TACLOBAN CITYSectoral group Migrante has warned of a grim unemployment figure in the country as around two million overseas Filipino workers are expected to return by yearend. There are clear indications brought by various developing events worldwide, mostly in countries where there are large concentrations of OFWs, which will send at least 2 million OFWs back home to join the growing numbers of unemployed and underemployed in the Philippines, said John Leonard Monterona, Migrantes vice chairperson. In a statement, Monterona said that most of OFWs jobs displacements are coming from Saudi Arabia and other middle-eastern countries that geared towards nationalization of their respective labor markets. The labor market previously available to

While in Taiwan, Monterona reported that at least 10,000 OFWs are now affected by the host government freeze hiring policy reportedly due to the killing of Taiwanese fisherman by Philippine Cost Guards members last month. The situation resulted to a dispute that until now has not been resolved between the Philippines and Taiwan, Monterona claimed. Monterona also identified the crackdown of illegal workers in South Korea, which according to him has been on and off for quite some time. But it affected at least 8,000 OFWs who were deported since 2011 and still counting, Monterona added. An estimated 10 million Filipino are working abroad with an average of 4,200 Filipinos leaving daily for work, Migrante said.(RONALD O.REYES)

The suspects were in possession of high powered rearms, magazines of bullets and rounds of ammunitions when halted by police near the Boy Scout Rotonda. On board a Toyota Fortuner, the luxury car was loaded with different kinds of guns, silencer and several units of cellular phones. The authorities had reportedly been in surveillance of the suspects and their operations paid-off with the successful arrest of the suspects. What the authorities were successful of in their crime prevention drive was the clear indication that the suspects were geared towards pulling crimes but the nefarious operations was aborted. I stumbled into valuable stuffs of the past. Quite a suitcase-full. Laying aside my laundry job, took out the faded stuffs one by one as I reminisced the tales ascribed to each. Unfussy, yet I am trapped into this stuff habit. Let us count. From Hyderabad, I brought home red, black, pink, green, and white pashminas. All unused and enjoying a prominent space in my closet. The warm tropics do not warrant use of its warmth. A black sports leather jacket hang proudly - taken from a baby sheep according to the Hindu peddler of Connaught Place. Wearing it thirteen years ago as it embraced my petite torso, I became part of the New Delhite fashionistas. Now the coat has to be revisited with wipes for molds. I am a proud owner too, of the only copy of Kama Sutra, as one boy sold it on the streets of New Delhi. Who would not respond to this strategy when he said, Madam, this is the last copy and this is really for
you! This treatise on love is memorable. While scanning over it during classes, Professor A. K. Verma seized the small book and I was called to the University Chancellors Ofce. To make the story short, the two gentlemen have not read the Indian classic and loaned it for an overnight. I was extricated from the misdemeanour. But wait, a aglet of the Kingdom of Lesotho rests peacefully between the frail sepia pages of the Kama. This belongs to Lindewek Daphne who was patient with my impatience. From Agra, I smuggled a delicate marble miniature of the Taj Mahal heavily guarded by a pride of elephants reminds me of the eloquent tour guides story about Shah Jahans son Prince Aurangzeb who incarcerated his own father so he may rule. The former implored to be locked in a high place where he can see the Taj from a vantage. The son obliged. With the Princes distrust that the Taj may be replicated in any place of the world, he

COMING PERSECUTIONS
(Jesus said to the Twelve,) Behold, I am sending you like sheep in the midst of wolves; so be shrewd as serpents and simple as doves. But beware of people, for they will hand you over to courts and scourge you in their synagogues, and you will be led before governors and kings for my sake as a witness before them and the pagans. When they hand you over, do not worry about how you are to speak or what you are to say. You will be given at that moment what you are to say. For it will not be you who speak but the Spirit of your Father speaking through you, Brother will hand over brother to death, and the father his child; children will rise up against parents and have them put to death. You will be hated by all because of my name, but whoever endures to the end will be saved. When they persecute you in one town, ees to another. Amen, I say to you, you will not nish the towns of Israel before the Son of Man comes.
is to say it is composed of two houses: the upper and the lower house. The upper house is referred to as the Senate, while the lower house the House of Representatives. Believe me when I say though that it was not intended as a pun that the latter should be called the lower house because of its lower class of legislators. The delineation imposes then separate requirements to be eligible to run for whichever position. If you seek to run for the more prestigious nomenclature of senator, all you need is to be a natural-born citizen of this God-forsaken country, 35 years old at least on the day of the polls, able to read and write, a registered voter and a resident of the country for at least 2 years the day before the voting. element, from which the central nervous system eventually develops, begins to appear. Because of this preparatory step-by-step process that goes on within the early human embryo, some argue that there is no one biological event or moment that can be considered the start of a new human embryo. True Christians, however, believe that life begins at conception. The fact that the original fertilized cell contains the program for the construction of the placenta, the implantation, the connections with the mothers blood vessels, and more only increases their admiration for the divine Designer, Jehovah God. Considering the words of psalmist King David of ancient Israel, wrote: Your eyes saw even the embryo of me, and in your book all its parts were down in writing. (Psalm 139:16) David does not simply say an embryo but the embryo of ME, thus accurately revealing that Davids life began when he was conceived, long before his birth. Under inspiration by God, David also revealed that at conception the development of his body parts was according to a plan, or detailed written instructions, which made him the person he was. www.jw.org Lacson recognized the Creator as the origin of life, the latter views life as precious. If you prefer to be a party-list representative where the chances of gaining a seat is much higher than when vying for a seat as a district representative, you can dispense with the last requirements. And like for the senators, there is no such requirement of education or experience or anything like that. So the next time we elect another Nancy Binay, Ramon Revilla (there is no point in telling which Revilla Im referring to because both are equal crackpots) or Manny Pacquiao, we ought to hark back and desist from pointing our ngers with haste at the apparently ignorant majority of our electorate as the downright reason for their election into ofce. A silent scoundrel lies in our midst which may have gotten away with a laugh over and over again in putting the entire blame on our electorate for the current circus that is now the Congress of the Philippines. With this comes to mind the current issue that plagues the Congress in half and which have been the essence of the Arroyo administration charter change. Heaven forbid but if a revisit of the constitution becomes inevitable, the provision they should rewrite with incredible
even as they ponder how such rearms could be in the hands of lawless elements. Are guns and ammunitions readily available to criminals? Where could be the source of such rearms? We understand that such rearms and ammunitions are not available in the open market and legitimate trade. The police through the Highway Patrol Group succeeded in arresting the suspects, there is the greater task of ensuring that our streets and communities are free from guns in the hand s of lawless people. This certainly is not a gun run pun? haste is the qualications of those intending to penetrate the threshold of congress. And when I say rewrite, I do not merely mean augment the presently meagre requirements of becoming a congressman. More daringly, I also mean unseating those who could not meet the additional requirements that are to be imposed. Of course that is a Hail Mary pass, a suntok sa buwan. That would be like allowing their selves to be hanged using their very own rope. But in the offchance that they decide to come around, that would be one bold move that should annihilate the current circus-like congress that was never amusing from the start. In the innitesimal chance that it does happen, our electorate will be left with no other excuse should they bungle once more.

chapter 21, verses 22 to 25, we read: And in case men should struggle with each other and they really hurt a pregnant woman and her children do come out but no fatal accident occurs, he is to have damages imposed upon him without fail according to what the owner of the woman may lay upon him; and he must give it through the justices. But if a fatal accident should occur, then you must give soul for soul, eye for eye, tooth for tooth, hand for hand, foot for foot, branding for branding, wound for wound, blow for blow. Life is really precious; hence, it is noteworthy to ponder on the Bibles phrase in Job, chapter 3, verse 3: An able-bodied man has been conceived! An ablebodied man meaning you and me are enjoying life the way God purpose as to be. Dr. David Fu-Chie Mark, a celebrated molecular biologist said: The human being is fully programmed for human growth and development for his or her entire life at the once cell age. xxx There can no longer be any doubt that each human being is totally unique from the very beginning of his or her life at fertilization. -When Does a Human Life Begin? http:// wol.jw.org/en/wol/d/r1/lpe/102009202?q=when+life +begins&p=par God Jehovah through His son Christ Jesus did not hide the truth when human life begins. Local ocials have imposed self-regulations to protect the industry, Albaladejo added. Jiabong town is one of the major suppliers of mussels for the countrys markets. It also serves as a trading center from where mussels are shipped to Metro Manila, Davao City, Bicol, Cebu City and other parts of the country. The Municipal waters of Daram, Pinabacdao, Talalora, San Sebastian, Villareal, and Calbiga encompass Maqueda Bay. The entire bay has 1,500 hectares mussel culture maintained by 800 farmers. not to discharge water in Maqueda Bay as this will activate organisms. Red tide toxins have now spread to more coastal waters of Samar province last week after paralytic shellfish poisoning killed 2 people and hospitalized 22 others. The victims consumed green mussel (tahong) collected at the Cambatutay Bay in Tarangnan town. Authorities found 225 micrograms saxitoxin in every 100 grams of shellfish meat collected in Cambatutay Bay. In water, toxins were present in 2,158 cells per litter. Seawater of IrongIrong Bay in Catbalogan City had 1,000 cells of red tide toxins per litter. In shellfish meat, there was 155 micrograms saxitoxin in every 100 grams. In Calbayog City Water, the organism is present in 700 cells per litter of coastal water. Unsafe for consumption from red tide waters are bivalves such as clams, scallops, mussels, and oysters.

There are different local special bodies such as the Barangay Development Council or the City Development Council where the youth can actively participate in government. The budget allocated to the SK in the present setup exposes the youth to traditional politics which might affect their idealism. Instead of the SK, the government should make
it mandatory for the youth to be represented in various local councils where they can push their agenda without allocation of huge amount of money. The billion-peso budget for the SK can be used by the national treasury to reallocate appropriations for new school buildings and text books. Daloos said that their office hopes to implement more similar projects in Samar until 2014. (The) DENR seeks to help the government meet its objective of reducing poverty and vulnerability in conflict affected areas through sustainable rural development, community infrastructure and focused delivery of social services, Daloos said. Pamana is the governments peace and develop-
ment program framework that seeks to build peaceful and resilient communities by improving their lives and ensuring that the people benefit from better delivery of basic services. In the region, Samar Island is one of the seven zones covered by the program that is being implemented by the Oce of the Presidential Adviser on the Peace Process (OPAPP) and supported by partner concerned government line agencies, local government units (LGUs) and civil society groups.
Pamana follows a convergence strategy to close the gaps in development and bring progress to areas, particularly conflictaffected ones, where they are needed the most. The three provinces of Samar are considered the most vulnerable to the Communist Party of the Philippines-New Peoples Army (CPP-NPA). Insurgency has been going on in the area for a very long time and this program is aimed at addressing its root causes.
