At time of writing the Dec '13 EUA Contract was at 4.73. After the weekend, the price opened at 4.87, only to retrace back to the upper bollinger on the hourly chart. Carbon is buoyed by a strengthening energy complex and the foregone conclusion that the European Environmental committee will vote in favour of the ammended 'backloading proposal next wednesday The European Commission announced on Friday that the Union registry for the naking process will be suspended from 08:00 CEST on Monday 1 July. The Union registry will be closed for a maximum of 5 consecurive working days and will resume no later than Monday 8 July 08:00 CEST. All allowances valid for Phase 2 will be converted into allowance for Phase 3. Participants accounts will undergo the transfer automatically during thisperiod. In addition, the registry will be closed for an upgrade from 08:00 CEST on Wednesday 10 July and 08:00 CEST on Thursday 11 July. A new function will allow participants distinguish UN offsets that are no longer good for compliance and limit the holding of non eligible units to Kyoto protocol accounts only. Account holders will have 40 working days to transfer these credits to a Kyoto Protocol account. National administrators will notify account holders who hold UN offsets that are no longer eligible in the EUETS. If commercials need guidance in this process, please contact DBLM Solutions. The functionality to convert eligible UN offsets will take place in a further upgrade to the Union registry planned sometime after October 2013. The schedule for this will be communicated before September 15 2013.
