided?
- When was it collected?
- Was any part of the United States government given this
information prior to September 11, 2001?

Finally, we would like any additional information your Government may be holding on
Zacarias Moussaoui that has not yet been provided to the United States Government.

The Commission requests that the information described above be provided as soon as it
is available, even though all requested information may not be provided at the same time,
through means of a "rolling" production. If your government holds information on this
matter, but wishes not to share it at this time, please let us know the reasons for such
withholding of information and provide us the opportunity to discuss such withholdings.
