If there is any shame left in the congress leadership it should not ask for the resignation from the MP's but expel them from the party (JUGAL KISHORE SHARMA STATE PRESIDENT BJP) NEW DELHI, JULY 24: The controversy over 65 Members of Parliament signing letter on Gujarat Chief Minister Narendra Modi visa issue has taken a curious turn with nine MPs denying signing any letter and the Congress talking in a high moral tone. The government has also said it is not right for anyone to involve a third country in domestic issues. Whatever be the outcome of the controversy, what is certain is that the country is witnessing a dirty campaign as India hits election year. A letter supposedly signed by 65 MPs to US President Barack Obama dated December 2012 had urged him not to grant a US visa to Modi. The letter was re-sent to the White house to coincide with BJP President Rajnath Singh's US trip. Rajnath had said that as he will push the US government to change its policy and grant Modi a US visa. The MPs who have denied signing the anti-Modi letter include five Congress leaders. Two of the Congress MPs also said they do not remember signing the letter. After CPM MP Sitaram Yechury denied signing any such letter, DMK MP from Rajya Sabha KP Ramalingam and CPI MP Achutan have also denied that they had put their signatures on the letter to US President Barack Obama. Nationalist Congress Party (NCP) MPs Vandana Chavan and Sanjeev Naik, Congress MPs Marotrao Kowase, Anil Lad and Jayantrao Avale have also denied signing the letter. Congress MPs Pradip Bhattacharya and Joy Abraham said that they do not remember signing the letter. Meanwhile, the Congress today sought to disapprove of the move saying the "nation is bigger than politics". "The nation is bigger than politics...We do not know what individuals are doing. The issue has not been discussed in any fora of the party nor that of Parliament. Nothing has been discussed. It is a non-issue (for us)", party spokesman Raj Babbar told reporters. Babbar, a member of the Lok Sabha, said MPs could approach the Privileges Committee if they are alleging that their signatures were forged. Today, Sudarshan Bhagat, BJP MP from Lohardaga, Jharkhand, wrote a letter to the Speaker saying some MPs have said they have not signed the letter to Obama. BJP spokesperson Prakash Javedkar said tirade seemed to be a conspiracy as many of the signatories have denied of signing the letter. "Many of the signatories have denied they having been signed this memorandum. This shows that it was a conspiracy. It is a Congress dirty trick department which is at work now," he said. Contd p2

The much awaited Pradesh Congress Committee is likely to be announced within days as AICC president Sonia Gandhi is learnt to have asked PCC chief Prof Saif-ud-Din Soz to submit her list of proposed office bearers and executive members. According to reliable sources in the party circles, Prof Soz has swung into action in this regard and in a late last night development, discussed the matter with Deputy Chief Minister Tara Chand during a closed door meeting at JK House in New Delhi. RAJASTHAN, JULY 24: Former member of Parliament and MLA from Tonk Dwarak Prasad Bairwa passed away after a brief illness at SMS hospital in Jaipur, official sources said on Wednesday. He was 65. Bairwa, suffering from acute diabetes and other chronic illnesses, breathed his last at the hospital on Tuesday night. Chief Minister Ashok Gehlot visited Bairwa's residence in Jaipur and expressed his condolence to members of his family.

SRINAGAR, JULY 24: Some unidentified assailants barged into the house of a cleric in Bemina area of Srinagar and slit the throats of two children and wife of the cleric. Soon after the incident tension gripped the area. The assailants barged into the house of Iftikhar Ahmad at Iqbalabad in Bemina while he was away in the local mosque to lead the pre-dawn prayers, police said. The assailants slit open the throat of Ahmad's wife, Naseema, and two children with a sharp edged weapon, the police said. The trio, lying in a pool of blood, were rushed to hospital when the cleric, who hails from Gurez area in Bandipora district, returned home from the mosque, they said. While the children -Mohammad Hasim (two years) and Aalia (three years) were declared dead on arrival, Naseema was battling for life, police said.

Heavy rains trigger landslides, cloudburst and house collapse in Uttarakhand


UTTRAKHAND, JULY 24: Two persons were killed as heavy rains, triggering incidents of landslide, cloudburst and house collapse, on Wednesday continued to lash Uttarakhand, officials said. A 50-year-old man and a 28year-old woman died after their houses collapsed due to heavy rains in Chamoli, District Disaster Management officer Nand Kishore Joshi said. "Dozens of houses collapsed due to landslides and cloudbursts in Karnaprayag, Thirpak and Tefana in Chamoli district," he said, adding that the affected families are being shifted to safer places. Violence breaks out in Budgam, houses set on fire, army deployed


SRINAGAR, JULY 24: Sectarian violence broke out in Budgam district on Wednesday and to quell the violence before it could go out of control army was deployed to help the civil administration maintain law and order. "We have deployed several columns on the request of civil administration in parts of Budgam district to assist police to restore law and order," Army spokesman in Shariefabad headquarters of Kilo-Force, Colonel V K Sharma said. ROHIT SINGH RANA Letter written by 65 members of India to US President Barack Obama for not granting visa to Gujarat Chief Minister, Narendra Modi has brought into focus a new dimension about the Indian parliamentarians. According to a data collected by National Election Watch and Association of Democracy Reforms, a whopping 163 MPs out of 543 have criminal records against them. That is a cool 30 percent. Similarly, 1258 out of 4032 law makers in the State assemblies also face the criminal record which is also about 30 percent. Amazingly, the letter written by 20 Raj Sabha members and 40 Lok Sabha members suggest that these parliamentarians have either lost their faith in the Constitution of India. Otherwise they would have not indulged in such a slanderous campaign against Narendra Modi who is the elected head of a prosperous state of the country. Grippingly, the letter has send reverberations which are about to blow into a big storm. Having said so it is disgusting to feel what the media in USA has reacted to the letter. The media in America is not only amazed but astounded at this very paranoid act of law makers from India. Soon after the news of the letter spread, the media in the US went abuzz with activity which otherwise does not move a hair about India, where Afghanistan, or China are lead news makers. Washington Post wrote, "It is almost unthinkable that Indian lawmakers would appeal to the United States to take a stand on an internal matter. Most Indian politicians, many of whom still nurse a Cold War-era suspicion of Washington, would bristle at the very thought of it," The Washington Post reported. "It couldn't have been easy, then, for 65 members of India's Parliament to fax a letter to President Obama on Sunday requesting that his government not grant a visa to Narendra Modi, the chief minister of Gujarat," the daily said. The prestigious news paper hinted at the internal matter of India. But when political calculations are going into a tizzy after Modi came up as the dominant figure in the national politics, susceptible Indian law makers can go to any limits to make their political fortunes rosier. It will be curious to know how many of these 65 MPs have criminal records against them. Perhaps it is important to see that those who indulge in undermining Constitution are screened for a good mental health. If such situations are allowed to go unchecked then brain scanning machine inside the Parliament is must. After all the nation cannot be allowed to be run by people who are prone, displaying flippant or deviant behavior. Already some MPs who have some standing in the countrys politics like Sita Ram Yechury have denied signing the letter. , DMK MP KP Ramalingam and CPI MP MP Achutan, have also denied that they have signed the letter. A BJP lawmaker Sudershan Bhagat from Loherdaga in Jharkhand has written to Lok Sabha Speaker Meira Kumar urging for a probe into alleged forgery of signatures. The party also accused the Congress's "dirty tricks department" of being behind it and demanded a probe. The truth of this latest fax to President Obama needs to be investigated. But will inquiry take place when Modi is the choice target of the Opposition in the country. The architect of this fiasco is an independent MP, Mohammad Adeeb who has unabashedly admitted that he contacted the MPs and after deliberations with them the letter was written on 25th November and 6th December 2012 but it was re-faxed to the US President quite recently. The letter has stirred a hornets nest in the country but on the international scene it has brought to focus two vital things. The one being that a section of Indian parliamentarians have lost faith in Parliament and Constitution and secondly they have brought Modi on the international focus. It does not need to be told to these maverick law makers that if they try to revoke Modis passport so that he is barred from travelling to other countries they can do it here in India. There was no need to go to US .Similarly if some section of MPs want Modi should not come out of Gujarat they should search for some ways and means. The MPs can petition Supreme Court and seek the revocation of Modi, four times elected constitutionally elected chief minister of Gujarat. To indulge in dirty politics is not only to undermine the prospects of Gujarat and dishonor its electorate; it is also a vile move to malign India internationally. If Modi is a persona non grata he should be fought on electoral turf. By out sourcing the policies, interests and law of India to other countries, these MPs have indulged in breach of trust and undermined the spirit of Constitution which they are supposed to uphold.

Budgam on Friday night following dispute between two sects over construction of a village road. Separatists as well as mainstream parties, including ruling National Conference and opposition PDP, condemned the violence and appealed people to maintain calm and "foil the nefarious designs of vested elements bent on creating a wedge between the two communities." Separatist groups have blamed intelligence agencies for fuelling the violence to divert attention from alleged human rights violations like the Gool firing incident. WASHINGTON: An unhealthy lifestyle characterised by physical inactivity, unhealthy diet, and smoking, is associated with a greater hazard of disability in individuals more than 65 years old, and the risk increases progressively with each additional unhealthy behaviour, according to a new study. For instance, the risk of obesity, diabetes, cancer, poor cognitive function, stroke, sudden cardiac death and mortality increases with the number of unhealthy behaviours. Researchers from France and the UK carried out a study to investigate the relationship between unhealthy behaviours and the risk of disability over a 12year period. They used data

from the Three-City (3C) Dijon cohort study. Between 1999 and 2001, the study included communitydwelling older people (more than 65 years old) from the city of Dijon (France); participants were interviewed at that time about their lifestyle, including information on smoking, diet, physical activity, and alcohol drinking. They were then followed for the incidence of disability over 12 years. Three levels of disability were assessed: mobility, instrumental activities of daily living (IADL) and basic activities of daily living (ADL). Mobility assessed the ability to do heavy work around the house, walk half a mile, and climb stairs. IADLs included the

ability to use a telephone, manage medications and money, use public or private transport, and do shopping, and, additionally for women, to prepare meals and do housework and laundry. ADLs included bathing, dressing, toileting, transferring from bed to chair and eating. Participants were considered disabled if they could not perform at least one activity without any given level of help. Low or intermediate physical activity, consumption of fruit and vegetables less than once a day, smoking (current or having quit smoking less than 15 years ago), and no (abstention or former) or heavy consumption of alcohol were all considered as unhealthy behaviours.

Women on testosterone therapy have improved memory: Study


MELBOURNE: Women on testosterone therapy, after menopause showed a significant improvement in verbal learning and memory, a study by Australian researchers has said. The research led by Susan Davis, Director of the Women`s Health Research Program at Monash University is the first large randomised, placebo-controlled investigation into the effects of testosterone on cognitive function in postmenopausal women which offer a promising avenue for research into memory and ageing, said a statement by the University. Testosterone has been implicated as being important for brain function in men and these results indicate that it has a role in optimising learning and memory in women. Dementia which was estimated to affect more than 35 million people worldwide in 2010 is more common in women than men. There are no effective treatments to prevent memory decline. In the study, 96 postmenopausal women recruited from the community were randomly allocated to receive a testosterone gel or a visually identical placebo gel to be applied to the skin. Participants underwent a comprehensive series of cognitive tests at the beginning of the study and 26 weeks later. All women performed in the normal range for their age at the beginning of the trial. There was a statistically significant and clinically meaningful improvement in verbal learning and memory amongst the women using the testosterone gel after 26 weeks. Davis said the results indicated that testosterone played an important role in women`s health. "Much of the research on testosterone in women to date has focused on sexual function. But testosterone has widespread effects in women, including, it appears, significant favourable effects on verbal learning and memory," Davis said "Our findings provide compelling evidence for the conduct of larger clinical studies to further investigate the role of testosterone in cognitive function in women," she said. Androgen levels did increase in the cohort on testosterone therapy, but on average, remained in the normal female range.

Menthol cigarettes pose greater health risk


WASHINGTON: Menthol or mint-flavoured cigarettes pose a greater health risk than non-menthol ones, the US Food and Drug Administration (FDA) said in a scientific review. "While there is little evidence to suggest that menthol cigarettes are more or less toxic or contribute to more disease risk to the user than non-menthol cigarettes, adequate data suggest that menthol use is likely associated with increased smoking initiation by youth and young adults," Xinhua quoted the FDA as saying. Further, menthol in cigarettes is likely associated with greater addiction. Menthol smokers show greater signs of nicotine dependence and are less likely to successfully quit smoking, it said. According to the FDA, more than 400,000 deaths per year in the US are caused by tobacco use. About 30 percent of all adult smokers and more than 40 percent of all youth smokers in the country report smoking menthol cigarettes. "Menthol cigarettes raise critical public health questions," FDA Commissioner Margaret Hamburg said in a statement.

"The FDA is committed to a science-based approach that addresses the public health issues raised by menthol cigarettes, and public input will help us make more informed decisions about how best to tackle this important issue moving forward." The agency said a notice will be available for public comment for 60 days and that it will consider all comments, data, research, and other information submitted to the docket to determine what, if any, regulatory action with respect to menthol in cigarettes is appropriate. Optimists cope better with stress


TORONTO: People who are optimistic are better at regulating stress as the hormone cortisol tends to be more stable in those with positive personalities, a new study has found. Researchers from Concordia University in Canada tracked 135 older adults over six years, and collected their saliva samples five times a day to monitor cortisol levels. This age group was selected because older adults often face a number of age-related stressors and their cortisol levels have been shown to increase. Participants were asked to report on the level of stress they perceived in their day-to-day lives, and self-identify along a continuum as optimists or pessimists. Each person`s stress levels were then measured against their own average. Measuring the stress levels against participants` own average provided a real-world picture of how individuals handle stress because individuals can become accustomed to the typical amount of stress in their lives. Joelle Jobin, a PhD candidate in clinical psychology who co-authored the study with her supervisor Carsten Wrosch and Michael Scheier from Carnegie Mellon University, noted that pessimists tended to have a higher stress baseline than optimists, but also had trouble regulating their system when they go through particularly stressful situations.

SRINAGAR, JULY 24: Minister of State for Health, Mr. Shabir Ahmed Khan said that the government has issued revised recruitment gazetted service rules of Health & Family Welfare Department, adding that these rules would prove beneficial to remove the stagnation and open promotion avenues to the doctors working under different categories in the Department. This was revealed by the Health Minister during his meeting with senior Consultants and MPFHWs, who called on the Minister here at Civil Secretariat on Wednesday. The Health Minister said that new recruitment rules for non-gazetted services of the Department is also under process and would be finalized soon to ensure more promotion avenues to the employees of the Department. Giving details of the new recruitment rules the The Minister called upon the employees of the Health Department to work with more missionary zeal and dedication to infuse quality health services in the Health Institutions for convenience of the people. He said providing improved health care facilities to the people were the priority of the Government. He said in this regard the government has taken several reformative initiatives with the liberal financial assistance of the Central government with special focus on upgradation of infrastructure facilities, besides providing skilled manpower in the Health institutions, especially under the flagship programmes NRHM. During the meeting the representatives of Consultants hailed the government for issuing new gazetted recruitment rules in the Health department, saying that it would prove very beneficial to all categories of gazetted services for opening their promotions. They also raised the issues of due representation of Consultants for Administrative post, creation of more posts of Consultants in health institutions, deputation of Consultants to attend National and State Scientific Conferences, refresher courses in tertiary care hospitals and staff augmentation at district hospitals. The representatives of MPFWHs also appreciated the step of the government for formulation of new recruitment rules of nongazetted employees and hoped that these rules would mitigate their long pending stagnation. The Health Minister assured all the employees of the department that all their genuine demands would be alleviated in a phased manner and appealed them to bring more laurels in improving health care facilities across the State by utilizing their dedicated services.

SRINAGAR, JULY 24- The Minister of State for Technical Education, Power Mr. Vikar Rasool has said that keeping pace with modern trends, the State Government has taken up a massive project of constructing polytechnics in length and breadth of the State to make the youth of the State skilled professionals. The Minister was addressing officers during a review meeting convened to discuss the status of ongoing work on various new polytechnics being constructed across the State. He asked the officers to speed up the work on under construction polytechnics so that the work is completed within shortest possible time for augmenting the infrastructure of technical education Secretary Technical Education Mr. Parvez Malik, Director Technical Education, Mr. J P Singh, Chief Engineers Jammu/Kashmir, Mr. Tahseen Mustafa, Mr. Mushtaq Lone and other senior officers of the department and JKPCC were present in the meeting.

The meeting was told that an amount of Rs. 135.48 crore has been released by the Central Government for constructing 18 polytechnics in the State. The Minister directed the officers to work in close coordination and synergize their efforts for completing the work on these polytechnics as soon as possible so that the students living in rural and far-flung areas get the requisite technical/vocational trainings. Mr. Vikar said that imparting the technical skills to the students, the menace of unemployment can also be tackled as these trained youth can effectively set up their own entrepreneurial units and contribute their bit in the socio-economic upliftment of their respective areas. The Minister said that the government has identified certain sectors as vital sectors in which education forms one of the important unit and every effort is being made to augment it by creating quality infrastructure and providing better educational facilities both regular as well as vocational.

Minister said that now the Director Health Services/ Family Welfare would be selected and promoted from Class-II category A&B in ratio of 2:1 respectively having at least 3 years substantive services as such with a minimum service of 15 years in the gazetted cadre. He, however said that requirement of minimum service of 15 years shall not apply to

category -B under the new revised rules. The Minister said that promotion of Deputy Directors, Medical Superintendents, State Malariologists/ADMO Labour (ESI) would be made by 100% promotion from Class- III, Categories A, B, C and D having at least 3 years substantives service as such. He said similarly the promotion for the post of Senior

Consultant would be made by 100% promotion from ClassIII category -E from the respective specialty having at least 3 years substantive service as such. The Health Minister said that under finalization of new recruitment rules for nongazetted employees the promotion grievances of FMPHWs are being also incorporated in the rules.

SRINAGAR, JULY 24: Minister for Forests, Ecology and Environment, Mian Altaf Ahmad, who is also Chairman District Development Board Kulgam, instructed Deputy Commissioner Kulgam to speed up rehabilitation of affected families of 2005 Valtengo disaster. He directed the members of the committee, constituted to assess the value of the structures demolished for taking forward road projects, to submit the report within a weeks' time so that funds required for the purpose are sanctioned by the concerned departments. The Minister was reviewing the status of the projects raised by several public representatives in district development board meeting of Kulgam district held last month. JAMMU JULY 24: Minister for Roads & Buildings and Mechanical Engineering, Abdul Majid Wani, on Wednesday conducted an extensive tour of various parts of Kathua district and inspected developmental works being executed by R&B department in the district. During the tour, the Minister visited Mangloor, Jathana, Dhanni, Jakhole and Billawar besides addressing a series of public meetings. Minister of State for Cooperative, Dr. Manohar Lal Sharma and MLC, Subash Chander Gupta accompanied the Minister. At Mangloor, the Minister inspected the construction work on bridge coming up over Tarnah Nallah at Manglor-Bakhta road at an estimated cost of Rs. 17. 18 crore. The work on this double lane bridge was started in the year 2010 and expected to be completed by 2013. Besides, the work on 3 spans of bridge has been completed and work on the rest two spans is going-on in full swing. Addressing the gatherings, the Minister said that expansion of better road network to every nook and corner of the state is on top priority of the government. He said with the completion of this project dozens of villages of the areas will get better roads and subsequently provide alternative route connecting to National Highway. Wani said that the habitations with less than 500 population would be provided road connectivity under PMGSY for which the State has 1100 projects. He expressed gratitude to Prime Minister Dr. Manmohan Singh, UPA Chairperson, Sonia Gandhi and Union Minister for Rural Development, Jai Ram Romesh for releasing Rs. 710 crore under PMGSY, saying that it would help the state for completing roads projects which were pending for want of land compensation under the scheme. He also thanked Union Minister for Health and Family Welfare, Ghulam Nabi Azad for advocating the cause of the state at the central level. At Jakhole, the Minister announced Rs. 5 lakh for construction of JakholeMahanal Shiv Mandir road. He directed the concerned for preparing the Detailed Project Report (DPRs) for construction of JakholeJathana road and bridge over Ujh River. Speaking on the occasion, Dr. Manohar said several road projects have been taken in hand to strengthen road connectivity in the state during the regime of present government. He said the this bridge will greatly help the area which remains cut-off during the rainy season. MLC, Subash Chander Gupta, also announced Rs. 5 lakh for construction of Jakhole-Mahanal Shiv Mandir road.

Politicians must refrain from playing divisive politics in Kashmir: APMCC


JAMMU, JULY 24: -All Parties Migrants Coordination Committee (APMCC) has taken a strong exception to the statements of certain politicians calling Kashmir as international issue and playing divisive politics in Kashmir. Reacting to the statements of politicians for the past some time where politicians of all hues have adopted a habit of blaming everything on Indian state in their bid to woo separatists of Kashmir, APMCC General Secretary Advocate Arun Kandroo, asked politicians to refrain from playing divisive politics in Kashmir. In a statement issued here he said that politicians of all hues even NC and Congress besides Akali Dal leader Simranjit Singh Maan have been issuing such statements which put India in the dock forgetting that they were Indian citizens first. Kandroo said that Mann's contention that Kashmir was an international issue was to play the divisive politics to seek political mileage from the current volatile situation in the state. He said that Kashmir situation was the creation of Pakistan sponsored terrorism and reminded him to recall the happenings of Kabaili Raid in Baramulla in 1947. He also came down heavily on the leaders of ruling coalition who tried to play one upman-ship during recent Gool firing incident in which 4 innocent lives were lost.

The Minister was told that Rs. 3.72 crore were released in favour of district administration for effecting rehabilitation of 120 effected families of 2005 Valtengo disaster. He was informed that 76 hutments have been constructed apart from acquiring 10 more kanals of land for rehabilitation of remaining 44 families. It was given out that a committee has been set up to assess the value of the structures demolished for taking forward the Mazgund and other road projects for which Rs one crore stands released against the projected cost of Rs 2.98 crore. Bachroo bridges have been completed while work on approach roads for both the bridges is going on, the meeting was informed. Regarding electrification of Nagras Gujjar Basti, Panzgam Nard, Shurat Omar Colony, and Takat Mohalla, the Minister was informed that power supply in certain areas has been extended while efforts are on to bring other areas under RGGY scheme during current fiscal. The Minister asked the Deputy Commissioner to settle all land compensation cases so that the road projects taken up in the district are completed early.

DDC chairs District Red Cross Societys' meet


DODA, JULY 24- District Development Commissioner, Doda, Mubarak Singh, on Wednesday convened a meeting of District Red Cross Society to review the functioning of the organization in the district. Additional District Development Commissioner, G.N Balwan, Chief Planning Officer, Dr. Yassir Balwan, Assistant Commissioner Development, Rakesh Kumar besides Chief Medical Officer, Superintendent District Hospital and other members of the society attended the meeting. While speaking on the occasion, the DDC, who is chairman of the DRCS Doda, said that revenue and resources are vital for the society to reach out the needy people. He impressed upon the officers to put in their best efforts to raise and mobilize resources to enable the Society to help the people in the district. The DDC said that donation boxes need to be installed at important offices in the district besides organizing Red Cross melas at block level to help raising funds for the noble cause. It was decided in the meeting that Jan Aushadyalaya Store will be opened inside the District Hospital Complex Doda which will be run by the District Red Cross Society Doda on no profit no loss basis so that the poor people get medicines at an affordable price.

LMD team penalizes Traders in Kishtwar


KISHTWAR, JULY 24: The team of Legal Metrology Department today booked eight traders for violations of provisions of weights and measures Act during inspection of various markets in this township. The inspecting team charged Rs 7000 as fine from three goldsmiths and five Retail Traders for different violations. The Market Checking Squad warned the traders against the unfair practices including overcharging. The traders were directed to display verified rate lists, sell only standard packaged commodities, adhere strictly to the rules regarding MRP, net content, date of manufacturing and expiry date. The team also advised the general public to approach the department on finding a trader indulging in malpractices or cheating. The inspection as conducted on the instructions of DDC Kishtwar, Saleem Mohammad.

SRINAGAR, JULY 24 The Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma has called for removing all the bottlenecks coming in the way of proposed prestigious Chenab Drinking Water Project so that the project is taken up at the earliest. The Minister said that population flow in Jammu city has increased manifold, consequently drinking water requirement has also substantially increased. To meet the ever growing need of this essential commodity for Jammu city, the Chenab Water Project was conceived, but the project could not be taken up immediately due to certain hurdles. He directed the officers to make serious efforts to remove all hurdles to start the project expeditiously. He directed the Chief Engineer, PHE, Jammu to coordinate with the ERA

DDC reviews provision of drinking water, toilet facilities in govt schools
government. As regards Construction of kitchen sheds, it was informed that 1388 schools have this facility and remaining 183 schools are being covered during the current year. The DDC held zone wise review of the implementation of the scheme and exhorted upon the Zonal Education Officers (ZEOs) to organize trainings for the cooks to educate them about the hygienic preparation and serving of meals to the students. He stressed that the Head Teacher , Janch Committee, Mother Committee Members and Panchyats should be involved in the implementation of scheme by the respective schools. He also directed to store the food and other ingredients in air tight storage bins and use only AG Mark spices , BIS Mustard Oil or Refined Vegetable Oil for cooking . He strongly refrained from using Vanaspati ghee or Palmoline Oil for cooking meals. He also instructed that the cooked meal should be tasted by the Head Master and incharge teacher before serving it to the students. Responding to other issues, he asked the Chief Education Officer to take up the issue of regulated supply of LPG to each school with the CAPD Department. As regards school health check up progamme, it was reported by the Chief Medical Officer that 846 schools having an enrolment of over 36000 were covered during last year and the children suffering from Anaemia, vision problem and other diseases were provided medicines and concerned Head Masters were advised to inform their parents for regular health check up in the nearest hospital. The DDC directed that the health check up programme schedule for the current year should be finalized for each and every school jointly by the respective ZEO and BMO. "The regular monitoring of the health check up programme be conducted by the District Officers. The respective panchayts and VECs be involved in the health check up programmes so that regular follow up is made by the parents. The students with Anemia be provided folic acid tablets by the Health Department/ICDS" the DDC instructed. The meeting also reviewed the implementation of School Health Check Up programme, besides provision of Drinking water/Toilet facilities in government schools of district Jammu While reviewing the Mid Meal Scheme, it was reported that the scheme is under implementation in 1477 government schools having an enrolment of 58104 students of Primary & Upper Primary classes . It was said that Nutritious meal having protein value of 20 gms and calorific value of 700 gm is being served to the students of the Upper Primary Classes and food containing 12 gm protein and 450 gm calorific value is provided to primary classes . The meeting was informed that over Rs.2.50 Crore was spent on providing Mid Day meal during 2012-13 by utilizing food grains worth .1.47 crores supplied by the schools functioning from rented accommodations are being provided drinking water supply through temporary arrangements . About toilet facilities, it was informed that 193 schools which are functioning from rented buildings have been provided temporary arrangements, while all other schools have been provided separate toilets for girls , besides disabled friendly toilets are also being constructed in schools having enrolment of physically challenged children. The DDC expressed satisfaction on the level of facilities made available in the majority of the schools and hoped that by the end of current financial year each school will be have its own kitchen shed, drinking water and toilet facilities . The DDC enjoined upon the Health, Education, PHE, Rural Development & ICDS Departments to work in close co-ordination to take care of health hygiene and education of the student s . "We all have to work for retention of the children in the schools and bring all the school going children who are still out of the school under the coverage of elementary education enrolment" the DDC asserted.

The first phase is proposed to be commissioned in 2016, which will be funded by the ADB under Jammu and Kashmir Urban Sector Development Investment Programme (JKUSDIP).

Cabinet approves appointment of Patwaries


SRINAGAR, JULY 24- The State Cabinet which met on Wednesday under the Chairmanship of Chief Minister, Omar Abdullah approved appointment of Patwaries against the available vacancies, out of the candidates selected through written examination for undergoing Patwar training and who have successfully qualified from the respective Government Revenue Training Institutes. It was also decided that the Patwar trainees who do not qualify the Revenue Training in the first attempt shall be given a second chance to qualify and upon doing so shall be appointed as Patwaries. The Cabinet also constituted a Cabinet Sub Committee to be headed by Deputy Chief Minister Mr. Tara Chand in order to examine the modalities for the implementation of the Mushtaq Ganaie Committee Report regarding the demands for the creation of new administrative units and to take on board any fresh demand on this account. The other Members of the Sub Committee include Minister for Urban Development and Urban Local Bodies, Minister for PHE, Irrigation and Flood Control, Minister for Agricultural Production, Minister for Higher Education, Minister for Planning and Development and Labour and Employment, and Minister for Law, Justice and Parliamentary Affairs. The Cabinet also accorded sanction to the Promulgation of Jammu and Kashmir ParaMedical Council Ordinance 2013 regarding the training institute of Paramedics. REASI, JULY 24- As per a notice issued here today by NHPC, the public of district Reasi in general and villages in up stream including Dharan, Thanpal, Arnas, Sal, Lanjan, Narloo, Gari, Salmot and villages in Down stream Gujjar Kothi, Saidh Baba, Kachhi Khera, Talwara, Nambla, Vijaypur, Bara Dari, Patta, Kanasi Patta, Jedhi, Panasa, Bhabber, Chumdian, Dera Baba Banda Bhadur, Seri etc have been advised to restrict their movement near banks of river Chenab in view of statory periodical silt flushing from the reservoir of Salal Power Station. In this regard, the gates of the Dam shall be opened from 25-072013, 4 a.m. (Morning) to25.07.2013, 7 pm (evening) which will cause an increase in flow of water and level of river Chenab.

NEW DELHI: First the normalization of class XII marks and JEE (Main) score dogged the admission to NITs and other Central government technical institutes and now a clear mishandling by NIT-Rourkela - in charge of the admission process - has created a daily nightmare for students and parents alike. To begin with, admission information brochure has been amended daily, something that the Supreme Court had clearly said cannot be done. Also, till last year after each round of allocation of seats, complete list of admitted students in the institutes used to be available online. This year no such list was available even at the various reporting NITs. Trouble started with the very first list of July 12. A student with rank of more than a lakh was allotted prestigious NIT- Calicut, while a student with 40,000 rank was strangely allotted NIT-Allahabad. A day later, the list was taken down and a revised list was compiled. After the second round of reporting was over on July 18, the updated list was not published the next day. But suddenly on July 19, one lakh students were given admission in NITPatna. Again a corrigendum was published to make amends. Finally, the updated list was published on July 19-20. Students who had been allotted seats in the evening made their travel plan. Next day the allocation of seats were changed again. A student who was allotted BIT-Mesra in the evening list was allotted NITSurat in the morning. More hilarious is the case of another student who was allotted NIT-Kurukshetra in the evening. He even took admission in NIT-Kurukshetra, but later he was shifted to NIT-Rourkela. Sunil Sarangi, director of NITRourkela and chairman of Central Seat Allotment Board (CSAB), admits mistakes have been made and there can be no justification. However, he says unlike previous years CSAB had only 20 days to complete the admission process. He also says C-DACPune is doing the technical work on principles devised by the CSAB. Sarangi says what happened in Patna was a programming error, but a single command created the problem. As for other mistakes, he says, "I am responsible." He says unlike four rounds of counselling last year only two rounds were allowed this year. "This happened because earlier there was a plan for single counseling for NITs/IITs and IIITs. "As a result our flexible system became more rigid. In the end, single counseling did not take place but we did not get enough time to revert to our flexible system," he explains. However, he says to rectify the mistakes, a third round of counseling has been done. He says as part of the sliding system when a vacancy is created a student who has not been given a popular engineering branch moves to a better branch and vacates the seat. But this year, Sarangi says, reasonable toppers had not given weak branches as their choice so they could not be part of the sliding process. "But we are doing our best," he adds. NEW DELHI: Jamia Millia Islamia has published Tagore Shanasi, a comprehensive study on Rabindranath Tagore in Urdu. The study has been done by the university's Department of Urdu under the Tagore Research and Translation Scheme funded by the Ministry of Culture. The book has been authored by renowned critic and author Shamim Tarique and has been published by leading Urdu publishing house, Maktaba Jamia Limited. Spread over 15 sections, this 180-page book deals with different facets of Tagore and his works. Besides Tagore's time-period, family, birth, childhood, education, his interest in nature, visits and journey, marriage, household affairs, his character and personality, Tarique has thrown light on the creative journey of Tagore i.e. his poetry, music, drama, story, novel and painting. Tarique has discussed at length Tagore's association with Santiniketan, the university he founded, and his role as a teacher. He has also looked at important signposts such as his winning the Nobel Prize. He has also reflected on Tagore's thought and philosophy, his concept of nationalism, his poetic vision, his final journey and his creations and publications. "All those pure hearted scholars should be saluted who provided the new bases of understanding Tagore," said Tarique who dedicated the book to the spirit of nationalism that is finely manifested in Jamia Millia Islamia, the 92-year-old university. Three lakh teachers to boycott midday meal scheme in Bihar


PATNA: Three lakh school teachers in Bihar have decided to boycott the mid-day meal scheme from July 25 to get rid of non-academic work. A week after the death of 23 children from eating a contaminated mid-day meal in Saran district, teachers are in no mood to assist the government in running the scheme. "It was unanimously decided at a meeting of the Bihar State Primary Teachers' Association to boycott the scheme," its president, Barajnandan Sharma, said. "We had repeatedly requested the government in writing to involve teachers in academic work only and employ some agency for the scheme, which was ignored. Teachers should not be burdened with all kinds of nonacademic work," he said. Teachers are blamed for anything that goes wrong with the scheme, Sharma said, adding: "It is giving a bad name to teachers due to rampant corruption." He said that it is a well-known fact that teachers and headmasters have to invariably manage the mid-day meal scheme with third-grade food stuff and corruption at every level. "Top to bottom, officials have information about it. But when something happens, a teacher or headmaster is solely blamed for it despite the fact that there are several officials involved in it," he said. Refering to the Saran tragedy, Sharma said: "There may be some mismanagement. Even human error cannot be ruled out. But putting the blame on teachers even before an inquiry has completed surprised us." In the wake of teachers' decision to boycott the scheme, Bihar Education Minister PK Shahi said it was difficult to arrange for an agency to run the scheme in 72,000 schools across the state. "The government does not have the resources to hire an agency for the huge task of serving mid-day meals to 1.60 crore students," Shahi said. Last Saturday, a forensic science laboratory report confirmed the presence of toxic insecticide strains in the cooking oil used for making food at the school. The poisonous substance, organophosphorus, in oil samples collected from school was more than five times the commercial preparation available in the market, police said. Organophosphorus compounds are degradable organic compounds containing carbon-phosphorus bonds used primarily in pest control.

BEIJING: More than 360 schools and 77,000 students have been affected by the earthquake in China's Gansu province, said the education ministry Wednesday. A total of 16,100 students will not be able to return to school as their classrooms and dormitories were damaged in the 6.6-magnitude quake, which jolted Minxian and Zhangxian counties in the city of Dingxi Monday, leaving at least 95 dead and 1,001 injured. According to a ministry notice, more than 295,400 square meters of school buildings have been affected, with 2,763 square meters having collapsed and 116,100 square meters severely damaged, reported. Teachers who are on vacation have been asked to return to help with the rescue work.


GHAZIABAD: A three-day workshop on disaster management was inaugurated here Wednesday as part of the National School Safety Programme (NSSP). Two districts from Uttar Pradesh Ghaziabad and Lakhimpur Kheri - have been selected for training school teachers under the NSSP that aims to develop disaster management skills among students of 8,600 schools across the country. On the first day, 80 school teachers from 16 schools participated in the workshop. A total of 250 teachers from Ghaziabad district will be trained in three days, District Magistrate S.V.S. Rao said.

Nissan Student Brand Manager programme is on


BANGALORE: Nissan, the auto company, launched the 2013 season of Nissan Student Brand Manager programme (NSBM). The NSBM 2013 will culminate in the selection of 30 Nissan Student Brand Managers who will receive a grant for six months to help them conceptualize and implement ideas on Nissan brand visibility and impact. As a NSBM they will also get a Nissan Micra to conduct activities such as test drives and host marketing activities and align their thoughts to the product propositions. The range of activities will vary from creating unique events of their own from setting up testdrive days at their respective colleges to creating buzz about brand Nissan among the student community. The campaign will be open to management students across the country.

- BANGALORE: Indian Institute of Management Kozhikode will host the 6th All India Conference of China Studies (AICCS) in collaboration with the Institute of Chinese Studies, New Delhi from December 12-14, 2013. The AICCS is the annual flagship event of the ICS, Delhi. The theme of the conference is Reforms, Management and Social Transformation. The conference seeks to cover the economic reforms in China in the post-Mao era (after 1978) and its multifaceted impact on the Chinese society in its path to becoming a major economic power. The idea behind the conference is to have an overall idea and understanding of the functioning of the socialist market economy, create awareness and strengthen research in China and East Asian Studies in India.

IIM-C sets sights on global recognition


KOLKATA: Aspirations at IIMCalcutta have always been skyhigh. Living up to the standard it has set over the years, the institution is now vying for global ranking. IIM-C has applied for accreditation from what is considered to be the most prestigious global agency The Association to Advance Collegiate Schools of Business (AACSB). Two sister IIMs Ahmedabad and Bangalore - have got accreditation from the European Quality Improvement System (EQUIS). Over the next few months, mentors from different top business schools will visit the IIM-C campus to help the institute fine-tune its teachinglearning process and make it worthy of the accreditation. According to sources, a number of changes are being brought into by the faculty to make academic experience for students vastly different from what it was earlier. On Wednesday, the first mentor, Gonzalo Garland, will arrive on campus from the Instituto De Empresa, Spain. In August, K Tang of the University of Taipei will arrive to oversee the progress of the institute on its newly charted path. Right from fine-tuning of syllabi to the modules to be taught and the way they would be professed to students, the examination and grading patterns - everything will be updated as per AACSB standards. "For instance, in the business ethics course it will not be enough to tell students what is be considered ethical behaviour. We have to create real-life situations of corporate ethical dilemma and elicit students' reactions," explained Anindya Sen, dean (academics) of the institute. According to Sen, creative thinking and communication will become an important fulcrum around which 19 common courses rotate. Students will be encouraged to think differently so that they are able to come up with innovative solutions to problems of the industry. "While EQUIS evaluates an institute based on the data provided by it, AACSB looks atmission-vision alignment of an institute with its achievements. An AACSB accreditation is more difficult to achieve," Sen added. The Harvard and Wharton business schools are both accredited by the AACSB. If everything goes well, IIM-C should get the accreditation by the beginning of 2014. "In today's world, global recognition is a must. Once this is mission is accomplished, IIM-C will become a chosen destination for global students as well," said institute director Saibal Chattopadhyay.

especially the King's commitment to becoming a part of India's security architecture. The defence of Bhutan is a key component of the unwritten portion of the 1949 treaty. The Royal Bhutanese Army played a crucial role in assisting the remnants of the Indian army evacuating from Towang and Sela in 1962. The 1,000 member strong Indian Military Training and Assistance Team was deployed in Bhutan in 1962 and has detachments in Ha, Thimphu and in the east for training of the RBA and other Bhutanese military units. Defence cooperation is of such exemplary order that in 2003 the two Armies launched a joint operation to flush out Bodo and Ulfa insurgents numbering about 3,000 in 10 major camps. Admittedly, the King prevaricated due to the blowback he feared from military operations. Project Dantak of the Border Roads Organisation has done sterling work in connecting Bhutan with roads and bridges that others would shy away from constructing in difficult and complex terrain. The BRO has lost 100 lives in the battle for connectivity. Dantak is a household word spreading goodwill and increasing GNH. The complex border dispute is a legacy of history. After 28 years and 19 rounds of border talks, the last in 2010, China offered a package deal - it would trade 900 sqkm of territory in the north for 400 sqkm in the west in Chumbi valley. The Chinese are employing familiar encroachment tactics using graziers to establish claim over the strategic Dolam plateau, Sinchula and Draman in Chumbi valley which is a dagger targeting the Siliguri corridor. Sinchula is the tri-junction where India, Bhutan and China's borders meet and any adjustment in border alignment would become a trilateral, not a bilateral, issue. This is where coordination of external relations for national interest comes into play. At the heart of relations is the mutual benefit enjoyed by the two countries on the use of hydro power - simply 'water gold'. Bhutan's current level of prosperity has trebled its per capita income from $600 in 2005 to $2,200, the second highest in South Asia after Maldives. Three power projects worth nearly 2,000 megawatts are on stream and another 10 projects are expected in a decade's time to produce 10,000 megawatt of Bhutan's capacity of 30,000 megawatts. India buys back cheap electricity - approximately `2 a unit allowing sufficient electricity for Bhutan's own domestic consumption. Soon, Bhutan could become the Laos of South East Asia, a net provider of power to the region. This will further boost GNH, the mantra of prosperity which Bhutan advocates at home and abroad. How will democracy affect the royals and the elite? The vision of the Kings, especially the Fourth, who abdicated in favour of the present constitutional monarch will help adjust to ground reality, though the Constitution protects their privileges. No one expects royalty in Bhutan to go the Nepal way. New Delhi has to brace up to changing Bhutan as it seeks greater autonomy. Mr Topgay admitted he was fully cognisant of India's sensibilities and interests and will not undermine them. A country India has taken for granted requires 'special handling' to prevent it from becoming a 'Nepal', however unlikely that may be. While the violence in Jammu & Kashmir's Ramban district last Thursday that claimed four lives and injured more is tragic, the blame game that has ensued in its aftermath, is as disgraceful. As of now, there is no clear and confirmed version of what happened on that fateful day. All that we know is that an angry mob clashed with security personnel at the BSF's camp in Gool town after a maulvi claimed that the troopers had desecrated the Quran. We do not know for sure if the BSF personnel opened fire first, as Jammu & Kashmir Police has claimed, or if the police fired the first shot, as the BSF has claimed. We also don't know if the protesters first turned violent and prompted the security forces to respond, as the troopers have claimed. And, we also do not know if the BSF's response, even if it was in self-defence, was reckless and indiscriminate, as some have alleged. Finally, there is no evidence yet that a trooper even desecrated the holy book. These are all aspects that are presently being investigated by the authorities. The State Government has initiated a magisterial inquiry which is expected to submit its report in a month. The Union Government has also ordered a probe while the BSF has begun its internal investigation into the matter. But, instead of waiting for these inquiries to be completed and for the facts of the case to emerge, sections of politicians and the media have lost no time to pounce on the BSF and pronounce it guilty. The finger-wagging began with a top but tainted cop accusing the troopers of indiscriminate firing. Soon after the incident, Ramban's Superintendent of Police Javed Iqbal Mattoo claimed that the BSF opened fire suddenly and that there was no need for it. He also described how his own life was supposedly put in danger in the process. The statement provided just the kind of ammunition that mischief-makers in the State needed to hunt down the BSF for the violence in Ramban. So much so that the troopers have now had to move out of their camp even as their claims and protestations - that it was the J&K police that fired first - continue to fall on deaf ears. In the meantime, State politicians have done their fair bit to stir the pot. Chief Minister Omar Abdullah, for instance, has already made his mind about who is guilty. Terming the incident as "deplorable", he has ruled that it was "highly unacceptable to shoot at unarmed protesters". This is despite the BSF consistently maintaining that it fired only in self-defence. Interestingly, Mr Abdullah also regretted the fact that, "many of us wait for such incidents to occur in order to exploit such situations". He is correct except that by blaming the security personnel even before their guilt has been definitively established, Mr Abdullah has strengthened the argument of state atrocity routinely put forth by anti-social elements to whip up passions. He is not alone in this. His rival and Opposition leader Mehbooba Mufti has done just as much damage with her claims that "a licence to kill has been granted to police and security forces", even though there is not, as of yet, a shred of evidence to support this allegation. The police and the security forces have often been made scapegoats when politicians find the going tough. But the latter must reserve their comments till the probes give their findings.

The regime change following the second multi-party election has produced a landslide victory for Prime Minister-designate Tshering Tobgay who has pledged to preserve the special relation with India. For Bhutan, India had employed a carrot-but-no-stick policy so far in maintaining their genuinely special relations. The dramatic transformation of Bhutan from an absolute monarchy to a constitutional monarchy and then a multi-party democra-

cy has been compressed into all of five years, creating problems and irritants for its seven lakh people. In my numerous travels across Bhutan, one heard in the early nineties of 'population rebalancing' that democracy could not take root in a country with less than one million people and that it would spell disaster. The prophets of doom have been proved wrong. Bhutan's national strategy comprises keeping the population balance in favour of the local Drukpas to avoid a 'Sikkim'; being unabashedly pro-India (the King would say we have put all our eggs in India's basket); keep a distance from China (no trade or diplomatic ties, only an office in Beijing); negotiate its border dispute with China in consultation with India, and enjoy the fruits of water power to achieve a high per capita income leading to Gross National Happiness. The drivers of change in Bhutan were the assimilation of Sikkim in the Union of India in 1974; the movement for restoration of democracy in Nepal and the violence perpetrated by Bhupalese dissident groups in 1990; the 2000 palace massacre and the Maoistspurred jan andolan in 2006 in Nepal. Historically, India has preferred regime stability to democracy in Bhutan. Relations with Thimphu were framed according to the Treaty of Perpetual Peace and Friendship Between the Government of India and Government of Bhutan in 1949 which is derived from the Treaty of Punakha in 1910. Article 2 of the Punakha treaty on guidance and advice of the British Government was retained by India, though intuitively in 2007 New Delhi, unilaterally, altered 'guidance' to 'cooperation'. Lately though the buzz in Thimphu is: Bhutan is India-locked and why should it refer to New Delhi for its external relations? Not only had India advised regulating the pace of democracy but had also turned a Nelson's eye during the population rebalancing (some call it downsizing Nepalese) in 1990-19991 when around 1,00,000 Bhutanese of Nepalese origin were allegedly systematically pushed out of the country. In the early eighties, Drukpas were in a minority with Nepalese comprising around 53 per cent of the population. Their expulsion, for which anti-national elements (read: Dissident Bhupanese and Nepalese) were responsible, according to the Bhutan Government, involved the bloodshed at Samchi on September 21, 1990. The King of Nepal though did not protest against the mistreatment of the Bhupalese. A number of spoken agreements are in place,

Let the science decide


That the Union Health Ministry takes critical decisions affecting a large number of people without any scientific basis does not portend well for public health in India. Neither the ban imposed on the oral anti-diabetes drug pioglitazone on June 18 nor its revocation a month later with a requirement that the medicine be sold with a boxed warning highlighting the adverse side-effect of bladder cancer was based on any scientific evidence from India. The excessive haste and utter secrecy in which the drug was banned raises serious concerns about the decision-making process. It is shocking that eight 'cases' of bladder cancer in patients who are on pioglitazone was the only 'data' the ministry relied on to ban a drug that has been used by a sizeable number of diabetics for about a decade. As if the statistically insignificant number of 'cases' it relied on to take a decision was not shocking enough, it relied on 'data' that never came under scientific scrutiny. This best portrays how cavalier policymakers can be. If the basis on which the drug was banned is baffling, the grounds on which the ban was revoked with a box warning is puzzling. After all, an Indian study of 958 patients who are on pioglitazone but with no cancer after two years of treatment is the only scientifically valid data currently available. It is also well known that Indians have a different genetic profile from Caucasians and very contrasting characteristics, which make them more susceptible to diabetes. While a few large studies conducted elsewhere have shown increased risk, a few others have not. The fact that three countries have placed varying restrictions on the drug's use should have prompted Indian officials to conduct large-scale studies. Even now, there are overwhelming compulsions to immediately undertake such studies to know the actual risk. Any decision to continue with, remove or rephrase the contents of the boxed warning should be based on those results. Last month's decision by an advisory panel to the U.S. Food and Drug Administration to "ease restrictions" on the sale of Avandia (rosiglitazone), a much maligned diabetes drug, is a case in point. Avandia was found to increase the risk of heart failure and death. But a re-evaluation has led to a softening of stand. Tobacco being a leading cause of bladder cancer is well known. With millions of tobacco users in the country, only well-designed studies can help in pinpointing the pioglitazone-cancer causative association. The cheap and effective drug has been in the market for about a decade and many thousands have been using it for a long duration and at lower dosages than in the West. The government may have the power to act but Indian diabetics have the right to an informed decision.

The English naturalist, Charles Darwin, best known for his theory of evolution, doesn't really need an introduction. In 1871, he proposed a theory on sexual selection that triggered off a debate which continues today. Darwin's theory explored what were the 'oomph' factors in play when individuals were attracted to one another and competed against themselves to 'win' their preferred mate. He went beyond this basic idea and attempted to decipher the secret behind sex ratios as they occurred in the natural world. He believed that a 1:1 ratio was the most advantageous and natural ratio. He struggled with this theory and finally stated that ,"In no case, as far as we can see, would an inherited tendency to produce both sexes in equal numbers or to produce one sex in excess, be a direct advantage or disadvantage to certain individuals more than to others." He went on to say that the whole sex ratio question is intricate and it would be safer to leave its solution for the future. More than half a century later, in 1930, RA Fisher, an English biologist, came up with an evolutionary model that explained why the sex ratio of most (not all) animals is 1:1. Known as the Fisherian principle, the theory predicts that since the 'cost' to produce a son or daughter is the same, the population's sex ratio should be 50:50 through a mechanism of natural selection. In 1997, biologists conducted a simple and robust experiment to test the Fisherian theory. They created separate populations of a small fly belonging to the genus Drosophila. Each set up population of the fly had a deliberate sex ratio bias. If Fisher's principle were to really work, a natural process would have to select for the autosomal suppressors (linked directly to sex determination) and gradually restore the population to a 1:1 ratio. Over six years they monitored, counted and sexed more than 2,50,000 flies and saw the experimental populations evolve from 16 have a special 'Hafta' ticket for immunity from traffic rules. It's apparent through this experiment that a skewed ratio could take generations and many years to correct itself, even in the case of a fly. Today a lot of research and experts believe that the male gender is in danger. A multitude of chemicals is finding its way into our water sources and are reportedly feminising males from fish to mammals, including people. Fish are known to be an indicator species and are particularly affected by pollutants, as water sources are the first to get polluted and quite literally overtime, can become a 'holding tank' of whatever pollutant or chemical finds its way into it. The chemicals released into the environment are absorbed by all animals and interfere with their endocrine system. They are nicknamed 'gender benders'. Various studies have clearly indicated and documented the impact these chemicals are having on fish. In Britain, 50 per cent of the male fish in lowland rivers were found to be growing eggs in their testes. Contraceptive pills which pass unaltered through sewage treatment are being held partly responsible along with sewage discharge which has been found to contain demasculinising man-made chemicals. Feminising effects have now been discovered in fresh-water fish species in Japan, Africa, and in sea fish in the North Sea, the Mediterranean, Osaka Bay in Japan and Puget Sound on the US west coast. The UK and European epidemiological studies have solid data that shows the existence of fish with gonads containing male and female tissue and its direct association with effluent discharges. The incidence and severity of this inter-sex condition is also directly related to the proportion of estrogen found in the treated sewage effluents in receiving waters. schools. Most schools do not have a proper place for cooking, washing of utensils and eating meals. The decision was implemented in a hurry without creating any such infrastructure. The required manpower to monitor its preparation was not provided. In most schools, teachers are responsible for collecting ration, preparation and serving of food as well as washing of utensils. So, instead of teaching, their main job is now feeding children. Another problem is the rotten ration which has to be lifted by the school authorities and under no circumstances can they refuse to take the ration due to the contractors/dept holders' clout with politicians. A strong policy on the matter needs to be made by the Central and state governments. Let the responsibility for the Bihar tragedy be fixed and make efforts to avoid a repeat of such a tragedy. Jammu traffic chaos


Dear Editor, It is frustrating to be out on Jammu roads. Nearly 12 months have gone past since traffic lights were introduced with much hype, in the once called, 'City of Temples', now conspicuous for garbage dumps, rowdy traffic, high rising incidents of rapes and murders and an ineffective force of men in blue-who think regulating traffic is the last thing to do. Besides being active for the 'VIP' movements, they are seen making hay whether the sun shines or not. Go to any traffic light crossing, the 'free left turn' lanes remain blocked by commuters going straight or circus their way to a right turn under the very presence of unmindful traffic cops who look the other way to target only a 'worthwhile' vehicle to check. The matadors, minibuses and two wheelers jump the red light with impunity and are allowed to get away by the disinterested men on duty in uniform. They seem to

It is unfortunate that 23 children lost their lives due to negligence in Bihar. Before implementing it, some basic infrastructure was necessary to be provided to

Research at the University of Florida found that 40 per cent of the male cane toads in intensively-farmed parts of the State had become hermaphrodites. Florida male alligators have been affected as well and have been found to have very high oestrogen levels, abnormal testes, smaller penises and reproductive failures. Around the Great Lakes of America, species across the board have been found to be contaminated with over 400 different chemicals and the males as a result have been found with female characteristics. Male herring gulls and peregrine falcons have been found producing the female protein required to make egg yolks. Hermaphrodite polar bears with penises and vaginas have also been discovered and the males that were seemingly unaffected had reduced sperm counts and penis lengths. CHEMTrust, a charity, compiled a report from 250 scientific studies from around the world. The studies ranged from the Arctic to the South African plains to the oceans, covering key species that lived in all these zones. What they reported is nothing short of shocking. "Feminisation of the males of numerous vertebrate species is now a widespread occurrence. All vertebrates have similar sex hormone receptors, which have been conserved in evolution. Therefore, observations in one species may serve to highlight pollution issues of concern for other vertebrates, including humans." Everything and everyone on this planet have been exposed to over 1,00,000 new chemicals, and that's just in recent years. The number is much higher if we look at the last few decades. Many of these chemicals have been identified as endocrine disruptors and gender benders but there is no safety information on over 85 per cent of them. The European Commission has admitted that 99 per cent of them are not even adequately regulated. It's not just medicines or contraception, these chemicals are used in food wrapping, cosmetics, flame retardants in furniture and electrical goods, coolants in transformers, many pesticides and even baby powders. Eventually all waste and things we throw out will break down and find its way to our water, and from there it will eventually find its way back to us. The natural path that evolution was taking seems to have been thrown way off course. Recently there's also been talk of skewed sex ratios in India's tiger populations in various States and scientists and conservationists are finding ways to achieve a more favourable balance. Could this too be a direct result of gender benders in our environment? Perhaps, but either way, like the fly, for a species like the tiger to recover from a sex ratio bias, time will not be the only deciding factor for nature to fix our doing and find a way. NEW DELHI, JULY 24: The principal of the school where 23 students died after eating poisonous meals was arrested on Wednesday, the police said. The children at a primary school in the district of Saran fell ill on July 16 after eating the midday meal, which is served at all government schools to tackle malnutrition and encourage attendance. The schools principal Meena Devi went missing after the incident, but surrendered to authorities on Wednesday, and was arrested, Saran district superintendent of police Sujeet Kumar said. This was the first and only needed arrest in the case, Mr. Kumar said. Her arrest will help in investigations into how the meals ended up being poisoned. The principal has been charged with murder, poisoning and criminal conspiracy, Mr. Kumar said. The police said it had no plans yet to arrest the principals husband, who according to media reports ran a store that supplied groceries to the school.

NEW DELHI, JULY 24: A group of eminent citizens, including former Delhi High Court Chief Justice A.P. Shah and former Cabinet Sercetary T.S.R. Subramanian, have appealed to MPs not to vote for any bill which exempts political parties from the ambit of the RTI Act. The signatories which also include former Central Information Commissioner Shailesh Gandhi, RTI activist Venkatesh Nayak, former Mumbai Police Commissioner Julio Ribeiro have appealed to the parliamentarians that rather than amending the law, political parties can challenge the CIC order declaring them as public authorities in courts. There are reports in the media, that a bill is likely to be presented in Parliament to amend the RTI Act. The reasons being given publicly are that the CIC order declaring political parties as public authorities, subject to RTI is bad in law, it said. The letter said if an order which is bad in law is issued by any statutory authority, the correct process is to challenge it at an appropriate forum. The CIC order can be challenged in a writ in the High Court, and there are many instances of these orders having been quashed in Courts. None of the political parties has filed for a stay of this order, and now expect to amend the law in Parliament to justify and legitimize their defiance of a statutory order, it said. The letter addressed to all the parliamentarians said defying a statutory order by anyone sets a wrong example, and leads to breakdown of the rule of law. The RTI Act has been used fairly extensively and has uncovered certain arbitrariness and corruption. More importantly, it has empowered the individual sovereign citizen, who is today getting greater respect from many entities. The key principle in defining the bodies to be covered by the RTI Act was based on the movements slogan, Hamara Paisa, Hamara Hisab, it said. The letter said all institutions including Parliament are legitimised to be intermediaries on behalf of We the People but none of these can replace the people of India. Subjecting themselves to Right to Information by citizens has not damaged any Institution in the Country. Some political representatives have claimed that they would not like to be questioned about their processes of decision making, it said. The letter, which also has signatures of election analyst Yogendra Yadav and activist Sandeep Pandey, said that RTI only gives access to citizens to the records of a Public authority, and does not entitle the citizen to question the merits of the decisions. Besides there are ten exemptions in Section 8 (1) for information which need not be disclosed and these exemptions passed by Parliament have worked well, and not resulted in damaging any Institution since 2005, it said.

DEHRADUN, JULY 24: Two persons, including the pilot, were killed in a helicopter crash at Garurchatti in Uttarakhands Rudraprayag district on Wednesday, police said. Besides the pilot, a technician on board the chopper was killed, Rudraprayag SP Barindarjit Singh said. The accident occurred when the helicopter, belonging to a private company, was taking off from Garurchatti for Kedarnath area, officials said, adding that details were awaited. An IAF Mi-17 V5 chopper on a rescue mission had crashed near Guptkashi in flood-ravaged Uttarakhand on June 25, killing all 20 on board. A private chopper with relief material had met a similar fate on June 21 in Gaurikund area, leaving the pilot injured.

Militants hurl bomb at educational institution in Manipur


IMPHAL, JULY 24: Some unidentified militants hurled a powerful grenade at the premises of an educational institute in Imphal west district of Manipur but it failed to explode, official sources said on Wednesday. The militants lobbed the grenade at the complex of Little Mastern English School in interior Samurou village at around 9.30pm on Tuesday night, they said. Police on Wednesday defused the grenade, sources said, adding that this was the second time the militants hurled the grenade at the school after May last month. Earlier, after the May incident, school authorities had appealed to the people not to disturb the academic atmosphere in the school complex. Sources said police posts particularly in valley districts of Imphal east, Imphal west, Bishenpur and Thoubal have been frequently put on alert because of hurling of grenades and bombs at many places. Police posts have also been asked to step up patrolling and checking of passers-by to intercept the movement of the armed ultras within their jurisdiction, sources said.

Planning Commissions figures on poverty slammed


NEW DELHI, JULY 24: Political parties, including UPA constituent NCP, on Wednesday rubbished the Planning Commissions claim that the number of poor people had declined to 21.9 per cent and said the criteria for identifying them should be updated. The BJP slammed the figures as a political gimmick and a conspiracy of the Congress to deprive the poor of the benefits of government schemes while CPI(M) said it amounted to adding salt to the wounds of the poor. The NCP, which is part of the government, said it does not agree with the Planning Commission figures and that there should be a new ceiling for gauging poverty considering the current situation. The BJD said the country still has a large population of poor people as he criticised the data that showed the number of those living below the poverty line has shrunk to 21.9 per cent in 2011-12 from 37.2 per cent in 2004-05 on account of increase in per capita consumption. Commenting on the figures released by the Planning Commission on Tuesday, the BJP spokesperson Prakash Javadekar said, The latest report showing reduction in the number of people below the poverty line is a conspiracy of the Congress against the poor to deprive them of the benefits of BPL schemes. This is the Congress mindset against the poor. He said these poverty figures do not reflect the price rise and is just a political gimmick to show more people are now out of poverty by lowering the benchmark. NEW DELHI, JULY 24: The Delhi high court on Wednesday agreed to hear two separate PILs challenging appointment of Shashi Kant Sharma as Comptroller and Auditor General of India (CAG) and asked the Centre to file its response by August 8. "Let them file an affidavit. As the matter requires hearing, put up on August 8," a bench headed by acting chief justice B D Ahmed said. The bench was hearing two separate petitions filed by nine eminent persons, including former Chief Election Commissioner N Gopalaswami and advocate M L Sharma on the issue. The PILs allege that the Union of India has arbitrarily appointed the CAG, keeping aside all the established practices provided by the Supreme Court in its judgement relating to appointment of Central Vigilance Commissioner P J Thomas and the appointment made in the Punjab Public Service Commission. "This person (Shashi Kant Sharma) has got the highest degree of conflict of interest than anybody else in the country, as he happens to be the key person in all the defence procurements from 2003 till the date of his appointment as CAG," advocate Prashant Bhushan, who is appearing for the petitioners, contended. He also said that defence procurement deals are usually the subject matter of auditing by the highest accounting body and moreover, CBI has also registered a case in relaE A S Sarma, all former secretaries of various government ministries, former Indian Audits and Accounts Service officer S Krishnan and former IAS officer M G Devasahayam. NEW DELHI, JULY 24: Cooking gas (LPG) will now be available at select petrol pumps in metro cities after the government allowed sale of small 5-kg cylinders. They will be available at company-owned-companyoperated petrol pumps, which make up for just 3 per cent of over 47,000 petrol pumps in the country. Also, the gas will be available at market price which is double the rate of Rs 28.8 per kg for subsidised domestic LPG (Rs 410 per 14.2-kg cylinder in Delhi). The Government has approved Free Trade LPG (FTL) Scheme for selling 5 kg LPG cylinders through Company Owned Retail Outlets (COCO) PSU Oil M a r k e t i n g Companies(OMCs), an official statement said on Wednesday. Oil Minister M Veerappa Moily has approved a proposal to launch the scheme on pilot basis in Delhi, Mumbai, Chennai, Kolkata and Bangalore for selling 5 kg LPG cylinders with/without Domestic Pressure Regulator (DPR) at COCO retail outlets. The OMCs have COCO retail outlets which are accessible to all and are open for longer hours, it said. Indian Oil, Bharat Petroleum and Hindustan Petroleum together have 1,440 COCO pumps all over the country. This decision has been taken in view of the fact that over the years, a new category of consumers have emerged especially in big cities who are mobile and thus do not want a permanent LPG connection but still require LPG for their needs, the statement said. Such customers need flexibility for getting the LPG cylinders as per their convenience and their needs can also be fulfilled by smaller quantities of LPG. DAMASCUS, JULY 24: Two senior UN inspectors tasked with examining claims that chemical weapons have been deployed in Syria's civil war arrived in Damascus on Wednesday. Swedish scientist Ake Sellstrom and Angela Kane, the UN high representative for disarmament, arrived at a hotel in the Syrian capital. The pair are to hold talks with senior government officials during their two-day visit, Damascus-based UN media and communications analyst Khaled Al Masri told a news agency. Top of the agenda will be access to areas of the country where chemical weapons are alleged to have been used so that they can pursue their investigations. A source close to the UN delegation told AFP on condition of anonymity that the experts were likely to meet Foreign Minister Walid Muallem later today. The United States has previously said that the use of chemical weapons in the Syrian conflict would constitute a "red line" that would warrant greater involvement. LONDON, JULY 24: A court on Wednesday ordered the extradition of Shrien Dewani to South Africa to stand trial over the death of his wife Anni, killed on the outskirts of Cape Town while on honeymoon with him in November 2010. Mr. Dewani (33), a businessman from Bristol, is accused of plotting to murder his newly-married wife with the help of a hired gunman. He has been diagnosed with post-traumatic stress disorder and depression and is receiving treatment at a hospital but the court rejected his lawyers plea that his mental condition did not permit him to travel and stand trial. Chief Magistrate Howard Riddle, sitting at Westminster Magistrates' Court, ruled that despite slow progress he was on course to recovery. "It is not impossible that if returned now, then after a reasonable period of further treatment and assessment he will be found fit to plead and a trial can take place," he said. Anna Zakharenkova, a spokeswoman for the airport, told The Associated Press that Anatoly Kucherena, a Russian lawyer advising Mr Snowden, would meet with the NSA leaker later on Wednesday. President Vladimir Putin has said that Mr Snowden can be granted asylum in Russia only if he stops leaking secrets. MANILA, JULY 24: Afghanistan's first and only female provincial governor and an aid worker from Myanmar's Kachin minority are among the winners of this year's prestigious Ramon Magsaysay awards, the award foundation said on Wednesday. The Manila-based Ramon Magsaysay Award Foundation, named after a popular Filipino president who was killed in a plane crash, was established in 1957 to honour people or groups who change communities in Asia for the better. Both Habiba Sarabi, governor of the Afghan province of Bamyan, and Myanmar aid worker Lahpai Seng Raw did not allow their minority origins to stop them from empowering other people, said the foundation. Sarabi, a 55-year-old member of the minority Hazara group, was recognised for promoting education and women's rights despite working in an impoverished and war-torn environment, it said. Lahpai Seng Raw -- founder of Myanmar's largest civil society group which runs healthcare, agriculture and peace projects in Kachin state -- was selected for helping people across ethnic groups under conditions of armed conflict. The 64-year-old widow, who is a Christian from the Kachin minority, was commended for working with both the government and rebels. The economy is unlikely to see any recovery in the second half as the downturn is expected to engulf services and the remaining sectors after affecting fixed investment and manufacturing in the first half, Moodys Analytics said on Wednesday. The economy grew at rates well below its potential in H1 of 2013, and little appears likely to lift GDP growth into the next year. The slowdown that began with a downturn in fixed investment and manufacturing will soon spread to services and the rest of the economy, Moodys Analytics senior economist Glenn Levine. MUMBAI, JULY 24: Boosted by the RBIs fresh steps to curb exchange rate volatility, the rupee on Wednesday bounced back sharply by 63 paise to close at a one-month high of 59.13 against the dollar. Snapping a two-day fall, the rupee opened strong at 59.49 a dollar from the previous close of 59.76 at the Interbank Foreign Exchange Market and then touched a low of 59.59. Later, it rebounded to a high of 59.01 before closing at 59.13, a rise of 63 paise or 1.05 per cent. The Reserve Bank of India on Tuesday announced more measures to squeeze liquidity from the banking system. It limited access to borrowed funds by reducing the liquidity adjustment facility for each bank from 1 per cent to 0.5 per cent of net demand and time liabilities. The RBI also asked banks to maintain a higher average cash reserve ratio of 99 per cent of the requirement daily as against 70 per cent earlier.
