for Admission from Diploma Engineering to Second year (Third Semester) of Degree Engineering Courses for the Academic year 2013-14 in Government, Grant-In-Aid and Self Financed Institutions located in State of Gujarat
1. PREAMBLE
The Government of Gujarat, in the Legislative Assembly has passed an act, Act No.2 of 2008 called Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007 to make special provision for regulation of admission in the professional technical education colleges or institutions in the State and fixation of fees in such colleges or institutions and for matter connected therewith. As per the powers conferred to State Government, in Section 20(1) of the said Act, the Government of Gujarat, Education Department by way of a notification had constituted two different Committees called Admission Committee for Professional Courses (ACPC) and Admission Committee for Professional Diploma Courses (ACPDC) to regulate the admission of candidates to the professional degree and diploma courses respectively. The mission assigned to these Committees is to carry out the counseling process in a fair and transparent manner. The admission process is conducted by these Committees strictly on the basis of merit and the preference of the candidate. The functions of the Committee are as follows:

The Committee shall supervise, monitor and control the entire process of admission to the candidates seeking admissions to the professional educational colleges or institutions. The Committee shall prepare the merit list in accordance with the provisions of the acts and the rules made there under. The Committee shall allocate the Government Seats and the Management Seats in accordance with the provisions of the acts and the rules made there under. The Committee shall ensure that admission in the Government Seats and the Management Seats are made as per the merit list prepared and that no candidate is admitted against the Management seats unless his name appears in the merit list. The Committee shall perform such other functions as may be assigned to it by the Government.
The ACPC deals with admission of Degree Engineering, Degree/Diploma Pharmacy, Degree Architecture, Degree in Hotel & Tourism Management, Diploma to Degree Engineering / Pharmacy and Post Graduate Engineering / Pharmacy and Post Graduate Business Management (MBA) and Computer Application (MCA). Government has successfully launched web based online admission procedure from the year 2009-10 in association with National Informatics Center (NIC). From this academic year all admission to technical professional courses will be carried out through online web-based process. Online web-based admission process proved to be most accurate, transparent and time and cost effective.
2. ADMISSION RULES

Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007.
NO. GH/SH/35/2013/PVS/102013/405/S:- In exercise of the powers conferred by sub-section (1) of section 20 read with section 4 of the Gujarat Professional Technical Educational Colleges or Institutions (Regulations of Admission and Fixation of Fees) Act, 2007 (Guj. 2 of 2008) and in supersession of all the rules made in this behalf, the Government of Gujarat, hereby makes the following rules to regulate admission from Diploma In Engineering Courses to Second Year (Third Semester) of Bachelor of Engineering and Technology Courses and Payment of Fees as follows, namely:1. Short Title and Commencement.(1) (2) 2. These rules may be called the Diploma in Engineering Courses to Bachelor of Engineering and Technology Courses (Regulation of Admission and Payment of Fees) Rules, 2013. They shall come into force from the date of their publication in the Official Gazette.
Definitions.(1) In these rules, unless the context otherwise requires,(a) (b) (c) Act means the Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007 (Guj. 2 of 2008); Admission means admission of candidates of Diploma in Engineering Courses to Second Year (Third Semester) of Bachelor of Engineering Courses; Admission Committee means the Admission Committee for Professional Courses constituted by the State Government under section 4 of the Act, under Government Notification, Education Department No.GH/SH/7/2008/PVS102003-639-S, dated the 5th May, 2008; Bachelor of Engineering Courses means and includes the Bachelor of Engineering and Technology Courses, in the Professional Educational Colleges or Institutions of the State; `Multi-Point Entry and Credit System (MPEC system) is a system under which a candidate is eligible for admission in the Diploma Course if he has, either,(i) (ii) (iii) (iv) passed the Secondary School Certificate Examination (Standard 10th) or passed the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern) or appeared in the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern) or passed the two years certificate course conducted by the Technical Examination Board(TEB) (herein after called as Certificate Holder )

Non-Multi Point Entry and Credit System (Non-MPEC system) means a system which makes a candidate eligible for admission in the Diploma Course who has passed the Secondary School Certificate Examination (Standard 10th); Help Centers means the Centre notified by the Admission Committee for facilitation of the candidate for off campus online admission process; Qualifying Examination means an examination of Diploma in Engineering Courses shown in column 2 of Schedule I, or an equivalent examination in Diploma Engineering Courses; Schedule means the Schedule appended to these rules; Semester Theory Performance Index (STPI) means performance index based only on the marks obtained in theory subjects in qualifying examination conducted and evaluated by respective University; Technical Examination Board (TEB) means the Technical Examination Board, Gujarat State established by the State Government under Government Resolution, Education and Labour Department No.ECT1064/91813-GH, dated the 11th July, 1966; Website means the official website of the Admission Committee to carry admission process. out off campus online

The words and expressions used in these rules but not defined shall have the meanings assigned to them in the Act.
Admissions to Bachelor of Engineering Courses.The admissions to the Second Year (Third Semester) of the Bachelor of Engineering Courses on all the supernumerary seats shall be given on the basis of the merit list prepared by the Admission Committee.
4.
Seats Available for Admission.For the purpose of admission, available seats shall include,(i) Twenty percentage (20%) seats of the sanctioned seats of the immediate previous academic year or institute having AICTE permission of separate division for lateral entry for current academic year of each Bachelor of Engineering Course, in the,(a) (b) (c) (ii) (a) Government Colleges or Institutions, the aided Colleges or Institutions, and the Unaided Colleges or Institutions of the State, the seats remained vacant in the previous year, or subject to the minimum of two seats;
(b) the seats fallen vacant for any reason during previous year in the first year engineering courses; and (iii) 5. 5% of available seats as per clause (i) shall be allotted to the candidates belonging to Tuition Fee Waiver category as per guidelines issued by the All India Council for Technical Education (AICTE), New Delhi.
Eligibility for Admission.For the purpose of admission, a candidate, (i) shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized Board/University or institute approved by AICTE and situated in Gujarat State, and

who have passed qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous admission year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized University or institute approved by AICTE and situated in Gujarat State, and who could not admitted in immediate previous admission year due to late declaration of results by the respective Board/University with minimum aggregate marks as prescribed in rule 6.

Minimum aggregate marks.For the purpose of admission, the minimum aggregate marks which a candidate shall have obtained in qualifying examination shall be as per norms and requirements prescribed by the AICTE, New Delhi for lateral entry to the Second Year 3 4 Under Graduate Development Programs for the current academic year.

Name of Eligible Bachelors Course in which Admission may be granted.Subject to the fulfillment of eligibility criteria and such other conditions as prescribed under these rules, a candidate who has passed the qualifying examination as shown in column 2 of the Schedule I shall be eligible for the admission as per the courses respectively shown against it in column 3 of the said Schedule I.

Reservation of Seats.(1) For the purpose of admission, the seats shall be reserved for the candidate who are origin of Gujarat and falling under the following categories, namely:(a) (b) (c) (2) Scheduled Caste : Scheduled Tribe : Socially and Educationally Backward Class, including Widows and Orphan of any caste: 7% 15 % 27 %
A candidate seeking admission on reserved seat shall be required to produce a Certificate of caste from which he originates: Provided that the candidate belonging to Socially and Educationally Backward Class shall be required to produce a certificate to the effect of non-inclusion in Creamy Layer in addition to the caste certificate. No caste certificate shall be valid unless it is duly stamped, signed and issued by the authority empowered by the Government of Gujarat. No certificate to the effect of non-inclusion in Creamy Layer shall be valid, unless it is duly stamped, signed and issued by the authority empowered by the Government of Gujarat. Such certificate shall have been issued on or after the 1st April of the academic year in which the candidate is seeking admission. If a candidate fails to submit the certificates as required under sub-rule (2) within the stipulated time, his candidature shall be considered for admission under unreserved category. If a candidate of reserved category gets admission on unreserved seat in order of merits, he may be given admission on the unreserved seat according to his preference. The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of cast certificate by the authority empowered by the State Government in this behalf. In case the caste certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled. After granting admission to all the students of reserved categories on reserved seats, the reserved category seats remaining vacant shall be transferred to the unreserved category seats.

Reservation For Physically Disabled Candidates.Three percentage of the available seats in each category shall be reserved, in accordance with the provisions of the Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996), for the person with disability who can perform the academic activities in the course. A candidate with disability shall have to submit certificate of disability issued and duly signed by the Civil Surgeon. Explanation.-person with disability means a person suffering from not less than forty per cent of any disability as certified by a medical authority.

Reservation for the Children of Defence personals and Ex- Servicemen.(1) (2) One percentage of available seats shall be reserved for the children of Defence personals and Ex-Servicemen, for admission. A candidate claiming admission against Ex-Servicemen category shall be required to submit a certificate to that effect duly issued by the Director, Sainik Welfare Board, Gujarat State or by the District Sainik Welfare Officer. In-Service Defence Personnel shall be required to submit a certificate to that effect duly issued by the Commanding Officer of the respective unit in which they are serving. The seats remaining vacant against the category of Defense personnel and Ex-Servicemen shall be filled up from the merit list of unreserved category candidates. The children of Defense personnel and Ex-Servicemen of Gujarat origin shall be included under the reserved category specified in this rule, if they have passed the qualifying examination from the institute located outside the Gujarat State.

Distribution of Seats.(1) For the purpose of admission, the available seats shall be distributed on the pro-rata basis among the respective Boards/Universities on the basis of number of eligible candidates of such Boards/Universities who have applied for admission and obtained minimum aggregates marks in qualifying examination conducted by Technical Examination Board (TEB), Gujarat State or by any professional educational college or institute situated in the State of Gujarat. Where the candidates of more than one Diploma courses are eligible for admission in a particular Degree Course, then seats shall be distributed on pro-rata basis for respective diploma courses as prescribed in subrule (1).

Preparation of Merit List.(1) Separate course wise and Board/University wise merit lists of the eligible candidates who have applied for admission in the prescribed form and within the prescribed time limit shall be prepared in the following manner, namely:(i) (ii) on the basis of theory marks obtained in the best of ten subjects by the candidates who have passed the diploma under MPEC system; on the basis of theory marks obtained in the subject of last two semesters by the candidates who have passed the diploma course under Non-MPEC/semester system or the STPI system of the last two semesters, as the case may be: Provided that a candidate who has passed the qualifying examination having project/training in the last or preceding semester or both then the marks/STPI obtained by such candidate in such semester/ semesters shall not be considered for the purpose of merit list and the theory marks/STPI obtained in those last two semesters having theory subjects only shall be considered for the purpose of merit list.

The criteria for deciding merit order in case of students having equal merit marks shall be in the following sequence, namely:(a) (b) The candidate who has passed the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern) passed in the Science Stream or equivalent examination shall be given priority, Total theory marks obtained in the subjects of Physics, Chemistry and Mathematics of the Higher Secondary School Certificate Examination, (Standard XII, 10+2 pattern) passed in the Science Stream or equivalent examination, Total marks obtained in the compulsory subjects of the Secondary School Certificate Examination, (Standard X). Date of Birth (Candidate who is older in age shall be given priority).
Correction of Marks. In case of change in marks of a candidate in the Qualifying Examination, such candidate shall produce a letter to that effect issued by the competent authority or the corrected mark sheet issued by the Board or University, before the Admission Committee at least one day before the commencement of admission process (counseling program) but not later than seven days from the receipt of letter or, as the case may be, corrected mark-sheet. In such case he shall be placed at an appropriate order in the merit list. The candidate who was declared failed initially in the Qualifying Examination, but later on declared passed after rechecking of marks by the Board or University, such candidate shall, notwithstanding any time limit prescribed, be allowed to apply for the admission, provided he produces a letter to that effect issued by the competent authority or the corrected mark sheet issued by the Board or University, within seven days of the receipt of letter or, as the case may be, corrected mark-sheet. In such case he shall be placed at an appropriate order in the merit list. A candidate seeking admission shall apply on-line, for the registration of his candidature, on the web-site, within the time limit specified by the Admission Committee. The Admission Committee shall, by advertisement in the prominent newspapers widely circulated in the State, by web-site and by such other means, as it may consider convenient, publish the date of registration, the list of Help Centers, last date for submission of registration form, courses offered and such other information as may be necessary in this behalf. For the purpose of registration, a candidate shall be required to make payment of such sum towards the Registration fee, etc. as determined by the Admission Committee. Where a candidate has made more than one registrations, the registration made at the later stage shall be taken into consideration for admission purpose and the other registration shall be treated as cancelled. A candidate shall be required to obtain the print out of the registration form and shall sign and submit the same, along with the self- attested copies of the requisite certificates and testimonials as specified in the registration form, at the Help Centre. An acknowledgement for the same shall be given by the person authorized by the Admission Committee.

Admission Procedure.The admission procedure shall be off-campus on line in the following manner, namely:(1) The Admission Committee shall prepare merit lists of the eligible candidates under rule 5 and who have applied under sub - rule (1) of rule 14 and after verification of the documents submitted under sub - rule (5) of rule 14.

The merit lists shall be displayed on the web-site of the Admission Committee and by such other means, as the Committee may consider convenient. The Admission Committee shall publish the schedule of online counseling program on its web-site, by advertisement in the prominent newspapers widely circulated in the State, and by such other means, as the Committee may consider convenient. The candidate shall be required to give his order of choices of colleges or institutions, online. Allotment of seats shall be made on the basis of merit, category of the candidate and availability of seats. The allotment shall be published on the web-site of the committee. The candidates are required to obtain the print out of the allotment offer letter and bank fee receipt copies from the website. The candidate shall be required to pay such fee as may be determined by Admission Committee. The candidate, for securing his admission, shall produce at the Help Centre, the Information Letter, receipt of fee, all original documents and testimonials, for verification, within the specified time limit. In case, the candidate fails to complete aforesaid procedure within prescribed time limit, admission offered to him shall be treated as cancelled. However, such candidate shall be eligible to participate in the successive upgradation/ reshuffling round of counseling provided the candidate has given consent for the same, but shall not be eligible for admission on the seat already allotted to him in previous round/s. Where considerable number of seats falls vacant and it appears to the Admission Committee to fill the vacant seats, it may conduct the on-line admission process for upgradation/reshuffling of seats. The candidate, who opts to take part in such process by giving online consent, shall be considered for such admission. The candidate may up graded by the choices he already given under sub-rule (4) above. If the candidate gets the admission on the basis of up-gradation, then his earlier admission shall be treated as cancelled.

Fee.(1) (2) A candidate who gets admission in the Government or aided college or institution shall have to pay such fees, as may be determined by the Government, at such stages, as may be determined by the Admission Committee. A candidate who gets admission in unaided colleges or institutions shall have to pay such fees, as may be determined by the Fee Regulatory Committee constituted under section 9 of the Act, for unaided colleges or institutions, at such stages, as may be determined by the Admission Committee. If a candidate, who has paid the fees after getting admission, gets his admission cancelled, his fees shall be refunded after completion of the admission process, provided that the seat vacated by him is filled by another candidate. If a candidate who has paid the fees after getting admission and gets his admission changed in another course and/or college or institution in the readjustment process, he shall pay the difference of fee, if any paid to Admission Committee will be adjusted. He shall pay the difference of fees, if any, at the time of getting admission or, as the case may be, fees shall be refunded after the completion of admission process

Change of Course or Institution.Except as provided in these rules, no candidate shall, after getting admission, be allowed to change his course or, as the case may be, college or institution in any circumstance.
18.
Documents to be attached with the application:(1) The candidate shall submit the self-attested copies of the following documents along with the print out of the registration form at the Help Center, namely:(i) (ii) (iii) (iv) (v) Mark sheet of Secondary School Certificate Examination (Standard10th ), Mark sheet of Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern), School Leaving Certificate or Transfer Certificate, Top Ten or final year mark sheet/CPI result based on which the Class or Grade or diploma or degree (for B. Sc) awarded by the Technical Examination Board (TEB) or the University. Caste certificate for a candidate belonging to the Scheduled Castes (SC), Scheduled Tribes (ST) and Socially and Educationally Backward Classes (SEBC), issued by the authority empowered by the State Government in this behalf, Non-Creamy Layer (NCL) certificate of the family, issued after 1st April of the relevant academic year, by the authority empowered by the State Government in this behalf, Certificate of Physical Disability, issued and duly signed by the Civil Surgeon/ competent Medical Authority, in case the candidate is a Physically Handicapped,

(viii) Certificate of Ex-Serviceman, duly issued by the Director, Sainik Welfare Board, Gujarat State or by the District Sainik Welfare Officer, (ix) (x) (xi) (xii) (2) A copy of certificate of In-Serviceman duly issued by the Commanding Officer of the respective unit in which he is serving, A copy of certificate of income issued by the authority empowered by the State Government in this behalf, if applicable, Photograph of candidate of other Board/Universities situated out side Gujarat, Such other certificates as the Admission Committee deems necessary.
After getting the Information Letter, the candidate shall have to produce for verification, the original certificates and testimonials of the documents attached with the registration form, at the Help Center, within the timelimit as may be specified by the Admission Committee. The Help Center may retain any original certificate or testimonial, which it considers necessary until the admission process is completed. Such Help Center shall return the original certificate or testimonial to the candidate after completion of the admission process. The candidate who is unable to produce original certificates and testimonials necessary for the purpose of admission within the time- limit prescribed in sub-rule (2), he shall report to Admission Committee, where he may be granted provisional admission, subject to following conditions, namely:(i) On payment of Rs.10,000/- (Rupees Ten thousand) to the Admission Committee as security deposit by the candidate. If the candidate submits the required documents within a period of three working days, the remaining amount of the security deposit shall, after deducting Rs. 500/- (Rupees Five hundred) towards the administrative expenditure, be refunded. In the event of failure to submit original certificates and testimonials within the time limit as aforesaid, the provisional admission may be cancelled and the security deposit may be forfeited.

19.
Ineligibility for admission on production of false documents.During verification of documents or subsequently, if the Admission Committee/Help Centers finds any certificate or testimonial or information submitted by any candidate, incorrect or false, the candidature of such candidate shall be cancelled for that year and he shall be disqualified for admission for the period of next two years.
20.
Cancellation of Admission and Refund of Fee.(1) In case of cancellation of admission or transfer of candidate by the Admission Committee, due to administrative reasons, the college or Institution in which the candidate was granted admission shall refund the amount of fee collected by it, to such candidate. In case of cancellation of admission due to failure of candidate to get himself registered to Help Centre and/ or report to college or institute within specified time limit declared by the Admission Committee, as prescribed in sub-rules (5) and (6) of rule 15, or for such other reason as the Admission Committee may consider reasonable, and subject to the condition of such vacated seat being filled up by the Admission Committee, the fees collected from such candidate shall be refunded after completion of the admission process and after deduction of such amount as the Admission Committee may determine. (a) In case of a candidate withdrawing his candidature before completion of admission process, for any reason whatsoever, he may request in writing to the Admission Committee for such withdrawal. In such case, the fee collected, if any, by the admission committee shall be refunded to such candidate, subject to the condition of such vacated seat being filled up by the Admission Committee. In case of a candidate withdrawing his candidature after completion of admission process, for any reason whatsoever, he may request in writing to the college or institution in which he is granted admission, for refund of fee paid by him. In such case, the fee shall be refunded, by such college or institution, as per directions of Admission Committee.

Vacant Seats.After the completion of admission process or offering admission to all the eligible candidates as per rule 5, if the seats remain vacant, such vacant seats shall be filled in by the Admission Committee or by colleges or institutes after inviting applications from eligible candidates by giving wide publicity by an advertisement in the prominent newspapers widely circulated in the State and by maintaining branch wise general inter-se merit of the candidates who have applied for the admission and in accordance with the guidelines issued by Admission Committee time to time in the following manner,namely:(1) A candidate shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognised University or college or institution approved by AICTE and situated in Gujarat State, but the result is declared late by the concern University/Board after the last date of registration as declared by the Admission Committee shall be eligible for admission only after completion of first round and before the completion of the admission process declared as such by the Admission Committee. A candidate shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in any previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized University or college or institution approved by AICTE and situated in Gujarat State, shall be eligible for admission only after the completion of first round and before the completion of the admission process declared as such by the Admission Committee, provided the seats remain vacant under sub-rule (1). A Branchwise common merit list of such students shall be prepared as provided in rule 14.

A candidate who has passed B.Sc Degree examination with Mathematics as one of the subjects in HSC, from a recognised University, situated in the Gujarat State, in the any previous academic 13 14 year shall also be eligible if seats remain vacant after granting admission under sub rules (1) and (2) on the basis of theory marks secured in the subject of Mathematics, Physics, Chemistry in HSC examination. The criteria for deciding merit order in case of students having equal merit marks shall be in the following sequence, namely:(a) (b) (c) (d) (e) On the basis of theory marks secured in the subject of examination, Marks obtained in mathematics in HSC Examination. Marks obtained in English in HSC Examination. Total marks obtained in compulsory subjects of the (Standard X), Date of Birth (Candidate who is older in age shall be Secondary School Certificate Examination given priority) Mathematics, Physics, Chemistry in HSC

A candidate eligible as per rule 5 and who has passed the qualifying diploma examination from a recognized University or a college or institution approved by AICTE, from other States, if seats remain vacant after granting admission under sub-rules (1), (2) and (3), giving priority to the candidate who are origin of Gujarat.
22.
Penalty.Any breach of any of the provisions of the Act, these rules and any directions issued by the Government, the Admission Committee, or as the case may be, the Fee Regulatory Committee, by any person, shall be liable for penalty as provided in the Act.
23.
Interpretation.In implementation of the provisions of these rules, if any difficulty or question arises as to the interpretation of any provision, the decision of the Government shall be final.
24.
Supernumerary Seats.(1) (2) The supernumerary seats shall be filled in accordance with the directions of the All India Council for Technical Education, New Delhi and the Ministry of Human Resources Development, Government of India. (i) (ii) The Tuition Fee Waiver Scheme shall be applicable to seats as per sub-rule (i) of rule 4 for the engineering and technology courses; the supernumerary seats not exceeding five percent of seats as per sub- rule (i) of rule 4 of the colleges or institutions shall be filled on 14 15 the basis of merit of the candidate, whose parent s annual income is less than Rs. 4.50 lakhs from all sources of income; no supernumerary seat which remains vacant shall be offered to any category other than the category to which the supernumerary seat belongs; the Tuition Fee Waiver Scheme shall be for the complete duration of the course and the candidate admitted under this scheme shall not be allowed to change the institution or the course in any circumstances.

PROCEDURE FOR ONLINE REGISTRATION: Candidates who have passed the Diploma Examination in Nov-Dec 2012 or May-Jun 2013 from TEB or University or Institution situated in Gujarat State and approved by AICTE with at least 45% marks or equivalent CPI (40% marks or equivalent CPI in case of candidate belonging to reserve category) in appropriate branch of Engineering/Technology are eligible for registration. Eligible Students have to log on to the website www.gujacpcadm.nic.in from anywhere on the internet for Online Registration. The window as shown in Fig 3.1 will appear on the computer screen.

To register as a new user click New user click here button. By doing so, New Registration window will be displayed on the computer screen as shown in Fig. 3.2.

The candidate has to choose his course name by selecting the option of choice for Diploma to Degree Engineering discipline from the combo and wait till the other details appear on the computer screen. After that, select your Diploma passing Board/ University, Enter Enrolment/Reg /Seat No., user ID, 14 digit PIN, Name according to Diploma Passing mark sheet and other details in appropriate box. Verify the details entered and if every detail entered is correct, click SUBMIT button. Then, the Candidate Registration window will be displayed on the computer screen as shown in fig.3.3

The candidate has to fill up personal details in the required format as displayed in Candidate Registration Form. After that, the candidate has to enter a password by entering with at least 6 (six) and maximum 12 (twelve) alphanumeric characters with atleast one special character and one capital letter. Re-enter the same password at the space marked as Confirm Password. For future transaction the candidate has to use the same User ID and password only. So candidate has to remember the password for subsequent login. Caution : Please do not share your password, USER ID and PIN with anyone. Verify the entries made and if every detail found correct then choose I accept option at the bottom of the form, if the declaration is acceptable. If the candidate selects I accept option, he will be allowed to click the SUBMIT button. In case any mandatory information not filled then registration will not be completed. In such case the incomplete fields will be highlighted by * with red colour or message will be displayed. Provide the incomplete information and click SUBMIT button. By doing so, a Registration Details will be generated as shown in Fig. 3.5. If any corrections are required then press Edit Registration Details button. The Online Registration Form will appear with already filled details which can be edited by the candidate. After editing, the candidate has to verify the details entered and if every detail found correct, click Confirm Registration Details button. No changes to registration details will be allowed after this.

The candidate will be able to take printout of the Registration Details only after pressing Confirm Registration Details button. The candidate can click the Print Your Details button for printing Registration Details page, refer Fig. 3.5 For the confirmation of registration at Help Center, all candidates have to take printout of the Registration Details (two copies). Self- attested copies of all relevant documents (as per the list mentioned at the bottom of the Registration Details) should be attached with the Registration Details. Both candidate as well as parent/guardian of the candidate has to compulsorily sign the Registration Details at the space provided. The candidate then has to reach at any Help Center with Registration Details and its attachments, to submit at Help Center and to take Registration Slip. He has to carry original documents for verification at Help Center. The officer at the Help Center will verify the Registration Details and photocopies of relevant documents with originals. The officer will retain Registration Details and set of self attested documents, and issue the Registration Slip (as shown in Fig. 3.6) with signature and seal to the Candidate. It is mandatory for all candidates to confirm the registration at Help Center and obtain Registration Slip, without which candidate shall not be eligible for the further admission process. After successful completion of registration process, provisional merit number (rank) will be allotted on a stipulated date. Candidate will be able to view provisional merit number (rank) with his user ID on website www.gujacpcadm.nic.in under Registration Details button OR can also view on website www.jacpcldce.ac.in.

CENTRAL SECTOR SCHEME OF INTEREST SUBSIDY FOR EDUCATION LOANS BY SCHEDULED BANKS : Synopsis Students belonging to Economically Weaker Sections (EWS) with annual gross parental/family income from all sources with an upper limit of Rs. 4.50 Lacs are eligible. Introduction: One of the major concerns of the Government is to ensure that nobody is denied Professional education because he or she is poor. The Indian Banks Association (IBA) had formulated a comprehensive model educational loan scheme for adoption by all Banks aimed at providing financial support from the banking system to deserving/meritorious students for pursuing higher education in India and abroad. Objective of the Scheme The Government of India has approved a scheme to provide full interest subsidy during the period of moratorium i.e., Course Period plus one year or six months after getting job, whichever is earlier, on loans taken by students belonging to Economically Weaker Sections from scheduled banks under the Educational Loan scheme of the Indian Banks Association, for pursuing any of the approved courses of studies in technical and professional streams, from recognized institutions in India. The nomenclature of the Scheme is Central Scheme to provide Interest Subsidy for the period of moratorium on Educational Loans taken by students from Economically Weaker Sections from scheduled banks under the Educational Loan Scheme of the Indian Banks Association to pursue Technical/Professional Education studies in India Applicability of the Scheme The Scheme could be adopted by all scheduled Banks and would be applicable only for studies in recognized Technical/Professional Courses in India. The interest subsidy shall be linked with the existing Educational Loan Scheme of IBA and restricted to students enrolled in recognized Technical/Professional Courses (after Class XII) in India in Educational Institutions established by Acts of Parliament, other Institutions recognized by the concerned Statutory Bodies, Indian Institutes of Management (IIMs)and other Institutions set up by the Central/State Government. Interest Rates to loan accounts The interest rates charged on the education loan shall be as per the rates prescribed by Banks. Period for which Interest Subsidy is available Under the Central Scheme, the interest payable by the student belonging to EWS for availing of the Educational Loan for Technical/Professional Courses in India for the period of moratorium i.e., Course Period plus one year or six months after getting job, whichever is earlier, as prescribed under the Educational Loan Scheme of the Indian Banks Association, shall be borne by the Government of India. After the period of moratorium is over, the interest on the outstanding loan amount shall be paid by the student, in accordance with the provisions of the existing Educational Loan Scheme of Bank and as may be amended from time to time, whichever is earlier. Income Limit/Proof The benefits under the Scheme would be applicable to those students belonging to economically weaker sections, with an annual gross parental/family income upper limit of Rs.4.50 Lacs per year (from all sources). Income proof shall be required from the students from such public authorities which are authorized by the

State Governments for certification of income status for this Scheme, including Central and State Sector Schemes. The present scheme is intended to cater to the needs of students belonging to economically weaker sections with prescribed upper parental gross income limit of the family from all sources, which is based on economic index and not on social background. The scheme is independent of any other schemes which may cater to EWS. Eligibility for Interest Subsidy The interest subsidy under the Scheme shall be available to the eligible students only once, either for the first undergraduate degree course or the post graduate degrees/diplomas in India. Interest Subsidy shall, however, be admissible for integrated courses. Interest Subsidy under this Scheme shall not be available for those students once they discontinue the course midstream, or who are expelled from the Institutions on disciplinary or academic grounds, However, the interest subsidy will be available only if the discontinuation was due to medical grounds for which necessary documentation to the satisfaction of the Head of educational institution will have to be given. Noting Lien of Education Loan in the Awards/Certificates There would be tag/marker on the degree of the student indicating his repayment towards liabilities. Electronic Tags will enable employers to identify loanees. (The Ministry of HRD has initiated the proposal to dematerialize the educational awards/certificates, setting up of Depository for maintaining the records in demateralized form and providing service to the users. Banks can have online access for verification process, which would eliminate fraudulent practices like forging of certificates and marks sheets.) Nodal Bank The Scheme shall be implemented through Canara Bank, which is the Nodal Bank for the Ministry of Human Resource Development. Modalities for implementation and monitoring mechanism shall be finalised in consultation with the Canara Bank. List of Technical/Professional courses A list of Technical/Professional courses for which the Scheme shall be applicable, shall be brought out by the Ministry of HRD in consultation with the concerned Ministries/Departments and the Indian Banks Association and publicized from time to time. As regards list of accredited universities/institutions and recognized professional courses, UGC and AICTE would immediately display the names of such institutions and courses in their websites, which may be accessed for verification purposes. Monitoring A monitoring mechanism shall be evolved by the Ministry of HRD to monitor the benefits accruing to different categories of loanees, such as, the Scheduled Castes, Scheduled Tribes, Miniorities, Disabled, etc.

10. Every student has to wear the identity card issued by the institute as also produce as and when asked by the authorized officer of the institute. 11. No student shall carry intoxicating or narcotic drugs/items with him and shall not consume it. Those who breach the orders shall be liable for cancellation of admission / rustication from the college. Any student convicted to be the culprit in the breach of any of the above guidelines or other specific instructions and the guidelines issued time to time by the authorities of University/Technical Examination Board/Institute the Principal of the concerned institute shall be the competent authority to impose suitable punishment and in any extreme case can put the student on suspension or debar from the institute and the decision of the Principal shall be binding to all concerned.

The affidavit-II should be signed by the parent/guardian of the applicant to the effect that he/she is also aware of the law in this regard and agrees to abide by the punishment meted out to his/her ward in case the latter is found guilty of ragging and / or abetting ragging. 4. A student seeking admission to the hostel shall have to submit another affidavit-III along with his/her application for hostel accommodation that he / she is also aware of the law in this regard and agrees to abide by the punishments meted out if he / she is found guilty of ragging and / or abetting ragging. 5. The first year students should desist from doing anything against their will even if ordered by the seniors, and that they have nothing to fear as the institution cares for them and shall not tolerate any atrocities against them. 6. A student securing admission to a particular institute shall have to submit concern affidavits to the principal of institute. ACTIONS TO BE TAKEN AGAINST STUDENTS FOR INDULGING AND ABETTING RAGGING IN TECHNICAL INSTITUTIONS : 1. The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents. 2. Every single incident of ragging a First Information Report (FIR) must be filed without exception by the institutional authorities with the local police authorities. 3. The Anti-Ragging Committee of the institution shall take an appropriate decision, with regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging. 4. Depending upon the nature and gravity of the offence as established the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following, a. Cancellation of admission b. Suspension from attending classes c. Withholding / withdrawing scholarship / fellowship and other benefits d. Debarring from appearing in any test / examination or other evaluation process e. Withholding results f. Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc. g. Suspension / expulsion from the hostel h. Rustication from the institution for period ranging from 1 to 4 semesters i. Expulsion from the institution and consequent debarring from admission to any other institution. j. Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers. An appeal against the order of punishment by the Anti-Ragging Committee shall lie, 1. In case of an order of an institution, affiliated to or constituent part, of the University, to the ViceChancellor of the University; 2. In case of an order of a University, to its Chancellor. 3. In case of an institution of national importance created by an Act of Parliament, to the 4. Chairman or Chancellor of the institution, as the case may be. The institutional authorities shall intimate the incidents of ragging occurred in their premises along with actions taken to the Council form time to time.
