Abstract :The end of the Qing spread to Chinese the federal system thought ,in the beginning of people in new political con2
text ,has aroused the intellectual communitys enormous interest and the debate.Minli Daily
represents to send the intellectual to
advocate the limited centralization ,namely some kind of degree decentralization
; Yongyan
represents the original Constitutionalism
Faction intellectual advocates the centralization ;butEastern Miscellany
then compromised between two. At the sometime three al2
so proposed respectively to the local got system different position. Their manner and the position and at the beginning of the people
the political situation complex is changeable as well as each one represents the social stratum differently to have the very big rela2
tions.
