2 An Advice to UPA
An adversary with increasing traction in popular mind space warrants alarm. Narendra Modi the charismatic Gujarat Chief Minister has emerged as a potent challenger to the UPA regime at centre. His positioning and political clout have understandably unnerved many a stalwarts in the government. As a counter to his growing clout, the UPA and the Indian National Congress have unleashed a volley of spokespersons. In their enthusiasm to counter Mr. Modi they tend to drift into hyperbole and innuendo. Such a 24X7 Modi centric debate is harming the ruling

dispensation more than benefiting it. From being a heavily embattled leader fighting dissension within his own party to taking on the entire political system, Mr. Modi has come a long way. However his growth story is also liable to be credited to an outrageously incompetent central regime. India has witnessed a steady decline of its economy, foreign policy, global image and internal cohesion on account of a regime that failed to check corruption while stymieing new initiatives. The nation is looking for answers to the probing questions thrown open

by skeletons that came tumbling out of the governments cupboard. A resort to vague ideological inanities or hysterical name calling will only diminish the political capital available to the UPA. The rise of Mr. Modi is a direct offshoot of the doings of the UPA-II and it would help to be humble about its mistakes and remedy them. Arrogance, over the top campaign and polarizing political pitch may only serve to whip support in the favour of the man they detest. Mr. Modi likes pitched political battles, it is his terrain, dont take him on there.
The governments decision to raise a 45,000-50,000-strong mountain strike corps has been welcomed by security experts who said it will bridge the gap in Indias defence capabilities along the Line of Actual Control (LAC) and possibly inhibit any military adventurism by China. When raised and fully operational, this strike corps would fill a crucial gap for India vis-a-vis China in the eastern sector. This will also hopefully make the current India-China negotiations on the territorial dispute more malleable, noted security expert C. Uday Bhaskar, a distinguished fellow at the Society for Policy Studies, told. The Cabinet Committee on Security (CCS) on Wednesday approved the raising of the new corps. This will involve expenditure of some Rs.64,000

Making the announcement, Bharatiya Janata Party general secretary Ananth Kumar said that former party presidents Murli Manohar Joshi, Venkaiah Naidu and Nitin Gadkari will also be members of the national central campaign committee. Its other members include general secretaries Ananth Kumar, Thawar Chand Gehlot and Ram Lal and three chief ministers - Shivraj Singh Chouhan, Raman Singh and Manohar Parrikar. The presence of Sushma Swaraj in the panel is being considered significant as she is seen as possible prime ministerial candidates and there were apprehensions about her agreeeing to work under Modi. Jaitley, too, is considered a possible prime ministerial candidate. Advani does not have any functional responsibility and will be guiding the panel. The BJP Friday also signalled its intentions to be in election mode for the Lok Sabha polls by forming panels on key aspects related to the election. The manifesto committee will be headed by Murli Manohar Joshi. Gadkari will head the panel to prepare vision document. Sushma Swaraj and Jaitley will together head the publicity committee which also has party general secretary Amit Shah as its member. The panel to formulate a chargesheet against the United Progressive Alliance government will be headed by Gopinath Munde and Ravi Shankar Prasad, the partys deputy leaders in the parliament. The committee on rallies will be headed by Ananth Kumar and on parliamentary seat conferences by Thawar Chand Gehlot. The party also formed a panel to reach out to sections such as farmers and artisans which will be headed by party general secretary Murlidhar Rao. The campaign initiative to reach out to new voters will be headed by Amit Shah. The party also formed panels on traditional campaign, intellectual conferences, special contact campaign, election machinery, information communication campaign, literature preparation, programme and transport, feedback from people, north-east campaign, election commission and legal affairs and booth committee coordination. Party sources said that upcoming polls in four states were the immediate priority for the party and Modi was unlikely to projected prime ministerial candidate before that. They said that a decision on projecting a prime ministerial candidate could be taken later. The announcements had an evident stamp of Modi, who is known to work in a style to avoid ambiguity in decision making. Sources said that the announcements were delayed as some senior leaders had reservations over reporting to Modi. A party leader later told IANS that it would be wrong to assume that the team will be reporting to Modi but working under his stewardship. The announcements followed protracted discussions between senior party leaders who in turn had talks with RSS, the ideological mentor of BJP. The RSS had last month help resolve crisis in the BJP after Advani had resigned from party posts a day after elevation of Modi.

New Delhi The BJP Friday announced its election campaign team for the 2014 polls under Narendra Modis stewardship with an 11-member central election campaign committee under him. The announcement was a clear signal of the Gujarat chief ministers possible projection as prime ministerial candidate. The central election campaign committee is to include Sushma Swaraj, Arun Jaitley and three chief ministers. The party also formed 20 subcommittees, under the central
election campaign committee, to work on a host of tasks including reaching out to new and young voters and preparing manifesto for the next Lok Sabha polls. The announcement of members of national campaign committee for 2014 Lok Sabha polls came over a month after Modi was appointed its chief at the partys conclave in Goa. The committee will work under guidance of former prime minister Atal Bihari Vajpayee, senior party leader Lal Krishna Advani and party president Rajnath Singh.

New Delhi Justice P. Sathasivam was Friday sworn in as the 40th chief justice of India (CJI) by President Pranab Mukherjee. He will hold the post till April 26, 2014. The first CJI from Tamil Nadu, Justice Sathasivam, 64, succeeded CJI Altamas Kabir, whose last day in office was Thursday. The oath-taking ceremony was attended by Vice President Hamid Ansari, Prime Minister Manmohan Singh, his cabinet colleagues, United Progressive Alliance chairperson Sonia Gandhi, Leader of Opposition in the Lok Sabha Sushma Swaraj, Leader of Opposition in the Rajya Sabha Arun Jaitley, and Bharatiya Janata Party leader L.K. Advani at Rashtrapati Bhavan here. Born on April 27, 1949 in Kadappanallur village, in Tamil Nadus Erode district, Justice Sathasivam, hailing from a farmers family, was the first graduate in his family and the first law graduate in his village. He was appointed as the judge of the apex court Aug 21, 2007. Prior to moving to the apex court, he was in Punjab and Haryana High Court. He was appointed as a permanent judge of the Madras High Court Jan 8, 1996. Chief Justice Sathasivam visited several states in his capacity as executive chairman of the National Legal Services Authority (NALSA) to generate awareness about peoples rights and entitlement. He inaugurated several legal literacy camps in rural ar-
eas, schools and colleges. As a judge of the apex court, he dealt with a large number of cases including the 1993 Bombay Bomb blast case in which he upheld the conviction of film star Sanjay Dutt under the Arms Act but reduced his sentence from six years to five years. The hearing in the case continued uninterrupted for several months and the judgment that ran into hundreds of pages was pronounced in a record period of nine months. Out of the eleven death sentences, one was confirmed while other death sentences were commuted to life imprisonment. As apex court judge, Justice Sathasivam dealt with the case of Rabindra Kumar Pal alias Dara Singh, upholding his conviction for the triple murder of Australian Christian missionary Graham Stuart Staines and his two minor sons. He also upheld the life imprisonment of Sidhartha Vashisht alias Manu
Sharma in Jessica Lall murder case. In the case of former Gujarat minister of state for home Amit Shah, Justice Sathasivam had junked the Central Bureau of Investigations (CBI) separate charge-sheet in Tulsiram Prajapati staged shootout case, contending that it was part of the same transaction as the staged shootout of Sohrabuddin Sheikh and there could not be two separate charge-sheets. He had also set aside the conviction of Pakistani virologist M. Khalil Chisti for murder and allowed him to go back to his country. In Mayawatis disproportionate assets case, Justice Sathasivam held that CBI had exceeded its jurisdiction in lodging FIR of disproportionate assets against her in the Taj Corridor matter and he quashed it as illegal. He had also pronounced verdict on the gas sharing dispute between Reliance Natural Resources Ltd. and Reliance Industries Limited.
Lucknow BSP leader and former legislator Sarvesh Singh was shot dead Friday with his guard at Azamgarh in Uttar Pradesh, sparking violence that left a businessman dead allegedly in police firing. Hundreds of supporters of Sarvesh Singh alias Sippi took to the streets screaming anti-government slogans, attacking police posts and setting fire to scores of vehicles following the killing of Sarvesh Singh. As the violence spread, shops and businesses got closed across the town, about 270 km from Lucknow. Police initially said the killers barged into his house and opened fire at the Bahujan Samaj Party leader, who was earlier in the Samajwadi Party, and his guard Bharat Rai, killing both instantly. But it later transpired that three men on a motorcycle fired at Sarvesh Singh and Bharat Rai a few metres away from a police station. His supporters accused a police inspector of summoning him to the police station. Sarvesh Singh was shot dead while returning home. Unable to control the mobs, police fired at the crowd, killing a businessman, Jitendra Gupta, witnesses said. Two civilians, including a journalist were injured. But police insisted that Gupta was not killed in their firing. Inspector General of Police R.K. Vishwakarma said the autopsy will confirm the exact cause of Guptas death. A dozen policemen were reportedly injured in brickbatting. The violence subsided later but tension prevailed in the town. Sarvesh Singh was a Samajwadi Party legislator in 2007 but quit it when Amar Singh was expelled. His father Ram Pyare Singh was a minister in the former Mulayam Singh Yadav
government. Late in the evening, the family of the slain legislator and others squatted on the roads with the bodies and refused to hand them over to the police for post-mortem. They demanded a probe by the Central Bureau of Investigation (CBI). Police believe the killing may have been ordered by mafia don Puttu Singh, now lodged in a Varanasi jail. After his fathers death, Sarvesh Singh contested from Sagdi assembly seat in 2007 and won. BSP chief Mayawati gave him the party ticket from Sadar and fielded his brother from Sagadi last year. Both lost. Sarvesh Singh had petitioned the police about threats to his life. He was given security for a brief period but that was withdrawn later. Owing to the tension in Azamgarh, additional forces have been rushed from Jaunpur, Ghazipur, Gorakhpur and other neighbouring districts. BSP leader Naseemuddin Siddiqui told IANS that the worst fears of his party were turning true. Our party leader Mayawati has said that criminals are ruling the roost in the state and that nobody is safe, he said. Political parties said the killing was proof that Uttar Pradesh was in the grip of jungle raj. State Bharatiya Janata Party (BJP) president Laxmikant Bajpai warned that the Samajwadi Party regime would pay for the law and order mess in the next election. Rapes have become the order of the day. Gang wars are taking place, and now even senior politicians are being killed in broad daylight, Bajpai told IANS. BSPs Swamy Prasad Maurya said it was the misfortune of the people of Uttar Pradesh that the state had such a pathetic government.

Bihar meal toll rises, sick battle for life
Patna With 12 more children dying, the number killed by contaminated midday meal served in a school in Bihar rose Wednesday to 23 including a cook, authorities said. The deaths have triggered a war of words between the government of Chief Minister Nitish Kumar, which blamed the supplier of foods for the tragedy, and an aggressive opposition including the estranged ally BJP. The unprecedented deaths, in Dandaman village in Saran, about 100 km from Patna, have also sparked off street protests in Bihar. At least 10 school students were battling for life in a Patna hospital after consuming the free food at their school as part of the mid day meal scheme Tuesday. The national mid day meal scheme is the worlds largest school feeding programme reaching out to some 12 crore children in 12.65 lakh schools and education centres across India. Hundreds have been protesting in Saran since Tuesday night demanding action against government officials who oversaw the mid-day meal scheme. A case has been registered against the schools headmistress, Meena Devi, and other teachers. All of them are absconding. Amarjeet Singh, principal secretary in the education ministry, said he suspected the deaths occurred due to organo phosphorous poisoning caused by traces of insecticides. Over two dozen sick children have been brought to the Patna Medical College and Hospital after their condition deteriorated. Ten children are still critical, a hospital official said. Kanti Kumari, a student of Class IV, said at a Patna hospital: The meal we got did not taste the same. Thats why many students didnt eat. But we ate it after the teacher scolded us. ache, the lady teacher told us to go home. As I stepped out of the school, I fainted. Police said the children had been served rice with potato and soyabean. Central Minister of Human Resource Development M.M. Pallam Raju said in New Delhi: It is very sad to know about ... food poisoning. We have taken serious note of what has happened. He put the number of dead children at 20 and said the man who cooked the meal also died. Another 21 children were in hospital. Bihar officials said the death toll was 23 including the cook. Raju said: It looks like contaminated food... but we are awaiting the forensic report. Saran District Magistrate Abhijit Sinha said earlier that 10 children died after eating the meal at the Dharamsati Primary School in Masrakh. Women who lost their children wailed in Dandaman village. We did not realize that our children would not return home alive, lamented a woman whose two sons, Prahlad and Rahul, died in the tragedy.
A pall of gloom hung over Dandaman village where the students and the cook died. According to statistics, 22,102 government schools in Bihar that serve mid-day meals do not have kitchens. In 7,235 schools, the storage room is under construction. The Bharatiya Janata Party (BJP) called Nitish Kumar insensitive. The chief minister, instead of showing promptness in evacuating the children to a better medical facility, has announced a ex-gratia amount of Rs.2 lakh for the children who died, BJPs Rajiv Pratap Rudy said. In Bihar, the mid-day meal scheme has often into controversy. In the past, dead lizards, frogs, insects and even a rat have been found in food cooked for the mid-day meal in schools. The National Commission for Protection of Child Rights (NCPCR) called for closer monitoring of the mid-day meal scheme. It is deeply shocking that the midday meal scheme is taking childrens life. The government needs to closely monitor the scheme through regular inspections, NCPCR chairperson Kushal Singh told.

Washington The White House has acknowledged the contributions of the Sikh community to the US as it celebrates 100 years of their achievements and the immigrant success story in America. The occasion was an event last week to mark the centenary of the arrival in July 1913 of Bhagat Singh Thind from his home in Amritsar, Punjab, in pursuit of higher education while dreaming of a better life for himself and his family. Thind became the first turbaned Sikh to fight in the American armed forces and led a life-long campaign to gain citizenship for him and many others. A century later, nearly 150 Sikh business leaders and CEOs of various companies gathered at the White House to celebrate this pioneer and more than a century of achievement by the American Sikh community. The goal of this event is to acknowledge the contributions this community has made to the country, celebrate 100 years of achievement, the immigrant success story in America and also to acknowledge the horrible tragedy of Oak Creek last year, said Paul Monteiro, associate director of the White House Office of Public Engagement. An American white supremacist fatally shot six Sikh worshippers and wounded four others in a mass shooting at a Sikh temple in Oak Creek, Wisconsin in August 2012. While recognizing the success of
UN forum aims to improve employment, living standards for persons with disabilities
Member States kicked off a threeday meeting at the United Nations in New York today with the aim of finding ways to improve living standards and employment for the more than one billion people worldwide living with disabilities. About 80 per cent of the people with disabilities are of working age and face physical, social, economic and cultural challenge to their access to education, skills development and employment, according to the UN. A background paper prepared by Secretariat for the sixth session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities, which runs until 19 July, states that persons with disability face a greater risk of living in poverty than persons without disabilities in both developed and developing countries. A pilot study led by the UN International Labour Organization (ILO) in 10 low- and middle-income developing countries shows that the exclusion of persons with disabilities from the labour market resulted in an estimated loss of 3 to 7 per cent of gross domestic product. It has now become clear around the world that the fundamental human rights of people cannot in any way, shape or form be violated and it is imperative that we reach out and make the world a much more inclusive place to live in, said Ambassador Macharia Kamau of Kenya, President of the Conference of States Parties. Inclusiveness means that, when it comes to issues of persons with disabilities, that we have to do everything within our power to ensure that their lives have the same opportuni-
With journalists working in dangerous corners of the world being thrown in prison or murdered in record numbers, the Deputy Secretary-General joined veteran reporters today urging the United Nations Security Council to stand up against all acts to suppress media freedom wherever and whenever they occur. When journalists are killed, information about threats to international peace and security is often buried, Deputy Secretary-General Jan Eliasson told the Council in a special meeting devoted to the protection of journalists in armed conflict. He added that the 15-member body may wish to consider the targeting of journalists and other threats to freedom of expression when addressing situations on its agenda. Every time a journalist is killed or intimidated into silence, there is one less voice to speak on behalf of the victims of conflict, crime and human rights abusesone less observer of efforts to uphold rights and ensure human dignity, said Mr. Eliasson. Todays meeting is the first time the Council specifically considers the issue of protection of journalists in armed conflict since it adopted resolution 1738 on the issue in 2006, and the first time four international journalists directly address the UN body. Those providing often chilling accounts of the dangers they and their colleagues faced in the field included Kathleen Carroll, Associated Press executive editor and vice chair of the board of the Committee to Pro-

tect Journalists (CPJ), Richard Engel of NBC News, Ghaith Abdul-Ahad from the Guardian, and Mustafa Haji Abdinur of AFP, a self-taught reporter working in Somalia, who told the Council sombrely: Im here simply because Im lucky; because the gunmen who have killed so many of my friends have not yet found me. Still, its not a matter of if, but when. Mr. Eliasson said that in the past decade, more than 600 journalists have been killed, the majority local journalists and media staff often reporting on corruption and other illegal activities. It is shocking and unacceptable that more than 90 per cent of the assassinations on journalists go unpunished, he noted, urging that the least we can do when a journalist is murdered, is to ensure that the death is investigated swiftly and justice is served. The UN Plan of Action on the Safety of Journalists and the Issues of Impunity aims to create a free and safe environment for journalists and media workers, both in conflict and non-conflict situations, as a prerequisite for freedom of expression and democracy. The Plan was approved in April 2012 by the UN Chief Executives Board and led by the UN Educational, Scientific and Cultural Organization (UNESCO). A multi-dimensional, multi-actor approach, the Plan requires cooperation from Governments particularly through Ministries of Information, academia, as well as media houses and civil society to conduct awareness about threats to journalists. Mr. Eliasson encouraged all UN entities to submit information which could contribute to journalists greater safety. Stressing the importance of freedom of expression, Mr. Eliasson highlighted that the fundamental human right at the heart of journalistic work is in the report of the Secretary-Generals High Level Panel of Eminent Persons on the Post-2015 Development Agenda. The report aimed to outline a new framework building on the eight anti-poverty targets known as the Millennium Development Goals (MDGs). In her remarks, Ms. Carroll stressed that journalists represent the ordinary citizen. An attack on a journalist is a proxy for an attack on the people, an attack on their right to information about their communities and their institutions. Citing CPJ figures, she noted that 5 in 6 murdered journalists are killed in their own hometowns covering local stories, often related to crime and corruption, and that 90 per cent of the cases go unpunished. Mr. Engel argued that protecting journalists is harder than ever because of the blurred delineation between who is a journalist and an activist. If the discussion today is about protection journalists, you have to decide who gets protection? Who deserves it? And who forfeits it, Mr. Engel asked, noting that professional journalists for State and private me-
ties for success as everyone elses lives, he told a news conference held on the margins of the meeting. If the world is to achieve its full potential, if our societies are to maximize their full capabilities, it is imperative that they reach out to everyone in society. The Conference of States Parties the largest international meeting on disability issues is held each year to exchange experience and ideas for implementation of the Convention, which was adopted in December 2006 and entered into force in 2008. The treaty obliges States parties to ensure that persons with disabilities enjoy all human rights on an equal basis with others and to take appropriate steps to safeguard and promote the realization of those rights without discrimination. It asserts the rights to education, health, work, adequate living conditions, freedom of movement, freedom from exploitation and equal recognition before the law for persons with disabilities. While noting the fast growing number of States that have joined the Convention, as well as its Optional Protocol which establishes two pro-
cedures aimed at strengthening the treatys implementation and monitoring, Assistant Secretary-General for Human Rights Ivan imonovi said ratification alone is not enough. The obligations of the Convention must be implemented at the national level to take real effect in the lives of persons with disabilities. Changes in law, policies and programmes are required. But even more importantly, attitudes must change, he said at the opening of the conference. The right to an adequate standard of living is closely linked to the right to work, added Mr. imonovi. The only way to secure a sustained adequate standard of living is ensuring that persons with disabilities can live independently in their societies, providing for themselves and their families by having access to the labour market on an equal basis with others. This weeks meeting takes place two months before the UN General Assembly convenes a High-level Meeting on Disability and Development on 23 September, under the theme The way forward: a disability inclusive development agenda towards 2015 and beyond.
Sikh immigrants, Monteiro expressed White Houses hope it can further open a dialogue between the Obama administration and Sikhs for years to come. He discussed how the current negative mainstream perception of immigrants is untrue when looking at the accomplishments of Sikhs in America. By working with all of you, who show that youve done nothing but contribute to this country, create opportunity and economic mobility, it shows that folks, no matter what their station, can achieve more and increase their station in life through hard work and responsible citizenship, he said. The event was organized by the White House Office of Public Engagement, with the cooperation of the Sikh Council on Religious Education (SCORE). This is perhaps the first time that such a collection of prominent Sikh business leaders has gathered at one place. It shows that as a community, we have generated wealth and jobs and proved our vitality, said Dr. Rajwant Singh, chairman of SCORE.

dia, as well as freelancers who join rebel groups and carry guns, are often lumped in the same category. Were all troublemakers, Mr. Engel said stressing how journalists are perceived by Governments. The guild of professionals isnt recognized anymore. It should be. Just like you in the diplomatic community need protection to be objective. If you want professionals who are also objective we need protection as well. Saying that war-time reporters were often referred to as dead men walking, Mr. Abdinur said that scores of journalists had been killed covering the decades-long conflict in Somalia. He longed for the day when the perpetrators of such crimes were prosecuted and punished, as the vast majority of perpetrators today continued to kill with impunity.
When a journalist is killed, the news dies too, he said. The question today was, how long could that bravery continue? Indeed, we are few remaining. The Councils discussion today would play an important role in answering that question, and in helping to encourage States to support journalist. In the meantime, the work of telling the truth would continue. We will not fail the dream, we will never be discouraged. For his part, Mr. Abdul-Ahad echoed many of the same sentiments, saying there is a sense of immunity for all those who captured journalists; they were never questioned and they never paid for it. That created a sense that professional journalists were asking for trouble just by being on a particular scene. But we have to be there; we are telling the story, he said.

Putin previously said that Snowden arrived in Russian territories without invitation as a transit passenger to other countries, and he will leave Russia when opportunity emerges. The president had noted that Snowden was blocked from further travels after Washington revoked the 29-year-old whistleblowers passport. Talking about the costs of human rights activities, Putin said that when these activities are carried out under the aegis of the US and with its support, it is a comfortable business. But if somebody intends to start criticizing the US, of course this is a more complicated business. Meanwhile, Putin reiterated that Snowden was not planning to stay in Russia for long, hinting the American was not welcomed in the country. He is a young man, as a matter of fact, we dont quite understand how he made his decision and how he is going to shape his life in future, but this is his future and his choice, Putin said. The Russian Federal Migration Service confirmed Tuesday it has received an application for asylum from Snowden.

According to the bureau, there was, however, a delay in releasing temporary visas for such a large number of people. Sri Lankan workers returning during the amnesty period can go back for employment in Saudi Arabia, but only after renewing or adjusting their visas. Noting that the projects findings paint a grim and challenging picture for the new government of Prime Minister Nawaz Sharif, the report said concrete, resolute action is needed to ensure that perpetrators of violence are arrested, prosecuted and jailed. To stem the rising tide of violent religious extremism, groups and individuals responsible for attacks on religious communities must be punished, it said. While banned militant groups and private citizens are responsible for the majority of attacks on religious communities, government actors are not blameless, the report said suggesting that police officers have turned a blind eye to mob attacks or have refused to file police reports when victims are religious minorities. The climate of impunity threatening all Pakistanis, regardless of their faith, also is exacerbated by the much-abused blasphemy and antiAhmadi laws, the report said.

New Delhi The Congress Wednesday took a dig at the BJP over theatre personality Amir Raza Husain quitting the party as its vice president over intemperate remarks of Gujarat Chief Minister Narendra Modi. Questioning the stance of other prominent Muslim leaders in the BJP, Congress leader and Information and Broadcasting Minister Manish Tewari asked if former socialists who had joined the BJP will speak up. Amir Raza Husain could say/do the right thing. Wonder why all former socialists who joined BJP quiet? Where do Shahnawaz-ji & Naqvi-ji stand? (sic) Tewari said in a tweet. Tewari told Times Now news channel that Amir Raza Husains resignation should act as a lightning bolt of introspection for other BJP leaders with erstwhile socialist predilections. In the 1990s, a large number of former socialists decided to abandon the cloak of socialism and donned clothes of communalism. Now they occupy important positions in the BJP. They were sworn in at a simple ceremony at the Raj Bhawan in the state capital. Samajwadi Party (SP) legislator from Ballia (Sadar) Narad Rai and Ghazipur legislator Kailash Yadav were sworn in as cabinet ministers while state minister Ram Moorti Verma was promoted as cabinet minister and Gayatri Prasad Prajapati was sworn in as an minister of state with independent charge. Trinamool leader asks workers Telangana Congress leaders dismiss claim to hurl bombs at cops
Kolkata A leader of West Bengals ruling Trinamool Congress Wednesday courted controversy by exhorting his party workers to hurl bombs at police and damage houses of independent candidates fighting the panchayat polls. If independent candidates give threats, then damage and set fire to their houses, Trinamool Birbhum district president Anubrata Mondal said at a party rally. Asking the people not to vote for independent candidates, many of whom are believed to be dissident Trinamool workers, Mandal said: If the administration thinks of supporting the independents, then you hurl bombs at the police and the administration. I am telling you. After television channels picked up Mandals statement and started airing it frequently, the opposition Communist Party of India-Marxist demanded his arrest. We have spoken to the State Election Commission on his speech. The SEC can always get the CD of what he said. He should be arrested, said CPI-M state secretariat member Rabin Deb. He said Amir Raza Husain resigned from the BJP over some very intemperate remarks and offensive language the Gujarat chief minister unfortunately used. Reacting to Tewaris suggestions, Naqvi said the Congress was hiding its failures by trying to stoke debate on secularism. Will you trumpet secularism to
hide your failures to contain price rise, check corruption and generate employment? Secularism-communalism is an expired formula and the Congress will get to know the peoples reaction in the coming days, Naqvi said. Amir Raza Husain resigned Tuesday after he slammed Modis remarks about the Congress hiding behind a burqa (veil) to cover its failures and the Gujarat chief ministers reference to a puppy in response to a question on the 2002 riots in Gujarat. on Maoist problem
Hyderabad Congress leaders from the Telangana region have dismissed the reported claim by Andhra Pradesh Chief Minister N. Kiran Kumar Reddy before central leaders that the Maoist problem will raise its head in a separate Telangana state. Member of Parliament G. Sukhender Reddy Wednesday said it was unfortunate that those opposing statehood to Telangana were making baseless claims. The MP from Nalgonda said Maoism took birth in Seemandhra (Rayalaseema and Andhra regions). He pointed out that the Maoists attacked then chief minister N. Chandrababu Naidu in 2003 in Chittoor district while for-
mer minister N. Janardhana Reddy escaped a bid on his life in Nellore district. Former MP K. Yerran Naidu also came under Maoist attack in Srikakulam district. While opposing the states bifurcation, the chief minister in his presentation before the Congress Core Committee last week had reportedly said the Maoist problem, which was effectively checked in Andhra Pradesh, would raise its head again a Telangana state was carved out of Andhra Pradesh. Kiran Kumar Reddy, who hails from Rayalaseema region, said a separate Telangana state may become another Chhattisgarh, which was carved out of Madhya Pradesh and now facing the Maoist problem. The Congress leaders from Telangana, however, dismissed this assertion as unfounded. Another MP Madhu Yaskhi said the Maoist problem may rise if Telangana state was not formed. Member of Rajya Sabha V. Hanumantha Rao said whenever there was talk
of formation of Telangana state, the leaders from Seemandhra raked up the Maoist issue. Another MP Manda Jagannatham said it was unfortunate that at a time when the Congress leadership had almost taken a decision to carve out a Telangana state, the chief minister raised the Maoist issue. He said there was no truth in the claim that the Maoists would scale up their activities in a smaller state. Meanwhile, Bharatiya Janata Pary (BJP) leader and former union minister of state for home Vidyasagar Rao said the Maoist problem started after the formation of Andhra Pradesh in 1956. He recalled that the Maoists began their activity in Srikakulam in coastal Andhra and spread the same to other parts of Andhra, Rayalaseema and Telangana. The BJP leader asked the chief minister to apologise to Telangana people for insulting them with baseless allegations.

No police security for people from outside the state, Punjab told
Kashmir had also said that people needed and deserved this service, the petitioner said. A senior intelligence officer, however, told IANS that the decision was good because prepaid SIM cards were issued by service providers without proper verification. We have seized dozens of prepaid SIM cards from militants during operations in the past. This proves that prepaid SIM cards had been issued without proper scrutiny. These SIM cards were used to pass on messages by the militants and anti-social elements to foment trouble, he said. In contrast to this, postpaid SIM cards were issued after proper verification thereby preventing their use for subversive activities. The officer, however, agreed that in
the light of free access to messaging facilities through smartphones, the rationale to ban SMS facility on prepaid phones may not stand. He also agreed that various service providers have now been issuing prepaid SIM cards after proper verification. But there is a ban on sending SMS messages in bulk on postpaid phones as well. You cannot send more than 100 messages from a single SIM card during a day. This was necessary to prevent rumour mongers and anti-social elements from spreading panic among the people, the officer said. The petition seeking revocation of the state government order banning SMS facility on prepaid phones will come up for hearing Aug 27. IANS
Chandigarh The Punjab and Haryana High Court directed the Punjab government to withdraw police security provided to people from outside the state. The high court directed the state government to submit a compliance report on the matter within four weeks. The direction from the high court came on a public interest litigation filed by lawyer H.C. Arora challenging the security being provided to people from outside the state at the cost of public money. Arora said the security cover provided to outsiders was illegal. The controversy about misuse of police security erupted after a shootout at a Delhi farmhouse of billionaire liquor baron Ponty Chadha and his brother Hardeep. Both the brothers were killed in the shootout Nov 17 last year.
Punjab Police armed security was provided to Ponty Chadha and Hardeep without their holding any official position in the state. Sources in police said at least eight armed security personnel were provided to the Chadha brothers, mainly owing to their proximity to politicians in Punjab. Punjab Deputy Chief Minister Sukhbir Singh Badal, who is also the state home minister, earlier this year cut down the number of security personnel provided to VIPs and other influential people. However, the security cover to the Chadha brothers was not reduced. Punjab Police security has been provided, among others, to former Haryana chief minister Om Prakash Chautala, Himachal MP and Bharatiya Janata Yuva Morcha (BJYM) president Anurag Thakur, Akali Dal Delhi unit chief Manjit Singh GK and others.
Gurgaon Maruti Suzuki India Limited (MSIL) has told its vendors to buy bigger plots in Gujarat amid a tussle between locals and sacked Maruti employees over a workers rally at Industrial Model Township (IMT) to mark first anniversary of violence that broke out at the Manesar factory July 18 last year. MSIL has nearly 250 vendors for its Gurgaon and Manesar plants. And nearly 90 percent of component suppliers are located in the 100 km radius of Gurgaon. Sources close to the MSIL said the company has asked its ancillary industries to buy bigger plots in Gujarat. Earlier venders had planned to buy plots according to their needs for Gujarat plant but a fortnight ago they were told to buy or arrange bigger plots there, said a source close to MSIL. Marutis Gujarat plant is expected to go on stream during 2015-16. The company has taken up a second land parcel a few months ago near the original site at Hansalpur in Ahmedabad district. To help logistics, the company has a history to establish critical component vends close to main plants. Company may be considering on that, said a company spokesperson. On Sunday, more than two dozen surpanches held a Mahapanchayat at HSIIDC campus at IMT Mane-
sar. At the meeeting chaired by Shikohpur sarpanch Shyochand, they feared that Maruti may move out of Gurgaon as it had asked vendors to buy bigger plots in Gujarat. When inquired about this, the Maruti spokesperson said, Our chairman has cleared at several occasions that Gujarat plant is our expansion, not shifting. The sarpanches also said they would tackle with agitating workers at our own level July 18 if district administration remains inactive. We will gather at Baba Naram Das temple at Manesar and will act if needed, they said. Ahead of the first anniversary of the violence at the Maruti plant in Manesar, the district administration has banned protests and rallies near the Delhi-Jaipur National Highway and the Manesar area. Violence had erupted July 18 last year after a suspended Maruti Udyog worker at the Manesar plant allegedly slapped a supervisor. A senior executive was killed and over 100 people were injured in the arson and violence. After the incident, the company sacked nearly 2,500 workers. Of them, 147 workers, including union leaders, were jailed and are facing trial. The plant is now functioning with new staff.

Doug Bernard VOA Think for a moment about how you spend your time online. Researching? Randomly clicking through Wikipedia? Watching cat videos? Now think about whos there with you. Not in real flesh-and-blood terms, but whos hanging around you onlinewatching what you read and what you say. Increasingly, spending time on the Internet is a social event, thanks to the pervasive influence of networks like Facebook, Twitter and Google+ (in addition to VKontakte, QZone and a handful of others.) We dont just read anymore; we share. Separating the online you from your friends youve connected with takes more and more effort. But what if you need a break? What if youre just tired of your friends; can you take a vacation from them and come back a few weeks later like nothing happened? Thats the question researchers at the Pew Internet and American Life project explored in their recent study Coming and Going on Facebook. And it turns out that lots of people are taking more short-term breaks from their online networks, but for a wide variety of reasons. What were seeing is people are just taking a pause, says Pew director Lee Rainie, also a co-author of the study: Theyre not thinking they should abandon the site, they just want more time, less drama. A portion of people said they were nervous about privacy concerns. The people who come back apparently think theres an advantage for them being on, and theyre ready to reengage and feel like its worthwhile for them. The report begins with a whopping statistic: that 67 percent of American adults who are online are mem-

New Delhi The Delhi High Court asked social networking site Facebook to upload a disclaimer on its home page that children below the age of 13 years cannot open an account on it. A division bench of Acting Chief Justice B.D. Ahmed and Justice Vibhu Bakhru asked Facebook to not allow children under 13 years from opening an account. Senior advocate Parag Tripathi appearing for Facebook assured the court that the site will upload the disclaimer on its home page that children 13 years can not open the account. You (Facebook) can write on the home page in bold letters that children below 13 are not allowed. There is no harm in doing this..., the court said. The court also asked the central government to tell it as to what law it had for the online protection of children from being abused throught the social networking sites. The judges also asked the government to inform them on provisions in the law related to a minor using a social networking site. In India what is the law for a minor to use Facebook? Is it 13, 16, 18 or no law? What is the requirement under Indian law for Facebook?, the court asked from the central governments counsel who in turn told it that in US the age to use social networking sites is 13 years. You dont have a law for protection of minor on social networking sites? You are behind the time...the world has gone much ahead, the court said. The court was hearing a plea that said minors were allowed to open an account with social networking sites, including Facebook, which was illegal as Indian laws dont permit it. bers of Facebook. (Thats probably no surprise to Mark Zuckerberg, but its still a huge number of users.) Of those, nearly 61 percent say they have taken at least one voluntary break from the site for at least a week or longer; some many times. The biggest reason for the Facebook fasts? 21 percent of respondents in the Pew survey say they just didnt have enough time for it. People just feel overwhelmed with the volume of social contact they have on Facebook and theyre taking a break to capture a little more time in their life, says Rainie: There are other people who take a break and see what it does for them; to see whether it gives them extra time they cherish. You could almost hear people doing mental calculations of what are the advantages of staying on and taking a break, and its this bigger story of how people weave technology into their life. Sometimes it feels appropriate to immerse yourself, and sometimes it feels appropriate to take a break, gather your wits and spend all of
your time online. Anyone whos a member of an online social network knows that there are times when your friends seem to be doing genuinely interesting things, and times whenwell, not so much. At moments like that, a network like Facebook can feel like a chore filled with drama or tedium. Rainie says the study suggests that people are becoming more open to the idea of taking a short break to refresh, re-evaluate, or just catch their breath. And when they come back from their fast? 69 percent, a large majority, say theyre ready to engage with their online friends just about as much as they did before. Its an ebbing and flowing; it depends on whats going on in their life, the season, what their friends are talking about, a whole host of factors, says Rainie. People are trying to figure out where social media fits in their life. So, the next time you think you want a little break from Facebook, perhaps you should take one.
he believes that when people look at the information of people they do not know well they are breaking from proper Facebook etiquette. Others (including this author) have argued that given that people have privacy options on Facebook, it can be acceptable to look at the information of others so long as the information is used in a non-maleficent way. For example, if you get a girls number at a party but did not get to know her very well, I would argue that it is ok to check her likes to get a sense of whether or not the two of you have anything in common. If we have similar tastes in music,
film, and literature, that could be an indicator that the two of us will be compatible. Admittedly, by doing what Ive just described, I would be breaking the Facebook stalking rule described above. I wouldnt be comfortable telling a girl that I checked out her likes and that we like the same bands. However, I see nothing wrong with using Facebook as a vetting process in the manner Ive just described. I can steer my conversations with her toward film without any reservations and I like to think that that just makes me an effective Facebook user rather than a Facebook stalker.

Patna Three days after 23 children died due to contaminated mid-day meal in Bihars Saran district, the Forensic Science Laboratorys report, likely to come out soon, was keenly awaited as it would reveal whether there was poison in the food. Amarjeet Sinha, principal secretary, education, had Thursday said it was not a case of food poisoning but poison in food. He said preliminary findings pointed to insecticide poisoning of the oil and vegetables. According to a Saran district official, the forensic science experts had collected samples of the oil used to cook the meal late Tuesday night. The oil samples had a bad odour, officials said. The post-mortem of the children confirmed presence of a poisonous substance in the potato-soyabean curry without detailing the poison. Saran District Magistrate Abhijit Sinha also said that the FSL report was awaited. Soon after the deaths, a top government official said that he suspected
it could be organo-phosphorous poisoning caused due to traces of insecticides in vegetables. He added that doctors had told him that atropine had a positive effect on the affected children. He also did not rule out contamination of the oil used to prepare the curry. Chandrasekhar Singh, a doctor in a government hospital in Saran, who treated several children Tuesday, said 10 kids, who did not eat the curry, are safe. As many as 55 of 65 children fell ill after having the curry and some died, he said. He pointed that contaminated oil might be the reason for food poisoning as students who did not eat the vegetable were safe. According to district officials, the meal consisted of rice, pulses and potato-soyabean curry. Parents of several children told officials that their children fell ill due to poisonous vegetable. Some children, who consumed only rice and pulses, did not fall ill, they said.
New Delhi The union government has decided to form a new committee to look into the quality of food being provided under the mid-day meal
a better manner. He said action will be taken against those responsible for the incident in Bihar. Responsibility will be pinned on what has gone wrong and who is responsible for it. But having said that, mid-day meal is an important and integral part of schooling system which gives minimum nutrients to our children, he said. And all efforts should be made that the scheme is strengthened and implemented well... So that should be the focus and not a blame game, he said. The minister said there is mid-day meal vigilance and monitoring committee that meets twice a year and if it finds any shortcomings it warns the respective states. He said the committee issued an alert about poor quality of midday meal provided in some of the schools in Bihar. Bihar was alerted about unsatisfactory food quality served in government schools in 12 districts and Saran district was one of the worst affected, he said. On the progress of investigation into the case, Raju said: We havent got the forensic report and things will be cleared after the report. The national mid-day meal scheme is the worlds largest school feeding programme reaching out to some 12 crore children in 12.65 lakh schools and education centres across India.
Panaji Twenty primary students from a school in Ponda were Friday rushed to hospital after they complained of stomach pain and vomiting after eating a mid-day meal. An education department official said the students were eating a meal comprising vegetable and lentil curry at the St. Joseph High School in Usgao in Ponda sub-district, 30 km from here. They have been immediately shifted to the Ponda ID (Infectious Diseases) hospital for treatment. It appears to be a case of food poisoning, the official said. The incident comes barely days after 23 school children in Bihars Saran district died after eating contaminated food. On June 27, at least 23 school students similarly fell ill after eating a mid-day meal at Canacona, 70 km south of here.
Chennai Around 155 girl students fell ill Thursday after taking midday meals at their school in Neyveli in Tamil Nadu, a senior official said, adding 13 had been hospitalized. The incident took place at the NLC Girls School in Neyveli. The 13 have been taken to a government hospital for observation, said the official. Neyveli is around 210 km from Chennai. Their condition is stable. Most probably they will be discharged Friday morning, Cuddalore district collector K. Kirlosh Kumar told IANS over telephone. He said the probable cause for the mass sickness was food poisoning. The food samples had been sent to laboratory for testing. In the aftermath of a similar tragedy in Bihar that led to the death of 22 school students, anxious parents gathered outside the Neyveli hospital, resulting in tension.

Director of Supermodel Navin Batra too claims they have proof that they made the original poster. We designed this poster two months back when the shoot was still on. In her first public appearance since the fight, Roberts was spotted with bruises all over her legs, a scar on her knee and a plaster on her left elbow. The incident, which took place July 7, had left Peters with a bloody nose. The 22-year-old actress was then taken into police custody for domestic violence involving her boyfriend. Have learnt the power of forgiveness Big B receives Maestro award from Milkhaji: Farhan
Mumbai If Bhaag Milkha Bhaag has been a life-changing experience for Farhan Akhtar, who plays the title role in the film and has learnt the lesson of forgiveness from Milkha Singh, he hopes the Olympians biopic would help open the mind of federations, who start nurturing talents. Milkhaji taught me that you couldnt move on in life with the baggage of negativity and illwill. You cant be the Flying Sikh with that entire burden, said Farhan. Talking about the films impact, he said: Athletes are bound to be inspired by the movie. But I hope sports federations should start getting a lot more sensitive towards athletes and nurture them correctly... Hopefully, the film will make people think, he said. Farhan wears more hats than one - he is director, producer, actor and singer, but clarifies that he can do only one thing at a time, and right now his priority is to relax and unwind with his family. Excerpts: Q: What was your main area of interest while doing Bhaag Milkha Bhaag? A: I was most amazed by his spirit. And that spirit is latent within us. It takes a story like Milkhajis to awaken that spirit within all of us. What I learned the most is the power of forgiveness. So, in a way the running is a metaphor for an unburdened spirit of forgiveness. Q: What do you feel about the plight of sportspersons who are not cricketers in our country? A: I can only say theres a lot that needs to be done for them. The opportunities that sportspersons get outside the world of cricket are very few. The sports events like an Olympics happen once in several years. They spend all their time traning for that moment, sacrificing all their personal time for that moment. a collision course. Though rigorously researched, the erudition sits easily, spontaneously and unobtrusively on Advanis narration. The story of a bunch of RAW agents on a mission in Pakistan to nab Indias Most Wanted is told in a tone that favours a detached distance from the proceedings while ensuring we see each characters life in prismatic close-ups. Though a deeply patriotic film, D-Day indulges in no flagwaving. The Indian flag makes one guest appearance, and that too at the end. God bless Manoj Kumar. Every character in D-Day, even the dreaded caricatural Bhai (the don named, ha ha, Goldman), is a prisoner of his own lost dreams and aspirations. The RAW heroes are thrown in our face without elaborate preamble. The very attractive Huma Qureshi as the RAW agent Zoya has her personal life in shambles. But we never see her unhappy husband. We only hear him. And were happy that he speaks about their distressed relationship in the voice of the very talented Raj Kumar Yadav. Every character, visible or invisible, speaks to us in urgent desperate tones. And within 20 minutes of the playing-time were consumed by these doomed lives that seem to have lived on the edge forever and have nowhere to go except the abyss. With astonishing impunity Advani sketches half-finished all his characters. These are people whose dreams can never come true. The films deep affinity to the business of unfinished lives gives a cutting edge to Advanis narration. As the plot progresses, the narration gets only more and more involving and intriguing until from Karachi we reach breathlessly to the Indian side of the Indo-Pak border where Rishi Kapoor gives a sneering contemptuous speech on the Indian governments inability to control terrorists and terrorism. This is as good a place as any to say D-Day is crammed with remarkable actors furnishing the anxious proceedings with a riveting life-
force. Rishi as the gangster is, of course, first-rate. When is he anything less? While conveying the sinister slimy side of the gangster, Rishi also gives a comic interpretation to the rotund goggled perpetrator of mayhem. Yup, this guy is having himself a blast. The other actors too are entirely in their element. Arjun and Shrutis tragic love story is played by the actors in muted mellow muffled shades. Arjun seems to become a more evolved actor with every role. As for Irrfan, his portrayal of a man on a suicidal mission trying to hold on to the memory of his wife and son is so vivid you can touch his anguish. Newcomer Sriswara is extremely credible as Irrfans wife, while Huma as the third member of the RAW team is effortlessly appealing and effective. Newcomer Akaash Dahiya as the fourth RAW team-member is so much on the edge, you want to hold him back from toppling over. The cinematography by Tushar Kanti Ray uses cluttered garish spaces to create a sense of spiritual emptiness during times of tremendous stress and anxiety. This is a film with world-class action scenes. But it is not an action film. Its a film about love and loss. But it isnt a love story. So what is it we are looking at here? Go find out for yourself. With this one film, Advani joins the ranks of the most accomplished young filmmakers of Hindi cinema and by far Karan Johars Dharma Productions proudest product. IANS
are so likeable that one would like to memorise them. While some of these Hindi and Marathi proverbs have been made up by me, most of them are genuine Mumbai street slang. I have used them to add a touch of Mumbai colour to my character. My protagonist, Inspector Virkar, speaks Marathi, Hindi and English, said Jha. English for him is an acquired language, while Marathi and Hindi are what he grew up speaking; so its most natural that he would be cussing or using Mumbai slang, he added. After Mumbaistan, Compass Box Killer is his second novel. He finished it in two months and then spent a month giving some finishing touches and polishing it up a bit. Ive loved the crime-fiction genre since I was a kid; so my love for Mumbai and crime-fiction met, mated and got married in my mind and the result was Mumbaistan and Compass Box Killer, Jha said. Compass Box Killer has been launched and Jha says his next is expected to hit the shelves early next year. It is another one of Inspector Virkars investigations in Mumbai. A bit of revenge, a bit of romance, and lots of crime are promised, he said. Any plans of making a film of his novel? Right now we are exploring the possibilities of taking the Mumbaistan series to a 360 degree franchise film, TV, graphic novels and games, etc, he said.

BlackBerrys new Q5 is smart and capable NASA aborts spacewalk after leakage in astronauts helmet
NASA and Parmitano were already safely back in the space station, and engineers were continuing to evaluate data to determine the cause of the leak. Both astronauts had planned to lay wires for the arrival of a new Russian Multipurpose Laboratory Module later this year and to do other maintenance works. The spacewalk officially ended at 1329 GMT, only 1 hour and 32 minutes into the planned 6.5-hour venture outside the space station, making it the second shortest in the orbital laboratorys history. NASA said none of those tasks were urgent, and that the crew and station were not in any danger.
Gurgaon A 55-year-old man from Gurgaon did not interact with anyone for 15 years apart from the one day every month he stepped out of his house to withdraw money from the bank and pick up groceries. Due to delusions he claimed he was a US intelligence agent and told some people he personally knew former president George Bush. The patient of schizophrenia - a psychotic illness - frequently claimed he could control the worlds nukes. Help came his way only when his US-based sister arrived in India and, with police help, took him to a counsellor who diagnosed him to be suffering from schizophrenia in which a person develops a split personality may not be able to distinguish his own thoughts and ideas from reality. Psychiatrist Ruchi Sharma said most patients or their family members refused to believe that there was something wrong with the patients brain. Many people try to look for alternative therapies to cure their loved ones, she said. According to a US National Library of Medicine article, the prevalence of schizophrenia in India is about three per 1,000 individuals. It is most often diagnosed between the ages of 15-35 and men and women are equally affected. Sharma said the Gurgaon mans sister was prompt in accepting the truth about his poor mental condition and did not waste time in seeking reconfirmation from other doctors and professionals.
It is important that schizophrenia is diagnosed as early as possible, as the chances of recovery improve the earlier it is treated, said Mehta. There is no single test for schizophrenia. It is most often diagnosed after an assessment by a mental healthcare professional, such as a psychiatrist, she said. A Delhi-based medical rehabilitation expert, Divya Pal Singh, stressed on avoiding alternative therapies for a patients well-being. The exact cause of schizophrenia is not known. A majority of experts believe the condition is caused by a combination of genetic and environmental factors. It is thought certain things make you more vulnerable to developing schizophrenia and that certain situations can trigger the condition. Experts say schizophrenia is usually treated with a combination of medication and therapy appropriate to each individual. In most cases, this will be anti-psychotic medicines and cognitive behavioural therapy (CBT). A three-week programme at an NGO-supported facility costs around Rs.70,000, while an upscale rehabilitation drill at a private centre costs up to Rs.2.25 lakh, said an administrator of a Delhi-based private clinic. People with schizophrenia usually receive help in the form of community-based support. Many people recover from schizophrenia. Support and treatment can help reduce the impact of the condition on the patients life, Mehta said.

New Delhi I have a splitting headache. Be it your colleague at work or your spouse at home, this has probably become one of the most often heard complaint today. Considering the statistics - one-third of Indian women and one-fifth of Indian men suffer from migraine - the frequency is hardly of any surprise. Doctors blame lifestyle changes and stress for this literally gnawing headache and say that women suffer more than men. At the very outset, its important to know the difference between a headache and a migraine. Headache is a pain in the head region, while migraine is a type of headache. Migraine is not a disease but a syndrome. One should know that not every headache is a migraine, but a migraine can be termed

About half the women with migraine report headaches associated with their menstrual cycle. For some women, migraines also tend to be
and after reaching the adequate dose of prophylactic medications, her migraine was treated. She is headachefree for the last two months. Neurologists, however, advise to watch out for symptoms that may indicate health complications beyond a headache or migraine attack. Renjen gave the example of one of his patients, a 40-year-old woman who came to him complaining of a headache on one side of her head and of migraine. Migraine is more common among those in the age bracket of 20-25 years, so we sent her for some tests. Her MRI scan revealed a clot in the brain, he said. The advice, therefore? Try to lead a stress-free life, eat and sleep well and, when in pain, go to the doctor instead of frequently popping painkillers.

Many organizations and institutions provide different forms of training and instruction to their group of learners. Usually, they provide training by attracting learners to school/colleges, holding in-house training classes, or providing manuals and self-study guides. E-learning is a new education concept by using the Internet technology; it varies from the old one educational concept. We should understand a new explanation to this concept which delivers the digital content, provides a learner-orient environment for the teachers and students. In this concept , learners can proceed through a training program at their own pace and at their own place. They can also access the e-Learning course at any time, and only as much as they wish. This is also known as Just in time and just enough.Successfully completing online or computer-based courses builds knowledge and selfconfidence and encourages students to take responsibility for their learning. It reduces travel cost and time to and from school and also save them from the anxiety of reaching the learning -centre in time and pollution of trafficking. Learners have the option to study learning materials that meets their level of knowledge and interest. Learners can study wherever they
wish to have an access to a computer with Internet facility or some other media of E-learning. However, unmotivated learners or those with poor study habits may fall behind because they can learn only in a group with the help of their group mates. Lack of familiar structure and routine may take getting used to, and lack of personal interaction may deprive them the effective tool of speaking before group of people face to face with one and another. Here, learners may feel isolated and shall miss social etiquettes. Instructor may not always be available on demand and social bonding of love and affection, which happens simultaneously between the teacher and student may be missing. Slow or unreliable Internet connections can be frustrating and shall jeopardize the interest of both trainer as well as learners. The poor learners may not afford for the machine or heavy costs of Internet connection , hence widening gap. Managing learning software can also desist from involving a learning curve. Some courses such as traditional hands-on courses may be difficult to comprehend. In the nutshell, the concept of E-learning is not be helpful in all cases, however, in higher studies, it may be of immense help.

Thiruvananthapuram The Regional Provident Fund Commissioner has directed an Air India joint venture to pay Rs.8.84 million as provident fund dues for a two-year period. Regional PF Commissioner K. Prasant, through his order dated June 19, 2013, has ordered Air India SATS Airport Services Private Limited (AISATS) to remit the amount of Rs.8,845,396 within 15 days of the receipt of the proceedings. In his order, he said that secretary, All India Airport Contract Workers Sangam (BMS) had alleged that AISATS had not paid provident fund contribution on the actual wages from Jan 1, 2011 to Jan 1, 2013. The commissioner, on perusal of the books of accounts and the wage register, found that there was some substance in the allegations raised by the employees union. Subsequently, he decided to conduct an inquiry under section 7A of the Employees Provident Funds & Miscellaneous Provisions Act, 1952 and heard all the parties on June 11 this year before issuing the order. The union Cabinet had approved the 50:50 joint venture between NACIL (currently known as Air India Limited) and Singapore Airport Terminal Services (currently known as SATS Ltd) in February 2009. AISATS was incorporated on April 20, 2010 in Delhi. It does the ground handling at the Thiruvananthapuram airport. In an email to IANS, AISATS said that it abided by the regulations as stipulated by law and would act accordingly. Chennai Commercial vehicle major Ashok Leyland Ltd, betting big on supplies to Indian defence forces, is also hoping to reap the benefits of investments made in acquisitions and joint ventures, said a senior official. The company will be conserving cash and rationalise production across its facilities during the down turn. We are part of five defence tenders and with L&T (Larsen and Toubro Ltd) we are the L1 (lowest number 1) in one tender with Super Stallion platform. We have now participated with five different global players in very different applications but cant name them, V. Sumantran, non-executive vice chairman told reporters here Wednesday night. Queried about the tender size, he said the project is long-term and is intended for testing in 2017. Volumes are going to appear after 2020. Sumantran said the company depended on Stallion vehicle (200-300 HP) and later developed the bigger vehicle Super Stallion (350-360 HP) which can fulfill the role played by Tatra models. According to Sumantran, the company is a partner or part of a consortium or sub-system provider for the 150mm mounted gun system on a truck. Ashok Leyland, partnering with French company Panhard General Defence, has also developed the COLT 4x4 light tactical armoured vehicle. According to Sumantran, the company may export the Super Stallion platform. Posting a net loss of around Rs.142 crore for the first quarter, Ashok Leyland had announced that it would rationalise manufacturing operations to improve asset utilisation. Queried about that, Dheeraj G. Hinduja, chairman, said: The market is down by 25 percent and hence there is a need to optimise what we have. Fortunately, critical investments were made in the last four years ... most of the investments have been done. Ashok Leyland has decided to close down the Avia truck factory in Prague as rolling out 1,000 units does not make economical sense in the current market, Hinduja added. Asked about the payback on the investments made by Ashok Leyland in acquisitions and joint ventures, Sumantran said the company is expected to reap the rewards soon. The backhoe loader in joint venture with John Deere (Ashok Leyland investment Rs.250 crore) is getting good review from the users and more variants are being launched by that company, Sumantran said. He said Ashok Leylands associate companies Albonair, Germany and Defiance Technologies are also doing well. Sensing the changing automobile emission norms, Ashok Leyland invested in Albonair which is now a single source supplier for emission control systems for the second largest truck maker in Europe. He said Defiance Technologies, the information technology arm, is catering to several clients other than Ashok Leyland. On the investments made in joint ventures with Nissan Motor Company, Sumantran said initially the partners committed to invest Rs.2,500 crore for the full spectrum of products and till now around 50-60 percent of that has been invested. He said the joint venture with Nissan has resulted in models like Dost, STILE and an engine and by 201516 a new manufacturing facility for fuel economy than other products in the market and has more interior space. The model incorporated the feedback from customers of Nissans Evalia like sliding window, second row air conditioner and others. The assembly facility in United Arab Emirates (UAE) helps the company to address the UAE and African markets. On the strategy for buses, Sumantran said there is huge room for global strategy for buses but has to be executed locally. The Jawaharlal Nehru National Urban Renewal Mission-II (JNNURM) should provide the launch pad for the low-cost bus, Janbus. He said Optare, UK has given good bus designs and the SOLO model is being made in UAE.

The decisions taken include hiking foreign direct investment limit in the insurance sector to 49 percent from the existing 26 percent and in the telecom sector to 100 percent from 74 percent. Despite opposition from Defence Minister A. K. Antony, the government has decided to further open up defence sector for overseas investments. In defence production, 26 percent through FIPB (Foreign Investment Promotion Board) route stays. For state-of-art technologies, FDI beyond this to be approved through CCS (Cabinet Committee on Security), Sharma said.

reduction in wines and spirits, and dairy products and a strong intellectual property regime (IPR). India, on the other hand, is asking the EU to accord the data secure nation status to it. Such a allowance is necessary for Indian IT companies seeking greater business opportunities. India is among nations not considered data secure by the EU. The EU law mandates that European countries doing outsourcing business with countries that are not certified as data secure have to follow stringent contractual obligations which increases operating costs and affects competitiveness. India is also wants liberalised visa norms for its professionals and market access in services and pharmaceuticals sector. Once concluded, the proposed trade deal would cover more than 95 percent of tariff lines and encompass a market of over 1.7 billion people. The upcoming monsoon session of the Parliament may hold the key to the trade deal. It is expected that during this session Parliament might take up the Insurance Laws (Amendment) Bill 2008 that seeks to raise foreign direct investment (FDI) cap from 26 to 49 percent. Said the prime minister: We need to push our exports... Looking ahead, the rupee depreciation will help Indian industry to compete effectively with other countries, both in export markets and against their imports in our markets. New Delhi Reliance Group chairman Anil Ambani and his wife Tina Ambani were among 13 people allowed to be summoned as prosecution witnesses in the 2G spectrum allocation case, based on a plea by the Central Bureau of Investigation (CBI). I find the examination of these witnesses necessary for just decision, Special CBI Judge O.P. Saini said. The application is allowed in total. There are, however, no charges against Anil Ambani and his wife. The defence counsels contended that the delay in moving the application for summons clearly showed that the probe agencys plea was not genuine. But special U.U. Lalit had contended that even though Anil Ambani and

his wife may not have been involved in certain decisions, they could throw some light into them. One of the main contentions of the probe agency is that Swan Ttlecom, which was among the companies that got telecom spectrum and licence in
2008, was a shell of Anil Ambani group and was hence not eligible -a matter that has been denied by the defence. Three executives of Reliance Group and the promoters of Swan are facing trial for this.

New Delhi Rajasthan Royals captain Rahul Dravids statement has been recorded as a prosecution witness in the IPL spot fixing scam, Delhi Police officials said Tuesday, but clarified that the former India captain was not under any suspicion. We have recorded Rahul Dravids statement last Wednesday at his Bangalore residence under section 161 of the CrPC (Criminal Procedure Code), Joint Commissioner of Police (Special Cell), M.M. Oberoi told IANS. Oberoi also clarified that Dravid is not an accused. As a captain of Rajasthan Royals team, he was just formally questioned and his statement was recorded as of a witness, he said. Special Commissioner of Police (Special Cell) S.N. Srivastava told IANS that Dravid is a respectable Indian cricket player and the police team only approached him because he, as a captain of the Indian Premier League (IPL) team, was among the members of team selecting committee on a match to match basis. In his statement, Dravid said that he felt cheated by the conduct of the three Rajasthan Royals cricketer S. Sreesanth, Ajit Chandila and Ankeet Chavan, who were arrested by Delhi Police on charges of spot fixing, when he first heard about the news.
Week after a decent showing at the Asian Championships, Indian boxers are back at training - and for the first time without headgear, at that, in preparation for the World Championships in October. The International Boxing Association - the world amateur boxing regulator - sought to introduce competitions without headgear from June this year, but the rule was not implemented at the Asian Championships, though the 10-point scoring system was. For the world championships in Almaty, however, Indians will have to take the ring without headgear and they have started getting used to head knocks at the training camp which started in Patiala on Tuesday. It has only been a day that we have started training without the headgear. It (new rule) is going to be a completely different experience for the boys, India coach Gurbax Sandhu told IANS. I asked them to volunteer and 80 percent of them said yes to sparring without protection. In the next three
to four weeks that they spar, I will get a clearer picture on how they are shaping up for the new rule. Though the punches will now seem to have more bite, Sandhu feels his wards will have to fight the change in the mind. The effect of the punch is going to be greater. Some of them have already got injured but it is more of a psychological issue. Practicing without the headgear against your countryman is comparatively comfortable, the real test will be in international events, said Sandhu. While Indians have earned respect in amateur boxing, they have had little taste of the professional circuit. Very few know this better than Vijender Singh, who made boxing popular in the country after winning a bronze in the 75kg class at the Beijing Olympics. He will compete in 81kg at Almaty. It (playing without headgear) is not going to be easy. We are still a young boxing nation and hardly have experience of professional boxing, Vijender told from Sonepat, Haryana.
According to Srivastava, Dravid never had any doubt about these players. Dravid said that he had no inkling that the three Rajasthan Royals players were fixed, said the officer. The officer said that no fingers have been raised against Dravid in this case. They had recorded his statement to make a strong charge sheet. Special Cell also plans to record the statement of Rajasthan Royals coach Paddy Upton, who is in South Africa. Upton could also be made a prosecution witness once he returns to India, the officer said.
Dravid has expressed his sadness over the entire issue, saying he was unaware of the scandal and termed it as a tough phase for his IPL team. Delhi Police is set to file a charge sheet that includes the name of underworld don Dawood Ibrahim, Chota Shakeel among others in the spot fixing scandal. The scandal was busted with the arrest of Sreesanth, Chavan and Chandila along with 11 bookies from Mumbai May 16. According to police, 18 more people were arrested. Twenty-one accused in the case, including Sreesanth and Chavan, have been granted bail by the court.
It is absolutely massive for me in terms of my career, but having said that I do not want to place too much pressure on myself, said OBrien who scored the fastest hundred in ICC Cricket World Cup history when he reached three figures in just 50 balls on the way to 113 from 63 deliveries against England in Bangalore in 2011. It is going to be an excellent tournament with global exposure and Ill be looking to impress and improve as a player, and keep putting my reputation as a Twenty20 player out there on the world stage. Actress Sonakshi Sinha, who has flaunted a desi, sari-clad look in most of her Bollywood films, says she was fascinated by the six-yard wrap even when she was a kid. I was very young when I started wearing my moms (Poonam Sinha) saris. I always saw her in saris and as a kid, I used to drape her pallu. Ive been doing it for a while now and now I do it for my profession. I think the sari is the most graceful garment the Indians have come up with, the 26-year-old said here during a photoshoot for a sari brand. Sonakshis debut film Dabangg saw her in simple saris too, but she admits she doesnt really know how to drape it. I have been wearing a sari since my very first film, but Ive never actually done it myself. But Ive done it
so many times now that I can now imagine the whole process and I believe I can (drape it), even though I havent tried it yet, she said. Nevertheless, the 26-year-old is glad that she is complimented for carrying off the sari well. I carry off a sari very well. That a good compliment because the misconception is that mature and older women are supposed to wear saris. But being from the younger generation, I believe receiving this compliment is a high, she said. Sonakshi played a village belle in the 2010 hit Dabangg and was later seen as a desi girl again in Rowdy Rathore. Dabangg 2, Son of Sardaar and her latest release Lootera also featured Sonakshi in an Indian look complete with saris.
