1. THE UNIVERSITY
The University of Hyderabad, a premier institution of postgraduate teaching and research in the country, was established by an Act of Parliament (Act No.39 of 1974) on 2nd October, 1974. It is the first Central University to have been established in southern India. In addition to federal funding, it receives substantial research funding and support from other sources at home and abroad, and attracts the best students and faculty from all over India. The University is located on the old Hyderabad-Bombay Highway, about 20 km from the city of Hyderabad. Stretching across a serene and green stretch of 2,300 acres of land, the campus houses academic and administrative wings, support facilities and residential requirements of the campus community constructed over the years. The campus in the city, The Golden Threshold, the residence of late Sarojini Naidu, was bequeathed to the university by her daughter, late Padmaja Naidu. The University is one of the five Universities in India accorded the status of University with Potential for Excellence by the University Grants Commission (UGC). It is the only university among the top 50 institutions in India with publications in Citation Index Journals rated under the HIGH OUTPUT-HIGH IMPACT category by the National Information System for Science and Technology (NISSAT) of the Department of Scientific and Industrial Research (DSIR). The National Accreditation and Assessment Council (NAAC) has accorded the university the top rating of Five Stars. The university is a member of the Association of Indian Universities, (AIU), the Association of Commonwealth Universities (ACU), and International Council for Distance Education (ICDE).

Objectives:
The objectives of the university as envisaged in the Act are: to disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit and by the example of its corporate life, and, in particular, to make special provisions for integrated courses in humanities and science in the educational programmes of the University, and to take appropriate measures for promoting inter-disciplinary studies and research in the University.

2. DISTANCE EDUCATION PROGRAMMES

To increase access to higher education for all sections of society the University introduced specialized Post Graduate Diploma Programmes which are offered by its Centre for Distance Education (CDE). The Centre for Distance Education is located in the L-shaped building opposite Lake View Guest House, near the University Post Office. These Diploma programmes are offered through distance mode. i.e., correspondence-cum-contact programmes of ONE YEAR duration consisting of two terms. The medium of instruction is English except for some programmes like PGDTSH, PGDMTU and PGDMC & TTT, where Hindi, Urdu and Telugu are the medium of instruction respectively. The Certificate programme in Makeup is of 21 days duration and the Certificate in Stress Management is a weekend programme (spread over 5 Sundays). 2.2 Eligibility Criteria Admissions to the Distance Education diploma programmes are open to all those who fulfill prescribed qualifications, without any distinction of race, caste, creed, language, age or sex. Admissions are made strictly on the basis of merit. There is NO ENTRANCE EXAMINATION. The marks obtained by the applicants in their graduate examination (i.e., B.A /B.Sc/B.Com./ B.Lib.Sc. B.E.B.Tech,M,A,M.Sc,M.Com,MBA etc.) is the basis on which the merit list for admission is prepared for all courses. Therefore only students who have completed their courses/degree or at least have taken their final examinations (and are awaiting results) are eligible to apply for admission into these diploma programmes. However, additional academic qualifications and professional experience are taken into consideration for all admissions. (For courses to be offered in 2008, only students who graduated on or before 31-12-07 or have taken the final examination in September/October 2007 and waiting for results are eligible to apply). . The target groups for these programmes are either in-service personnel looking to improve their skills and knowledge or fresh graduates wishing to improve their employability. Students pursuing other full time or part-time courses in this University or other Universities / Institutions may also seek admission to these programmes provided they fulfill the eligibility criteria. The university reserves the right to decide the exact number of students to be admitted in each programme, depending on the demand for the course and its course delivery capacity. The university may not normally admit more than 250 or less than 20 students in any Programme. However the university may consider in certain programmes to offer even without the minimum number of students subject to prior approval from the Vc/Pvc. Post Graduate certificates may be awarded to those who wish to terminate their programme after successful completion of one term.

The eligibility of students passing their qualifying examinations from universities following the letter-grading system/Cumulative Grade Point Average (CGPA) will be determined on the basis of percentage equivalent to the letter grade/CGPA obtained by the students as per the conversion formula adopted by the university concerned. In the absence of any such formula, the decision of this University will be final in determining the percentage equivalence.

3. SELECTION PROCEDURE
The selection for admission to a programme is made on the basis of merit, academic record, professional experience, and service rendered in the areas that are directly related to the subjects. 3.1 Intimation of Selection The candidates selected for admission will be intimated by post individually under certificate of posting. The list of selected candidates will also be displayed on the notice board at the Centre for Distance Education and on the university website www.uohyd.ernet.in 3.2 Reservations for SC & ST Students In accordance with the policy of the Government of India and the guidelines of the University Grants Commission, 15% and 7.5% of admissions for each course will be reserved for students belonging to the Scheduled Castes and the Scheduled Tribes respectively, with a provision for inter-changeability between these categories, wherever necessary. Students applying for such programmes should submit, along with their application, a copy of their caste/tribe certificate from a Revenue Officer not below the rank of Tahasildar/Mandal Revenue Officer. 3.3 Reservations for Physically Challenged (PC) Students 3% of admissions for each course are reserved for physically challenged students with the minimum degree of disability to the extent of forty percent, provided that their physical disability does not hamper pursuit of the course. Each physically handicapped student shall be required to submit a certificate from a Civil Surgeon indicating the extent of visual/physical disability and also the extent to which the disability hampers the student in pursuing his/her studies. The students may have to undergo a fresh medical examination, if decided by the university, before being admitted. 3.4 Admission of Foreign/NRI Students Foreign students will be admitted over and above the approved intake in each programme up to a maximum of 5% of the sanctioned number for each course. Foreign students residing in India or abroad may also apply for admission in the prescribed form preferably by the stipulated date, but not later than 28th February 2008. Those who have passed the qualifying examination from universities outside India should enclose with their application copies of the relevant certificates, and mark sheets together with the English version of such copies, duly attested if they are in a different language. For admission to a diploma programme, the foreign student concerned must have at least 9

passed the qualifying examinations. Proficiency in English is a pre-condition for admission. They have to pay programme fee at a different rate as shown under in 5.4 (5.5 Programme fee for foreign Students)

4. GENERAL INFORMATION
4.1 Admission Students found suitable for admission to a programme will be informed about the Programme Fee which has to be paid within the prescribed date. Only those who pay the fees within the stipulated date are treated as admitted. Mere receipt of admission offer letter does not entitle any right to claim admission. Students who do not furnish full information and proof, by attaching ATTESTED (by a gazetted officer or a person holding equivalent rank) XEROX COPIES of certificates, marks sheets and service certificates (clearly showing the number of years of service and the field of work) about their academic/ professional record are liable to be rejected. Irrespective of the claims made by an applicant on the proforma, marks weightage would be given ONLY on the basis of certificates and transcripts that are ATTESTED. Any document sent separately, after submission of the application, will

not be considered.

Verification of all the original certificates/ marks certificates /experience certificates will be done at the time of I TERM contact classes on the campus. The students are, therefore, required to bring their original certificates when they attend contact classes. Students will be permitted to appear for the term-end examination only after this verification. Until then their admission will be provisional. 4.2 Submission of Application Forms Applications completed in all respects accompanied by copies of relevant certificates can be sent to the following address on or before the last date prescribed on the admission application form. 4.4 Enrolment Number On payment of programme fee, students will be informed of their enrolment number which will also be displayed on their Identity Cards. This enrolment number will continue for a maximum period of three years, or until the course is completed, whichever is earlier. The same number will be used as the examination roll number of the student. The Enrollment number changes if readmission is given for the same programme. 4.5 Identity Card On receipt of the programme fee, Identity Cards indicating the students name, enrolment number, date of birth, and date of admission will be issued 05E Seminar Hall, U 4.6 Programme Schedule The Centre for Distance Education has adopted the general semester system followed by the university, except that these programmes follow the calendar year pattern (Jan-Dec). The programmes are spread over two terms in a year. Those who are not in a position to complete all the courses in the two terms at a stretch can defer a term or a part thereof (i.e. certain courses), provided they complete the programme within a total period of three years, including the year in which the students are enrolled. 4.7 Contact Classes and Practical Work All students admitted to the distance education programmes are required to attend contact classes at the university campus, with at least 75% attendance in the contact classes and practical sessions in those programme where lab sessions are compulsory. They must participate, to the satisfaction of the Coordinator of a programme or tutors of the courses and the Director, CDE, in study-seminars, sessions and counseling sessions as may be prescribed. This carries a weightage of 20% of the total marks. 4.8 Exemption from Contact Classes Since most of the programmes offered are highly practically oriented and can be completed in 3 years, requests for exemptions from attending contact programs/ practical work will not be entertained. 4.9 Accommodation The CDE is not obliged to provide accommodation for participants.during contact classes/Examinations. However accommodation will be made on the basis of availability in guest house /participants hostel/university Hostels on campus.

5. PAYMENT OF FEES AND FEE STRUCTURE Students admitted to the Postgraduate Diploma programmes have to pay the fees for the programme admitted to in two equal installments or as a single amount by the prescribed date mentioned in the admission offer letter. 5.1 Mode of Payment All payments should be made through demand draft obtained from State Bank of India or any nationalized bank drawn in favour of The Finance Officer, University of Hyderabad payable at Hyderabad. Cheques, P.O.s, cash, credit /debit cards, money order and money transfer will not be accepted. 5.2 Delayed Payment If a student fails to pay the 2nd installment fee by the due date with or without late payment, mailing of second term course material will be withheld. However, in exceptional cases, the university may permit students to continue their studies by paying the second term fee for the next session and attending contact sessions subject to payment of the following penalties. By which they can complete course requirements up to three years from the date of admission /Registration / Enrolment, which stands us base year. 5.3 Reimbursement of Tuition Fee for SC/ST Students Students belonging to SC/ST categories are required to pay their programme fee first and then submit their scholarship forms, duly filled in all respects, to the Dealing Assistant at CDE, during the first term contact classes on campus. The scholarship application form will be processed by the Department of Social Welfare, Government of Andhra Pradesh. Eligible students will be considered for reimbursement by the Government of Andhra Pradesh. provided (a) they are unemployed, (b) their annual parental income does not exceed Rs.38,220 for non-professional courses and Rs. 50,920 for professional courses, and (c) they produce valid certificates from the competent authority to support their status . Incomplete applications are liable to be rejected. Students applying for reimbursement will also have to submit their original SSC or Matric and Graduation Certificates, Marks Memos, Transfer Certificate, Education Gap Certificate (if any), Income Certificate, Caste Certificate, and Nativity Certificate within a month of their admission and registration, failing which their cases will not be considered for award of scholarship. After the verification of the original certificates by the Social/Tribal Welfare officer of the Government of Andhra Pradesh, the certificates will be returned to the students. Original certificates should be submitted only after admission but not at the time of applying for a programme. 7. EVALUATION
The evaluation system of these diploma programmes is designed to test systematically the students progress in the courses offered, through internal assessments as well as term-end examinations. 7.1 Internal Assessments (Assignments) Internal Assessment will be done through evaluation of assignment which will be sent alongwith the initials dispatch of course material. The Completed Assignments have to be sent back to the Director, Centre for Distance Education, by the stipulated date. They will be evaluated for 20% of the total marks. 7.2 Term-end Examinations Performance will also be assessed through a term-end examination at the end of each term, which will be evaluated out of 60%. Student should score at least 15 marks out of 60. Only those students who satisfactorily complete the contact sessions (or submit their Term Paper/ Lab Test in case of Foreign/NRI students who are exempted from the contact classes) and submit assignments before the stipulated date are eligible to take the Term-end examinations. 7.3 Examinations for Foreign students/NRIs Efforts will be made to conduct term-end exams for NRI/foreign students with the help of the Indian Embassies/Indian High Commission situated there. In case it is not feasible to conduct exams in the country of their residence, they should be prepared to come and appear for examinations at the University of Hyderabad, Gachibowli, Hyderabad. 7.4 Contact Sessions for Foreign Nationals/ NRIs All students including foreign nationals and NRIs staying abroad are exempted from contact sessions but they should submit a term paper on a specified topic at least 15 days before the commencement of the examinations. The term paper will be intimated to the students, if he/she applies for exemption well in advance. The term paper/lab test carries a weightage of 20%.

8. RESULTS
The final results for each programme are determined on the basis of (a) Attendance in contact classes and practicals, (b) internal assessment, and (Assignments) (c) performance in the end-term examination, in the ratio 20:20:60. The final result in each course will thus be calculated on the basis of continuous assessment, in the following manner. No. Test types Relative Weight 1. Internal 20% Assessment (Assignments) 3 Term-end 60% Examination A student is declared passed in a course only if he/she secures a minimum of 40% marks, (internal assessment, contact classes, and term-end examinations put together) provided that he/she secures a minimum of 25% marks at the term-end examinations. Students with less than 40% marks in any course taken by him/her, may appear for re-examination in the course concerned in the next term-end examination. Candidates failing in any course/paper have to pay Rs 50/- per course/paper to appear in the subsequent examinations. 8.1 Grading Successful students will be awarded divisions on the basis of the average marks obtained by them as follows: First Division with Distinction: 75% & above First Division : 60 % & above but below75% Second Division: 50% & above but below 60 % Third Division : 40% & above but below 50% 8.2 Improvement Students may improve their performance in any course on payment of Rs. 100/- for each course. This facility will be given only once in a course and should be requested within four weeks of the announcement of results. There is no provision for improvement of marks for assignments, contact classes, practical sessions (wherever compulsory) or for Project Work/Project Reports. There are no supplementary examinations for any programme. 8.3 Re-counting Re-counting of term-end exam answer scripts will involve recounting of marks, re-totaling and a special scrutiny to see if any portion of a question or a whole question was inadvertently left unmarked. Requests for re-counting should be made within 21 days from the date of publication/announcement of results, and should be accompanied by a draft for Rs.200/- per course towards Re-counting Fee. The results of re-counting will normally be communicated to the students before the next examinations 18

are held. If any variation is found as a result of re-counting, the university will accept the higher of the two, and a revised provisional marks memo will be issued to the students free of charge. There is no provision for re-evaluation of assignment marks and answer scripts. 8.4 Re-examination: Students who fail to complete the course requirements of a given term can defer any course or all courses to the next year. They could also defer the complete programme to the next academic year. Any assignments done and internal assessment marks earned will be carried forward to the next term/year. Students who fail in a course in a term, may pursue the 2nd term by paying the remaining part of the programme fee. They can appear for re-examination in the failed courses at the subsequent terminal examinations. To facilitate this, examinations for both 1st and 2nd terms are conducted at the end of each term. All students are expected to complete their course requirements within a period of six academic terms. Those who do not complete the programme in all respects can re-enroll themselves for the programme by paying half the-Programme Fee. In such cases study material will not be issued again. 8.5 Memorandum of Marks Provisional marks memo would be issued to students on completion of the first term. But Provisional Certificate-cum-memorandum of marks would be issued only after a student completes all course requirements. In normal cases, they would be sent these documents at the end of the academic year. 8.6 Final Diploma Certificates Certificates will be issued after satisfactory completion of programme requirements on payment of Rs. 250/- through a Demand Draft drawn in favour of the Finance Officer, University of Hyderabad, Hyderabad 500 046, payable at Hyderabad on State Bank of India or from any nationalized bank, along with the II term installment fees. 8.7 Duplicate Diploma/Certificate All certificates and diplomas, including marks memo, or even identity cards will be issued only once. If lost, the students can request the Director (CDE) for a duplicate on payment of Rs.200/- through a DD drawn in favour of the Finance Officer, University of Hyderabad, at Hyderabad from State Bank of India or from any nationalized bank in Hyderabad. However, duplicate of the Final Diploma Certificate will be issued only after producing necessary police enquiry Certificate and payment of Rs. 600/- . Note: All DDs / Pay Orders must be drawn in favour of Finance Officer, University of Hyderabad, payable at Hyderabad, from State Bank of India or any nationalized bank. 8.8Tranfer of Credits/Marks A candidate who has successfully completed a PG Diploma programme from the CDE, and who wishes to join another diploma programme of the CDE, with common papers or courses, will be exempted from the contact classes and examinations for those course/papers which are common. The marks and credits for the papers which are common will be transferred. However, she/he should pay all tuition fees prescribed by the university from time to time for the programme. 19

9.10 Postgraduate Diploma in Cyber Laws and Intellectual Property Rights (PGDCL & IPR) The Internet is bringing about a world of change in the field of business and commerce in India: e-commerce, Internet Banking, e-governance, etc. For these technological developments to be effective, a congenial legal environment is mandatory. The Government of India has on the anvil a number of bills to provide a legal environment in which e-commerce/ e-banking transactions can take place; so that there would be legal remedies readily available to settle disputes.
