Humanitarian assistance for natural disasters and conflict victims in Pakistan.

The tender is opened for any legal persons with the proved track record and experience in producing and delivering complete solution for construction and erection and rehabilitation of water supply and sanitation through 1 - Drinking water supply schemes (DWSS) including pipes of different diameters, joinery, bends, flanges, reducers, nipples, nozzles, plugs, valves, pumps, rehab, protection and improvement of water sources (may include civil works) etc. (in district Malakand, KPK) 2 - Hand pumps (HP) including pipes of different diameters joinery, bends, flanges, reducers, nipples, nozzles, plugs, valves, pumps and civil works etc. (in district Umerkot, Sindh) 3 - Construction and rehabilitation of latrines including septic tanks (in district Umerkot, Sindh).

General Description: This project is co-financed by European Commission Humanitarian aid and civil protection department (ECHO) and HOPE87. The project will be implemented in Tehsil Batkhela, district Malakand (Khyber Pakhtunkhwa KPK) and Taluka Samaro, district Umerkot (Sindh), Pakistan. The procurement process for Latrines, DWSS and HP is a two stage process. In the first stage, the bidders shall be pre-qualified. In the second stage the pre-qualified bidders shall be invited to submit financial bids / proposals.

GENERAL CONDITIONS
1. Bidders should be registered with the income tax and sales tax department. 2. Separate Technical Specifications are available for each category (DWSS, HP and Latrines). 3. Bids may be submitted for only one, all or any of the categories A, B or C below.

4. Bidders should be registered with the Pakistan Engineering Council. 5. The duly filled and signed pre-qualification documents should reach the undersigned latest by Monday 9th July, 2012; 14.00 Pakistan Time (Any pre-qualification documents received after this date will be rejected) at the following address: Country Director, HOPE87 Pakistan House # 15-A, Street # 62 Sector G6-4 Islamabad, Pakistan 6. The bidders shall also be required to submit the bid security equal to 2% of their financial bid in the shape of bank guarantee from a scheduled bank in Pakistan or through pay order in favor of HOPE87 Pakistan. The bid security for unsuccessful bidders shall be returned after the selection process is complete upon request by the bidders. The bid security for successful bidders shall be released after singing of contract. 7. The bidders shall be required to submit the performance guarantee in the shape of bank guarantee from a scheduled bank in Pakistan. Conversely, a 5% performance security shall be withheld from each payment. 8. Advance money is payable against appropriate bank guarantee from a scheduled bank in Pakistan. Any advance money requirement may be intimated by the bidders. 9. Interim payments against work done shall be made on monthly basis. 10. All payments shall be made within 45 days of interim payment requests subject to verification, with proportionate recovery of advance amount. 11. Performance security to be released upon successful completion of contract. 12. Delivery times and work plan shall be submitted with the financial bid. Agreed delivery time and delivery plan should be strictly followed. 13. In case of breach / delay in delivery, a penalty of 0.1 % of unit cost per day for delayed units shall be imposed. If the delivery is not made within 10 days of agreed delivery time, the contract can be suspended or cancelled at the sole discretion of HOPE87 Pakistan and all monies due to the candidate / supplier forfeited. HOPE87 Pakistan will be at liberty to award the contract for any remaining unsupplied quantities to any other parties at the risk and cost of the supplier. 14. The general conditions should be read together with the technical specifications. 15. Inspection of any goods/materials by HOPE87 Pakistan shall be done before delivery. 16. In case of dispute between the parties, the same shall be referred for arbitration as per the Arbitration Act in vogue in Pakistan.

17. The bidder(s) can also mention any specific condition, which shall be taken into consideration before the award of supply orders. 18. The country of origin of the good should be mentioned. 19. Any damages during transit shall be the responsibility of the bidder. The bidders are encouraged to insure the goods during transit at their own costs. 20. Prices should be valid for a period of minimum 45 days. 21. If the bidder needs clarification on any technical specifications or general conditions, he/she must do so in writing .The clarification, if any, shall be posted on the HOPE87 Pakistan website (www.hope87.org) for information of all bidders on or before 4th July 2012. All such questions and clarifications shall be sent to info@hope87.org latest by close of business on 2nd July 2011. 22. The Bidder shall give HOPE87 or any other organization authorized by the HOPE87 access to any location where the materials for DWSS, Hand pumps and latrines are produced and assembled as per the CONTRACT and to all documents and information, including information in electronic format, necessary to assess, or audit the implementation of the CONTRACT. After notification, the audit missions by HOPE87 representatives or duly appointed agents should be planned and completed in a collaborative manner between the BUYER, CONTRACTOR and HOPE87 representatives. 23. The Bidder shall ensure that it gives the same access, especially with regard to financial and accounting documents to the HOPE87 representatives as the BUYER. 24. The bidder undertakes and acknowledges to practice sound business ethics, including but not limited to: Promote fair, ethical and legal trade practices (including transportation and cargo); Ensure that no child labor is in any case involved by producing the goods or services; Ensure that the operations of the producer of goods, supplies, works or the service provider (as the case may be) are environmentally friendly. Ensure compliance to humanitarian principle of neutrality; Accord prompt and courteous reception in an atmosphere of good faith and equal treatment, devoid of intentional misrepresentation; Treat all information received from buyer/vendors in the strictest confidence. Guarantee the confidentiality of all specifications and price quotations received; Decline to take advantage of buyerss errors but show cooperation; Avoid causing needless expenses or inconvenience when requesting offers/proposals;

Declare for information purposes only if the request will not result in the award of a contract; Ensures that HOPE87 Pakistan remains absolutely free from any obligations to any vendor; Everything possible is done to ensure no fraud or corruption in any cases; Make every reasonable effort to negotiate an equitable and mutually agreeable settlement of any controversy with a vendor or HOPE87 Pakistan.

Tender Description: It is required to rehabilitate Drinking Water Supply Schemes (DWSS) in Tehsil Batkhela, District Malakand and Hand Pumps in Taluka Samaro, district Umerkot (both details attached) and Latrines in Taluka Samaro, district Umerkot (details attached) that will assure quality water supply, sanitation and help improve hygiene practices among the people of KPK and Sindh Provinces in Pakistan. Technical Specifications: Attached for information only The specification to be provided by the vendors at the time of submission of financial bids must include: product catalogues (where applicable), model description (where applicable), pricebreakdowns per unit, including transportation and cargo costs to the relevant district (Tehsil Batkhela district Malakand in KPK province or Taluka Samaro district Umerkot in Sindh), Pakistan with full delivery details, organization contact and bank details and any price discount, tax exemption or other relevant information that could have any influence on the final price and selection criteria. Deadline for submission of pre-qualification forms together with supporting documents: 9th July 2012; 14.00 Pakistan Time. Any pre-qualification documents submitted after this date will be rejected.
