American Airlines, Inc. ("American") hereby provides the National Commission on Terrorist
Attacks Upon the United States (the "Commission") with information in response to the
Commission's request concerning Mohamed Atta's and Khalid Almihdhar's frequent flier
accounts with American. Specifically, during your April 7, 2004 telephone conference with
Chris Christensen of our office you had requested that American provide the number of miles in
Atta's and Almihdhar's frequent flier accounts and any reservations that were booked on those
accounts.
Khalid Almihdhar established AAdvantage account #1H01L56 on August 24, 2001. The only
reservations booked on his account were for Almihdhar and Majed Moqed to fly on AA Flight
77 on 9/11/01. No other reservation was made using this account. As with Atta, no frequent flier
miles were credited to Almihdhar's AAdvantage account.

have been assigned Kean Commission Bates numbers 008463-008470. These summaries show
the dates the accounts were established, the address of the AAdvantage member, the reservations
that were booked using the accounts and the number of miles accrued.

On February 9, 2004, American Airlines, Inc. ("American") provided the Commission with its
Response to the Commission's "January 2004 Requests." Two of American's individual
responses referenced documents containing sensitive security information which American had
provided to the TSA for review.
Today we received written authorization from the TSA to release the documents to the
Commission. As agreed at the July 31, 2003 initial meeting, all documents submitted to the
Commission by American will be considered and treated as proprietary and confidential and will
not be disclosed or produced to any third parties.

Attacks Upon the United States (the "Commission") with American's Response to the
Commission's "Outstanding Requests for American Airlines," which were dated January 9, 2004
(the "January 2004 Requests"). Enclosed with this Response are the documents referenced
herein which are responsive to the January 2004 Requests.

1. Request (Item 13): All reports or other documents, submitted by the company to the
FAA and other relevant aviation security officials, of compliance with Security
Directives issued by FAA which were in effect on 9/11/01.
Response (Item 13); In our Response dated August 19, 2003 (in response to Request
No. 3 of Document Request No. 1), American produced memoranda which showed the
method by which American internally distributed FAA Security Directives. American
does not possess additional responsive documents.

2. Request (Item S): Any additional records, transcripts and recordings of communications
between company representatives and The crews of flights AAL # 11 and AAL # 77.
Response (Item 5): American produced DEC summary flight records for AA Flights 11
and 77, including all ACARS messages sent to both flights, in our Second Supplemental
Response, dated November 13-14, 2003. In that Response, American also produced a
CD containing all audio recordings in American's possession regarding communications
with Flights 11 and 77 and a written transcript of all audio recordings. American has no
additional responsive documents.
3. Request (Item 3}: Locate Suzanne Clark's notes from her review of television reports
about the terrorist attacks on September 11,2001.
Response (Item 3): American investigated this Request and is unable to locate these
notes.
4. Request fltem 4): Examine historical passenger load information for AA Flights 11 and
77 to determine whether the load factors on Tuesday, September 11, 2001 were typical
for those flights on that particular day of the week.
Response (Item 4): In our Response to the Commission's Oral Requests dated
December 12, 2003, American produced a summary of the average load factors for AA
Flights 11 and 77 during the period of June 2001 to September 9, 2001. The Bates
number for that summary is Kean Commission 006390.
hi an email to John Raidt and Bill Johnstone dated January 20, 2003, American provided
the actual load factors for AA Flights 11 and 77 on September 11, 2001. The actual load
factor for AA Flight 11 on September 11, 2001 was 51.26%. There were 81 passengers
(including the 5 terrorists) and a total of 158 seats available on Flight 11. The actual load
factor for AA Flight 77 on September 11, 2001 was 32.95%. There were 58 passengers
(including the 5 terrorists) and a total of 176 seats available on Flight 77.

5. Request (Item 6>: Determine whether Gail Larson is an American employee and
whether she spoke to Flight 11 Flight Attendant Amy Sweeney on September 11, 2001.
Response (Item 6}: American investigated this Request and was unable to locate any
American employee named Gail Larson.
6. Request (Item 11); Determine whether any evidence exists that the hijackers or their
accomplices purchased tickets and/or made reservations for other first class and/or
business class seats on AA Flights 11 and 77 in an attempt to reduce the number of
passengers in the front sections of the aircraft.
7. Request (Items 1, 2); Provide information on the use of cell phones aboard aircraft and
confirm whether the GTE air phones on AA 11 and 77 were operational on September
11, 2001. Also provide GTE air phone logs itemizing the calls and the numbers dialed
from AA 11 and AA 77 on September 11,2001.
Response (Items I, 2): This question was raised by the Commission staff during the
January 7, 2004 telephone interview of American's Erik Miller. For information on the
use of cell phones aboard the aircraft, the Commission staff should contact Paul Guckian,
who is the Director of Regulatory Affairs for Qualcomm, Inc. American contacted Mr.
Guckian and he has no objection to being contacted by the Commission staff. His

In an email to John Raidt and Bill Johnstone dated January 20,2003, American explained
that it does .not have any records for telephone calls made from the GTE phones on AA
Flights 1,1 and 77. The service provider for these phones was AT&T Claircom. Claircom
maintained all records pertaining to calls made from these phones and itemized records
for, phone calls were not provided to American. The only reports American received
from Claircom were monthly system-wide reliability reports, which did not list individual
,.-" calls made on specific flights. Claircom went out of business in 2002.
8. Request (Item 3): Recordings and/or transcripts for Woodward/Sweeney and Flight 77
calls (clarify the status of the search).
Response (Item 3): American investigated this Request and is unable to locate any
recordings and/or transcripts for the telephone communications between Flight 11 Flight
Attendant Madeline Amy Sweeney and Michael Woodward, or for any telephone calls
with persons on board Flight 77.
9. Request (Item 4): AA solicitation of employees for reports on 9/11 contacts with
passengers on Flights 11 and 77.
10. Request (Item 6): Notes taken by anyone in the SOC in contact with the hijacked flights
or with officials of the federal government, particularly FAA officials, on September 11,
2001.
11. Request (Item 1): Contact information for Chris Bidwell of AAL Corporate Security.
Response (Item 1): Chris Bidwell left the employment of American Airlines in late
2001. His current office telephone number is (202) 626-4219.
12. Request (Item 2): The phone log (or bill) itemizing the calls received at the desk where
Suzanne Clark was located on September 11,2001.
Response (Item 2); As of September 11, 2001, American did not maintain a phone log
or bill itemizing the SOC's incoming or outgoing calls, including at Suzanne Clark's
desk.

placements, flight attendant stations and notation of seat numbering.
Response (Item 4); In an email to John Raidt dated January 13, 2004, American
provided the Commission staff with a PDF file containing the seating schematics for AA
Flights 11 and 77. Copies of these seating schematics are attached as Exhibit "A."
15. Request (Item 7): Any information, possible evidence, or documentation possessed by
AAL that suggests the hijackers tried to manipulate the number of passengers on flights
AA 11 and AA77 before boarding on September 11,2001.
16. Request fltem 9): The organizational chart for the SOC and the SOCC ("war room"),
labeled with the names of personnel, for September 11th, 2001.
Response fltem 9); In our Supplemental Production dated October 27, 2003, American
produced a sign-in list from the SOCC for September 11, 2001 and for subsequent days.
In addition, American produced SOCC seating charts at the November 18-19,2003 initial
briefings. Finally, American produced an SOC organizational chart in our Response to
the Commission's Oral Requests dated December 12, 2003. We informed Commission
staff member Bill Johnstone during our January 13, 2004 conference call that these
documents had been produced.

all phones in the SOC.

Response (Item 11): As of September 11, 2001, the SOC did not maintain any logs or
bills itemizing the incoming or outgoing telephone calls.
18. Request (Item 12); Phone log (or bill) itemizing the incoming and outgoing calls from
the following individuals/billets on September 11, 2001: SOC Operations Manager
(Craig Marquis), dispatcher (Peggy Houck), ATC liaison personnel (Halleck, Marino,
McDonald), Southeast Regional Reservations Office (SERO) and Logan Flight Services
Office.
Response (Item 12); As of September 11, 2001, the SOC did not maintain any logs or
bills itemizing the incoming or outgoing telephone calls. American is still investigating
whether such logs exist for the Southeast Regional Reservations Office and American's
Logan Flight Service Office.
19. Request (Item 13): The Lesson plan for flight crew training ("ground school") that
pertains to terrorism and/or hijackings; the frequency of such training; and the division
within AAL that revises and authorizes such training.
Response (Item 13): The Flight 11 and 77 pilots received security training (including
instruction on issues pertaining to terrorism and hijacking) as part of American's Basic
Indoctrination for new hires and annually thereafter as part of American's FAA-approved
Recurrent training program. Flight crew training records previously produced (Bates
numbers 004679-004809) reflect that the Flight 11 and 77 pilots had received the
required Recurrent training as of September 11, 2001,
regarding The Common Strategy, security requirements, carrier security experiences and
FAA's current threat information.
The frequency of pilot Recurrent training was modified, effective on September 1, 2001.
Under the modified program, flight crews received security training at nine month
intervals. Topics covered include American's security experiences, FAA current threat
information and security program revisions. In addition, The Common Strategy, hostage
negotiations and volatile fuel and bomb threats were covered through home study in 18
month intervals. Relevant training materials have previously been provided (Bates
numbers 005360-006281).
20. Request (Item 14"); The title of the AAL-produced and FAA certified training video that
took a "lighthearted" approach to the Common Strategy (according to Captain Dillman).
Response (Item 14): The title of this video is "The Common Strategy (comedy
version)."
21. Request (Item 16): Background information and/or documentation on Positive Target
Information (PTI), a 1985 industry protocol referenced in the AAL slide show presented
to Commission staff.
Response (Item 16): American investigated this Request and located a December 1984
report titled "Bomb Threat Response, Analysis and Recommendations" from the Bomb
Threat Response Task Force. This task force included government and industry members
from the FAA, ATA, Air Line Pilots' Association and Airport Operators Council
International. The task force concluded that there had never been a bomb threat that led to
the discovery of a device which did not involve "positive target identification" ("PTI").
In. addition to recommending the adoption of The Common Strategy, the report circulated
a proposed change to the Air Carrier Standard Security Program establishing the PTI
criteria. We sent the report to the ISA for review. Once the TSA gives us approval to
release the report, we will provide it to the Commission.
22. Request (Item 17): Any knowledge of (or information regarding) a routine, ATA hosted
conference call between air carriers that took place on the morning of September 11,
2001, and whether or not American Airlines participated in that call.

Response (Item 17): As of September 11,2001, a daily conference call was hosted from
the ATA Command Center in Herndon, Virginia. This call was primarily devoted to
discussions of weather conditions and the impact on air traffic management. American
did not participate in the ATA call on the morning of September 11, 2001, because the
weather was clear across the United States.
Response: Toni Knisley's name was provided to the Commission during the telephone
interview of Patty Carson. Ms. Carson was called by the parents of Flight 77 Flight
Attendant Renee May moments before the aircraft struck the Pentagon. Ms. Knisley is a
Flight Services Manager at DCA (Ronald Reagan Washington National Airport).
26. Request: Initial (counter) check-in times for Hijackers on Flights 11 and 77 ((clarify
location of documents, if previously sent).

We will schedule interview dates and times with you for Craig Marquis, Craig Parfltt and Chris
Bidwell.
On November 18-19, 2003, the Commission made oral requests for additional information
during the course of the initial briefings and interviews at American's facilities (the "Oral
Requests"). American provided a written response to the Oral Requests on December 12,2003.
b) Oral Request 13 asked American to obtain copies of the Pinkerton's reports provided to
American during the six months prior to September 11, 2001. Copies of the Pinkerton's
reports for this time period are attached as Exhibit "C."
c) Oral Request 14 asked American to explain the meaning of the "Suspicious Behavior"
slide in the 9/1/01 PowerPoint presentation titled Security/HAZMAT Recurrent Training.
This information was supplied to the Commission during the interview of Randy Engberg on
January 8, 2004. At the conclusion of the Engberg interview, the Commission asked
American to produce all "suspicious behavior" reports from American's Corporate Event
Reporting System ("CERS") for the period of January I, 2001 to April 1, 2002. American
assembled the CERS reports for this period and sent them to the TSA for review. Once the
TSA gives us approval to release the CERS reports, we will provide them to the
Commission.
VIII. CONCLUSION
We continue our efforts to fully cooperate with the Commission in its investigation of the events
of September 11, 2001. Please feel free to contact me with any questions about the January 2004

As you know, we are co-counsel for American Airlines, Inc. ("American") in respect of matters
dealing with the September 11, 2001 terrorist attack on the United States. We are in receipt of
your October 17, 2003 email regarding the status of documents and information requested by the
National Commission on Terrorist Attacks Upon the United States (the "Commission") and, as
discussed in our October 21, 2003 telephone conference, we are working diligently with
American to provide the Commission with responses to its requests. Below is a summary of our
telephone conference and the status of American's progress in responding to these requests.
1. Email Request: A briefing for commission staff on the items submitted by American
Airlines in response to the co;umission's document request. The briefing will include but
not be limited to the interpretation of codes and symbols utilized on communications and
other company documents provided to the commission.
Response: On its face this request is broader than the request originally discussed in our
September 5, 2003 conference call in that it expands the briefing to include not only the
interpretation of codes and symbols but to include a briefing on all documents submitted
to the Commission by American. As agreed to in our October 21, 2003 telephone
conference, American will provide a pilot who will be able to brief the Commission staff
on the codes and symbols used in the responsive documents. This pilot will also be able
to answer the Commission's questions regarding crew training and procedure. At the
Commission's request, American will attempt to schedule this briefing during the week

of November 17, 2003 (possibly Tuesday, November 18) in conjunction with the cockpit
briefing referenced in paragraph no. 2 below.
2. Email Request: A briefing on the cockpit and physical layout of the aircraft hijacked on
9/11. The briefing should include a site visit by commission staff to view similar aircraft
and an orientation presentation by a pilot and flight attendant.
Response: A substantially similar request was made during our September 5, 2003
telephone conversation. This request is slightly broader in that it requests a separate
orientation presentation by a flight attendant. However, during our October 21, 2003
telephone conference and during your previous telephone conference with Doug Cotton,
it was agreed that the presentation could be performed by a single pilot initially, hi
addition, you advised that the briefing should include a physical inspection of the cockpit
and cabin such that the Commission staff may familiarize themselves with the aircraft.
The briefing will also include a discussion of emergency procedures. As discussed in our
telephone conference, American will provide the Commission staff with access to both a
757 and a 767 aircraft and a pilot holding a type certificate for both aircraft. At the
Commission's request, American will attempt to make these aircraft and a briefing pilot
available at Dulles Airport during the week of November 17, 2003 (possibly Tuesday,
November 18).
3. Email Request: ACARS transmissions to, from or about AAL #11 and ACARS
transmissions to, from or about AAL #77 (including an annotated explanation of same).
If such information is not readily available, please supply a copy of all AAL ACARS
transmissions on 9/11 from 7:30 AM to 10:00 AM.
Response: American is reviewing its records for ACARS transmissions for Flights 11
and 77. To the extent these records exist, we will provide copies of these records to the
Commission. The Commission also has requested ACARS transmissions to the
remainder of American's fleet in an attempt to learn what American was communicating
to its fleet on September 11, 2001. As explained during our telephone conference, the
ACARS transmissions are contained within the Flight Record for the individual flight.
There are approximately 12,000 pages of Flight Records for the flights on September 11,
2001. These records are maintained on microfiche and are not searchable. As the
ACARS transmissions are not readily available, it was agreed that, in the first instance,
the Commission staff would address the issue of what American told its pilots on
September 11th during its interview with representatives from American's System
Operations Control ("SOC") in Dallas during the week of November 17, 2003 (possibly
Thursday, November 20).
4. Email Request: A timeline for AAL's immediate response to the 9/11 hijackings.

6. Email Request: Passenger and checked bag lists, passenger check-in information, crew

During our telephone conference, you advised that the Commission is seeking
American's internal security audits performed at Logan and Dulles. American is locating
documents responsive to this request and, upon receipt of authorization from the TSA,
American will provide these documents to the Commission in a supplemental production.
10. Email Request: A briefing at the company's Operations Center in use on 9/11/01,
including access to the individuals who were responsible for communications or actions
with respect to the hijackings.
Response: This request was made for the first time in your October 17, 2003 email. As
discussed in our telephone conversation, American will provide the Commission with
access to its Systems Operations Center and its Systems Operations Command Center in
Dallas. We agreed to attempt to schedule this briefing during the week of November 17,
2003 (possibly Thursday, November 20). In order to make the proper arrangements, you
agreed to provide us with a list of individuals that the Commission staff would like to
interview at this briefing or subsequent to the briefing.
Once again, American intends to cooperate fully with the Commission in its investigation of the
events of September 11, 2001 and thereafter. Please feel free to contact me with any questions

This Supplemental Response follows American's initial response provided to the Commission on
August 19, 2003 and includes a supplemental index of the responsive documents. For ease of
reference, before each written response we restate the Commission's request and any
clarification provided at our July 31, 2003 meeting.
1. Request: All records, transcripts and recordings of text messages and other
communications between the company (including but not limited to its operations center)
and the 9/11/01 hijacked flights, AA11 and AA77.
Commission Clarification: This request seeks all records of ACARS and text messages
sent to the hijacked flights between 8:30 a.m. and 12:00 noon on September 11, 2001,
any voice communications with anyone on board the subject flights, and any
communications with air traffic controllers not already in the possession of the FAA.

Commission Clarification: The word "hijacked" was not intended to be part of this
request and should be deleted. This request seeks communications American had on
September 11, 2001 with any of its other flights, GSCs or other American personnel
regarding the actual hijacked flights or any other "suspected" hijacked flights and what
was done as a consequence, including what information was provided to passengers on
other American flights.
3. Request: All company documents relating to aviation security and threat assessments
during the period from 5/1/01 to 9/12/01.
Commission Clarification: This request seeks copies of all Security Directives and
Information Circulars issued by the government during the specified time period and
documents indicating how American interpreted and communicated to its employees and
its security contractors the information contained therein.

AA's Supplemental Response to Request 7: The East and West Checkpoints were
used to screen passengers on that morning, and either checkpoint provides access to all
departure gates at Dulles Airport. The West Checkpoint is at the same end of the Main
Terminal as the American ticket counters. American continues to investigate the Joint
Use Agreement in effect on September 11, 2001 and how the costs for security

We are pleased to provide the National Commission on Terrorist Attacks Upon the United States
(the "Commission") with American's Responses to the Commission's Document Request No. 1
dated July 18,2003. American appreciates the Commission's efforts to investigate the September
11, 2001 events and shall continue to support and cooperate with the Commission in this
endeavor.
This letter shall serve as American's written response to the Commission's Document Request
No. 1. We also enclose with this letter the documents responsive to the individual requests. The
documents are organized according to the request to which each document is responsive. In
making this response, American has endeavored to provide the Commission with as complete a
response as possible within the allotted time. In light of the clarifications made at our July 31,
2003 meeting, American will make supplemental productions as additional documents become
available. For ease of reference, we have restated each Commission request and any clarification
provided at the July 31,2003 meeting.
1. Request: All records, transcripts and recordings of text messages and other
communications between the company (including but not limited to its operations center)
and the 9/11/01 hijacked flights, AA11 and AA77.

Commission Clarification; This request seeks all records of ACARS and text messages
sent to the hijacked flights between 8:30 a.m. and 12:00 noon on September 11, 2001,
any voice communications with anyone on board the subject flights, and any
communications with air traffic controllers not already in the possession of the FAA.
AA's Response to Request 1: Contemporaneous records were made for two separate
telephone conversations between American employees and flight attendants on AA Flight
11. The records of these conversations are enclosed. American is continuing to review
its records for other documents responsive to this request, Any documents located which
are responsive to this request will be produced in a supplemental production.
Commission Clarification; The word "hijacked" was not intended to be part of this
request and should be deleted. This request seeks communications American had on
September 11, 2001 with any of its other flights, GSCs or other American personnel
regarding the actual hijacked flights or any other "suspected" hijacked flights and what
was done as a consequence, including what information was provided to passengers on
other American flights.
3. Request: All company documents relating to aviation security and threat assessments
during the period from 5/1/01 to 9/12/01.
Commission Clarification; This request seeks copies of all Security Directives and
Information Circulars issued by the government during the specified time period and
documents indicating how American interpreted and communicated to its employees and
its security contractors the information contained therein.
AA's Response to Request 3; Enclosed are the Security Directives and Information
Circulars issued during the relevant time period. Also enclosed are documents from

4. Request: All documents given by the company to the FBI relating to the 9/11 attacks.
5. Request: All company documents shared with the Air Transport Association (ATA) or
ATA personnel stationed at the operations centers with respect to the 9-11 attacks.
AA's Response to Request 5: No such documents exist. American did not have any
personnel present at the FAA Operations Center at Hemdon, VA on September 11, 2001.
In addition, American personnel did not communicate with any ATA representative who
may have been present at the subject Operations Center. Accordingly, American does
not have any documents responsive to this request.
6. Request: Joint Use Agreements and Checkpoint Operations Guides in effect on 9/11/01
at Logan Airport Checkpoints B4 and B5 (Terminal B) (Also, please clarify which

We are counsel for American Airlines, Inc. ("American") in respect of matters dealing with the
September 11, 2001 terrorist attack on the United States.
As discussed at our meeting with you on July 31, 2003, the majority of the documents that the
Commission has requested from American contain Sensitive Security Information ("SSI") as that
term is defined in 49 C.F.R. Part 1520. As required by Part 1520, we requested written
authorization from the Transportation Security Administration ("TSA") to provide the
Commission with any documents containing SSI.
Enclosed please find a Non-Disclosure Agreement provided to us by the TSA which must be
executed by each member of the Commission staff who will be handling the SSI documents
produced by American. While we are prepared to begin American's "rolling production" of
documents on August 18, 2003, the TSA has instructed us not to release any SSI material to the
Commission until we receive executed Non-Disclosure Agreements from each Commission staff
member who will handle these documents. Accordingly, kindly have the applicable Commission
staff members execute the Non-Disclosure Agreements and return them to us by facsimile.
