Harlesden Town Centre Public Realm Scheme


Presentation to Business Forum August 2013
London Borough of Brent Highways and Transport Delivery

In summer 2010 the Harlesden Town Charter was published. The Charter sets out a five to ten year vision for the community and local environment and was developed through a series of community meetings and workshops.

The Council has been working with the Harlesden Town Team, which comprises of local residents and businesses, which provides a middle ground where the council, local community, Transport for London and other stakeholders operate as equal partners in achieving the vision set out in the Charter.

Through this partnership a scheme has been developed which focuses on the main town centre streets: Manor Park Road, High Street and Craven Park Road and includes Tavistock Road and Crownhill Road

Benefits of High Street Public Realm Improvements


Research shows that improvements to the public realm can increase turnover in the high street by 5 to 15%. Better streets result in higher market prices. Research by CABE shows that in London an achievable improvement in street design quality can add an average of 5.2 per cent to residential prices.

The Scheme
High Street Harlesden between the Clock Tower and Tavistock Road become a semi pedestrianised area. All motor vehicles (except buses will be prohibited between 10am and 4pm. Outside these times vehicles making deliveries will be permitted This would be enforced by CCTV cameras. High Street Harlesden, between the Clock Tower and Park Parade, would be two-way for all traffic. Manor Park Road, between Park Parade and Tavistock Road, would be two-way for all traffic. Tavistock Road becomes one-way from Manor Park Road towards High Street Harlesden. Crownhill Road becomes one-way from Craven Park Road towards Manor Park Road.

The Harlesden Interview Survey


In March 2011, Transport for London conducted 303 interviews with people in Harlesden town centre (4746 across town centres in London) asking about their travel and spend characteristics. Overall, the findings show that people who walk or use the bus to get to a town centre spend more per head per month than other mode users. While their spend per visit is lower, this higher monthly spend is due to the higher frequency of visits by bus and on foot. This pattern of monthly spend by mode has remained consistent over time.

Funding
Transport for London have identified over 3 million of funding for town centre public realm improvements. Further sources of funding bring the total investment in public realm improvements in the town centre including Station Road to around 5 million
