Trade Compliance Solutions (TCS) is a professional network of seasoned consultants,


lawyers and other providers who assist trade compliance community members in finding
and recommending the most fitting resources to assist them in complying with the letter &
spirit of US Government (USG) laws & regulations. TCS is a clearing house that provides
quality education & training with experienced-based advice, expertise and referrals to those
seeking guidance on what to do and where to find the best, most knowledgeable and costeffective help to better facilitate doing business across the global integrated supply chain
in the competitive, demanding, dynamic and regulatory-driven international marketplace.
Previously John was the Vice President, Global Trade Compliance, J.P. Morgan (JPM),
Global Trade Services (GTS), responsible for a wide-range of diverse activities including
the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR)
and other related USG trade regulations dealing with doing business globally. He was also
tasked with increasing opportunities across the US Government (USG) & public sector.
John was a liaison with US/foreign Governments, trade associations, academic institutions
and other organizations. John oversaw GTS efforts with the US Commercial Service (USCS)
and helped coordinate the GTS law firm initiative & partnerships worldwide.
Before JPM, Mr. Priecko acted as the Senior Export Administration and Compliance Officer,
Headquarters (HQ), Department of the US Army. He helped oversee export/import case
review policies, processes and procedures including coordination of some 13,600 munitions
licenses & 2,500 dual-use cases, personally worked over 550 jurisdictional determinations
and 110 disclosures. Along with developing Computer Based Training (CBT), he interfaced
regularly with many USG Departments and coordinated research & development with
industry and the USG. John represented HQ Army on the ITAR US Munitions List Review,
the Defense Trade Advisory Group and at a variety of other USG interagency committees.
Additionally, he facilitated and updated a wide-range of trade compliance related CBT
with testing & webinars for the USG & industry including the National Aeronautics & Space
Administration. Hes a Subject Matter Expert (SME) on Empowered Officials (EOs),
corporate codes of business conduct and ethics in trade compliance. John has also helped
develop & present courses on Understanding the EAR & ITAR, Export Documentation,
the Export Control Process, Foreign Nationals at Department of Defense Facilities
and on Technical Data/Defense Service Determinations.
He served as the Director of International Trade Compliance/Programs and EO for several
defense contractors and built World Class Best Practice-based Trade Compliance
Programs. John assisted inside & outside counsels on various inquiries & enforcement
actions as well as providing in-depth advice to external & internal Special Compliance
Officials following USG case settlements and in conjunction with Grand Jury proceedings.
Further, hes developed detailed checklists for & participated in trade compliance transactionbased audits & process-based assessments with follow-up, corrective actions and preventive
measures. Hes been a SME & expert witness for various company and interagency
investigations dealing with unauthorized transfers of sensitive controlled technologies.

John has a Bachelor of Arts (BA) in Architecture, BA in Art Design, Master of Arts (MA) in
Psychology and MA in Aviation Management. He is a University of Arizona (U of A) 4-year
Air Force Reserve Officer Training Corps (AFROTC) Scholarship recipient. John has 20+
years of trade compliance experience in exports, imports and related supply chain issues.
He is a seasoned hands-on EAR & ITAR practitioner with extensive knowledge of voluntary
& directed disclosures, jurisdiction determinations and trade compliance programs. John is
affiliated with the Air Force Association (Life Member), Export Control Modernization
Subcommittee of the National District Export Council (DEC), National Rifle Association
(Life Member), Order of Daedalians [National Fraternity of Commissioned Military Pilots
(Life Member)], Society for International Affairs, Trade Compliance Working Group and
Virginia/Washington DC District Export Council. He is a Flight 93 National Memorial
Founding Sponsor. John is also a member of Worldwide Whos Who and singled out as a
Cambridge Who's Who Very Important Person (VIP) and one of the Worldwide Who's Who
Top 100 Industry Experts. He was selected as a 2012 VIP of the Year for personal and
professional success and in 2014 and 2015 as Professional of the Year in International
Trade Administration and Compliance Consulting.
Mr. Priecko is a speaker at a wide range of industry, USG and trade conferences, seminars,
workshops and similar events to the associations noted above and many other organizations
and events including academic institutions, Aerospace Industries Association, American
Conference Institute, Defense Export Controls Conference, ieCanada, Industry Coalition on
Technology Transfer, International Business Council, National Contract Management
Association, National Council on International Trade Development, National District Export
Council Conference, Partnering for Compliance, Practising Law Institute as well as the
Departments of Commerce, Defense, Homeland Security, Justice, State and Treasury.
Colonel Priecko retired in 1996 as an Air Force Command Pilot with more than 25 years
and over 3,600 hours in the B-1B, B-52, KC-135 and T-38 with numerous awards and
decorations. Additionally, he is an AFROTC Distinguished Military Graduate from the
U of A. Along with extensive B-52 Aircraft Commander/Instructor experience, he was
handpicked as one of the first B-1B Operations Officers & Squadron Commanders.
He was on the Office of the Secretary of Defense Staff and Deputy Director of Industry
& Government Affairs at the Defense Technology Security Administration. There he briefed
& visited more than 60 US companies and some 40 other industry & professional
organizations on technology transfer/protection & cooperative programs around the world.
He also took part in internships in the US Senate & House of Representatives and a variety
of other special USG executive level international relations & policy programs.

policies, practices, procedures, processes and a wide-range of timely hot topics.
