BFAR warns: Red Tide possible at Maqueda Bay

TACLOBAN CITY Red tide toxins could reach mussel farms o Maqueda Bay, prompting the Bureau of Fisheries and Aquatic Resources (BFAR) to warn local authorities and fisherfolks to observe precautionary measures.
BFAR Regional Director Juan Albaladejo said that there has been no red tide occurrence in Maqueda Bay since 1983 but it could be possible this year as red tide toxins were found in nearby Cambatutay and Irong -Irong Bays. Our worry is the possible red tide bloom in Maqueda Bay because of the existence of mussel culture there. Binahaan and Bangon during rainy season would always overflow that causes flooding in the town and its nearby municipalities. The excessive water flows coming from the river, according to Mayor Petilla, might have a potential to generate electricity reason she mulled the idea of putting up a minihydro power plant. The team, according to Petilla, had visited the upstream part of the two rivers in which they concluded to be a best area for a mini-hydro power plant. Even this is only for small time electrification, at least we could show to other towns that they can also undertake project like this if they have water sources that have potentials for hydro electrification, said Petilla. The DOE team is expected to come with its findings on the viability of the proposal, Petilla said. (ROEL T

NMP launches online registration for alumni

TACLOBAN CITY The National Maritime Polytechnic launches an online registration for its graduates who want to become members of the NMP Alumni Association. It aims to generate a registry of NMP alumni from which can be tapped consultants and resource persons in development of NMP courses as well as a pool of guest lecturers and assessors. The facility is integrated in the NMP alumni corner menu which can be accessed in the agencys web portal www.nmp.gov.ph. The system requires trainee ID number for the alumni to register. It matches the trainee ID number with the alumni database and automatically display the full name and birthday of qualified registrant. Successful registrants are added into the registry of alumni found in the alumni corner page. The said corner page also contains the training schedule, alumni photo gallery, downloadable, certificate verification and e-registration (under construction). The training schedule tab displays the NMP courses, schedules and available slots. The alumni photo gallery contains various photos on NMP activities participated by trainees. Alumni who would like to share their photos may send request to the NMP web administrator who will upload the photos after seeking approval from authorized NMP ocial. TACLOBAN CITYSectoral group Migrante has warned of a grim unemployment figure in the country as around two million overseas Filipino workers are expected to return by yearend. There are clear indications brought by various developing events worldwide, mostly in countries where there are large concentrations of OFWs, which will send at least 2 million OFWs back home to join the growing numbers of unemployed and underemployed in the Philippines, said John Leonard Monterona, Migrantes vice chairperson. In a statement, Monterona said that most of OFWs jobs displacements are coming from Saudi Arabia and other middle-eastern countries that geared towards nationalization of their respective labor markets. The labor market previously available to

Filipino workers abroad is shrinking, Monterona added. In Saudi Arabia, around 120,000 to 300,000 OFWs will be returning home by end of this year. This figure is aside from those who have been terminated from their jobs since 2010 during the 1st phase of the Saudization implementation by the Saudi government. Also the same problem is affecting in Kuwait, where at least 24,000 undocumented OFWs are found, he said. Monterona also cited the worsening peace and order situation in Egypt, saying: If a full blown civil war ensued, at least 32,000 OFWs, including the 3,000 undocumented OFWs, will be forced to be repatriated. He also mentioned a report from Japan where around 150 to 300 illegal OFWs will be deported soon this year. Seventy-five of them have been deported the

other day, Monterona noted. While in Taiwan, Monterona reported that at least 10,000 OFWs are now affected by the host government freeze hiring policy reportedly due to the killing of Taiwanese fisherman by Philippine Cost Guards members last month. The situation resulted to a dispute that until now has not been resolved between the Philippines and Taiwan, Monterona claimed. Monterona also identified the crackdown of illegal workers in South Korea, which according to him has been on and off for quite some time. But it affected at least 8,000 OFWs who were deported since 2011 and still counting, Monterona added. An estimated 10 million Filipino are working abroad with an average of 4,200 Filipinos leaving daily for work, Migrante said.(RONALD O.REYES)

We do not know how many such lawless elements are still on our streets, carrying rearms unnoticed despite the presence of law enforcement authorities and police ofcers on strategic location in the city. From the inner cell mass, however, the baby itself will develop. About a week after fertilization, implantation in the womb occurs. The blastocyst attaches itself to the womb and begins the construction of the placenta, which will allow the passage of oxygen and food from the mothers bloodstream and the release of wastes. According to the book Incredible VoyageExploring the Human Body, by about day nine the inner cell mass starts the task of constructing a new human being. This will save the government at least 1.1 Billion in election expenses. The SK is said to be the training ground for corruption and political dynasty. The SKs corruption emanates from its leaders access hooks that hang all sorts of bracelets and trinkets. As I try to purge them one by one, I become slushy and feel that I am inging away the friend and the tale. A quantum pendant still hangs on the wall so with the saga of its generous benefactor. The real value of all these objects lies in the story and tears behind the journey. As I slowly put them back, either I smile, shake my head and cry a tear. Noelle probes how to dispose the valueless stuff and I am speechless. Maybe I should liberate the stuffs. A sentimentalist, I think a small number is a healthy dose of remembering legends and sagas we cherish. I feel that getting rid of them is irreverence , and I will be unhappy. On the other hand, too much attachment is quite atavistic. Maybe I will settle for a classic interpretation: just own what one can carry. In other words, our stuffs and souvenirs remind us of the past wellcelebrated. I did not. Yes folks, there is no such requirement that the candidate must have nished at least his basic education or that he must possess a certain degree or that he must have at least a year or two of experience in the eld he intends to deal with for the next six years. COMING PERSECUTIONS
(Jesus said to the Twelve,) Behold, I am sending you like sheep in the midst of wolves; so be shrewd as serpents and simple as doves. But beware of people, for they will hand you over to courts and scourge you in their synagogues, and you will be led before governors and kings for my sake as a witness before them and the pagans. When they hand you over, do not worry about how you are to speak or what you are to say. You will be given at that moment what you are to say. GOD JOURNEYS WITH US

God can draw good out of evil because, while the power of doing evil is ours, the effects of our evil deeds are outside our control, and therefore are in the hands of God. Jacob brought his whole family with all his descendants and settled in Egypt under the protection of his son Joseph (Gen 46:6). But later, when the new Pharaoh came to power, they had to lose their social status and been put to work as slaves. However, God made use of this trial of Israel as a purifying experience in preparation for the extraordinary experience of Exodus. The early Christians, as foretold by Christ (Mt 10:22), were hunted by the state, rejected by the religious establishments and ridiculed by their own families. But through such persecutions, God brought them only closer to the Lord. Our God is a God who journeys with his people. Why is it that the absurdities of life lead some minds to despair, while the same lead others to hope and greater peace? It is because the latter realize that the struggle is worth their best; that God is not in his heavenly head quarters calling the shots, but himself keeps coming down into the muck and mud of all the meaninglessness of our life; and that he is forming and shaping our lives through our trials and tribulations. Upping the Ante

atty. frANZ RAYMOND P. ASPA Back when I was reviewing for the Bar examinations, I heard of a joke from a reviewer of a legislator who passed a bill which intended to ban typhoons from entering Philippine territory. The joke of course elicited an uproar of deserved laughter (and why shouldnt it?) but when it was revealed that it was a true-to-life story, jesting turned into frustration and disappointment. The Philippines is perhaps not the only country in the world, or even in Asia, who has the disenchanting stupidity of electing trapos into ofce. The conventional misconception throws the blame at our equally trapo electorate for being the ones who elected them in the rst place. I say though that there is a far greater villain for such malady our Constitution. Let us review our lesson in Constitutional Law. What does it take really to become a member of the prestigious Congress of the Philippines? Know that we have a bicameral Congress, that

is to say it is composed of two houses: the upper and the lower house. The upper house is referred to as the Senate, while the lower house the House of Representatives. Believe me when I say though that it was not intended as a pun that the latter should be called the lower house because of its lower class of legislators. The delineation imposes then separate requirements to be eligible to run for whichever position. If you seek to run for the more prestigious nomenclature of senator, all you need is to be a natural-born citizen of this God-forsaken country, 35 years old at least on the day of the polls, able to read and write, a registered voter and a resident of the country for at least 2 years the day before the voting. You may think I missed out a requirement or two but

element, from which the central nervous system eventually develops, begins to appear. Because of this preparatory step-by-step process that goes on within the early human embryo, some argue that there is no one biological event or moment that can be considered the start of a new human embryo. True Christians, however, believe that life begins at conception. The fact that the original fertilized cell contains the program for the construction of the placenta, the implantation, the connections with the mothers blood vessels, and more only increases their admiration for the divine Designer, Jehovah God. Considering the words of psalmist King David of ancient Israel, wrote: Your eyes saw even the embryo of me, and in your book all its parts were down in writing. (Psalm 139:16) David does not simply say an embryo but the embryo of ME, thus accurately revealing that Davids life began when he was conceived, long before his birth. Under inspiration by God, David also revealed that at conception the development of his body parts was according to a plan, or detailed written instructions, which made him the person he was. www.jw.org Lacson recognized the Creator as the origin of life, the latter views life as precious. citizen (please refer to Article IV of the Constitution as to who are natural-born citizens of the Philippines), must be at least 25 years old on the day of the election, able to read and write and must be a registered voter in the district in which he is elected and a resident thereof for a period of not less than one immediately preceding election day. If you prefer to be a party-list representative where the chances of gaining a seat is much higher than when vying for a seat as a district representative, you can dispense with the last requirements. And like for the senators, there is no such requirement of education or experience or anything like that. So the next time we elect another Nancy Binay, Ramon Revilla (there is no point in telling which Revilla Im referring to because both are equal crackpots) or Manny Pacquiao, we ought to hark back and desist from pointing our ngers with haste at the apparently ignorant majority of our electorate as the downright reason for their election into ofce. A silent scoundrel lies in our midst which may have gotten away with a laugh over and over again in putting the entire blame on our electorate for the current circus that is now the Congress of the Philippines. With this comes to mind the current issue that plagues the Congress in half and which have been the essence of the Arroyo administration charter change. Heaven forbid but if a revisit of the constitution becomes inevitable, the provision they should rewrite with incredible

even as they ponder how such rearms could be in the hands of lawless elements. Are guns and ammunitions readily available to criminals? Where could be the source of such rearms? We understand that such rearms and ammunitions are not available in the open market and legitimate trade. The police through the Highway Patrol Group succeeded in arresting the suspects, there is the greater task of ensuring that our streets and communities are free from guns in the hand s of lawless people. This certainly is not a gun run pun? haste is the qualications of those intending to penetrate the threshold of congress. And when I say rewrite, I do not merely mean augment the presently meagre requirements of becoming a congressman. More daringly, I also mean unseating those who could not meet the additional requirements that are to be imposed. Of course that is a Hail Mary pass, a suntok sa buwan. That would be like allowing their selves to be hanged using their very own rope. But in the offchance that they decide to come around, that would be one bold move that should annihilate the current circus-like congress that was never amusing from the start. In the innitesimal chance that it does happen, our electorate will be left with no other excuse should they bungle once more.

chapter 21, verses 22 to 25, we read: And in case men should struggle with each other and they really hurt a pregnant woman and her children do come out but no fatal accident occurs, he is to have damages imposed upon him without fail according to what the owner of the woman may lay upon him; and he must give it through the justices. But if a fatal accident should occur, then you must give soul for soul, eye for eye, tooth for tooth, hand for hand, foot for foot, branding for branding, wound for wound, blow for blow. Life is really precious; hence, it is noteworthy to ponder on the Bibles phrase in Job, chapter 3, verse 3: An able-bodied man has been conceived! An ablebodied man meaning you and me are enjoying life the way God purpose as to be. Dr. David Fu-Chie Mark, a celebrated molecular biologist said: The human being is fully programmed for human growth and development for his or her entire life at the once cell age. xxx There can no longer be any doubt that each human being is totally unique from the very beginning of his or her life at fertilization. -When Does a Human Life Begin? http:// wol.jw.org/en/wol/d/r1/lpe/102009202?q=when+life +begins&p=par God Jehovah through His son Christ Jesus did not hide the truth when human life begins. ment units of Jiabong and Villareal, both in Samar, disallow traders to transport mussel outside Samar without a transport permit. Local ocials have imposed self-regulations to protect the industry, Albaladejo added. Jiabong town is one of the major suppliers of mussels for the countrys markets. It also serves as a trading center from where mussels are shipped to Metro Manila, Davao City, Bicol, Cebu City and other parts of the country. The Municipal waters of Daram, Pinabacdao, Talalora, San Sebastian, Villareal, and Calbiga encompass Maqueda Bay. The entire bay has 1,500 hectares mussel culture maintained by 800 farmers. Average monthly production is 5,000 metric tons. The BFAR is hoping for heavy downpour this week to prevent red tide bloom. The ocial also advised fish catchers in Cambatutay and Irong- Irong Bays

not to discharge water in Maqueda Bay as this will activate organisms. Red tide toxins have now spread to more coastal waters of Samar province last week after paralytic shellfish poisoning killed 2 people and hospitalized 22 others. The victims consumed green mussel (tahong) collected at the Cambatutay Bay in Tarangnan town. Authorities found 225 micrograms saxitoxin in every 100 grams of shellfish meat collected in Cambatutay Bay. In water, toxins were present in 2,158 cells per litter. Seawater of IrongIrong Bay in Catbalogan City had 1,000 cells of red tide toxins per litter. In shellfish meat, there was 155 micrograms saxitoxin in every 100 grams. In Calbayog City Water, the organism is present in 700 cells per litter of coastal water. Unsafe for consumption from red tide waters are bivalves such as clams, scallops, mussels, and oysters.

There are different local special bodies such as the Barangay Development Council or the City Development Council where the youth can actively participate in government. The budget allocated to the SK in the present setup exposes the youth to traditional politics which might affect their idealism. Instead of the SK, the government should make

it mandatory for the youth to be represented in various local councils where they can push their agenda without allocation of huge amount of money. The billion-peso budget for the SK can be used by the national treasury to reallocate appropriations for new school buildings and text books. There are about 42,000 seats for SK chairperson and 300,000 seats for the SK council in the whole country.

200- hectare rattan plantation and a 180- hectare agro-forestry project in San Isidro, Northern Samar. Both projects cost about P10 million. Daloos said that their office hopes to implement more similar projects in Samar until 2014. (The) DENR seeks to help the government meet its objective of reducing poverty and vulnerability in conflict affected areas through sustainable rural development, community infrastructure and focused delivery of social services, Daloos said. Pamana is the governments peace and develop-

ment program framework that seeks to build peaceful and resilient communities by improving their lives and ensuring that the people benefit from better delivery of basic services. In the region, Samar Island is one of the seven zones covered by the program that is being implemented by the Oce of the Presidential Adviser on the Peace Process (OPAPP) and supported by partner concerned government line agencies, local government units (LGUs) and civil society groups.

Pamana follows a convergence strategy to close the gaps in development and bring progress to areas, particularly conflictaffected ones, where they are needed the most. The three provinces of Samar are considered the most vulnerable to the Communist Party of the Philippines-New Peoples Army (CPP-NPA). Insurgency has been going on in the area for a very long time and this program is aimed at addressing its root causes.

Leyte Board Member Merilo proposes giving of incentives to bgay ocials

TACLOBAN CITY Leyte first district Board Member Gina Merilo is set to introduce an ordinance providing incentives to barangay officials who would serve for three consecutive terms. Merilo, in an interview, said that barangay officials, particularly the chairman, need to receive incentive from the government in recognition to their services rendered while they were on their posts. We would prioritize giving the incentive to our barangay chairman in the entire province of Leyte. But as we were able to have sufficient fund, we would also include the barangay councilors, she said. Merilo upon creating this ordinance would propose that an equivalent of onemonth salary to be received by the officials in every term of office they have. The incentive would be given three times. The first would be given at the provincial government, second at the local government they belong to and thirdly is at the barangay where they live in, the legislator explained. The official said that almost all of the barangay officials want to have this incentive. Merilo said she would be coordinating this ordinance with Margarita Cari, who is the president of the Association of Barangay Chairmen (ABC) of Leyte. Many officials would be happy if this ordinance would be enacted by the provincial board, she said. (REY GERILLA

Any challenges in life, whether personal or not, must be faced squarely. Let us be united in pursuing a common legislative agenda that will improve the lives of our people, especially the marginalized sector. We must be a Sangguniang Panlungsod for the poor, Uy said.
