Haryana Roadways on a rough ride in Delhi


Jaideep Sarin Haryanas state-run buses are going through a bumpy ride in Delhi. With Delhi Police imposing penalties for various traffic violations, drivers and staff of Haryana Roadways have become reluctant to ply their buses in Delhi territory. The roadways staff staged one protest last month - by not letting Haryana buses enter Delhi - and were on the brink of a three-day strike from July. The reason for all this is the number of traffic tickets being issued by the Delhi Traffic Police to Haryana Roadways buses plying in the national capital. The issue has become so serious in Haryana that the director general (State Transport) Arun Kumar has been forced to call meetings with the roadways staff union to work out a solution to the issue. At one of the meetings last week, Arun Kumar made it clear that the Haryana government would not foot the bill for the traffic tickets issued by Delhi Police. He said it was not possible to meet the demand of the Haryana Roadways Employees Union that the traffic tickets be paid by the Haryana government and not by the driver concerned. The state government cannot encourage violation of traffic rules. Safe driving was a pre-condition of the driving licence which needed to be obeyed, Arun Kumar reportedly said at the meeting. Most of the traffic tickets are for over-speeding, wrong parking, jumping red lights and rash driving. The staff of Haryana Roadways buses had refused to ply their buses in Delhi territory June 15 to protest against excessive traffic tickets being issued against them. The buses had dropped passengers at the entry points to Delhi along the Delhi-Haryana border. This caused widespread harassment and inconvenience to passengers. Union leaders alleged that Delhi Police was trying to single-out Haryana Roadways buses as the roadways staff was not allowing them to travel for free in their buses. At the meeting with the union, Arun Kumar suggested that a corpus be created by the employees by contributing one days salary for paying the traffic tickets. The state transport authorities have now said that a team of officials will monitor the tickets being issued and even videograph the process. After the employees union called for a three-day protest by not plying buses to Delhi, Arun Kumar warned them of strict action. Following this, the protest was withdrawn. For those drivers and conductors, who had participated in the June 15 protest, it was decided that the loss on account of not plying buses to Delhi must be recovered from the driver and conductor of the bus. Also, criminal cases should be registered against those union leaders who were present there and physically obstructed and prevented the buses from going to Delhi, caused obstruction in the discharge of official duties and forced the passengers to alight from the buses, Arun Kumar said. For the time being, both sides have reconciled over the issue, with the state transport authorities agreeing to constitute a committee to study the actual pattern of challans (tickets) issued by Delhi Police.

No Country for Children


While the politicians scored brownie points over Food Security in India, ironically enough children died in Bihar, having fed on state sponsored mid-day meals. The death meals came packed in containers meant for pesticides and insecticides. Teachers and support staff meant to assist the students fled at the first sign of trouble and did not bother to call emergency services if there were any! Food is a basic requirement of existence and ever more so for kids in growing stages. Mid-day meal scheme was envisaged to combine the twin objectives of enrolment and nutrition for a large chunk of school going children. Despite the noble objectives, the scheme has come to be plagued by the usual banes of Indian policy execution, corruption and inefficiency. Quality control of the ingredients lacking, the children are often at the tender mercies of the contractor who supplies the food material to the government. The Bihar government has not come up with a plausible explanation for its rank ineptitude and lethargy in dealing with such a tragedy. Despite the talk of much hyped Bihar model of governance all that was visible in the tragedy was an evasive administration and apathetic establishment. Countries world over enact special laws and regulations for items of consumption meant for children. Eatables and toys are focus of great monitoring and testing by agencies. Health and safety standards of children should be made more stringent and the Indian Penal Code should be amended to make crimes against children by way of corruption and other economic means punishable by harsher sentences. In this case the government must fix responsibility and punish the guilty.

Misuse of police security puts government on mat


Jaideep Sarin Claiming and getting armed police personnel in the guise of a security threat may have become a fad with VIPs and influential people but the Punjab and Haryana High Court has now frowned upon outsiders from Punjab being endowed with this privilege. The high court has directed the Punjab government to withdraw the Punjab Police security cover provided to so-called VIPs outside the state. The beneficiaries, including VIPs and influential people, stand to lose out their security cover in the next few days with the high court seeking a compliance report within four weeks. The high court direction came on a public suit filed by lawyer H.C. Arora. The court said the Punjab government could not permanently deploy its police personnel outside the state to guard certain people who didnt live within the state. The protectees provided Punjab Police security live in Delhi, Haryana, Himachal Pradesh and other states. They include former Haryana chief minister Om Prakash Chautala (jailed in a recruitment scam but out on bail), Himachal MP and Bharatiya Janata Yuva Morcha (BJYM) president Anurag Thakur, Akali Dal Delhi unit chief Manjit Singh GK, former MP Tarlochan Singh, former Punjab governor Lt. Gen. B.K.N. Chhibber (retd) and BJP MP Balbir Punj. It is the duty of the concerned states to provide security to the residents of those states. Such security has now become a status symbol. Why cant the concerned state provide security to its residents? the high court asked, even though the Punjab government counsel tried to prevail on the court that the security was provided to outsiders as they had past relations or were closely associated with Punjab. The union home ministry, in an affidavit filed in the high court, made it clear that security had to be provided by the state where the protectee resides. Security from another state cannot remain in a different state for more than three days, as per rules, the affidavit said. It has been noticed that some state governments have provided security personnel to certain residents of Delhi without intimating Delhi Police of deployment of their security personnel in Delhi. The security personnel provided by other states may be an impediment on certain occasions and also have a potential for misuse, the affidavit added. The maximum number of armed police personnel from other states in Delhi are from Punjab, Haryana and Uttar Pradesh - the three states that surround the national capital. The controversy about misuse of police security erupted after the Nov 17, 2012, shootout at a Delhi country villa of billionaire liquor baron Ponty Chadha and his brother Hardeep in which both were killed. Punjab Police armed security was provided to Ponty Chadha and Hardeep without their holding any official position in the state. At least eight armed security personnel were provided to the Chadha brothers, mainly owing to their proximity to politicians in Punjab. Punjab Deputy Chief Minister Sukhbir Singh Badal, who is also the state home minister, earlier this year cut down the number of security personnel provided to VIPs and other influential people. The security cover of the Chadha brothers was, however, not reduced. Following the latest high court order, self-imporant grandees from outside Punjab will have to make other arrangements for securing themselves.

The governments decision to raise a 45,000-50,000-strong mountain strike corps has been welcomed by security experts who said it will bridge the gap in Indias defence capabilities along the Line of Actual Control (LAC) and possibly inhibit any military adventurism by China. When raised and fully operational, this strike corps would fill a crucial gap for India vis-a-vis China in the eastern sector. This will also hopefully make the current India-China negotiations on the territorial dispute more malleable, noted security expert C. Uday Bhaskar, a distinguished fellow at the Society for Policy Studies, told. The Cabinet Committee on Security (CCS) on Wednesday approved the raising of the new corps. This will involve expenditure of some Rs.64,000

The formation is expected to give India the capability to launch offensive action into the Tibet Autonomous Region in case of a Chinese offensive. Noting that the decision was longoverdue, Bhaskar, however, said it was not clear when funding would be made available for implementing the decision. It will be a very firm signal of intent that will lower the probability of China taking recourse to military superiority to alter the territorial dispute in its favour - or encourage provocative intrusions, he added. Bhaskar said the move was a step in bridging the gap with Chinas military infrastructure along the LAC. In terms of the overall defence capabilities and related offensive component - that gap will be filled. Bhaskar said the move does not threaten China but definitely adds credibility to Indias posture. He said that the April incursion by Chinese troops in the Daulat Beg Oldi (DBO) sector in eastern Ladakh may have acted as a trigger-pulse for CCS decision but the proposal itself had been mooted about 10 years ago. The proposed corps, to be headquartered at Pangarh in West Bengal, would be Indias first dedicated corps for offensive mountain warfare. Lt. Gen. Kamal Davar (retd), the first head of the Defence Intelligence Agency chief, said the raising of the mountain corps will add to countrys deterrent capabilities. To achieve credible deterrence, the country has to have both strong offensive and defensive capabilities and the raising of mountain corps will go a long way in bridging the current gap, he said. Savita Pande of School of International Studies, Jawaharlal Nehru University, said the governments move was much delayed and should have come earlier. China is playing a double game. Skirmishes have been occurring even as talks on the border continue, she said. She said that building defence preparedness was very significant and India had to be as careful about China as about Pakistan. It (the mountain corps) will send a very good signal. It is a big step. India can negotiate from a position of strength, she said. Lt. Gen. Surinder Nath (retd), a former army vice chief, said the strike corps will strengthen Indias posture along the mountains and give the forces greater flexibility. He said April border incursion by Chinese troops may have expedited the decision to form mountain corps but the army had been asking for it for quite some time.

Making the announcement, Bharatiya Janata Party general secretary Ananth Kumar said that former party presidents Murli Manohar Joshi, Venkaiah Naidu and Nitin Gadkari will also be members of the national central campaign committee. Its other members include general secretaries Ananth Kumar, Thawar Chand Gehlot and Ram Lal and three chief ministers - Shivraj Singh Chouhan, Raman Singh and Manohar Parrikar. The presence of Sushma Swaraj in the panel is being considered significant as she is seen as possible prime ministerial candidates and there were apprehensions about her agreeeing to work under Modi. Jaitley, too, is considered a possible prime ministerial candidate. Advani does not have any functional responsibility and will be guiding the panel. The BJP Friday also signalled its intentions to be in election mode for the Lok Sabha polls by forming panels on key aspects related to the election. The manifesto committee will be headed by Murli Manohar Joshi. Gadkari will head the panel to prepare vision document. Sushma Swaraj and Jaitley will together head the publicity committee which also has party general secretary Amit Shah as its member. The panel to formulate a chargesheet against the United Progressive Alliance government will be headed by Gopinath Munde and Ravi Shankar Prasad, the partys deputy leaders in the parliament. The committee on rallies will be headed by Ananth Kumar and on parliamentary seat conferences by Thawar Chand Gehlot. The party also formed a panel to reach out to sections such as farmers and artisans which will be headed by party general secretary Murlidhar Rao. The campaign initiative to reach out to new voters will be headed by Amit Shah. The party also formed panels on traditional campaign, intellectual conferences, special contact campaign, election machinery, information communication campaign, literature preparation, programme and transport, feedback from people, north-east campaign, election commission and legal affairs and booth committee coordination. Party sources said that upcoming polls in four states were the immediate priority for the party and Modi was unlikely to projected prime ministerial candidate before that. They said that a decision on projecting a prime ministerial candidate could be taken later. The announcements had an evident stamp of Modi, who is known to work in a style to avoid ambiguity in decision making. Sources said that the announcements were delayed as some senior leaders had reservations over reporting to Modi. A party leader later told IANS that it would be wrong to assume that the team will be reporting to Modi but working under his stewardship. The announcements followed protracted discussions between senior party leaders who in turn had talks with RSS, the ideological mentor of BJP. The RSS had last month help resolve crisis in the BJP after Advani had resigned from party posts a day after elevation of Modi.

Sushma Swaraj, Jaitley in election panel headed by Modi

New Delhi The BJP Friday announced its election campaign team for the 2014 polls under Narendra Modis stewardship with an 11-member central election campaign committee under him. The announcement was a clear signal of the Gujarat chief ministers possible projection as prime ministerial candidate. The central election campaign committee is to include Sushma Swaraj, Arun Jaitley and three chief ministers. The party also formed 20 subcommittees, under the central

election campaign committee, to work on a host of tasks including reaching out to new and young voters and preparing manifesto for the next Lok Sabha polls. The announcement of members of national campaign committee for 2014 Lok Sabha polls came over a month after Modi was appointed its chief at the partys conclave in Goa. The committee will work under guidance of former prime minister Atal Bihari Vajpayee, senior party leader Lal Krishna Advani and party president Rajnath Singh.

New Delhi Prime Minister Manmohan Singh Friday assured captains of industry that the government will not leave any stone unturned to improve the economy and expressed hope that the Current Account Deficit (CAD) will come down to 2.5 percent in the coming years. Admitting that the country is going through a difficult period, he said: I know that business is deeply concerned about the slowdown in our economy. It is looking to the government to bring the economy back to a higher growth path. This, I believe, is a legitimate expectation and is also upper-most in our mind. When things are going well, government should interfere as little as possible. When things are going bad, as they seem to be at present, it is the responsibility of the government to become more pro-active, he said at the 92nd annual general meeting of Assocham here. The prime minister observed that the most immediate cause of worry was the recent volatility in foreign exchange markets, which was caused due to global markets reacting to the likelihood of a withdrawal of Quantitative Easing-III by the US Federal Reserve Bank. Large volumes of funds were withdrawn from emerging markets and there was a depreciation in many emerging market countries including Turkey, Brazil and South Africa. We too experienced a significant depreciation in the exchange value of the rupee. In our case, it was perhaps exacerbated by the fact that our current account deficit in the balance of payment had increased to 4.7 percent of GDP in 2012-13. Ideally we should bring the current account deficit down to 2.5 percent of our GDP. It is clearly not possible to do this in one year, but I expect that the current account deficit in 2013-14 will be much lower than the 4.7 percent level recorded last year. It will decline further next year. We will use all policy instruments available -- fiscal, monetary and supply side interventions to ensure that the Current Account Deficit declines further over time. He said the government is committed to bringing the current account deficit under control by addressing both the demand side and the supply side of the problem. On the demand side, he said, we need to reduce the demand for gold and the demand for petroleum products - the two biggest components of our trade deficit. He said gold imports declined sharply in June while on petroleum products, the government has last year begun a process of correcting the prices. The gradual correction that was taking place in diesel prices has reduced the gap in under-recoveries from almost Rs.13 per litre to less than Rs.2 per litre. The government has targeted fiscal deficit of 4.8 percent of GDP during 2013-14 and announced continuing reductions of about half a percent each year subsequently, up to 2016-17. He, however, said the country has targeted 6.5 percent growth at the time of the budget this fiscal (2013-14). But it looks as if it will be lower than that. He added: What is important is that the economy should turn around from 5 percent achieved last year. There is a very good chance that we can achieve that with good agricultural performance and the effect of the various actions we are taking on infrastructure.

PM admits 6.5 percent growth difficult, promises more action


New Delhi Prime Minister Manmohan Singh Friday asserted that his government would be more proactive and leave no stone unturned to ensure a rebound in the economy which, he admitted, would grow slower than the expected 6.5 percent for the current fiscal. The prime minister also for the first time joined issue with the opposition that has been attacking him for the slowdown. Our political critics focus on the experience of one bad year. This makes for good television but its a very distorted picture, said a combative prime minister and added that his coalition has a record any government would be proud of. He urged the industry captains not to give in to negative sentiments and stay the course. When things are going well, government should interfere as little as possible. When things go badly, as they seem to be at present, it is the responsibility of the government to become proactive, said the prime minister, addressing the 92nd annual meeting of industry association Assocham in the capital. We will leave no stone unturned to ensure that the economy rebounds. I appeal to each one of you not to be overcome by negative sentiment. Economic growth hit a decade low of 5 percent last fiscal on account of poor performance of farm, manufacturing and mining sectors. I would not like to make a forecast of what our growth will be in the year 2013-14. The IMF has recently reduced its earlier projection of growth rates for all countries including India, for 2013. We had targeted 6.5 percent growth at the time the Budget was presented. But it looks as if it will be lower than that. The prime minister said the government was taking all steps to boost investments and build infrastructure for the economy to rebound. He hoped the agriculture sector would do well due to the plentiful rains and would help revive demand in rural areas, contributing to stronger industrial performance in due course. Industrial growth has not yet recovered. However, I am happy to say that agriculture looks well set to show a good performance. I feel we can and we should remain optimistic. The basic fundamentals of our economy are sound and healthy. We have been taking all possible measures to correct imbalances on the macro front, said the prime minister. Highlighting the UPA governments performance, Singh said the average growth rate during eight years (2004-05 to 2012-13) was 8.2 percent. This was much better than 5.7 percent achieved in the previous eight years. He also said real wages had risen much faster rate of 6.8 percent per year in the 11th plan period as compared to an average of 1.1 percent annually in the 10 years preceding it. Emphasising that percentage of the population below the poverty line declined at a much faster rate of 2 percent between 2004-05 and 2011-12, he said, the rate, however, was just 0.75 percent before 2004-05. I think this is a record that any government can be proud of.

New Delhi Justice P. Sathasivam was Friday sworn in as the 40th chief justice of India (CJI) by President Pranab Mukherjee. He will hold the post till April 26, 2014. The first CJI from Tamil Nadu, Justice Sathasivam, 64, succeeded CJI Altamas Kabir, whose last day in office was Thursday. The oath-taking ceremony was attended by Vice President Hamid Ansari, Prime Minister Manmohan Singh, his cabinet colleagues, United Progressive Alliance chairperson Sonia Gandhi, Leader of Opposition in the Lok Sabha Sushma Swaraj, Leader of Opposition in the Rajya Sabha Arun Jaitley, and Bharatiya Janata Party leader L.K. Advani at Rashtrapati Bhavan here. Born on April 27, 1949 in Kadappanallur village, in Tamil Nadus Erode district, Justice Sathasivam, hailing from a farmers family, was the first graduate in his family and the first law graduate in his village. He was appointed as the judge of the apex court Aug 21, 2007. Prior to moving to the apex court, he was in Punjab and Haryana High Court. He was appointed as a permanent judge of the Madras High Court Jan 8, 1996. Chief Justice Sathasivam visited several states in his capacity as executive chairman of the National Legal Services Authority (NALSA) to generate awareness about peoples rights and entitlement. He inaugurated several legal literacy camps in rural ar-

eas, schools and colleges. As a judge of the apex court, he dealt with a large number of cases including the 1993 Bombay Bomb blast case in which he upheld the conviction of film star Sanjay Dutt under the Arms Act but reduced his sentence from six years to five years. The hearing in the case continued uninterrupted for several months and the judgment that ran into hundreds of pages was pronounced in a record period of nine months. Out of the eleven death sentences, one was confirmed while other death sentences were commuted to life imprisonment. As apex court judge, Justice Sathasivam dealt with the case of Rabindra Kumar Pal alias Dara Singh, upholding his conviction for the triple murder of Australian Christian missionary Graham Stuart Staines and his two minor sons. He also upheld the life imprisonment of Sidhartha Vashisht alias Manu

In the case of former Gujarat minister of state for home Amit Shah, Justice Sathasivam had junked the Central Bureau of Investigations (CBI) separate charge-sheet in Tulsiram Prajapati staged shootout case, contending that it was part of the same transaction as the staged shootout of Sohrabuddin Sheikh and there could not be two separate charge-sheets. He had also set aside the conviction of Pakistani virologist M. Khalil Chisti for murder and allowed him to go back to his country. In Mayawatis disproportionate assets case, Justice Sathasivam held that CBI had exceeded its jurisdiction in lodging FIR of disproportionate assets against her in the Taj Corridor matter and he quashed it as illegal. He had also pronounced verdict on the gas sharing dispute between Reliance Natural Resources Ltd. and Reliance Industries Limited.

Bar dancers can pursue their profession: SC


New Delh The Supreme Court Tuesday upheld the right of bar dancers to pursue their profession subject to dancing bars taking licence from the state authorities. The apex court bench of Chief Justice Altamas Kabir and Justice S.S. Nijjar upheld the right of bar dancers as it rejected the Maharashtra governments plea against the Bombay High Court verdict striking down the police orders that bar dancing in hotels below three stars. Pronouncing the judgment, Justice Nijjar said: In our opinion, in the present case, the restrictions in the nature of prohibition cannot be said to be reasonable, inasmuch as there could be several lesser alternatives available which would have been adequate to ensure safety of women than to completely prohibit dance. In fact, a large number of imaginative alternative steps could be taken instead of completely prohibiting dancing, if the real concern of the State is the safety of women, the judgment said. We are of the opinion that the State has failed to justify the classification between the exempted establishments and prohibited establishments on the basis of surrounding circumstances; or vulnerability, the judgment said. In our opinion, in the present case, the legislation is based on an unacceptable presumption that the so called elite i.e. rich and the famous would have higher standards of decency, morality or strength of character than their counter parts who have to content themselves with lesser facilities of inferior quality in the dance bars, the court said. Lucknow BSP leader and former legislator Sarvesh Singh was shot dead Friday with his guard at Azamgarh in Uttar Pradesh, sparking violence that left a businessman dead allegedly in police firing. Hundreds of supporters of Sarvesh Singh alias Sippi took to the streets screaming anti-government slogans, attacking police posts and setting fire to scores of vehicles following the killing of Sarvesh Singh. As the violence spread, shops and businesses got closed across the town, about 270 km from Lucknow. Police initially said the killers barged into his house and opened fire at the Bahujan Samaj Party leader, who was earlier in the Samajwadi Party, and his guard Bharat Rai, killing both instantly. But it later transpired that three men on a motorcycle fired at Sarvesh Singh and Bharat Rai a few metres away from a police station. His supporters accused a police inspector of summoning him to the police station. Sarvesh Singh was shot dead while returning home. Unable to control the mobs, police fired at the crowd, killing a businessman, Jitendra Gupta, witnesses said. Two civilians, including a journalist were injured. But police insisted that Gupta was not killed in their firing. Inspector General of Police R.K. Vishwakarma said the autopsy will confirm the exact cause of Guptas death. A dozen policemen were reportedly injured in brickbatting. The violence subsided later but tension prevailed in the town. Sarvesh Singh was a Samajwadi Party legislator in 2007 but quit it when Amar Singh was expelled. His father Ram Pyare Singh was a minister in the former Mulayam Singh Yadav

government. Late in the evening, the family of the slain legislator and others squatted on the roads with the bodies and refused to hand them over to the police for post-mortem. They demanded a probe by the Central Bureau of Investigation (CBI). Police believe the killing may have been ordered by mafia don Puttu Singh, now lodged in a Varanasi jail. After his fathers death, Sarvesh Singh contested from Sagdi assembly seat in 2007 and won. BSP chief Mayawati gave him the party ticket from Sadar and fielded his brother from Sagadi last year. Both lost. Sarvesh Singh had petitioned the police about threats to his life. He was given security for a brief period but that was withdrawn later. Owing to the tension in Azamgarh, additional forces have been rushed from Jaunpur, Ghazipur, Gorakhpur and other neighbouring districts. BSP leader Naseemuddin Siddiqui told IANS that the worst fears of his party were turning true. Our party leader Mayawati has said that criminals are ruling the roost in the state and that nobody is safe, he said. Political parties said the killing was proof that Uttar Pradesh was in the grip of jungle raj. State Bharatiya Janata Party (BJP) president Laxmikant Bajpai warned that the Samajwadi Party regime would pay for the law and order mess in the next election. Rapes have become the order of the day. Gang wars are taking place, and now even senior politicians are being killed in broad daylight, Bajpai told IANS. New Delhi A special Central Bureau of Investigation (CBI) court Friday sent a former assistant manager of Food Corporation of India (FCI) to two years jail for offering a bribe to a probe agency official 12 years ago. The special CBI judge at Tis Hazari Court convicted K. K. Verma, the assistant manager (vigilance) of FCI in 2001, and sentenced him to undergo two years rigorous imprisonment. He also slapped a fine of Rs.50,000 in the official. Based on a complaint of the CBI official concerned, a case in the incident was registered Sep 13, 2001. It was alleged that Verma was offering Rs.1 lakh as bribe to the CBI official to prepare the report in a complaint against him in such a manner so that the matter gets referred to FCI. He was offering to pay Rs.50,000 as advance and the balance when the matter was referred to FCI, said a CBI official. The agency laid a trap and Verma was caught red handed while offering the bribe amount of Rs.50,000. After conducting investigation, a charge sheet was filed on Oct 7, 2002 against Verma, said the official. The court also lauded the role of the CBI official, now posted as inspector in CBI here, observing that instead of yielding to temptation, he lodged a complaint and stood firm during his testimony in the court resulting in conviction of the accused. It has recommended suitable reward for the CBI inspector.

Bihar meal toll rises, sick battle for life
Patna With 12 more children dying, the number killed by contaminated midday meal served in a school in Bihar rose Wednesday to 23 including a cook, authorities said. The deaths have triggered a war of words between the government of Chief Minister Nitish Kumar, which blamed the supplier of foods for the tragedy, and an aggressive opposition including the estranged ally BJP. The unprecedented deaths, in Dandaman village in Saran, about 100 km from Patna, have also sparked off street protests in Bihar. At least 10 school students were battling for life in a Patna hospital after consuming the free food at their school as part of the mid day meal scheme Tuesday. The national mid day meal scheme is the worlds largest school feeding programme reaching out to some 12 crore children in 12.65 lakh schools and education centres across India. Hundreds have been protesting in Saran since Tuesday night demanding action against government officials who oversaw the mid-day meal scheme. A case has been registered against the schools headmistress, Meena Devi, and other teachers. All of them are absconding. Amarjeet Singh, principal secretary in the education ministry, said he suspected the deaths occurred due to organo phosphorous poisoning caused by traces of insecticides. Over two dozen sick children have been brought to the Patna Medical College and Hospital after their condition deteriorated. Ten children are still critical, a hospital official said. New Delhi The Delhi High Court Tuesday dismissed the plea of Congress leader Sajjan Kumar challenging a trial court order to frame charges against him in a 1984 anti-Sikh riot case relating to the killing of six people in Sultanpuri area here. Justice Suresh Kait dismissed the plea of Kumar, who was charged with rioting, murder and destruction of property and paved way for trial in the case. Kumar had contested the trial court order, which in July 2010 framed charges against five accused, including him, for the murder of six people after the assassination of then prime minister Indira Gandhi Oct 31, 1984. Justice Kait also dismissed the crossappeal of complainant Sheela Kaur seeking to invoke charges of criminal conspiracy against Kumar and the others. She had also opposed the plea to drop charges against Kumar. Kumar, Brahmanand Gupta, Peru, Khushal Singh and Ved Prakash Pial were charged with rioting, murder and destruction of property, amongst others. The Congress leader and two coaccused, Gupta and Pial alias Vedu Pradhan, had moved the Delhi High Court in 2010. A Karkardooma court had acquitted Kumar of killing five people in the Delhi Cantonment area during the riots.

Arrested rebel escapes from Meghalaya hospital, two cops held


Shillong A top leader of the outlawed Hynniewtrep National Liberation Council (HNLC) escaped Wednesday from a hospital where he was admitted and two policemen who were supposed to keep an eye on him were arrested, police said. Phyrnai Swer, a former Meghalaya constable-turned-lieutenant of the HNLC, escaped from the North East Indira Gandhi Regional Institute of Health and Medical Sciences Wednesday morning, a police official said. A massive manhunt has been launched to recapture the rebel. We have arrested armed branch constables Meytush Sangma and Sanborlang Shylla for facilitating the escape of Phyrnai Swer from the hospital, Mariahom Kharkrang, the district police chief of East Khasi Hills, told. He said the duo will be presented before a court Thursday. We are interrogating the constables and we hope they will spill the beans, Kharkrang said. Phyrnai was arrested Jan 24 from his wifes residence at Iawmusiang in Jowai town after he sneaked into India from Bangladesh. Before joining the HNLC, Phyrnai was the chairman of a Meghalayabased Retrieval Indigenous United Front outfit. He was arrested with all his other founding members. The Khasi outfit is fighting for a sovereign Hynniewtrep homeland in the eastern part of Meghalaya. The HNLC stages hit-and-run operations from hideouts in Bangladesh. Meghalaya shares a 443-km border with Bangladesh, part of which is porous, hilly and unfenced and thus prone to infiltration.

A pall of gloom hung over Dandaman village where the students and the cook died. According to statistics, 22,102 government schools in Bihar that serve mid-day meals do not have kitchens. In 7,235 schools, the storage room is under construction. The Bharatiya Janata Party (BJP) called Nitish Kumar insensitive. The chief minister, instead of showing promptness in evacuating the children to a better medical facility, has announced a ex-gratia amount of Rs.2 lakh for the children who died, BJPs Rajiv Pratap Rudy said. In Bihar, the mid-day meal scheme has often into controversy. In the past, dead lizards, frogs, insects and even a rat have been found in food cooked for the mid-day meal in schools. The National Commission for Protection of Child Rights (NCPCR) called for closer monitoring of the mid-day meal scheme. It is deeply shocking that the midday meal scheme is taking childrens life. The government needs to closely monitor the scheme through regular inspections, NCPCR chairperson Kushal Singh told.

New Delhi An accused in the Dec 16 gangrape case Wednesday sought permission of a fast track court here to make Delhi Chief Minister Sheila Dikshit a defence witness in the case. Counsel for Akshay Thakur told the court that the chief minister should be called as a defence witness as she had complained of interference by Delhi Police officers in recording the 23-year-old gangrape victims statement by a sub-divisional magistrate (SDM) in December 2012. Akshays counsel filed a list of defence witnesses before Additional Sessions Judge Yogesh Khanna to prove his innocence, after the judge concluded recording of statement of all the accused. Seeking permission to call Dikshit as witness in the case, Thakurs counsel said: We want to call Delhi Chief Minister Shiela Dikshit as a defence witness to prove the controversy regarding the false and planted statement of the victim. Special Public Prosecutor Dayan Krishnan opposed Thakurs request and said the defence counsel had named Dikshit to get publicity. There is no need for calling so many witnesses. Just to establish that the accused was not present in Delhi, I think one or two of the family members are enough. Most of the witnesses are irrelevant and have nothing to do with the case, he said. The court reserved its order on the issue for Thursday. After the victims statement was recorded in December, government sources said that SDM Usha Chaturvedi had claimed that three senior police officers had prevented the video recording of the womans statement. She had also alleged the officials wanted the SDM to use their questionnaire. Dikshit later wrote a letter to Home Minister Sushilkumar Shinde over the alleged interference of police. However, Police Commissioner Neeraj Kumar denied the allegations. Thakurs counsel also sought to call as witness doctor Naresh Trehan, director of Medanta Hospital, and all family members of Thakur as witnesses in his defence to show that he was not in Delhi Dec 16, 2012, when the woman was gangraped by six pepole in a moving bus. Patna The sketches of three suspects in the serial bomb explosions at Bodh Gayas Mahabodhi temple in Bihar have been released by the the National Investigation Agency (NIA), police said. NIA is working on local suspects behind the blasts, a police official said. According to police officials, NIA officials have questioned some local people over the past two days. Ten bombs exploded in Bodh Gaya July 7, in which two Buddhist monks were injured, and police recovered three live bombs. A special court has also been set up here to hear the case of serial bombings, a police officer said. The court has been established in the Patna civil court, said the official who is assisting the NIAs probe into the July 7 terror attack. Maoist guerrillas have denied their involvement in the serial bomb blasts at Bodh Gaya. Bihar police officials have suspected the Maoists involvement in the bombings. The NIA detained six people but released all of them after questioning. The Mahabodhi temple - a Unesco World Heritage site - is where the Buddha, who was born in neighbouring Nepal, attained enlightenment around 2,550 years ago.

NHRC notice to Bihar over mid-day meal deaths


New Delhi The National Human Rights Commission (NHRC) has issued notices to the Bihar government as well as the state police over the death of 23 school children who consumed contaminated mid-day meal, an official said Wednesday. Taking suo-motu cognizance of media reports, the commission has given four weeks time to the officials to submit reports, he said. The commission has observed that the contents of the press reports, if true, raise a serious issue of violation of rights to food of the deceased, said the NHRC official in a statement. (we have) issued notices to the principal secretary (education), government of Bihar, and superintendent of police, Saran, calling for reports in the matter within four weeks, the statement said. The occasion was an event last week to mark the centenary of the arrival in July 1913 of Bhagat Singh Thind from his home in Amritsar, Punjab, in pursuit of higher education while dreaming of a better life for himself and his family. Thind became the first turbaned Sikh to fight in the American armed forces and led a life-long campaign to gain citizenship for him and many others. A century later, nearly 150 Sikh business leaders and CEOs of various companies gathered at the White House to celebrate this pioneer and more than a century of achievement by the American Sikh community. UN forum aims to improve employment, living standards for persons with disabilities
Member States kicked off a threeday meeting at the United Nations in New York today with the aim of finding ways to improve living standards and employment for the more than one billion people worldwide living with disabilities. About 80 per cent of the people with disabilities are of working age and face physical, social, economic and cultural challenge to their access to education, skills development and employment, according to the UN. A background paper prepared by Secretariat for the sixth session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities, which runs until 19 July, states that persons with disability face a greater risk of living in poverty than persons without disabilities in both developed and developing countries. A pilot study led by the UN International Labour Organization (ILO) in 10 low- and middle-income developing countries shows that the exclusion of persons with disabilities from the labour market resulted in an estimated loss of 3 to 7 per cent of gross domestic product. It has now become clear around the world that the fundamental human rights of people cannot in any way, shape or form be violated and it is imperative that we reach out and make the world a much more inclusive place to live in, said Ambassador Macharia Kamau of Kenya, President of the Conference of States Parties. US celebrates 100 years of Sikh community

With journalists working in dangerous corners of the world being thrown in prison or murdered in record numbers, the Deputy Secretary-General joined veteran reporters today urging the United Nations Security Council to stand up against all acts to suppress media freedom wherever and whenever they occur. When journalists are killed, information about threats to international peace and security is often buried, Deputy Secretary-General Jan Eliasson told the Council in a special meeting devoted to the protection of journalists in armed conflict. He added that the 15-member body may wish to consider the targeting of journalists and other threats to freedom of expression when addressing situations on its agenda. Every time a journalist is killed or intimidated into silence, there is one less voice to speak on behalf of the victims of conflict, crime and human rights abusesone less observer of efforts to uphold rights and ensure human dignity, said Mr. Eliasson. Todays meeting is the first time the Council specifically considers the issue of protection of journalists in armed conflict since it adopted resolution 1738 on the issue in 2006, and the first time four international journalists directly address the UN body. Still, its not a matter of if, but when. Mr. Eliasson said that in the past decade, more than 600 journalists have been killed, the majority local journalists and media staff often reporting on corruption and other illegal activities. It is shocking and unacceptable that more than 90 per cent of the assassinations on journalists go unpunished, he noted, urging that the least we can do when a journalist is murdered, is to ensure that the death is investigated swiftly and justice is served. The UN Plan of Action on the Safety of Journalists and the Issues of Impunity aims to create a free and safe environment for journalists and media workers, both in conflict and non-conflict situations, as a prerequisite for freedom of expression and democracy. The Plan was approved in April 2012 by the UN Chief Executives Board and led by the UN Educational, Scientific and Cultural Organization (UNESCO). A multi-dimensional, multi-actor approach, the Plan requires cooperation from Governments particularly through Ministries of Information, academia, as well as media houses and civil society to conduct awareness about threats to journalists. Mr. Eliasson encouraged all UN entities to submit information which could contribute to journalists greater safety. Stressing the importance of freedom of expression, Mr. Eliasson highlighted that the fundamental human right at the heart of journalistic work is in the report of the Secretary-Generals High Level Panel of Eminent Persons on the Post-2015 Development Agenda. The report aimed to outline a new framework building on the eight anti-poverty targets known as the Millennium Development Goals (MDGs). In her remarks, Ms. Carroll stressed that journalists represent the ordinary citizen. An attack on a journalist is a proxy for an attack on the people, an attack on their right to information about their communities and their institutions. Citing CPJ figures, she noted that 5 in 6 murdered journalists are killed in their own hometowns covering local stories, often related to crime and corruption, and that 90 per cent of the cases go unpunished. Mr. Engel argued that protecting journalists is harder than ever because of the blurred delineation between who is a journalist and an activist. If the discussion today is about protection journalists, you have to decide who gets protection? Who deserves it? And who forfeits it, Mr. Engel asked, noting that professional journalists for State and private me-

ties for success as everyone elses lives, he told a news conference held on the margins of the meeting. If the world is to achieve its full potential, if our societies are to maximize their full capabilities, it is imperative that they reach out to everyone in society. The Conference of States Parties the largest international meeting on disability issues is held each year to exchange experience and ideas for implementation of the Convention, which was adopted in December 2006 and entered into force in 2008. The treaty obliges States parties to ensure that persons with disabilities enjoy all human rights on an equal basis with others and to take appropriate steps to safeguard and promote the realization of those rights without discrimination. It asserts the rights to education, health, work, adequate living conditions, freedom of movement, freedom from exploitation and equal recognition before the law for persons with disabilities. While noting the fast growing number of States that have joined the Convention, as well as its Optional Protocol which establishes two pro-

cedures aimed at strengthening the treatys implementation and monitoring, Assistant Secretary-General for Human Rights Ivan imonovi said ratification alone is not enough. The obligations of the Convention must be implemented at the national level to take real effect in the lives of persons with disabilities. Changes in law, policies and programmes are required. But even more importantly, attitudes must change, he said at the opening of the conference. The right to an adequate standard of living is closely linked to the right to work, added Mr. imonovi. The only way to secure a sustained adequate standard of living is ensuring that persons with disabilities can live independently in their societies, providing for themselves and their families by having access to the labour market on an equal basis with others. This weeks meeting takes place two months before the UN General Assembly convenes a High-level Meeting on Disability and Development on 23 September, under the theme The way forward: a disability inclusive development agenda towards 2015 and beyond.

When a journalist is killed, the news dies too, he said. The question today was, how long could that bravery continue? Indeed, we are few remaining. The Councils discussion today would play an important role in answering that question, and in helping to encourage States to support journalist. In the meantime, the work of telling the truth would continue. We will not fail the dream, we will never be discouraged. For his part, Mr. Abdul-Ahad echoed many of the same sentiments, saying there is a sense of immunity for all those who captured journalists; they were never questioned and they never paid for it. That created a sense that professional journalists were asking for trouble just by being on a particular scene. But we have to be there; we are telling the story, he said.

Indian worker in UAE falls to death

1.2 tonnes of illicit drugs seized in Iran


Tehran Over 1.2 tonnes of illicit drugs have been seized during two anti-drug operations in Irans Alborz province in the last few days, Xinhua reported Tuesday citing authorities. Police have seized some 1,215 kg of opium and hashish in two operations in Alborz province, said provincial police chief Ali Goudarzi. In the first operation, 870 kg of hashish and 245 kg of opium were seized, said Goudarzi, adding that in another operation, the drug combat squads discovered and seized 100 kg of hashish and arrested a drug trafficker. On Saturday, Irans border police had seized more than 2.5 tonnes of illicit drugs in the operations carried out along the countrys borders in Sistan and Baluchestan provinces. Colombo Over 3,000 Sri Lankan migrant workers having expired visas returned home under a special amnesty granted by the Saudi Arabian government, an official statement here said. These workers were the first to return, and more are expected to come back later, reported. The overstaying Sri Lankans, during amnesty period, were asked to report to the Saudi Immigration and Emigration Department to obtain a pass for leaving the country without being punished. According to the bureau, there was, however, a delay in releasing temporary visas for such a large number of people. Sri Lankan workers returning during the amnesty period can go back for employment in Saudi Arabia, but only after renewing or adjusting their visas. Overstaying visa or not having the correcting working visa can result in heavy fines, deportation or even prison. The Saudi government extended the amnesty period from July 3 to Nov 4 due to the large number of applicants. An estimated 1.3 million Sri Lankans work in the Middle East and remittances are the islands largest source of foreign exchange.

Hindus, Shias, other minorities worse off in Pakistan


Washington The already poor religious freedom environment for Christians, Ahmadis and Hindus has continued to deteriorate in Pakistan over the last eighteen months, according to a US body monitors violations of religious freedom abroad. Releasing the findings of its Pakistan Religious Violence Project Wednesday, the US Commission on International Religious Freedom (USCIRF) said it had tracked 203 publicly-reported incidents of sectarian violence resulting in more than 1,800 casualties, including over 700 deaths. The Shia Muslim community has borne the brunt of attacks (77) from militants and terrorist organizations, with some of the deadliest attacks occurring during holy months and pilgrimages, the report said. While Shias are more at risk of becoming victims of suicide bombings and targeted shootings, the already poor religious freedom environment for Christians, Ahmadis, and Hindus has continued to deteriorate, with a number violent incidents occurring against members of these communities, it said. The report noted that between January 2012 and June 2013 there were 16 attacks against Hindus and 3 at-

tacks against Sikhs resulting in the death of two Hindus and one Sikh. Four Hindus were also injured. There were three incidents of targeted shootings and seven rapes against Hindus, the report said. Noting that the projects findings paint a grim and challenging picture for the new government of Prime Minister Nawaz Sharif, the report said concrete, resolute action is needed to ensure that perpetrators of violence are arrested, prosecuted and jailed. To stem the rising tide of violent religious extremism, groups and individuals responsible for attacks on religious communities must be punished, it said. While banned militant groups and private citizens are responsible for the majority of attacks on religious communities, government actors are not blameless, the report said suggesting that police officers have turned a blind eye to mob attacks or have refused to file police reports when victims are religious minorities. The climate of impunity threatening all Pakistanis, regardless of their faith, also is exacerbated by the much-abused blasphemy and antiAhmadi laws, the report said.

Goa mining panel should not delay report: Congress
Panaji A Goa government committee appointed to nail those guilty for illegal mining should submit its report as early as possible, Congress Lok Sabha MP Francisco Sardinha said. With thousands rendered unemployed by the mining ban, the committee should ensure they should identify who is guilty of illegal mining and who is not, Sardinha told the media. The Khandeparkar committee should decide at the earliest, he said. The R.M.S. Khandeparkar committee had been appointed by Chief Minister Manohar Parrikar soon after coming to power with the brief to verify findings of the central government-appointed Justice Shah Commission, which unearthed a Rs.35,000 crore mining scam involving mining companies, politicians and bureaucrats. The Khandeparkar committee was also tasked with identifying specifically those involved in illegal mining and the quantum of their illegality. The findings of the Shah Commission also formed part-basis for a public interest litigation in the Supreme Court, which in turn resulted in a ban imposed by the apex court on all mining activity in the state. The opposition has already questioned the logic of the state government to appoint a committee headed by Khandeparkar, a retired high court judge to examine the findings of M.B. The widely respected Mukherjee represented a generation of Communist leaders who renounced comforts and remained wedded to the party and its ideology. He rose to become the partys leader in the house and in parliament. He was elected to the Rajya Sabha in 1986. Earlier, he was a member of the West Bengal assembly from 1957 to 1971. Mukherjee was dismissed from school for protesting against the Simon Commission during British rule and was jailed for taking part in the civil disobedience movement. He completed his studies later. Jaipur Reacting to allegations from the Bharatiya Janata Party (BJP) that Rajasthan Chief Minister Ashok Gehlot was buying fake likes for his official Facebook page, members of his team Thursday said the opposition was scared. The growing popularity of the chief minister on social media was causing the opposition to feel scared, Gehlots technical team said, attributing the baseless allegations to fear. BJP spokesperson Jyoti Kiran said in a statement Tuesday that the chief ministers official Facebook page Apka Mukhyamantri (Your Chief Minister) had 1,69,077 likes till June 1. Ranchi Jharkhand Chief Minister Hemant Soren Thursday moved a trust motion in the assembly. The Soren-led Jharkhand Mukti Morcha (JMM) government was formed July 13. According to a JMM legislator, the apex court asked Soren to surrender in Ranchi after which he will be allowed to participate in the debate on the trust vote. Srinagar Bharat Sanchar Nigam Limited (BSNL) Thursday said the decision to ban SMS service on prepaid mobile phones in Jammu and Kashmir was taken by the state government and not the centre. The government-owned telecom major revealed this in a reply to a notice by the state human rights panel on a petition filed by an activist. The SMS facility on prepaid mobile phones was withdrawn in the state in 2008 during the Amarnath land row agitation. But the facility was allowed on post-paid mobiles. BSNL authorities told the state human rights panel that the decision was taken by the Jammu and Kashmir home department. The petition demanded that the ban on SMS facility on prepaid mobiles be lifted as services like WhatsApp, facebook and twitter were operational in the state, making such a ban irrelevant. A smartphone service like WhatsApp allows exchange of messages using only the internet data plan. It does not matter whether you have a prepaid or postpaid phone connection. It also allows the creation of groups, unlimited messages, audio and video messages. In the wake of such a strong and powerful service being available freely to Jammu and Kashmir residents, it is beyond any sensible reason to ban the affordable SMS service on prepaid phones. Abductors of Ludhiana industrialist arrested, ransom seized


Ludhiana Five out of the seven people involved in the abduction of a young industrialist from Punjabs Ludhiana city have been arrested, police said Tuesday. A huge amount of cash was also seized. Police sources said that a big amount of cash - paid as ransom by the family of abducted industrialist Manish Bharara to secure his release - was recovered from those arrested. Bharara had returned home Sunday night. Ludhiana Police Commissioner Paramjit Singh Gill said that five people involved in the abduction of Bharara and his driver Hem Lal last week have been arrested. The victims were waylaid by the abductors, who came in police uniforms, here last week. They took them away along with Bhararas luxury car. Punjab Police also sent a team to Hamirpur district of neighbouring Himachal Pradesh to nab the remaining two but they managed to give a slip to police, while leaving their car behind. Meanwhile, Himachal Pradesh Police recovered a huge sum amounting to Rs.4,60,90,500 from an Alto car, parked outside the campus of the Deotsidh temple in Hamirpur. Chandigarh The Punjab and Haryana High Court directed the Punjab government to withdraw police security provided to people from outside the state. The high court directed the state government to submit a compliance report on the matter within four weeks. The direction from the high court came on a public interest litigation filed by lawyer H.C. Arora challenging the security being provided to people from outside the state at the cost of public money. Arora said the security cover provided to outsiders was illegal. The controversy about misuse of police security erupted after a shootout at a Delhi farmhouse of billionaire liquor baron Ponty Chadha and his brother Hardeep. Both the brothers were killed in the shootout Nov 17 last year.

Punjab Police armed security was provided to Ponty Chadha and Hardeep without their holding any official position in the state. Sources in police said at least eight armed security personnel were provided to the Chadha brothers, mainly owing to their proximity to politicians in Punjab. Punjab Deputy Chief Minister Sukhbir Singh Badal, who is also the state home minister, earlier this year cut down the number of security personnel provided to VIPs and other influential people. However, the security cover to the Chadha brothers was not reduced. Gurgaon Maruti Suzuki India Limited (MSIL) has told its vendors to buy bigger plots in Gujarat amid a tussle between locals and sacked Maruti employees over a workers rally at Industrial Model Township (IMT) to mark first anniversary of violence that broke out at the Manesar factory July 18 last year. MSIL has nearly 250 vendors for its Gurgaon and Manesar plants. And nearly 90 percent of component suppliers are located in the 100 km radius of Gurgaon. Sources close to the MSIL said the company has asked its ancillary industries to buy bigger plots in Gujarat. Earlier venders had planned to buy plots according to their needs for Gujarat plant but a fortnight ago they were told to buy or arrange bigger plots there, said a source close to MSIL. Marutis Gujarat plant is expected to go on stream during 2015-16. The company has taken up a second land parcel a few months ago near the original site at Hansalpur in Ahmedabad district. To help logistics, the company has a history to establish critical component vends close to main plants. Company may be considering on that, said a company spokesperson. A senior executive was killed and over 100 people were injured in the arson and violence. After the incident, the company sacked nearly 2,500 workers. Of them, 147 workers, including union leaders, were jailed and are facing trial. The plant is now functioning with new staff.

Srinagar At least four people were killed and about two dozen others injured in Ramban district of Jammu and Kashmir Thursday in a clash between a group of protesters and the security forces, police said. Alleging desecration of a mosque and beating up of an Imam by some Border Security Force (BSF) personnel, a group of protesters stormed a BSF camp in Gool town of Ramban district, around 145 km from here. Police said that four people were killed and about two dozen got injured when the BSF troopers opened fire during clashes with agitated protesters.

The injured also include some BSF personnel, he said. High tension gripped Gool, Ramban, Chanderkote and Batote towns in the district. A violent mob also tried to set afire the district magistrates office in the district headquarters town of Ramban. Police were trying to bring the situation under control. Protesters blocked the strategic Jammu-Srinagar national highway at some places. Minister of State for Home Sajad Kitchloo and top police officials have rushed to Ramban to take stock of the situation.

Gurgaon A 30-year-old widower and father of two children was booked in Gurgaon district of Haryana for raping his 50-year-old mother, police said. Gopi, of village Siwari near Farukh Nagar, some 15 km from Gurgaon city, was identified as the rapist. The crime occurred Saturday. Gopis mother, a widow, said in her complaint that she had been living with her son and his two minor daughters. The victim said her daughter-in-law had died five years ago. Gopi had told his mother that he wanted to discuss something important with her Saturday night, and raped her, a senior police officer said. The victim informed the sarpanch of her village, Chander, about the incident. It was the sarpanch who took the matter to the police. A case was registered at Farukh Nagar police station. The accused has been absconding IANS since the crime.

New Delhi The Delhi High Court asked social networking site Facebook to upload a disclaimer on its home page that children below the age of 13 years cannot open an account on it. A division bench of Acting Chief Justice B.D. Ahmed and Justice Vibhu Bakhru asked Facebook to not allow children under 13 years from opening an account. Senior advocate Parag Tripathi appearing for Facebook assured the court that the site will upload the disclaimer on its home page that children 13 years can not open the account. You (Facebook) can write on the home page in bold letters that children below 13 are not allowed. There is no harm in doing this..., the court said. The court also asked the central government to tell it as to what law it had for the online protection of children from being abused throught the social networking sites. The judges also asked the government to inform them on provisions in the law related to a minor using a social networking site. In India what is the law for a minor to use Facebook? Appearing for Govindacharya, lawyer Veerag Gupta told the court that the recent incident in Gurgaon where a police found children involved in a sex and smoke party was the latest outcome of the non-compliance of guidelines by Facebook. He added that hundreds of minor children gathered through Facebook for the party. He said that Facebook and Google did not even have any email account to lodge complaint about minors misusing social networking sites. Facebook also filed a reply on the plea and said that its terms and conditions specifically prohibit children under 13 years of age from registering a Facebook account and using Facebook services. The condition forbids users from providing any false information on Facebook, creating an account for anyone other than him/herself without permission, or creating more than one personal account, the reply added. Minors can only share content with friends, friends of those friends, and network (such as the school they attend, whereas adult can share content with all the Facebook users, the reply said, adding that the site has different privacy settings for minors. Google, in its reply, said that before opening an account with social networking sites, one had to open an email account and for opening that he or she had to mention the age and if the user was below 13 years, he could not open an account with social networking sites. It added that Google had already put in place a plethora of steps on the issue of safe usage of internet.

A Different Perspective On A Common Phrase


Ross Slutsky VOA Netiquette is often less simple than it seems. Facebook seems to tap into a common desire for people to feed their curiosity about others. However, has Facebook really turned all of us into stalkers? And, if everyone is a stalker, does the term stalker still have any meaning? As a 21-year-old college student, I often hear my friends refer to their online behavior as Facebook stalking. When they use this term, they mean a wide array of social networking activities such as looking at other peoples likes, statuses, comments, and, photos. One of my friends defined Facebook stalking as the use of Facebook for acquiring information that is not obvious, and, if publicly revealed, would make the holder of said information look creepy. In other words, if you would not be comfortable revealing information about someone, you should not acquire that information in the first place. While that could be an effective rule of thumb for personal conduct, its not one that many people seem to abide by. All of my friends admit to being Facebook stalkers. They admit that they have looked at the information of people they dont know very well (or in some cases dont know at all) on many occasions. But is anyone to wag a finger at them for this? While it would usually be creepy to look at the Facebook profile of a complete stranger, what if they have tons of mutual friends and shared interests? Even when you are friends with someone on Facebook, what rights does that afford you in terms of access to their information? There are no right answers, and different people have reached different conclusions on this subject. Yet most people are still nonetheless referring to themselves self-deprecatingly as Facebook stalkers.One students definition of Facebook Stalking Are they truly stalkers? If so, this planet contains hundreds of millions of stalkers. Social information technologies have blurred and complicated many of the cultural norms about how people learn about each other. Think about the connotation of stalking prior to the existence of Facebook. Stalking once unambiguously referred to a gross violation of individual privacy in which an individual physically tracked a victim in order to collect information and/or impose on the victim the sense that his or her security was in jeopardy. Being a stalker meant expending a considerable amount of time and energy into surveilling and/or harassing someone. On the other hand, Facebook stalking consists of an individual simply sitting in front of a computer screen, clicking a mouse a few times, and effortlessly examining information that a Facebook user has physically placed on the website where other people can see it. While Facebooks privacy settings are far from perfect, all users basically have the ability to control the level of access other people have to their profiles. However, one of my roommates pointed out that many Facebook users post to Facebook with the expectation that what they post will only be viewed by their friends. Hence,

your time online. Anyone whos a member of an online social network knows that there are times when your friends seem to be doing genuinely interesting things, and times whenwell, not so much. At moments like that, a network like Facebook can feel like a chore filled with drama or tedium. Rainie says the study suggests that people are becoming more open to the idea of taking a short break to refresh, re-evaluate, or just catch their breath. And when they come back from their fast? 69 percent, a large majority, say theyre ready to engage with their online friends just about as much as they did before. Its an ebbing and flowing; it depends on whats going on in their life, the season, what their friends are talking about, a whole host of factors, says Rainie. People are trying to figure out where social media fits in their life. So, the next time you think you want a little break from Facebook, perhaps you should take one.

I wouldnt be comfortable telling a girl that I checked out her likes and that we like the same bands. However, I see nothing wrong with using Facebook as a vetting process in the manner Ive just described. I can steer my conversations with her toward film without any reservations and I like to think that that just makes me an effective Facebook user rather than a Facebook stalker.

Mid-day meal: All eyes on FSL report

Patna Three days after 23 children died due to contaminated mid-day meal in Bihars Saran district, the Forensic Science Laboratorys report, likely to come out soon, was keenly awaited as it would reveal whether there was poison in the food. Amarjeet Sinha, principal secretary, education, had Thursday said it was not a case of food poisoning but poison in food. He said preliminary findings pointed to insecticide poisoning of the oil and vegetables. According to a Saran district official, the forensic science experts had collected samples of the oil used to cook the meal late Tuesday night. The oil samples had a bad odour, officials said. The post-mortem of the children confirmed presence of a poisonous substance in the potato-soyabean curry without detailing the poison. Saran District Magistrate Abhijit Sinha also said that the FSL report was awaited. Soon after the deaths, a top government official said that he suspected

Iron supplement lands 21 Delhi students in hospital


New Delhi At least 21 school children were admitted to various hospitals and 200 others complained of nausea in the capital Thursday after consuming folic acid and iron supplements given to them under a government scheme, police said. The tablets which were given to children under the state governments Weekly Iron and Folic Acid Supplementation Programme (WIFS). Twenty one children were brought to seven hospitals with mild symptoms of stomach cramps, nausea, vomiting, loose stool and metallic taste, said Health Minister A.K. Walia. The students, aged 10-12 years, of two Sarvodaya schools in West Delhis Bharat Nagar and Ashok Vihar in north Delhi area took ill Wednesday after consuming the supplements. None of the patients was reported to be in serious condition. The symptoms started appearing after about two hours of taking the tablets. The affected children remained in hospitals for about five-six hours and were discharged after treatment, added Walia. Under the government programme, 18 lakh tablets were distributed Wednesday. World-wide these symptoms are documented to be experienced in the initial doses of iron and folic acid tablets in about one percent of people. However, in case of Delhi, 0.01 percent of the total beneficiaries have reported these common mild side effects which is well within the acceptable levels, Walia said. While eight children were admitted to Sunder Lal Jain Hospital in north Delhi, seven were taken to Guru Teg Bahadur Hospital in east Delhi, two in Jag Pravesh Chander Hospital in east Delhi, two in Hindu Rao Hospital in north Delhi, one in Hedgewar Aorgya Sansthan Hospital in east Delhi and one in B.R. Ambedkar hospital in east Delhi. Other children were attended to by doctors in the schools. A case has been registered and investigation is on, a police officer added. We carried out stomach wash of the students besides normal medical treatment. We are examining why the eight students fell ill, said Subhash Aggarwal, medical superintendent of Sunder Lal Jain Hospital. The scheme to provide iron and folic acid tablets to students was kicked off Wednesday to improve their health. Under the programme, all adolescent students from Class 6-12 in government and government-aided schools will be given iron and folic acid tablets once a week.

20 Goa students hospitalised after eating mid-day meal

Panaji Twenty primary students from a school in Ponda were Friday rushed to hospital after they complained of stomach pain and vomiting after eating a mid-day meal. An education department official said the students were eating a meal comprising vegetable and lentil curry at the St. Joseph High School in Usgao in Ponda sub-district, 30 km from here. They have been immediately shifted to the Ponda ID (Infectious Diseases) hospital for treatment. It appears to be a case of food poisoning, the official said. The incident comes barely days after 23 school children in Bihars Saran district died after eating contaminated food. On June 27, at least 23 school students similarly fell ill after eating a mid-day meal at Canacona, 70 km south of here.

Chennai Around 155 girl students fell ill Thursday after taking midday meals at their school in Neyveli in Tamil Nadu, a senior official said, adding 13 had been hospitalized. The incident took place at the NLC Girls School in Neyveli. The 13 have been taken to a government hospital for observation, said the official. Neyveli is around 210 km from Chennai. Their condition is stable. Most probably they will be discharged Friday morning, Cuddalore district collector K. Kirlosh Kumar told IANS over telephone. He said the probable cause for the mass sickness was food poisoning. The food samples had been sent to laboratory for testing. In the aftermath of a similar tragedy in Bihar that led to the death of 22 school students, anxious parents gathered outside the Neyveli hospital, resulting in tension.

I want to start by saying that look and sequences are normally copied by other films but I think this is the first time when our films poster has been copied. Bhangarh Fort: The most haunted place in India?


Bhangarh (Rajasthan) How many of us believe in ghosts? Do they actually exist? Can they be felt? Believers will reply in affirmative and non-believers will perish the thought. But everybody would like to take a trip to THE den of the ghosts and such was the trip to Bhangarh, considered Indias most haunted place. Although it is a 300-km drive away from Delhi, yet a handful of people know about it. We started driving towards Bhangarh from Delhi early morning, expecting the journey to last not more than four hours. As not many people frequent the place, we did not have any first hand information and took guidance from a map and distance measurements available on the internet. After crossing Gurgaon we proceeded towards Bhiwadi and turned to Alwar district in Rajasthan. Till this point we did not encounter any problem; it was a nice long drive and a little anxiety about what we would encounter at the fort. From Alwar, as we crossed the Sariska reserve, the weather conditions changed. The sky became completely dark and in the afternoon it seemed like 7 o clock in the evening. Dark clouds started descending over the Aravalli range and both melted into each other. After crossing Ajabgarh, we entered into Bhangarh territory. It started raining profusely. It rained so much that visibility was down to 500 metres. Luckily we were carrying umbrellas and so without wasting a minutes time, we jumped out of the car and entered the fort. The lush green grass in the fort and its adjoining area surprised us. It did not at all seem like a place in the desert state of Rajasthan. There were many local tourists who came in groups, mostly youngsters. The dilapidated fort and the ruins welcomed us. As we entered we found a Hanuman temple right next to the main gate. The sprawling premises has more than half a dozen temples: Hanuman Temple, Gopinath Temple, Someswar Temple, Keshav Rai Temple, Mangla Devi Temple, Ganesh Temple and Naveen Temple and a very strategically positioned Purohitji ki Haveli. It left us wondering how ghosts stay in a premises where there are so many temples! A young tourist, Babulal, who was in a group of 10, said: We all have come to see bhoot bangla (the fort of the

The story of a bunch of RAW agents on a mission in Pakistan to nab Indias Most Wanted is told in a tone that favours a detached distance from the proceedings while ensuring we see each characters life in prismatic close-ups. Though a deeply patriotic film, D-Day indulges in no flagwaving. The Indian flag makes one guest appearance, and that too at the end. God bless Manoj Kumar. Every character in D-Day, even the dreaded caricatural Bhai (the don named, ha ha, Goldman), is a prisoner of his own lost dreams and aspirations. The RAW heroes are thrown in our face without elaborate preamble. The very attractive Huma Qureshi as the RAW agent Zoya has her personal life in shambles. But we never see her unhappy husband. We only hear him. And were happy that he speaks about their distressed relationship in the voice of the very talented Raj Kumar Yadav. Every character, visible or invisible, speaks to us in urgent desperate tones. And within 20 minutes of the playing-time were consumed by these doomed lives that seem to have lived on the edge forever and have nowhere to go except the abyss. With astonishing impunity Advani sketches half-finished all his characters. These are people whose dreams can never come true. The films deep affinity to the business of unfinished lives gives a cutting edge to Advanis narration. As the plot progresses, the narration gets only more and more involving and intriguing until from Karachi we reach breathlessly to the Indian side of the Indo-Pak border where Rishi Kapoor gives a sneering contemptuous speech on the Indian governments inability to control terrorists and terrorism. This is as good a place as any to say D-Day is crammed with remarkable actors furnishing the anxious proceedings with a riveting life-

Irrfans character identifies flavoured pencils with his undying love for his son even when his life is soaked in the blood of traitors and other modern-day heroes. Funny, how two entirely disparate experiences can co-exist in a work of art! And make no mistake, Nikhil Advanis sixth feature film is an acutely accomplished work of art. Its a thriller, yes. About the enforced extradition of a Dawood-like gangster. But what I came away with was a haunting love story between a mysterious Indian intelligence agent and a Pakistani sex worker, both wounded and scarred for life. She in ways that we can see. He in intangible ways. But pain, at the end of the day, is pain. Its what binds together the sex-worker and the ex-army man. Shot in an expertly constructed brothel sets with the crowded colours of lurid sex suggesting the tragedy of lives lived in borrowed beds, the scenes between Arjun Rampal and Shruti Haasan are punctured by piercing silences and a haunting melody about love, loss and incomplete lives sung by Rekha Bharadwaj. Later, much later, the girl is tortured to painful death by a sadistic butcher, gleefully played by Chandan Roy Sanyal. In one of the most innovative editing techniques applied to a Hindi cinema (editors Aarif Sheikh and Unni Krishnan can take a bow), we see the scarred prostitutes torture and death through Arjun Rampal eyes as though he were there when it happened, when he was not. And in the background a haunting Shankar-Ehsaan-Loy song Alvida plays with assertive evocativeness, reminding us that the end of love is always death. The love story could have been the entire script of Advanis film. But D-Day -- odd title since the antagonist is no more named Dawood -- has a lot more to say, and it says it with in a tone of unfussy enrapturing elan that invites us into its midst without using gimmicky methods of enticement. The screenplay by Advani, Ritesh Shah and Suresh Nair constructs a collage of characters hell-bent on

force. Rishi as the gangster is, of course, first-rate. When is he anything less? While conveying the sinister slimy side of the gangster, Rishi also gives a comic interpretation to the rotund goggled perpetrator of mayhem. Yup, this guy is having himself a blast. The other actors too are entirely in their element. Arjun and Shrutis tragic love story is played by the actors in muted mellow muffled shades. Arjun seems to become a more evolved actor with every role. As for Irrfan, his portrayal of a man on a suicidal mission trying to hold on to the memory of his wife and son is so vivid you can touch his anguish. Newcomer Sriswara is extremely credible as Irrfans wife, while Huma as the third member of the RAW team is effortlessly appealing and effective. Newcomer Akaash Dahiya as the fourth RAW team-member is so much on the edge, you want to hold him back from toppling over. The cinematography by Tushar Kanti Ray uses cluttered garish spaces to create a sense of spiritual emptiness during times of tremendous stress and anxiety. This is a film with world-class action scenes. But it is not an action film. Its a film about love and loss. But it isnt a love story. So what is it we are looking at here? Go find out for yourself. With this one film, Advani joins the ranks of the most accomplished young filmmakers of Hindi cinema and by far Karan Johars Dharma Productions proudest product. IANS

I have used them to add a touch of Mumbai colour to my character. My protagonist, Inspector Virkar, speaks Marathi, Hindi and English, said Jha. English for him is an acquired language, while Marathi and Hindi are what he grew up speaking; so its most natural that he would be cussing or using Mumbai slang, he added. After Mumbaistan, Compass Box Killer is his second novel. He finished it in two months and then spent a month giving some finishing touches and polishing it up a bit. Ive loved the crime-fiction genre since I was a kid; so my love for Mumbai and crime-fiction met, mated and got married in my mind and the result was Mumbaistan and Compass Box Killer, Jha said. Compass Box Killer has been launched and Jha says his next is expected to hit the shelves early next year. It is another one of Inspector Virkars investigations in Mumbai. A bit of revenge, a bit of romance, and lots of crime are promised, he said. Any plans of making a film of his novel? Right now we are exploring the possibilities of taking the Mumbaistan series to a 360 degree franchise film, TV, graphic novels and games, etc, he said.

If the singers voice infuses fun, carefree feeling, the music is interesting with pungi (beena) playing very efficiently. A good song to listen to, it could be termed as the highlight of the album. Singer Sona Mohapatra tries to lift everyones spirits with the next number titled Khurafati ankhiya. Talking about naughty eyes, the song fails to maintain a rhythmic pace. Far from being a song for the masses, its an extremely average track. Fans of rapper Yo Yo Honey Singh would definitely tune in to listen to Kudi tu butter. Although the song reflects the singers carefree style of singing and lyrics have their Midas touch, it lacks lustre. The music has electro beats, but it lacks the kind of energy expected from Honey Singh. The title track Bajatey raho disappoints, thanks to its non-impressive to ears. Yo Yo Honey Singhs rap sounds more interesting in this number than the original one. An average number, it is much better than the others. The last one is remix of Nagin dance. With a lot of beats, and loud mixing to the original track, it is made for discotheques. The music album of Bajatey Raho lacks the kind of energy that would appeal to the masses. While more experiment could have been done with the compositions, it seems that the songs have been made because the movie needs them and not to tell a story to the audience. Schizophrenia is treatable: Needs early diagnosis


BlackBerry launched its midrange Q5 handset Tuesday afternoon in New Delhi, at a price of Rs.24,990. Why is this handset a big deal? Because BlackBerrys revival rested on its all-new BB 10 software - but the only two BB 10 handsets that have been launched so far have been priced too high to make a difference to markets such as India. The Z10 came in at Rs.43k, and the keyboardequipped Q10, at a staggering Rs.45k price that was universally criticized. So while much of the world didnt get very excited about the Q5, Indias mobile market has been very curious about it. The Q5 is a much cheaper Q10. At just over half the price, it gives you almost a Q10-like experience: the same software, in a cheaper package. Where the Q10 felt premium and heavy, with aluminium touches, the all-plastic Q5 is lighter, but feels sturdy - and is in fact easier to hold than the Q10. In deference to its much lower price, BlackBerry worked hard at distinguishing the Q5, starting with the keypad. It borrows the old Curve models smaller but more-spaced-out keypad, making the Q5 look older than the Q10. Unlike other reviewers, though, I find Im typing faster on the Q5s keypad. The Q5s touch-screen has the same 3.1 square size and 720x720 pixel resolution as the Q10s, but uses LCD (instead of the Q10s more modern AMOLED), making it whiter if mildly less capable in bright sunlight. Yet I found the Q5 touchscreen easier to use, for theres more space under the screen, making it easier to swipe up - an action you use often, to get out of an app. So the two are well matched. The Q5 is slightly slower, but doesnt feel sluggish. Both use dual-core Qualcomm Snapdragon processors and 2 GB of memory, but the Q5 runs at 1.2 GHz against the Q10s 1.5 GHz. However, I didnt really load it with apps (there arent that many BlackBerry 10 apps yet, anyway). Web browser performance on both handsets is terrible. My one real disappointment with the Q5 is the 5 Mp (megapixel) camera, down from the Q10s 8 Mp. The resolution doesnt really matter, but the Q5 clearly has a cheaper sensor. Outdoor daylight shots are okay, but indoor or low-light shots are mediocre, noisy. Theres poor comparison with, say, the HTC Ones brilliant 4 Mp sensor, or even the old Phone 4s 5 Mp sensor. My other disappointment is common to both Q5 and Q10 - the overwhelming touch metaphor. You cant even make or end a call, or speeddial, without using the touch screen - which makes it a pain to call or answer when driving. The old call end button was a great way to exit apps, but now its all touch. Theres no BlackBerry key either, to give you quick, context-sensitive menu options on everything - for instance to quickly forward an SMS as an email. Overall, though, the BlackBerry Q5 is very capable, and, compared to the Q10, very good value. It matches the Q10 on many counts, and if you can live with sacrificing the Q10s cooler look and feel, is the handset to buy. If you want to buy a BlackBerry! And therein lies the rub. There arent all that many BlackBerry loyalists. The Q5 isnt sexy enough to make users switch from Android or iPhone. It isnt cheap enough to get low-endBB users to upgrade from their older Curve. So were back to the price. A Rs.25k price still doesnt give BlackBerry a market-saver in India. It desperately needs phones in the Rs.10-15k price range. Yes, there are those old BB 7 handsets, but they are, well, old. Still, the Q5 is good value, and all the more so because BB 10 no longer requires you to pay for BlackBerry service. You just need a 3G plan. This isnt great for the company - BlackBerry loses some of its service revenue - but its nice for the user. For now, this is the handset Im going to be using.

Help came his way only when his US-based sister arrived in India and, with police help, took him to a counsellor who diagnosed him to be suffering from schizophrenia in which a person develops a split personality may not be able to distinguish his own thoughts and ideas from reality. Psychiatrist Ruchi Sharma said most patients or their family members refused to believe that there was something wrong with the patients brain. Many people try to look for alternative therapies to cure their loved ones, she said. According to a US National Library of Medicine article, the prevalence of schizophrenia in India is about three per 1,000 individuals. It is most often diagnosed between the ages of 15-35 and men and women are equally affected. Sharma said the Gurgaon mans sister was prompt in accepting the truth about his poor mental condition and did not waste time in seeking reconfirmation from other doctors and professionals.

It is important that schizophrenia is diagnosed as early as possible, as the chances of recovery improve the earlier it is treated, said Mehta. There is no single test for schizophrenia. It is most often diagnosed after an assessment by a mental healthcare professional, such as a psychiatrist, she said. A Delhi-based medical rehabilitation expert, Divya Pal Singh, stressed on avoiding alternative therapies for a patients well-being. The exact cause of schizophrenia is not known. A majority of experts believe the condition is caused by a combination of genetic and environmental factors. It is thought certain things make you more vulnerable to developing schizophrenia and that certain situations can trigger the condition. Experts say schizophrenia is usually treated with a combination of medication and therapy appropriate to each individual. In most cases, this will be anti-psychotic medicines and cognitive behavioural therapy (CBT). A three-week programme at an NGO-supported facility costs around Rs.70,000, while an upscale rehabilitation drill at a private centre costs up to Rs.2.25 lakh, said an administrator of a Delhi-based private clinic. People with schizophrenia usually receive help in the form of community-based support. Many people recover from schizophrenia. Support and treatment can help reduce the impact of the condition on the patients life, Mehta said.

At the very outset, its important to know the difference between a headache and a migraine. Headache is a pain in the head region, while migraine is a type of headache. Although the incidence of migraine is similar in boys and girls during childhood, it increases in girls after worse during the first trimester of their pregnancy, but improve during the last trimester, he added. Warning against popping of pills at the drop of a hat, Rajashekhar Reddi, consultant in the neurology department of Max healthcare, said that too much medication can itself cause you a headache! It is not advisable to frequently pop pills. Too much medication can cause medication-overuse headache, he said. Too much of painkillers can also harm the kidneys and other organs. Migraine can be controlled. Khannal talked about one of his patients, a 35-year-old woman who came to him in December 2012 complaining of a throbbing type of headache for the last 10 years. Thiruvananthapuram The Regional Provident Fund Commissioner has directed an Air India joint venture to pay Rs.8.84 million as provident fund dues for a two-year period. Regional PF Commissioner K. Prasant, through his order dated June 19, 2013, has ordered Air India SATS Airport Services Private Limited (AISATS) to remit the amount of Rs.8,845,396 within 15 days of the receipt of the proceedings. In his order, he said that secretary, All India Airport Contract Workers Sangam (BMS) had alleged that AISATS had not paid provident fund contribution on the actual wages from Jan 1, 2011 to Jan 1, 2013. The commissioner, on perusal of the books of accounts and the wage register, found that there was some substance in the allegations raised by the employees union. Subsequently, he decided to conduct an inquiry under section 7A of the Employees Provident Funds & Miscellaneous Provisions Act, 1952 and heard all the parties on June 11 this year before issuing the order. The union Cabinet had approved the 50:50 joint venture between NACIL (currently known as Air India Limited) and Singapore Airport Terminal Services (currently known as SATS Ltd) in February 2009. AISATS was incorporated on April 20, 2010 in Delhi. It does the ground handling at the Thiruvananthapuram airport. In an email to IANS, AISATS said that it abided by the regulations as stipulated by law and would act accordingly. Chennai Commercial vehicle major Ashok Leyland Ltd, betting big on supplies to Indian defence forces, is also hoping to reap the benefits of investments made in acquisitions and joint ventures, said a senior official. The company will be conserving cash and rationalise production across its facilities during the down turn. Posting a net loss of around Rs.142 crore for the first quarter, Ashok Leyland had announced that it would rationalise manufacturing operations to improve asset utilisation. Queried about that, Dheeraj G. Hinduja, chairman, said: The market is down by 25 percent and hence there is a need to optimise what we have. Fortunately, critical investments were made in the last four years ... most of the investments have been done. Ashok Leyland has decided to close down the Avia truck factory in Prague as rolling out 1,000 units does not make economical sense in the current market, Hinduja added. On the investments made in joint ventures with Nissan Motor Company, Sumantran said initially the partners committed to invest Rs.2,500 crore for the full spectrum of products and till now around 50-60 percent of that has been invested. He said the joint venture with Nissan has resulted in models like Dost, STILE and an engine and by 201516 a new manufacturing facility for fuel economy than other products in the market and has more interior space. The model incorporated the feedback from customers of Nissans Evalia like sliding window, second row air conditioner and others. Beijing Prices of both new and existing homes continued to rise in most Chinese cities in June, according to official data released. Of a statistical pool of 70 major Chinese cities, 63 cities saw month-onmonth home price rises. However, the number was down from 65 cities that reported higher prices in May, the National Bureau of Statistics (NBS) said in a statement on its website. According to the NBS, 55 cities reported month-on-month price gains in existing homes in June compared to the previous month. The figure also dropped from 64 cities that saw price rises in May. IANS

ILFC finalises $2.85 bn deal with Embraer for 50 jets


Rio de Janeiro The International Lease Finance Corporation (ILFC), global market leader in the leasing and remarketing of commercial aircraft, has finalized a $2.85 billion deal to purchase 50 jets from Embraer, the Brazilian manufacturer said Wednesday. The contract includes options to buy an additional 50 planes. The firm sales contracts are among the first for E-Jets E2 aircraft, the new family of planes built by the worlds third-largest commercial jet manufacturer and unveiled by Embraer last month during the Paris Air Show. Deliveries of the E-Jets E2 are expected to begin in the first half of 2018. Embraer said in June it had signed a letter of intent to sell 50 aircraft to ILFC, but the firm orders were only finalised this week. ILFC ordered 25 E190-E2 aircraft and another 25 E195-E2 jets, Embraers largest planes. The new jets are intended for regional flights and have a seating capacity of between 70-130 passengers. Embraer plans to invest $1.7 billion to develop its new family of planes, whose maintenance cost will be 15 percent lower due to greater fuel efficiency. The Brazilian company, the global leader in the 60-120-seat market segment with a 42 percent share of orders, compared with 26 percent for Canadas Bombardier, expects to maintain its leadership in the 70-130-seat segment with a similar market share.

New Delhi In a clear signal to global investors that economic reforms will be fasttracked and norms for inflow of overseas capital eased further, India decided to hike the foreign direct investment limits in a host of areas, notably telecom, insurance and defence. The major executive decision was taken at a meeting specially convened by Prime Minister Manmohan Singh to discuss sectoral foreign investment caps and attended by most of the key economic ministers, Commerce Minster Anand Sharma told reporters. The decisions taken include hiking foreign direct investment limit in the insurance sector to 49 percent from the existing 26 percent and in the telecom sector to 100 percent from 74 percent. Despite opposition from Defence Minister A. K. Antony, the government has decided to further open up defence sector for overseas investments. In defence production, 26 percent through FIPB (Foreign Investment Promotion Board) route stays. For state-of-art technologies, FDI beyond this to be approved through CCS (Cabinet Committee on Security), Sharma said.

Experts said in defence, apart from facilitating flow of money, the move will fetch some state-of-the-art technology that was hitherto elusive. The governments move is expected to help curb the current account deficit and provide support to the battered rupee, which hit a record low of 61.21 against a dollar last week. The rupee has lost almost 10 percent of its value in the past two months. The rupee is the worst performer among the emerging markets currencies so far this year. The high current account deficit has been putting pressure on the Indian currency. The current account deficit, the difference between the countrys imports of goods, services and transfers and exports, touched a record high 4.8 percent of the GDP in the financial year ended March 31, 2013. Economic growth slumped to five percent in 2012-13, the lowest in a decade. Experts said the liberal policy would result in great flow of overseas investments in the country and help control the current account deficit and revive economic growth. This should bring FDI into the country, which will help in managing our current account deficit and encourage fresh investments, said Naina Lal Kidwai, president, Federation of Indian Chambers of Com-

Karnataka to buy land for IT investment region near Bangalore


Bangalore The Karnataka government will initiate the process of acquiring about 2,072 acres of land to develop the Information Technology Investment Region (ITIR) near the Bangalore international airport, a senior official said Friday. We are soon going to issue the final notification to acquire the land required for the first phase of the region, as the central government had cleared the project in early June, state Industries Secretary M.N. Vidyashankar told IANS here. The preliminary notification was issued in 2012 to acquire the lands at prevalent market rate from farmers and land owners after the central and state governments agreed in principle to set up the investment region, the first of its kind in the country, under the public-private partnership (PPP) at Devanahalli, about 40km from here. The IITR is projected to attract global investments worth Rs.2 lakh crore and create a million jobs over the next 10 years in knowledgebased industries, including software and hardware firms with entire supply chain, Vidyashankar said. The region will also have a residential township, an airstrip, high-speed rail network, shopping plazas, hospitals, schools and recreational facilities for the communities living there. The knowledge park will be a selfsustainable integrated investment region for setting up software firms, back offices and a hardware park for electronics cluster, including chip designing and manufacturing units with world class infrastructure facilities, Vidyashankar said. Indian IT bellwethers TCS, Infosys and Wipro have shown interest in setting up their software development centres in the region. Companies in the region will be entitled to tax and other incentives similar to those being provided under the SEZ (special economic zone) policy by the central government, Vidyashankar noted. The state government has appointed international consultancy firm Deloitte to prepare an RFP (request for proposal) documents and terms and conditions for the global tender to select project developers, he said. Noting that the ITIR project was a mega and prestigious project for Karnataka, state IT and BT Minister S.R. Patil said when the entire region is fully developed in two phases by 2020 and 2032, the new tech hub would create four million direct and indirect jobs in the knowledge sector. An additional 8,000 acres of land will be acquired after commencing the first phase project, which will be built in a modular way so that both the phases can be integrated seamlessly and become a new tech hub for the city, Patil said. The Karnataka State Industrial Development Board (KIADB) has identified the additional land (5,090 acres), which is adjacent to the total land (5,400 acres) in first phase and falls under Doddaballapur across Devanahalli town. Besides Karnataka, states like Andhra Pradesh, Tamil Nadu and Orissa have proposed to set up ITIRs and had approached the central government for approval.

New Delhi Rajasthan Royals captain Rahul Dravids statement has been recorded as a prosecution witness in the IPL spot fixing scam, Delhi Police officials said Tuesday, but clarified that the former India captain was not under any suspicion. We have recorded Rahul Dravids statement last Wednesday at his Bangalore residence under section 161 of the CrPC (Criminal Procedure Code), Joint Commissioner of Police (Special Cell), M.M. Oberoi told IANS. Oberoi also clarified that Dravid is not an accused. As a captain of Rajasthan Royals team, he was just formally questioned and his statement was recorded as of a witness, he said. Srivastava told IANS that Dravid is a respectable Indian cricket player and the police team only approached him because he, as a captain of the Indian Premier League (IPL) team, was among the members of team selecting committee on a match to match basis. IPL scam: Dravid made prosecution witness

Week after a decent showing at the Asian Championships, Indian boxers are back at training - and for the first time without headgear, at that, in preparation for the World Championships in October. The International Boxing Association - the world amateur boxing regulator - sought to introduce competitions without headgear from June this year, but the rule was not implemented at the Asian Championships, though the 10-point scoring system was. For the world championships in Almaty, however, Indians will have to take the ring without headgear and they have started getting used to head knocks at the training camp which started in Patiala on Tuesday. It has only been a day that we have started training without the headgear. It (new rule) is going to be a completely different experience for the boys, India coach Gurbax Sandhu told IANS. I asked them to volunteer and 80 percent of them said yes to sparring without protection. In the next three

to four weeks that they spar, I will get a clearer picture on how they are shaping up for the new rule. Though the punches will now seem to have more bite, Sandhu feels his wards will have to fight the change in the mind. The effect of the punch is going to be greater. Some of them have already got injured but it is more of a psychological issue. Practicing without the headgear against your countryman is comparatively comfortable, the real test will be in international events, said Sandhu. While Indians have earned respect in amateur boxing, they have had little taste of the professional circuit. Very few know this better than Vijender Singh, who made boxing popular in the country after winning a bronze in the 75kg class at the Beijing Olympics. He will compete in 81kg at Almaty. It (playing without headgear) is not going to be easy. We are still a young boxing nation and hardly have experience of professional boxing, Vijender told from Sonepat, Haryana.

According to Srivastava, Dravid never had any doubt about these players. Dravid said that he had no inkling that the three Rajasthan Royals players were fixed, said the officer. The officer said that no fingers have been raised against Dravid in this case. They had recorded his statement to make a strong charge sheet. Special Cell also plans to record the statement of Rajasthan Royals coach Paddy Upton, who is in South Africa. Upton could also be made a prosecution witness once he returns to India, the officer said.

Dravid has expressed his sadness over the entire issue, saying he was unaware of the scandal and termed it as a tough phase for his IPL team. Delhi Police is set to file a charge sheet that includes the name of underworld don Dawood Ibrahim, Chota Shakeel among others in the spot fixing scandal. The scandal was busted with the arrest of Sreesanth, Chavan and Chandila along with 11 bookies from Mumbai May 16. According to police, 18 more people were arrested. Twenty-one accused in the case, including Sreesanth and Chavan, have been granted bail by the court.

New Delhi The sports ministry Friday said recommending hockey legend late Dhyan Chand over cricket maestro Sachin Tendulkar for the Bharat Ratna was a logical choice. The ministry had to name only one sportsperson for the Bharat Ratna to the Prime Ministers Office for the highest civilian award and for them three-time Olympic gold medallist Dhyan Chand, who passed away in 1979, was the right choice. We had to name just one sportsperson for the Bharat Ratna and it was Dhyan Chand. With all due respect to Tendulkar, Dhyan Chand is a legend in Indian sports. And it was logical to recommend Dhyan Chand for the Bharat Ratna since we have named every other trophy after him, Pradip Deb, secretary sports, told IANS. Hockey India (HI), which had recommended Dhyan Chands name earlier this year, was also elated. It is a proud moment for Indian hockey. CPL: Pollard gets strong support to lead Tridents


Bridgetown Barbados Tridents captain Kieron Pollard has received a ringing endorsement from head coach Desmond Haynes and all-rounder Carlos Brathwaite as the countdown continues to the start of the inaugural Caribbean Premier League (CPL). Over 800 doping tests to be done at FINA worlds


Madrid More than 800 doping tests will be conducted during the swimming world championships slated for July 19 to Aug 4 in Barcelona, world governing body of the sport FINA said. According to Cornel Marculescu, executive director of FINA, 485 blood tests will be done before the worlds start on Friday and another 320 tests, either blood or urine, will be conducted during the competitions before the biennial tournament ends on Aug 4. The FINA World Championships, drawing some 2300 athletes, will feature competitions in swimming, diving, water polo, synchronized swimming and the newly-included IANS high diving.
