SHAWNEIGHBORHOODHISTORICDISTRICT REHABILITATIONANDNEWCONSTRUCTIONSTANDARDS

RestorationandDevelopmentPlanforShawNeighborhood A. ResidentialAreas 1. Parking: Offstreetparkingmustbebehindthebuildingline.Rearalleyaccesstoparking areasshouldbeencouraged,especiallyformultifamilydwellingunits.Newcurb cutsarenotdesirableandmustbeapprovedbytheHeritageandUrbanDesign Commission. 2. Landscaping: Treesandlawnsmustbemaintainedandstreetplantingsareencouragedat approximately35footintervalsonallstreets. 3. Zoning: Nozoningchangesarepresentlyproposed,andanyfutureproposedchanges shouldbemadewithpriornotificationoftheAlderman,whoisencouragedto informtheHeritageandUrbanDesignCommissionandtherelevantactive neighborhoodorganizations.Rezoningtoincreasedensityshouldbe discouraged. 4. Density: Wheneverpossible,dwellingunitsoriginallyintendedforalowerdensity occupancy,shouldberestoredtothatdensity. 5. Preservation: Thepreservation,restorationorrehabilitationofallhistoricstructures,as containedontheMapanddesignatedashavingnational,state,city,or neighborhoodsignificanceorarchitecturalmeritisencouragedandshallbe guidedbythehistoricdistrictstandardssetoutinSectionSixhereof.All construction,demolition,oralterationofexteriorarchitecturalfeatureswith respecttoanyimprovementwithintheShawNeighborhoodHistoricDistrictis subjecttotheprovisionsofOrdinance57986(24.12.010to24.20.020,Rev. CodeSt.Louis,1980.Anno.) B. MajorThoroughfares(Magnolia,Grand,TowerGrove,Shaw,39thStreet)Magnolia, Grand,TowerGrove,Shawand39thStreetaremajorthoroughfares,whichpass throughandaroundthehistoricdistrict.Guidelinesfollowforeachofthesemajor thoroughfarespresentedwiththeintentionofpreservingthehistoricdistrictasa neighborhood. 1. MagnoliaandTowerGroveAvenues:

a. Traffic. MagnoliaandTowerGrove,astheyadjointhedistrict,willremainmajor thoroughfares,withspecialcaredevotedtothemaintenanceofthe residentialandparklikecharacter. b. LandscapingandStreetChanges: SeeDistrictStandards,specificallySectionsG,H.I.J.KandL. c. Zoning: Nozoningchangesareproposedbeyondthescopeofthestandardsforthe district. d. Preservation: Thepreservation,restorationorrehabilitationofallhistoricstructures,as containedontheMapanddesignatedashavingnational,state,city,or neighborhoodsignificanceisencouragedandshallbeguidedbytheuse restorationstandardforthedistrict.Allconstruction,demolition,or alterationofexteriorarchitecturalfeatureswithrespecttoanyimprovement withintheShawNeighborhoodHistoricDistrictissubjecttotheprovisionsof Ordinance57986(24.12.010to24.20.020,Rev.CodeSt.Louis,1980, Anno.) 2. 3. ThirtyNinthStreet: a. Traffic: ThirtyNinthstreet,betweenMagnoliaandDeTontywillremaina majornorth/souththoroughfarewithspecialcareinthe maintenanceofthedelicatebalancebetweensmallneighborhood commercialandbusinessoccupantsandtheresidentialareas. b. LandscapingandStreetChanges SeeDistrictStandards,specificallySectionsG,H,I,J,KandL c. Zoning: Nozoningchangesareproposedbeyondthescopeofthe standardsforthedistrict. d. Preservation: Thepreservation,restoration,orrehabilitationofallhistoric structures,ascontainedonthemapanddesignatedashaving national,state,cityorneighborhoodsignificanceisencouraged andshallbeguidedbytheuserestorationstandardforthe district.Allconstruction,demolition,oralterationofexterior architecturalfeatureswithrespecttoanyimprovementwithinthe ShawNeighborhoodHistoricDistrictissubjecttotheprovisionsof Ordinance57986(24.12.010to24.20.020,Rev.CodeSt.Louis, 1980,Anno.)Themaintenanceofthesmallneighborhood commercialoccupantintheexistingcommercialstructuresis encouraged. 4. GrandBoulevard. Generally,thepreservationofexistingstructuresalongGrandBoulevard isencouraged.Whilepreservationoftheexistingstructuresis encouraged,if,duetoeconomichardship,demolitionofexisting structuresisrequired,anynewconstruction,(residential,commercial,or anycombinationthereof),shallbeofscaleandcharactertocomplement bothexistingstructures,theGrandBoulevardstructuresthatexistinthe ComptonHillHistoricDistrictontheeastsideofGrandBoulevardandthe architecturalcharacteroftheShawHistoricDistrict. a. Traffic: GrandBoulevard,betweenDeTontyandMagnoliawillremaina majornorth/souththoroughfarewithspecialcaredevotedtothe maintenanceoftheexistinghistoricstructures,tomaintaina balancebetweenthepropertyintheShawHistoricDistrict adjoiningGrandBoulevardandthepresentsubstantially developedpropertieseastofGrandBoulevardcontainedwithin theComptonHillHistoricDistrict.

b. LandscapingandStreetChanges. SeeDistrictStandards,specificallySectionsG,H,I,J,KandL. c. Zoning:,br>Nozoningchangesareproposedbeyondthescopeof thestandardsforthedistrict. d. Preservation: Thepreservation,restoration,orrehabilitationofallhistoric structures,ascontainedonthemapanddesignatedashaving national,state,cityorneighborhoodsignificanceisencouraged andshallbeguidedbytheuserestorationstandardforthe district.Allconstruction,demolition,oralterationofexterior architecturalfeatureswithrespecttoanyimprovementwithinthe ShawNeighborhoodHistoricDistrictissubjecttotheprovisionsof Ordinance57986(24.12.010to24.20.020,Rev.CodeSt.Louis, 1980,Anno.)Themaintenanceofthesmallneighborhood commercialoccupantintheexistingcommercialstructuresis encouraged. SectionSix.ThefollowinghistoricdistrictstandardsfortheShaw NeighborhoodHistoricDistrictareherebyadopted: Introduction TheShawNeighborhoodhasahighdegreeofvisualcontinuityduetoashort periodandcoordinatedpatternofdevelopment.Buildingfromthiscontinuity andbasedonitsorderingelements(establishedsetbacks,scale,materials. etc.),thefollowingstandardsareconcernedwiththetotalappearanceofthe area.Itisnottheintentionoftheseregulationstoinanywaydiscourage contemporarydesignwhichthroughcarefulattentiontoscale,materials,siting andlandscapingisharmoniouswiththeexistinghistoricstructures.Thedesign ofanyproposedconstructionorextensivealterationmustbereviewed consideringexistingstructuresonthestreet.Regardingexistingbuildings,the recognition,maintenanceandenhancementoftheirhistoricalcharacteristicsis encouraged. Thefollowingarespecificstandardstocontroltheuseofstructuresandto establishcriteriabywhichalterationstoexistingbuildingsaswellasnew constructioncanbereviewed.Someoftheguidelinesareprecisewhereas otherare,bynecessity,moregeneral,allowingarangeofalternativesolutions, allofwhicharecompatiblewiththeexistingneighborhood. Thesestandardsshallnotbeconstruedtopreventtheordinarymaintenanceor repairofanyexteriorfeatureintheHistoricDistrictwhichdoesnotinvolvea changeindesign,materialoroutwardappearance.Allconstruction, demolition,oralterationofexteriorarchitecturalfeatureswithrespecttoany improvementwithintheShawNeighborhoodHistoricDistrictissubjecttothe

provisionsofOrdinance57986(Sections24.12.010to24.20.020,Rev.CodeSt. Louis,1980Anno.) Intheeventanelementoftheseproposeduse,constructionandrestoration standardsisnotconsistentwiththezoningordinancefortheCityofSt.Louis, otherCityCodesorordinances,orwithrestrictivecovenants,themore restrictiveshallapply.Willfulattemptstounderminepreservationbyallowing buildingstodeterioratewillplacethepropertyownerinimmediateand continueddangerofcitationundertheCitysHousingCodeortheCity's NonresidentialStandardCode. Additionally,itistheintentofthisordinancetodecreasethedensityof housingunitswithintheneighborhoodwithoutdemolishingbuildings. Wheneverfeasible,buildingsshouldremainwiththesameamountorless livingunitsasthebuildingwasoriginallydesigned. ResidentialAppearanceandUseStandards 5. Use: Abuildingorpremisesshallbeutilizedonlyfortheusespermittedinthe zoningdistrictwithinwhichthebuildingorpremisesislocated.Buildings shouldnotbeconvertedfromsinglefamilytomultifamily.Twofamily structuresshouldnotbeconvertedtomorethantwounits.Fourfamily buildingsshouldnotbeconvertedtomorethansixunitswithnounits havinglessthansixhundrednetrentablesquarefeet. 6. Structures: Newconstructionoralterationstoexistingstructures:Alldesignsfornew constructionormajoralterationstothefrontofthebuildingsthatrequire abuildingpermitmustbeapprovedbytheHeritageandUrbanDesign Commission,aswellasbytheexistingapprovingagencies,asrequiredby CityOrdinances.Standardsthatdonotrequirebuildingpermitsserveas guidelineswithinthedistrict.Restrictionssetforthbelowapplyonlyto frontsandotherportionsofthebuildingvisiblefromthestreetandon cornerproperties(excludinggarages),thosesidesexposedtothestreet. SeeSection2(M). A. Height: Newbuildingsoralteredexistingbuildings,includingall appurtenances,mustbeconstructedwithin15%oftheaverage heightofexistingresidentialbuildingsontheblock.Wherever feasible,floortofloorheightsshouldapproximatetheexisting buildingintheblock.Whenfeasible,newresidentialstructures shallhavetheirfirstfloorelevationapproximatelythesame distanceabovethefrontgradeastheexistingbuildingsinthe block.

B. Location: Locationandspacingofnewbuildingsshouldbeconsistentwith existingpatternsontheblock.Widthofnewbuildingsshouldbe consistentwithexistingbuildings.Newbuildingsshouldbe positionedtoconformtotheexistinguniformsetback. C. ExteriorMaterials: Materialsonthefrontsandotherportionsofneworrenovated buildingsvisiblefromthestreetandoncornerproperties,those sidesofthebuildingexposedtothestreet(excludinggarages)are tobecompatiblewiththepredominantoriginalbuilding materials:wood,brick,stone.Aluminumsteel,anytypeofsiding, andartificialmasonrysuchasPermastoneorzbrick,arenot allowed.Stuccomaterialisnotallowedexceptwherethestucco wastheoriginalbuildingmaterial. D. Details: Architecturaldetailsonexistingstructures,suchascolumns, dormer,porchesandbaywindows,shouldbemaintainedintheir originalform,ifatallpossible.Architecturaldetailsonnew buildingsshallbecompatiblewithexistingdetailsintermsof designandscale.Doors,dormers,windowsandtheopeningson bothnewandrenovatedstructuresshouldbeinthesamevertical andhorizontalproportionsandstyleasintheoriginalstructures. Bothneworreplacementwindowsanddoorframesshallbe limitedtowoodorcolorfinishedaluminum.Glassblocksarenot permitted.Raworunfinishedaluminumisnotacceptablefor stormdoorsandwindows.Ironbarsorothertypesofprotective devicescoveringdoorsorwindows(excludingbasement windows)arenotpermitted.Guttersshouldbemadeofcolor finishedaluminum,sheetmetalorothernoncorrosivematerial. Guttersshouldnotbemadeofraworunfinishedaluminumor steel.Mortarmustbeofacolorcompatiblewiththeoriginal mortarofthebuilding.Aluminumormetalawningsvisiblefrom thestreetarenotpermitted.Canvasorcanvastypeawningsare permitted.Previouslyunpaintedmasonryshallnotbepainted. E. RoofShapes: Whenthereisastrongordominantroofshapeinablock, proposednewconstructionoralterationsshallbecompatible withexistingbuildings. F. RoofMaterials: Roofmaterialsshouldbeofslate,tile,copper,orasphaltshingles wheretheroofisvisiblefromthestreet(brightlycoloredasphalt shinglesarenotacceptable).Designofskylightsorsolarpanels,

satellitereceivingunits,whereprominentlyvisiblefromthestreet shouldbecompatiblewithexistingbuildingdesign. G. Walls,Fences,andEnclosures: Yarddividers,walls,enclosures,orfencesinfrontofbuildingline arenotpermitted.Fencesorwallsonorbehindthebuildingline, whenprominentlyvisiblefromthestreet,shouldbeofwood, stone,brick,brickfacedconcrete,ornamentalironordark paintedchainlink.Allsidefencesshallbelimitedtosixfeetin height. H. Landscaping: Theinstallationofstreettreesisencouraged.Infrontofnew buildings,streettreesmayberequired.Frontlawnhedgesshall notexceedfourfeetinheightalongpublicsidewalks.Ifthereisa predominanceofparticulartypesorqualitiesoflandscaping materials,anynewplantingsshouldbecompatibleconsidering massandcontinuity. I. PavingandGroundCoverMaterial: Wherethereisapredominantuseofaparticulargroundcover (suchasgrass)orpavingmaterial,anyneworaddedmaterial shouldbecompatiblewiththestreetscape.Looserockand asphaltarenotacceptableforpublicwalkways(sidewalks)norfor groundcoverborderingpublicwalkways(sidewalks). J. StreetFurnitureandUtilities: Streetfurnitureforneworexistingresidentialstructuresshould becompatiblewiththecharacteroftheneighborhood.Where possible,allnewutilitylinesshallbeunderground. K. Offstreetparkingshouldbeprovidedforneworrenovated propertieswhenfeasibleatanamountofoneparkingspaceper unit.Parkingtobeprovidedinrearofpropertywhenpossible.If parkingisvisiblefromstreet,itmustbescreenedwith appropriatematerialasdescribedinsection2G. L. Nopermanentadvertisingorsignagemaybeaffixedtobuildingor placedinyardofresidentialproperties. M. ThestandardsfoundinSection2Cand2Darenotapplicableto garagesoroutbuildingstobeconstructedorrenovatedbehind therearedgeofthemainbuildingandnotvisiblefromthestreet. Thegeneraloverallappearanceofthebuildingmustbevisually compatiblewiththesurroundingstructures. CommercialandNonResidentialUses

Use: Abuildingorpremisesshallbeutilizedonlyfortheusespermitted inthezoningdistrictwithinwhichthebuildingorpremisesis located,exceptnoneofthefollowingusesshallbepermitted: driveinrestaurants,carlots,truckinglotsandgasstations. 15. Structures: Newconstructionoralterationstoexistingstructures:Restrictions setforthbelowapplyonlytofrontsandotherportionsofthe buildingvisiblefromthestreetandoncornerproperties (excludinggarages).thosesidesexposedtothestreet. A. Height: a. Onblockswherebuildingsarethesameheight, neworrenovatedstructuresaretobeequaltothat height. b. Onblockswithvaryingheights,neworrenovated structuresshouldbecompatiblewiththese heights. c. Nobuildingshallbelessthan2stories. B. Location,Spacing,WidthandSetback: Location,spacing,andwidthofnewbuildingsshouldbe consistentwithexistingpatternsoftheblock.Ifthereisa uniformsetbackonablock,newbuildingsshouldbe positionedaccordingly. C. ExteriorMaterials: Materialsforneworrenovatedstructuresaretobe compatiblewiththepredominantoriginalbuilding materialsandtextureofthesematerialsandshallinclude wood,brickandnaturalstone.Theuseofanyconcrete blockandimitation,artificialorsimulatedmaterialsisnot acceptable.Aluminumorothertypesofsidingareonly acceptablewhentheyaretobeusedintheplaceofwood sidingandaretheapproximatesamegaugeasoriginal woodsiding.Rawaluminumorsteelarenotacceptable. Allbuildingmaterialsamplesincludingmortar,shallbe submittedpriortoapproval D. Details: Architecturaldetailsonstructuresshallbemaintainedin similarsize,detailandmaterial.Architecturaldetailson neworrenovatedbuildingsshallbecompatiblewith existingdetailsintermsofdesign,materialsandscale.

Doors,windowsandotheropeningsonbothnewand renovatedstructuresshouldbeinthesamehorizontaland verticalproportionsandstyleasintheoriginalstructures. Bothneworreplacementwindowsanddoorframesshall belimitedtowoodorcolorfinishedaluminum.Rawor unfinishedaluminumisnotacceptableforstormdoors andwindows.Awningsaretobeofcanvasorcanvaslike only.Shuttersonneworrenovatedbuildingsshouldbe madeofwoodandbethesamesizeasthewindows. Guttersshouldbeofcolorfinishedaluminum,sheetmetal orothernoncorrosivemetal.Guttersshallnotbemadeof raworunfinishedaluminumorsteel.Balconiesand porchesonneworrenovatedstructuresshouldbe compatiblewithoriginalbalconiesandporches.Existing storefrontsshouldmaintainoriginalsize,detailsand materials.Newstorefrontsaretobecompatiblewiththe existingstorefrontsrelativetosize,materialsanddetails. E. RoofShapes: Onblockswherearoofshapeandlinesaredominant,new orrenovatedstructuresshouldhavethesameroofshape andlines.Onblockswheretherearedifferentroofshapes anddesigns,neworrenovatedstructuresshouldhaveroof shapesandlinesthatarecompatibletotheexisting. Materialsforneworrenovatedstructuresaretobe compatiblewiththepredominantoriginalmaterialsinthe neighborhood.Aluminumorplasticsiding,corrugated sheetmetal,tarpaperandbrightcoloredasphaltshingles onmansardroofsarenotacceptablewherevisiblefrom thestreet.Aconsistentmaterialshouldbeusedonany givenroof. F. Walls.FencesandEnclosures: Materialsandconstructionofneworrenovatedfences, whenvisiblefromthestreet,shouldbecompatiblewith thecharacteroftheneighborhood.Materialsshallinclude wood,stone,brick,wroughtironorevergreenhedge. Chainlinkorwirefabricsarenotrecommendedwhen visiblefromthestreet.Ifused,paintingthemblackordark greenisthenrecommended.Heightoffencesshouldnot exceedsixfeet.Barbedwireisnotallowed. G. Landscaping: Ifthereisapredominanceofparticulartypesorqualities oflandscapingmaterials,anynewplantingshouldbe compatiblebyconsideringmassingandcontinuity.The

installationofstreettreesisencouragedandinsome instancesmayberequired. H. PavingorGroundCoverMaterial: Wherethereisapredominantuseofaparticularground coverorpaving,anyneworaddedmaterialshouldbe compatiblewiththestreetscape.Asphaltpaving,loose rockorcrushedgravelandlargeexpansesofuntreated concretearenotacceptable. I. StreetFurnitureandUtilities: Streetfurnitureforneworexistingcommercialstructures shouldbecompatiblewiththecharacterofthe neighborhood.Wherepossible,allexistingandnewutility linesshouldbeplacedundergroundorinthealleys. J. ParkingandLoadingDocks: Parkingforcommercialuseshouldbeeitherbehindthe structureoralongthesideandshallbescreenedfromthe street(s),alleyandanyadjacentresidentialuse.Loading docksaretobeplacedonthealleysideofthebuilding unlessaccessisimpossibleandmustbeplacedonthe streetsideofthebuilding. K. Signs: Signswithinthecommercialdistrictshallbeinaccordance withthezoningordinanceexceptthatinnocasewillthe followingbeallowed: a. Nonappurtenantadvertisingsigns. b. Pylonsignsinexcessof25inheight. c. Wallsignsabovethesecondfloorwindowsilllevel. Wallsignsshouldbedesignedtocomplementthe existingbuildingandnevercoverwindowsorother architecturalelements.Wheremorethanonewall signexistsonasinglestructureoraseriesof relatedstructures,allsignsshouldbebasically similarincharacterandplacement.Officebuildings withoutfirstfloorretailestablishmentsshallhave nomorethanonewallsignperfacadelocated belowthesecondfloorwindowsilllinedesignating onlythenameandaddressofthebuilding. d. Rooftopsigns. e. Projectingsignsarenotacceptableiftheyobstruct theviewofadjacentsigns,obstructwindowsor

otherarchitecturalelementsorextendabovethe secondfloorwindowsilllevel.Onlyoneprojecting signisallowedperstreetfrontageforeach establishment. f. Flashingorrotatingelements. g. Paintedwallsigns. h. Nomorethanthreesignsonacornerbuilding. L. Landscaping. Ifthereisapredominanceofparticulartypesorqualities oflandscapematerials,anynewplantingshouldbe compatiblebyconsideringmassingandcontinuity.The installationofstreettreesbyrequesttotheCityis encouragedandinsomeinstanceswillberequiredforall newdevelopments.
