Background 1.1.Department of A,nimal Husbandry, Dairying and Fisheries, (DAHD&F) Gol duringthe year2005-06 launched a pilotscheme "Venture titled capitalscheme for Dairy and poultry,,. (DPVCF)' Regarding poultry the mainobjective of thescheme wasto boostthe unorganized poultrysectorin stakrs wheredevelopment is in primitive stateand also to give incentive and createinfrastructure facilities for exportof poultryproductsby organized sectorfrom advanced States' As ittwas observed thatthesector did notgetadequate attention under the scheme, poultry compronents havebeensegregated ,,poultry intoa separate scheme, viz., Venture Capital Fund", ( PVCF theyear2009_10. )during 1'2' An evaluation of the schemerevealed that the financing agencies facedproblems in implementation of the'schemein Interest Free Loan (lFL) mode . lt also recommended provision of incentives for rearingof hybridlayersand broilers. Further, thereare requests frommanyquarters including farmers, stateAnimalHusbandry Departments and banksto convert themodeof assistance under thescheme fromIFLto capital subsidy mode. 1'3'Afterdetailed discussions with all the stakeholders, it has beendecided by DAHD&F, the nodaldepartment, to change the modeof implementation, revise the existing unitcosts andbring somemorecomponents for assistance under thepurview of thescheme. 2. 10.ProjectSanctiorring pSC) Gommittee( 10'1' PSc of NABITRD Regional office shall examinethe proposals other than targe processing units'emru processing, feather processing and unitsfor technology upgradation, andsanction thesubr;idy in caseof eligible proposals. 11.Release of subsidy 11'1' After sanction of the subsidyby the PSC,the Regional office of NABARD shall release the subsidy ilmountafterconfirming the availability of fundsfrom NABARD Head office'capital subsiriy for largeprocessing units, emu processing, feather processing and unitsfor technology upgradation shallbe released in two instalments ( advance and final) advance subsidy afterrelease of firstinstalment of loanby the bankand finalinstalment aftercompletion of the unitand submission of satisfactory reportby joint monitoring team. Aftercompletion of thre unit,the bankshallinrform the concerned Ro of NABARD for taking up a joint monitoring visit and also applyftrr release of finalinstalment of subsicty in the formatgiven as Annexure lll. The joint monitoring visit will be taken up by a team comprising of representatives of the financing bank,state AnimalHusbandry Department and NABARD'Formatfor joint monitoring reportis given in Annexure lv. The final instalment of subsidy r;hallbe released after submission of a satisfactory reportby the joint monitoring team' The subsidyshall be released on first come first serve basissubjectto availability of funds. 11'2' lmmediately afterreceipt of subsidy amount from NABARD, the implementing bank branch shouldopena separate borrower wise subsidyReserve Fundaccount, creditthe subsidy to the subsidyReserve Fundaccount of the borrower. A Utilization certiflcate in the prescribed format (Annexure v) shallbe submitted by the participating bankto NABARD to the effect thatthe amount of subsidy received by themhas been(keptin subsidyReserve Fundaccount and no interest is charged on this amount) fullyutitized and adjusted in the books of account within theoveratguiderines of thescheme. 12.Repayment 12'1'Repayment Periotl willdepend on the nature of activity andcashflowandwillvary between 5- 9 years.Grarce periodmayrangefrom6 months to 1 year. 12'2'Therepayment schedules willbe drawn on thetotalamount of the loan(including subsidy) in sucha waythatthesubsidy amount is adjusted afterliquidation of netbankloan (excluding subsidy). 13.Rateof Interest Rateof interest on the lrcans shallbe as per RBIguidelines and declared policy of the bank in this regard' The banl< may chargeinterest on the entireloanamount till the subsidy is received andfromthe diate of receipt of subsidy by the implementing branch, interest hasto

(a) Time limitfor completion of thi piojectwouldbe as envisaged underthe project, subject to maximum of 12 months period fromthe dateof disbursement of the first instalment of loanwhichmaybe extended by a further period of 3 months, if reasons for delay arecrcnsidered justified by thefinancial institution concerned. (b) lf the project is notcompleted within thestipulated period, benefit of subsidy shallnot be available andadvance subsidy placed withthe participating bank,if any,willhave to be refunded forthwith to NABARD

l6.Refinance Assistance from NABARD NABARD wouldprovicle refinance assistance to commercial banks, RRBs, SCBsSCARDBs and othersuch eligiblle institutions. Quantunn and rate of interest on reflnance will be as decided by NABARD fromtimeto time. 17.Adjustment of sutbsidy 17'1. Thecapital subsidy willbe backended withminimum tock-inperiodof 3 years. and remaining NPAas on date. 17.3. Thecapital subsidy willbe adjusted against the lastfewinstallments of the bankloan. 17.4.The capitalsubsidy admissible underthe schemewill be keptin the"subsidy Reserve Fund Account (Borrower-wise) in the books of thefinancing bank.No interest will be paidon this amount by the bank.In viewof this,for the purposes of charging interest on the loan component, the subsidy amount should be excluded. The balance lyingto the credit of the ', SubsidyReserveFund Account" will not form part of Demandand Time Liabilities for calculation of CRRandSLR. 18.Monitoring 18.1' Joint Monitoring Committee (JMC) consisting of representatives of NABARD, concerned banksand iitateSecretaries-in-charge of AnimalHusbandry and Dairying under chairmanship of JointSecretary (P&F), DAHD&F, Gol will reviewimplementation of the scheme at regular intervals. 18.2'At the Statelevel,the scheme shallbe monitored by StatelevetCommittee (SLC), constituted for monitoring central sectoranimal husbandry schemes beingimplemented by NABARD. 17.2.Thecapital subsidy should be refunded oneyearaftertheaccount becoming NpA

18'3'The participatirrg banksshouldconduct periodic inspections of the unitsand give a feedback to theSLCon a consolidated basis. 18'4' The unitsset up underthe scheme will be field monitored on a samplebasisby NABARD andmajor observations wiilbe putup to JMCfordiscussion. 19'Thediscretion to modify the unitcostis vested withan Empowered committee under the Chairmanship of Secretary ,DAHD&F, Gol. 20. Other Conditiorns o Theparticipating banks willadhere to thenorms of appraising theprojects regarding technical
o feasibility and c,ommercial/fi nancial viability. All possible carewill be takento avoidduplication of projects underthe scheme with similar projectsimplemented by Directorate of Agicultural Marketing, Ministryof Agriculture and Minis!ry of Foodprocessing in the sameareas.
