9.20 Post Graduate Diploma in Consumer Education (PGDCED) The consumer is the focal point of all business activities. Business depends and revolves around him. However, consumers whether rich or poor, literate or illiterate, urban or rural often become the victims of adulteration, spurious, hazardous and substandard goods, as well as wrong measurements and high prices. Shortage in supply of several commodities, unethical and deceptive advertisements, enables businesses to make quick money at the cost of consumers. Even the goods/services of state undertakings such as nationalized banks, State Electricity Boards, Telephones Departments etc., are no exceptions. In most developed countries, consumer awareness is high and the governments in these countries give as much importance to protecting the interests of consumers as of trade and industry. By contrast, the Indian consumer is mostly unaware of his rights and the laws that protect his interests and therefore unscrupulous middlemen exploit the consumer miserably in different ways in the market environment. It is this context that this course has been envisaged, in collaboration with the Department of Consumer Affairs, Food and Civil Supplies, Government of Andhra Pradesh to create the awareness about the rights and various laws of consumers.
