EDITORIAL
ust a few days back, news rang the air-
waves and the papers of another public
servant acting as his own harbinger of
Taclobanons might have
worried enough when ty-
phoon Gorio swerved, from
being 250 kilometers east
of Maasin City (Southern
Leyte) as per PAGASAs
June 28 11 p.m. update in
a west northwest direction,
to over Samar island then
towards Southern Luzon
or the Bicol region, not so
much with its 65-80 ki-
lometer per hour packed
winds in a slow 15 kph
movement, but with its
rainfall and effect on the
LMWD-supplied water.
Strong winds were felt
in Tacloban at around 2:30
a.m. already of June 29 but

headed by a sudden strong
rain that lasted more than an
hour when all were perhaps
were already fast asleep
near midnight. By clear

less body will do him that job. That he was
alone in his ofce a few moments before he
was found dead will deafeningly speak of au-
thentic, unadulterated suicide.
But then he survived, which makes every-
one wonder whether it was an attempt to kill
or an attempt to fool. All indications seem
to point to the latter and not to the former.
For one, why do it not within the connes of
a soundproof enclosure or at least where no
one could easily come to his rescue? Second,
why shoot his heart when he could as easily
blow his brains out? And third, why gesture
a thumbs-up after having just survived his

CURE OF A PARALYTIC
Jesus entered a boat, made the crossing, and came into his own
town. And there people brought to him a paralytic lying on a stretcher.
When Jesus saw their faith, he said to the paralytic, Courage, child,
your sins are forgiven. At that, some of the scribes said to themselves,
This man is blaspheming. Jesus knew what they were thinking, and
said, Why do you harbor evil thoughts? Which is easier, to say, Your
sins are forgiven, or to say, Rise and walk? But that you may know
that the Son of Man has authority on earth to forgive sins he then
said to the paralytic, Rise, pick up your stretcher, and go home. He
rose and went home. When the crowds saw this they were struck with
awe and glorifed God who had given such authority to human beings.
THEY PRAISED GOD FOR GIVING SUCH POWER
TO MEN
This was a dramatic miracle on Jesus part. Matthew does not shirk
the challenge which Jesus is giving to the religious sensibilities of the
scribes present in saying, Your sins are forgiven. Only God can for-
give sins. And at his trial later on, it is for blasphemy that Jesus will be
condemned to death. But Matthews interest is in the church of a later
generation too. He is thinking here also of this divine power which
Jesus has entrusted to the church after his resurrection. To all of us,

Lately, the television
media have been franchis-
ing foreign concepts of TV
drama shows, reality shows
and game shows. They ip
some of the original con-
cepts or storylines of the
show and make it more apt
for the Filipino mass.
The newest is the Fili-
pino version of The Voice.
The procedures are sim-
ple, the coaches judge the
contestants solely through
their voices. This is made
possible, since the swiv-
eling chairs of the judges
are towards the audience.
Once a coach gets hyped
by the singers voice, they
press the button then their
chair rotates towards the
performer. The performer
defaults to the coach who
turns around, but gets to
choose if more than one
coach desires the artist.
We have been known to
copycat things because this
seems to be the best and
most sustainable trend in a
volatile viewership. How-

We have freed ourselves

of our countrymen. With
the blood, sweat and tears
of our heroes, we have en-
joyed absolute freedom.
Now, absolute freedom is
no longer free. We fght to
imprison the murderers of
Maguindanao. We fght to
bash gambling lords. We
fght for the water in Taclo-
ban. We fght to set aside
politics to have a meaning-
ful celebration of the pa-
trons. All these things, with
a Nelson Mandela in every
person, should be at the tip
of our fngers.
The world in unison
cries out for the spiritual
sage of our time. The man,
if given the broader chance,
would have been like the
reversed Adolf Hitler. If
given the chance, could aid
the Philippines and Taclo-
ban.
While we are busy paci-
fying our eyes with fran-
chised shows, considering
how much companies pay
for domestic ownership,
we in all these years fail to
see the closest Filipino ver-
sion of Nelson Mandela.
Without breaking a sweat,
we have the opportunity to
do it. We have the law, the

Of all people in a given
community, it is the old
folks who are supposed to
know the meanings of old
and diffcult words in their
native language. You cant
expect such mastery from
young people, and most
especially from small chil-
dren.
Not only should the el-
derly have knowledge on
these terms, they should
also be able to use them
in oral or written commu-
nication. If they fail to do
so, then something must
be wrong. Either they for-
get the meanings, or they
havent encountered those
words yet, and the latters
unfamiliarity leaves them
groping for ideas as to what
they really mean.
Its understandable, in
fact expected, if the young
would complain about not
being able to understand
important words in their
native tongue. But if its al-
ready the oldies who have
the same problem, then
it should indeed be that
alarming, more so if those
terminologies have crucial
roles in basic education
where children are expect-
ed to have good command
of their native language,
which is now used as me-
dium of instruction in that
academic level.
Sadly, thats what is
happening nowadays. Chil-
dren from pre-school to
grade three would come
home, show their lessons
in school, and ask for help
about their assignments
that make use of words
which nobody in the house
ever understands, from
grandparents down to the
parents. If ever the mean-
ings are grasped for having
been given by the teacher in
school, those words do not

that they are not used any-
more in day-to-day conver-
sations among people.
In the process, as has
been done by some pro-
fessing scholars, retrieval
of those ancient words and
including them in the les-
sons for little children is
not just a waste of time; it
is also burdening the kids
with irrelevant words that
are merely giving them
headaches. Instead of fo-
cusing on diffcult learning
tasks such as scientifc and
mathematical operations,
learners are instead handi-
capped, not by a foreign
language like English, but
by a version of their native
language that is far more
diffcult than genuine for-
eign languages.
Why more diffcult? Its
because the lexicons are
drawn from pre-Hispanic
times. They are unfamiliar,
unintelligible, and overly
obsolete. Accordingly, they
are being retrieved because
they are our real words for
certain ideas, which have
been replaced by the termi-
nologies of the colonizers.
What a noble thrust and
advocacy, indeed. How
patriotic and nationalistic!
We bring back to the fore
what have been linguisti-
cally discarded.
Problem with this is

Applicants Leyte II Electric Cooperative, Inc. (LEYECO II for brev-
ity) and KEPCO SPC Power Corporation (KSPC for brevity), by the
undersigned counsels, respectfully state:
THE APPLICANTS
1. KSPC is a generation company duly authorized and existing
under and by virtue of the laws of the Republic of the Philippines, with
principal address at the 7th Floor of the Cebu Holdings Center, Cebu
Business Park, Cebu City. Copies of KSPCs Certifcate of Registration,
Amended Articles of Incorporation, its latest General Information Sheet,
Board of Investments Certifcate of Registration dated August 2, 2005,
ERC Certifcate of Compliance No. 11-02-GN 68-17262V and latest Au-
dited Financial Statements are attached hereto as Annexes A, B,
C, D, E and F respectively.
2. LEYECO II is a non-stock, non-proft Electric Cooperative duly
organized and existing under and by virtue of the Presidential Decree
269, as amended, with capacity to sue and be sued, represented in this
instance by its Offcer-In-Charge, Ma. Rosario Cumpio-Avestruz whose
authority emanates from the LEYECO II Board Resolution No. 323-12-
2012 and duly confrmed by the National Electrifcation Administration
(NEA), copy of said resolution and confrmation are hereto attached as
Annexes G and H, respectively.
3. Applicant LEYECO IIs representative, Offcer-in-Charge, Ma.
Rosario Cumpio-Avestruz, has been authorized to fle this joint Applica-
tion per LEYECO II Board Resolution No. 201-06-2013 copy of which is
hereto attached as Annex I. Applicant LEYECO IIs principal offce
address is at LEYECO II Building, Real Street, Sagkahan District, Taclo-
ban City, Leyte, Philippines, where it may be served with summons and
other legal processes.
4. LEYECO II has been granted a franchise by the National
Electrifcation Administration (NEA) to operate as an electric light and
power services in the city/municipalities of the Province of Leyte, name-
ly: Tacloban City, Palo, and Babatngon (the Franchise Area). Copy of
LEYECO IIs NEAs Certifcate of Franchise is hereto attached as An-
nexes J.
5. The Parties may be served with orders and other processes
of this honorable Commission through the undersigned counsels.
NATURE OF THE APPLICATION
6. Under Section 45 of the Republic Act No. 9136 known as the
Electric Power Industry Reform Act of 2001, the ERC is mandated to
promulgate rules and regulations to ensure and promote competition,
encourage market development and customer choice and discourage/
penalize abuse of market power, cartelization and any anti-competitive
or discriminatory behavior, in order to further the intent of the Act and
protect public interest. With this mandate, the Honorable ERC promul-
gated Resolution No. 21, series of 2005, directing all Distribution Utilities
(DUs) to enter into future bilateral power supply contract with power pro-
ducers. Pursuant to the foregoing ERC Resolution and in compliance
to Rule 20 (B) of the ERC Rules of Practice and Procedure, approved
by this Honorable Commission on 22 June 2006 in Resolution No. 38,
Series of 2006, this Application is submitted to the Honorable Commis-
sion for the approval of applicants June 5, 2013 Power Sales Contract
(PSC for brevity). Moreover, Applicants Urgent Motion for the Issu-
ance of Provisional Authority is made pursuant to Rule 14 of the same
ERC Rules of Practice and Procedure. A copy of the PSC is attached
hereto as Annex K.

COMPLIANCE WITH PRE-FILING REQUIREMENTS
7. In compliance with Rule 6 of the ERC Rules of Practice and
Procedure, series of 2006, applicants have furnished the Local Gov-
ernment Unit (LGU) Legislative Bodies (Sanggunian) of the Province
of Leyte, City of Tacloban, Municipalities of Palo and Babatngon with
copies of the present application with all its annexes and accompanying
documents. The certifcations issued by respective LGUs Legislative
Bodies attesting that their offces were served a copy of the present Ap-
plication and its annexes and the same was posted in their respective
bulletin boards are hereto attached as Annexes L, M, N and O.
8. Furthermore, applicants have caused the publication of the
present application in its entirety in the local newspaper of general circu-
lation within the franchise area of LEYECO II and in the entire Region 8.
Copies of the corresponding Affdavit of Publication by local newspaper
publishing company, and the newspaper issue where the present pub-
lished application appeared, are attached hereto as Annexes P and
Q respectively.
STATEMENT OF FACTS
9. To address the looming power shortage in the Visayas, the
National Power Corporation (NPC), Power Sector Assets and Liabili-
ties Management Corporation (PSALM), KEPCO Philippines Corpora-
tion (KEPHILCO), Salcon Power Corporation (SPC) and the National
Transmission Corporation (Transco), executed a Memorandum of
Agreement dated 18 August 2006 (MOA), which provides that KEPH-
ILCO and SPC will build a 2x100 MW Circulating Fluidized Bed Com-
bustor Boiler Coal-Fired base load power plant (the Cebu Power Plant)
in Naga, Cebu. A copy of the MOA is attached hereto as Annex R.
KEPHILCO and SPC thereafter incorporated KSPC as the joint venture
entity which undertook the construction, ownership, operation, manage-
ment and maintenance of the Cebu Power Plant.
10. Pursuant to the Joint Sales Agreement between NPC and
KSPC, KSPC entered into Power Sales Contracts with various Distribu-
tion Utilities (DUs). Applicants KSPC and LEYECO II executed a Power
Sales Contract and Commissioning Power Sales Contract (CPSC) on
January 20, 2011 and December 2, 2010, respectively. On May 26, 2011,
applicants fled an application before this Honorable Commission for the
approval of their PSC and CPSC, which application was docketed as
ERC Case No. 2011-080 RC. This application is still pending approval.
11. On May 21, 2013, the Power Section Assets and Liabilities
Management Corporation or PSALM had invited LEYECO II to a Visayas
Customers Meeting for renewal of Contract for the Supply of Electric
Energy. Due to the demand of PSALM to make the load factor at 100%
which is not favorable to LEYECO II for the energy power is intended to
supply intermediate load, it has no choice but to reduce its contracted
energy with PSALM from 16.6 MW to 7.6 MW for the period from June 26,
2013 to December 25, 2013. Copies of PSALM Invitation letter dated 10
May 2013; LEYECO IIs confrmation to renew the Energy Supply Con-
tract at a reduce quantity dated 23 May 2013; and LEYECO II Board
Resolution No. 161-05-2013 are hereto attached as Annexes S, T
and U, respectively. Due to the resulting uncontracted intermediate load
requirement of LEYECO II, it was constrained to sourced-out a portion
of its intermediate power requirements from its existing energy supplier,
KSPC. Thus, LEYECO II Board has passed a Resolution No. 166-05-
2013 authorizing the Board President to enter into Power Sales Contract
with KEPCO SPC, hereto attached as Annex V. A copy of the new
PSC dated June 5, 2013 is attached hereto as Annex K.
12. However, prior to LEYECO IIs confrmation of reduced con-
tract energy quantity with PSALM, and entering contract with KSPC,
herein applicant LEYECO II had anticipated the impending privatization
of Unifed Leyte Geothermal Plant by PSALM, and the LEYECO IIs pow-
er contract with PSALM which will end on June 25, 2013. Thus, LEYECO
II had advertised its energy load requirement by publishing its Invitation
to Pre-Qualify and to Bid for the supply of LEYECO IIs intermediate elec-
tric energy load requirement, copy of Philippine Daily Inquirer newspaper
published on March 17, 2013 is hereto attached as Annex W. In re-
sponse to said Invitation to Bid only KSPCO KSPC had submitted its of-
fer to supply the need of LEYECO II, copy of the minutes of Pre-bids and
Awards Committee meeting held on March 26, 2013 is hereto attached
as Annex X.
ABSTRACT OF THE POWER SALES CONTRACT
AND RELATED INFORMATION
13. Executive Summary (Annex Y). Contract Quantity. Com-
mencing on the Effective Date and until the Scheduled Termination
Date, the KSPC shall deliver or cause the delivery to the LEYECO II,
and LEYECO II shall pay for, in each Billing Month, a number in kWh of
energy (Contract Quantity), with a minimum offtake of at least 50% of
the Contract Quantity (MEOT) as set forth in Annex C of the PSC as
follows:

14. Effectiveness; Effective Date. Due to the immediate electricity
need of LEYECO II, KSPC agrees to dispatch the contracted capacity on
JUNE 26, 2013 using the NPC/PSALM TOU rate. In the event that the
provisionally approve rate or fnal approve rate is higher than the NPC/
PSALM TOU rate, KSPC shall recover the same from LEYECO II.
15. Term. The PSC shall be effective for a term of 5 years, which shall
commence on the Effective Date and end on the Scheduled Termination
Date. Upon the mutual agreement of the parties, the contract may be
extended, subject to renegotiation of the terms stated herein.
16. Electrical Characteristics. KSPC shall supply the Contract
Quantity in accordance with good utility practice and in compliance with
appropriate rules and regulations such as the Grid Code, the Distribution
Code, the WESM Rules and the OATS Rules.
17. Ancillary Services. Subject to the provisions of Article 6.6
(Forced Outage; Allowed Outage Hours) of the PSC, LEYECO II and
KSPC shall separately procure their respective applicable Ancillary Ser-
vices from NGCP, WESM or any alternative ancillary service providers, in
accordance with Applicable Law. All fees, costs and expenses incurred
by LEYECO II in connection with procuring such service shall be for its
account. All fees, costs and expenses incurred by KSPC in connection
with procuring such service shall be a pass-through cost to LEYECO II.
18. Intermediate Loading. The contract capacity shall either be
baseload or intermediate load, in whole or in part at the option of LEYE-
CO II. The applicants shall reconcile the aggregate Final HCQ every
month, which in no case should be less than 50% of the contract quantity
(MEOT). If, for reasons other than Force Majeure, the aggregate fnal
HCQ for the particular billing month is less than the minimum offtake,
LEYECO II shall pay the MEOT. Monthly payment shall be computed in
accordance with Annex E of the PSC. Any value-added tax, fees and
other applicable charges shall be for the account of LEYECO II
19. The Cebu Power Plant. Applicant KSPCs power plant is a 2x100
MW Circulating Fluidized Bed Combustor Boiler Coal-Fired base load
power plant located in Naga, Cebu. KSPCs Cebu Power Plant is ex-
pected to meet the growing power needs in the Visayas area and to pro-
vide a stable and reliable supply. A copy of the power plants Technical
Specifcation Summary is attached hereto as Annex Z.
20. Sale and purchase of power. The sale and purchase of the
KSPC Contract Quantity shall be at a rate of Php4.2511 (the KSPC Base
Price) subject to indexation on foreign exchange rates, fuel prices, local
and international price indices. The KSPC base price of PhP4.2511 is
pursuant to the Decisions of this Honorable Court in the previous PSC
Applications of KSPC with various DUs (Decisions dated: August 21,
2008 for NOCECO, December 8, 2008 for CEBECO I, December 8, 2008
for CEBECO II, December 8, 2008 for NORECO I, December 8, 2008
for NORECO II, December 8, 2008 for VRESCO and September 10,
2009 for MECO). This Honorable Commission may take judicial notice
of the previous KSPC applications. The price adjustment formulae for
the KSPC Base Price as indicated in Annex F of the PSC is as follows
(attached hereto as Annex AA):

The BPn shall be adjusted quarterly to refect the increase or de-
crease of the price of Global Coal FOB Newcastle as of the frst day of
loading as per the formula stated below:

physical index, FOB Newcastle. For the reference, the initial BIPn-2
shall be USD83.23 per ton
The initial price adjustment shall be made on the First Delivery
Date and which shall be effective until the end of the quarter of the First
Delivery Date.
The next price adjustment after the First Delivery Date will be on
the next calendar quarter and the price shall be adjusted on the frst day
of every quarter thereafter.
Any applicable and export-related taxes, duties, and other charges
imposed by the respective governments of the exporters shall be added
to the coal Base Price of each supplier/exporter under the CSCs while
any applicable and related taxes, duties, and other charges imposed by
any Government Authority having jurisdiction over either of the parties
shall be added to the blended Base Price as of current quarter (BPn)
The coal Base Price for each shipment of coal supplied by the sup-
plier CFR hereunder to the Sellers delivery point at the Cebu Power
Plant shall be the Base Price, as applicable to that shipment and ad-
justed in accordance with the immediately preceding formula under this
Annex F (the Base Price); provided, however, that if such coal Base
Price is less than the applicable Coal Reference Price, the coal Base
Price shall be equivalent to the applicable Coal Reference Price.
b. Adjustment of Transportation Base Price (TBPn)
The TBPn shall be adjusted quarterly to refect the increase or de-
crease of the price of Marine Diesel Oil as of the frst day of loading as
per the formula stated below:

dered by the Buyer.
22. Long Run Avoidable Cost Pricing Methodology. The pricing in
the PSC uses the Long Run Avoidable Cost (LRAC) methodology.

The LRAC methodology is based on the notion of putting up a new
plant where effciencies are embedded. LRAC is guided by the Best
New Entrant (BNE) concept of a new and effcient generating plant
entering the market. A copy of KSPCs computation of 2008 LRAC Price

23. The Average LRAC. The average LRAC rate is the sum of the
weighted average return on capital, fxed operating and maintenance
costs, fuel costs, and variable operating and maintenance costs of a
BNE, divided by the number of kilowatt-hours generated.
24. The rationale behind LRAC. LRAC benchmark rates ensure that
offered rates are long-run oriented and are the most cost-competitive in
comparison to other new entrants in the future. The rates are market-
infuenced and thus cheaper.
25. ERC adoption of LRAC. In the Order dated 29 September 2003
in ERC Case No. 2003-291, this Honorable Commission adopted the
LRAC methodology, to wit:
The determination of the LRAC components will be through the
Best New Entrant (BNE) standard (based in viable plant mix), whereby
the revenue requirements shall be based on the LRAC of the BNE re-
fecting the lowest total cost of an effcient new entrant generating plant
in the country. The LRAC Methodology promotes effciency in capital
cost management while ensuring that the electricity remains viable for
the longer term.

After thorough evaluation and analysis of the application and pur-
suant to Section 4 of the Rule 3 of the IRR of RA 9136 and ,
NPC and PSALM are hereby granted a provisional authority to impose
revised generation charges using the LRAC methodology for the Luzon,
Visayas and Panay/Bohol Grids.
26. Also, in ERC Resolution No. 11, Series of 2005, this Honorable
Commission approved the Guidelines for the Setting and Approval of
Electricity Generation Rates and Subsidies for Missionary Electrifcation
Areas, therein adopting the Best New Entrant concept in rate method-
ology. Under the said Guidelines, a Best New Entrant Rate or BNE
Rate is a generation rate, expressed in Peso per kilowatt-hour, which
an effcient entrant needs to charge its customers for it to recover its
costs and earn a reasonable return on capital. A BNE rate shall be
used to determine the reasonableness of the true cost generation rate
or the lowest long-term cost of power and services obtained through a
competitive selection process for the supply of electricity in NPC-SPUG
areas.
27. Sources of Funds and Financial Plans. KSPC will obtain a debt
facility from international lending institutions and/or other commercial
banks. The equity investment will be sourced from KEPCO Philippines
Holdings, Inc. (KPHI), equivalent to 60%, and SPC, equivalent to 40%.
KPHI is one hundred percent (100%) owned by Korea Electric Power
Corp. (KEPCO).
28. Debt/Equity Ratio. The debt-equity ratio for the Project shall be
70:30. Seventy percent (70%) of the total Project cost will be sourced
from lenders.

The balance of thirty percent (30%) will be sourced through capital
from KPHI and SPC and each shall contribute 60% and 40% of the
equity, respectively.
The Project shall be fnanced through project fnancing. In the
event that project fnancing may not be availed of, Korea Electric Power
Corp. (KEPCO), the parent company of KPHI, may extend corporate
fnancing subject to a guarantee fee equivalent to 2.5% of the amount
fnanced.

33. Environmental Compliance Certifcate. On December 5, 2005,
the Department of Environment and Natural Resources granted applicant
KSPCs application for an Environmental Compliance Certifcate (ECC),
a copy of which is attached hereto as Annex CC.
34. Details of the procurement process of fuel. The supply con-
tracts were procured by KSPC through international public bidding. A
copy and KSPCs procurement details and process is attached hereto
as Annex DD. To secure the coal requirements for the next ten years
and assure the customers of supply of electricity, KSPC entered into coal
supply contracts with PT Inkor Prima Coal (PT IPC) on July 18, 2011
and PT Jaya Samudra Karunia Mining (PT JSKM) on October 13, 2011.
Copies of the contracts are attached hereto as Annexes EE and FF,
respectively.
35. Details of the procurement process for the EPC Contract.
KSPC likewise procured its Engineering, Procurement and Construction
(EPC) Contract through international public bidding. The EPC Contract
is for the design, engineering, procurement, construction, erection, com-
missioning, testing and related services of the two (2) coal-fred thermal
power plants. A copy of the EPC Contract with Doosan Heavy Industries
dated December 10, 2007 is attached hereto as Annex GG.

39. KSPC Board Resolution. Herein Annex KK board resolution
of KSPC authorizing its president to execute the power sales contract of
the company with its customers, including herein LEYECO II.
MOTION FOR THE ISSUANCE OF PROVISIONAL AUTHORITY
40. In a letter dated June 6, 2013, applicant LEYECO II informed
this Honorable Commission on PSALMs reduction of its contract quan-
tity, which constrained LEYECO II to enter into the instant PSC with
KSPC. The reduction of PSALM energy quantity will take effect on June
26, 2013. Thus, to protect the consumers of LEYECO II, herein appli-
cants agreed to buy and sell electricity starting June 26, 2013, subject
to the approval of this Honorable Commission.
41. The June 5, 2013 PSC between the applicants will serve to
supply the contract quantity lost by the reduction of PSALMs contract
quantity. This remedy, however, is effective only upon the issuance by
this Honorable Commission of a provisional authority. Thus, applicants
are constrained to ask for a provisional authority from this honorable
Commission to allow the parties to buy and sell electricity on or be-
fore June 26, 2013. In support to this request for provisional authority
pending fnal approval of the instant Application, a judicial affdavit of
LEYECO II Offcer-In-Charge is hereto attached as Annex LL.
42. Rule 14, Section 3 of this Honorable Commissions Rules of
Practice and Procedure, clearly mandates the issuance of Provisional
Authority pending approval of the Application, thus:
Section 3. Action on the Motion. - Motions for provisional au-
thority or interim relief may be acted upon with or without hearing.
The Commission shall act on the motion on the basis of the al-
legations of the application or petition and supporting documents
and other evidences that applicant or petitioner has submitted and the
comments or opposition fled by any interested person, if there be any.

43. Evidently, there is a suffcient basis for the issuance of the
Provisional Authority pending fnal approval of the instant Application,
thus issuance of Provisional Authority is clearly imperative.

composite team from Sa-
mar Provincial Agricul-
turists Office and BFAR
conducted a sampling on
Cambatutay Bay covering
the coastal town of Tarang-
nan, Albaladejo added.
Cell counts revealed
about 2,158 cells per liter,
way beyond the normal 10
cells per liter. A bioassay will
be conducted to determine if
there is really red tide in the
area, Albaladejo said.
Albaladejo added that
Cambatutay Bay had no oc-
currence of red tide and be-
cause of the latest incident,
the area will be added to the
seawaters to be monitored
by BFAR.
Despite the absence of
official laboratory results,
BFAR has warned the public
against consuming all kinds
of shellfish sourced from
Canbatutay Bay.
Meanwhile, red tide
alert remained in effect on
Matarinao Bay in Eastern
Samar.
Shellfsh samples col-
lected from Matarinao Bay
tested positive for traces of
paralytic poison known as
red tide thus, all types of
shellfish harvested in the
area are not ft for human
consumption, Albaladejo
said.
Matarinao Bay covers
Salcedo, Quinapondan, Her-
nani and General MacArthur
towns in Eastern Samar.
BFAR, however, de-
clared the remaining coastal
seawaters of Eastern Visayas
as red tide free.
These include Ormoc
Bay, Biliran waters, Camotes
Sea, San Pedro Bay, Vil-
lareal Bay, Maqueda Bay,
Irong-irong Bay, Cacabato
Bay, Sogod Bay, Carigara
Bay and Calbayog waters.
