Scope 1.1 This Specification together with the Purchase Order defines the minimum requirements for high expansion liquid concentrate (hereinafter called concentrate) used in mechanically producing air foam from fresh and sea water with aspirating and blower type high expansion foam generators for fighting Class A fires (fires in wood, cloth, paper, rubber, and many plastics) in confined spaces such as buildings, attics, and basements, which may be inaccessible to fire fighters. In addition high expansion foam is effective on Class B flammable liquids fires, storage tanks dikes and bund flooding. This Specification also includes the qualification procedure for initial approval of concentrate under this Specification.

Conflicts and Deviations 2.1 Any conflicts between this specification and other applicable Saudi Aramco Materials System Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager of the Fire Protection Department of Saudi Aramco, Dhahran. Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 and forward such requests to the Manager of the Fire Protection Department of Saudi Aramco, Dhahran.

General Requirements 4.1 Buyer's Representative The Buyer's Representative in this Specification shall be the Manager of the Fire Protection Department. 4.2 Qualifying Procedure for Initial Approval To initially qualify a concentrate as acceptable under this Specification, the manufacturer of the concentrate must submit the following in writing to the Buyer's Representative except as modified in paragraph 4.3:

A.

Certification from a testing laboratory or laboratories recognized by the Buyer's Representative that they performed the testing as specified herein together with a record of their test results. Certification from the manufacturer that the concentrate passed the tests and met the requirements specified herein and is suitable for the intended use. A list of the laboratory tests used by the manufacturer to confirm that the final product meets the requirements of this specification. This list shall also show acceptable results of the laboratory tests. This information will be used by the Buyer's Representative's inspector in final inspection of the concentrate prior to shipments.

All qualification tests and certifications shall be at no cost to Saudi Aramco. The Buyer's Representative will decide whether information presented by the manufacturer satisfies the requirements of this Specification and whether the minimum foam application rate to pass the fire test is acceptable. Before proceeding with testing, the manufacturer may submit the name of their proposed testing laboratory or laboratories to the Buyer's Representative for approval. After initial qualification of a concentrate, the Buyer's Representative may require requalification periodically. 4.3 Exemptions from Qualifying Procedure Concentrate listed by Underwriters Laboratories may be accepted by the Buyer's Representative at his option without the certifications listed herein in paragraph 4.2, items A and B. 5 Qualification Tests and Requirements 5.1 Composition The concentrate shall be a synthetic hydrocarbon surfactant with stabilizers and inhibitors to protect against corrosion of equipment and to resist bacterial decomposition. The concentrate shall be supplied to be proportioned one to three parts concentrate to 99 to 97 parts fresh and sea water by volume. 5.2 Usable Temperature Range The concentrate shall be usable for the intended service for a temperature

ranging from 1.7C to 49C. 5.3 Viscosity The viscosity of the concentrate shall be such that the concentrate is suitable for the usable temperature range in paragraph 5.2. The laboratory test results shall show the viscosity at the manufacturer's recommended minimum usable temperature as measured according to ASTM D445. 5.4 Specific Gravity There are no specific gravity requirements for the concentrate. The laboratory test results shall show the specific gravity. 5.5 Flash Point The flash point of the concentrate shall not be less than 60C as determined by ASTM D56-96. 5.6 Toxicity In a dynamic, 96-hour toxicity test performed with killiefish (Fundulus Heteroclitus) according to ASTM E729 with the dissolved oxygen content not less than 5 milligrams per liter of water, the median concentration of concentrate that is lethal to 50% of the killiefish shall not be less than 500 milligrams per liter of water (96-h, LC50, 500 mg/l minimum). 5.7 Hydrogen Ion Concentration (pH) The pH of the concentrate shall not be less than 6.5 and not greater than 8.2 when tested at 25 0.1C with a suitable meter and glass and reference electrodes. 5.8 Shelf Life The concentrate shall be capable of meeting the requirements of this Specification for at least twenty (20) years when stored outdoors under sunshades with ambient temperatures ranging from 1.7C to 49C. Storage drums to have a shelf life equal to the foam concentrate. 5.9 Sedimentation The amount of sedimentation shall not exceed 0.5% by volume as determined by ASTM D96. 5.10 Foam Quality There are no specific requirements for foam quality because the fire

performance test will determine the adequacy of the foam. The laboratory tests and results to be supplied under paragraph 2.2 (C) shall include those from the laboratory scale expansion and drainage test in NFPA 11. 5.11 Fire Performance The foam produced by the concentrate shall pass the fire performance test for Class A and Class B materials in NFPA 11, with fresh and sea water. The words should and may in the fire performance test in NFPA 11, shall be replaced with the word shall for the purposes of this Specification. The foam generator used in this test shall be of a type and size approved by the Buyer's Representative. The test report shall show the proportions of concentrate to water required to pass the test, which shall be within the range shown in paragraph 5.1. Additionally, the foam shall be tested and conform to the requirements of UL Subject 139. The foam shall meet the requirements for Liquid Foam Concentrates. 5.12 Compatibility with Other Foam Solutions The solution of one manufacturer shall be compatible in all proportions with high expansion foam concentrates solution from other manufacturers on Buyer's Representative's qualified list and shall pass the test criteria of paragraph 5.10 with a 50/50 mixture of the solution under test and other high expansion foam concentrates on the Buyer's Representative's qualified manufacturers list. 6 Packaging and Labeling 6.1 6.2 The concentrate shall be supplied in 18.9 liter (5 U.S. gallons) nonmetallic containers that meet the requirements of UL 162. Each container shall have three labels written in English. 6.2.1 6.2.2 6.3 6.4 Two labels shall be centrally positioned on both sides of the container, directly opposite of each other. The third label shall be located centrally on the top of the container.

Inspection Inspection of Concentrate will be performed by the Buyer's Representative per Saudi Aramco Inspection Requirements Form 175, attached to the purchase order. This inspection will verify that the manufacturer's laboratory test results on the concentrate are acceptable when compared to the results submitted by the manufacturer when initially qualified as an acceptable manufacturer. The following properties of the concentrate will be verified in this inspection: Composition Usable temperature range Viscosity Specific gravity Flash point Toxicity pH Shelf life Sedimentation Foam expansion Foam drainage time Compatibility with other concentrates Proportions of concentrate to water for required foam quality

This inspection will also verify that the containers meet the requirements of UL 162.
