MEMORANDUM

Subj: Our Meeting on April 30-May 1

Our meeting will begin on Wednesday night, April 30, with a working dinner in a
private room at Primi Piatti, which is located at 2013 I Street. Dinner will begin at
7:30 p.m.

Our meeting will continue the next day, from 9:00 to 1:00 p.m. Immediately after the
meeting commissioners are invited to stay and join us in our meeting with
representatives of the family groups.

We will also make public, for the first time, a nearly complete list of the Commission
staff. Information about our current staff is at Tab 2. As the staff fills out it is
fortunate that on Monday, May 5, renovations should be complete for occupancy of
our second D.C. office, located in the GSA regional headquarters building at 7th and D
SW (near L'Enfant Plaza).

Though there is no formal agenda for our working dinner, we expect to use this time
for a general discussion of any topics of interest to you, including Commission access
to information. Philip's April 26 memo on access to information compiled by the
Joint Inquiry is attached at Tab 3. He and Dan Marcus will be ready to review the
status of discussions with other agencies. Dan will also be ready to open a discussion
about guidelines for the conduct of Commission interviews.

Responding to a request from Tom, Dan is also developing a memo reviewing the
various civil lawsuits that may relate to our work, along with related advice for
commissioners and staff.

Our agenda for our May 1 meeting is as follows:

2. Workplan for Team 1 - Al Qaeda and Affiliated Terrorist Groups,
including the reconstruction of the 9/11 conspiracy.

The draft workplan is at Tab 5.

3. Workplan for Team 6 - Law Enforcement and Intelligence Collection Inside the United
States.

The draft workplan is at Tab 6. As a complement to this discussion, you may also wish to
look at the workplan for Team 2 - Intelligence Collection, Analysis, and Management. It has
been revised in response to Commission comments at our April 10 meeting and further work.
That revised workplan is at Tab 7.

4. Workplan for Team 7 - Aviation Safety and Transportation Security.

The draft is at Tab 8.

5. Workplan for Team 8 - Immediate Response to the Attack by National Leadership.

The draft is at Tab 9.

6. Plans for Commission Meeting and Hearings on May 22.

The two major objectives being considered for our debut hearings in Washington are:

• Testimony from Members of Congress. This is an opportunity for key stakeholders on


Capitol Hill, including some members who helped create the Commission, to engage us
publicly about their hopes for the Commission and the topics they hope we will address.
Further, we might engage particular members on the specific subject (in Team 2's area of
work) of congressional allocation of resources to and oversight of the intelligence
community.

• Focus on a particular topic. We have considered concentrating in these hearings on a


particular subject area, such as aviation safety and transportation security. That team has
done more work and believes the hearings could be substantive and useful.

We need to consider the scope of these hearings and how much time to allocate to them. We
may well need to plan on hearings that span both May 22 and May 23. If schedules permit
we might again attempt to conduct some of our general Commission business at a working
dinner on the night of May 21.
