Arrival o Receive the PCOS with Ballot Box o Show that PCOS Box is sealed Reception o Remove seal and verify contents with checklist PCOS Box and Peripherals Modem and Peripherals Battery and Peripherals BGAN and Peripherals (if applicable) o Retrieve and Distribute PINs and Re-zero PIN o Retrieve test ballots o Show to the public that poll workers slot is sealed (MAIN MEMORY CARD INSIDE) o Assemble ballot box and mount PCOS o Break the seal of printer cover and retrieve iButton o Check if there is thermal paper Installation o Connect battery o Connect power adaptor and plug o Wait for machine to boot and beep o PCOS will ask for iButton to continue o Enter 2 PINs o Verify time Diagnostics o Press UTILITIES o Perform DIAGNOSTICS o Print DIAGNOSTICS REPORT and put inside envelope Open Voting o Perform Open Voting Enter 2 PINs Initialize vote counters and PCOS will print zero report (initialization report) Sign initialization report and put inside envelope Voting Process o When PCOS is ready to accept test ballots, insert each TEST BALLOT in the PCOS machine Close Voting

Chairman will place iButton key for PCOS to display main menu Press CLOSE VOTING Enter 2 PINs Select no when asked for DIGITAL SIGNATURE Print Election Returns PCOS will print 8 copies for national positions PCOS will print 8 copies for local positions Place ERs inside envelope NO TRANSMISSION FOR FINAL TESTING AND SEALING o Select skip when asked by PCOS machine to plug transmission cable o Select yes to confirm o PCOS will print transmission report and place inside envelope o Select no when asked to print more copies Re-Zero o Select UTILITIES in the menu o Select RE-ZERO Enter 2 PINs Chairman will enter re-zero PIN o PCOS will initialize vote counters o Validate Results and compare manually Shutdown and Sealing o Select SHUTDOWN in the menu o Select yes to confirm o Disconnect battery o Disconnect power adaptor o Sealing: Retrieve backup memory card Insert to Administrator slot and seal Place iButton inside printer compartment and seal Dismount PCOS from Ballot Box Lock and seal Ballot Box Ensure all contents are returned inside PCOS Box and Seal o Pack battery and BGAN o Store everything in a secured area inside Polling Place o o o o o

FINAL TESTING AND SEALING Guide for BEIs Arrival and Preparation o Proceed to the PCOS box where it was Securely Placed o Show to the public and watchers that PCOS box is sealed and ballot box is empty o Show package of official ballots are sealed Reception o Remove seal and open PCOS box o Get checklist o Verify PCOS serial number as per checklist o Verify contents as per list o Both of cards should be intact and sealed o Retrieve and distribute PINs to BEIs o Mount the PCOS machine on top of ballot box o Break the seal of the printer cover o Get the iButton key and verify that thermal paper is installed o Connect battery o Connect power cord o Wait for PCOS machine to boot and beep o PCOS will ask for iButton to activate o Enter PINs o Verify time Open Voting o Note: Voting starts at 7:00 am and ends at 7:00 pm o Perform Open Voting Enter 2 PINs Initialize vote counters and PCOS will print zero report (initialization report) Sign initialization report and put inside envelope Voting Process o Ballots will be inserted Close Voting o Chairman will place iButton key for PCOS to display main menu o Press CLOSE VOTING o Enter 2 PINs o Select no when asked for DIGITAL SIGNATURE o Print Election Returns PCOS will print 8 copies for national positions PCOS will print 8 copies for local positions BEIs will affix their signatures and thumbmarks on the ERs Place ERs inside envelope

Transmission o PCOS will display READY TO TRANSMIT o Connect modem/BGAN o Once modem/BGAN is detected by PCOS it automatically transmit o It will indicate if transmission is successful o POCS machine will print transmission report o Verify that all target servers have successful transmission o If transmission failed, re-transmit o If problem is unresolved, BEI shall perform contingency plan o Unplug modem/BGAN o Press no when asked for more copies o Put transmission report inside envelope Printing of ERs, Statistics Report, Audit Logs o PCOS will print: 22 copies of national and local position 1 copy of statistic report and audit log o PCOS will create backup of files o BEI will affix their signatures and thumbmarks on the ERs o Place the ERs, Statistics Report and Audit Logs inside its corresponding envelope Shutdown o Disconnect battery and power cord o Disconnect modem/BGAN o Remove PCOS from ballot box o Important: PCOS must be turned off before removing the memory card o Remove main memory card and place in the envelope Turn over PCOS to PCOS Technical Support
