DEHRADUN, JUNE 30: Fifteen days after the Uttarakhand disaster, 900 stranded pilgrims and locals in Badrinath were today left to be evacuated and 3,000 people remained missing, as the authorities grappled with the grim task of extricating dead bodies from under heaps of debris and disposing them. Nearly 1,489 pilgrims were today taken to safety from Badrinath ~ 874 by air and 615 by road ~ today, an Uttarakhand government official said, adding only 300 pilgrims and 600 locals remained in the holy town with adequate food and medical care. Chief Minister Vijay Bahuguna said a 200-member team consisting of officials of various departments, including police, health, animal husbandry experts and sanitation, is being sent along with equipment provided by the NDRF to both Kedarnath and Rambada to extricate the bodies from the debris and expedite the process of their disposal. However, rains played spoilsport in the National Disaster Response Force's (NDRF) plans to reach Kedarnath town and extricate the dead buried in the rubble and mud after the flash floods and landslides that ravaged the town. SRINAGAR, JUNE 30: With heavy rush of unregistered Amaranth yatris making way to Pahalgam and Baltal base camps, Jammu and Kashmir tourism department has started issuing on-thespot-permissions to tourists and pilgrims."In order to facilitate the tourists and locals to visit to Pahalgam and Sonmarg, the Department of Tourism has started on-the-spotpermissions at Tourist Reception Centre Srinagar," an official release of the tourism department said. The release said tourists and locals other than Amarnath yatris, who want to visit these places for a day trip, should contact the the Tourism Department to obtain the permission in order to avoid any inconvenience. Official sources said the decision to issue permission letters to tourists for visiting Pahalgam and Sonamarg was taken as large number of unregistered Amarnath pilgrims were reaching these places as tourists and trying to proceed for the yatra. More than 23,000 unregistered pilgrims or those with registration for later dates were turned back from various access control gates in the first two days of the yatra. Sources said a significant number of pilgrims succeeded in breaking through the access control gate at Chandanwari on first day of the pilgrimage in Friday. However, officials of the Shri Amarnathji Shrine Board (SASB) did not respond to the queries about the incident. The board, in a release yesterday, said it has set up 14 current registration counters at Pantha Chowk and TRC Nowgam for unregistered pilgrims to get registration. On Saturday evening, the filling of the liquid fuel in the fourth stage was completed and the fuel for the second stage will be filled during the countdown. AFSPA noises: Khurshids plain talking admirable

The statement of External Affairs Minister Salman Khurshid on the Armed Forces Special Powers Act(AFSPA) that it is much needed in the State of Jammu and Kashmir is not only laudable but should silence those who are in favour of its repealing. This statement assumes more significance because it has come from a very influential Indian politician who not only has a good feel of the domestic politics but also is well acquainted with the international aspect of the importance of peace in Kashmir. Although the noise on the the partial revocation of AFSPA is not only undesirable but smacks of cheap political up man ship on the part of a party which is responsible for maintaining law and order in the State. The National Conference Chief Minister, Omar Abdullah is every time speaking on the partial revocation of AFSPA as if the sight of an army man were a red rag ready to provoke any one in Kashmir. If this is the reason then things have to be sorted in a more mature fashion. Keeping in view the security situation in Kashmir and no positive signs emanating from new Pakistani Government that it wishes to reverse the Jihad on Kashmir, there is urgent need that the young Chief Minister changes his approach towards AFSPA. The recent spate of killings in Kashmir is not in any way indicative that Srinagar or some other part of Kashmir is not immune to dastardly acts of terrorism. The killing of two JKAP policemen in broad day light in Srinagar followed by the killing of eight army soldiers in Hyderpora, also in Srinagar is incidents that should not be brushed below the carpet. Salman Khurshid hit the nail directly on its head when he said that security forces in Kashmir have come here to maintain peace and they too have to be protected. This is a good indication that perhaps the government has come clean of its view on the so called partial revocation of AFSPA. The security forces too have a right to live; they too have human rights which unfortunately some of the most proactive protagonists of human rights do not feel worth to concede. It is good to write on blogs and tweet in the midnight. It indicates that our tech savvy Chief Minister is awake in the dead of night to give vent to his thoughts. But it is equally important to be awake to the facts on the ground. Even if the Omars reason of partial revocation of AFSPA from Srinagar is debated then the recent attacks on police personnel and army took place within the Srinagar City. These ghastly incidents take out steam out of the logic of the Chief Minister to revoke AFSPA from least militancy affected areas like Srinagar. Having said so, there is urgent need for the National Conference to understand that army is there to help for consolidation of peace. Peace gets weakened by unnecessarily raising pitch against army. With Amarnath Yatra on and the influx of tourists picking in Kashmir, the valley deserves a spell of peace which will not come unless the role of army is understood and appreciated. It is another matter that some politicians in National Conference question the attacks on security forces with a different angle. They want to see in every act of terror an Indian hand. People like Mustafa Kamal have to be told bluntly that such nonsense is not to be tolerated because it sullies the name of mature political parties like National Conference. To score political points or play to the galleries in a time when the Coalition Government has failed to deliver on its promise of good governance, will only undermine the poll prospects of the largest and oldest regional political party of the State. With Congress, its junior coalition partner not on so good terms with the National Conference, it is high time that Omar Abdullah becomes practical and rational in his approach on AFSPA. Here, the unambiguous statement of Salman Khurshid will help him clear the doubts he nurses on army presence in the State.

Mr. Omar: How religion binds Kashmir to Central Asia?


Mr. Chief Minister while you tweet in the dead of night please accord some space in your blog in order to clarify how Central Asia binds the people of Kashmir on the basis of religion. Mr. Chief Minister, you sometimes fiddles with AFSPA and sometimes nurse Central Asian connection. While talking at Kashmir University which incidentally has taken to Central Asian flavor with more vehemence (and should deservingly be called Central Asian Kashmir University), you wants to have more connection with Central Asia. You said that apart from other things it is religion that connects Kashmir to Central Asia. Would it not be fit to remind you that in Central Asia there are only a fraction of Muslims than in India? By his logic, you should feel close to India. But when the accession, Indian institutions, Amarnath Yatra, Indian Army are seen as something out of tune with the valley ethos how can reality dawn upon. Despite Central Asian love ,You Mr. Omar needs to be reminded that it is not religion that binds people but ethnicity. Mr. Omar, Pandits are close to you than the Central Asian connection. Mr. Chief Minister you need to re- read history which it is doubtful if you have, particularly of Kashmir. In past Kashmiri Hindus and Buddhists civilized Central Asia which for a long time remained the citadel and outpost of Kashmirian Culture. But Sir, many people have developed a slave mentality from which it is difficult to wriggle out especially when one wishes to see with coloured glasses.

"If the states confirm to Uttarakhand that people from their states had come on pilgrimage here and that these numbers of pilgrims should be presumed to be dead and have not come back, we will accept their version and the compensation amount will be paid to respective chief secretaries for distribution to victims of the respective states," he said. "There is a DIG rank officer (Mr. Gunjiyal) who is up there in Kedarnath and has been assigned the task of cremation of bodies. The process of cremation is on. "The bodies which were lying on the streets (have been taken for cremation). An analysis of National Health Examination Survey (NHANES) 2003 to 2008 data was conducted to compare grape consumers with nongrape consumers among children and adults. The results showed that both children and adults that consumed grape products (fresh grapes, raisins, 100 percent grape juice), had higher total intake of other fruits, dark green/orange vegetables, and key nutrients like fiber, vitamin A, vitamin C, calcium, magnesium and potassium than those who did not consume grape products. In addition, grape product consumers ate less fat, added sugars, and alcohol resulting in lower calorie consumption. The findings are published in the Journal of Food Science.

The children had gone for trekking 26 kms south of Aharbal falls when a portion of the glacier that they were standing on cracked and fell into the freezing waters of the lake and drifted into the middle alongwith four children, while one managed tospill out safely. Sensing trouble the boy ran to get help and somehow managed to contact DC Kulgam,Jehangir Mir on telephone through a local Bakarwal family. The DC immediately launched a joint rescue operKulgam Mohammed Shafi and deputed joint teams of Army, Police, Fire Services and locals on foot. In the meantime, Divisional Commissioner Kashmir Shailendra Kumar requisitioned chopper of air force for immediate rescue. On a very short notice, a cheetah helicopter of Air force under the command of Wing Commander Saxena and Flight Lt. Raja flew to the location and with the help of ropes rescued all the four children. The rescued children were later brought to Kulgam hospital by the joint rescue party that travelled 26 kms on foot. DC and SP Kulgam are personally monitoring the medical treatment of the children.

The spokesman, however, maintained that these instructions are only to regulate the movement of Amarnath yatries who are not

MUMBAI: The Yashwantrao Chavan Maharashtra Open University has decided to launch a one-year diploma course for domestic helps from July 15. "The course will be launched on July 15 at Yashwantrao Chavan Maharashtra Open University centres in Aurangabad, Nashik, Hingoli and Nagpur in first phase," said Shreenivas Belsaray, head of the corporate communications of Yashwantrao Chavan Maharashtra Open University . The diploma of domestic work will train women in operating modern home equipment and gadgets, taking care of children, housekeeping, personality development, communication skills, basic math, general knowledge and current affairs. Principal Jesudasan said no dress code has been introduced and the display of identity cards for professors was only a suggestion. "The whole campus community has agreed to this. There is no dissent," he said. The principal has clearly not seen the social networking sites where MCC teachers, students and alumni are pouring out scorn. "Is this MCC culture? Protest against this, alumni..." posted a user called Anas Bichu KP. Nidhish Koshy calls MCC a "concentration camp" in the making. "Who gave the principal the right to deprive students the freedom he enjoyed when he was a student at Madras Christian College?" the user identified as Koshy posted. Another called 'Maddy Bruno' made this tongue in cheek comment: "Professors pls wear suit ... teachers pls come in sarees, and don't chat with opp gender." Amidst the criticism there concerns about the college administration cancelling the college union election this year. An MCC student of the 1970s who is now a professor in the economics department noted that the college had conducted elections even during the Emergency, when similar activities were banned on campuses like JNU. The college management, which has been free from the church for more than two decades, is technically run by a board of alumni who never interfere in the internal matters, leaving the college affairs to the principal and a handful of senior professors including deans and a bursar.

Second cut-off mark in science subjects at Delhi University lower


NEW DELHI: A few Delhi University colleges released their second cut-off lists Sunday, with a reduction in marks required for admission to the science courses. Lady Shri Ram College for Women (LSR),Ramjas College and Hans Raj College announced their second cut-off lists for admission to the new four-year Bachelors degree programmes. The slash in the cut-off for honours in botany, physics, chemistry and zoology was, on average, two to four per cent in these colleges. In Hans Raj College, for botany, the second cut-off is 86 per cent; it was earlier 92 per cent. VK Kawatra, principal, Hans Raj College, told, "With the introduction of the bachelors of technology (BTech) courses in Delhi University, many students opt for that as they get an engineering degree, so there has been a slash in the cut-off for science courses." Although students seeking to study science courses have found relief in the second cut-off list, their counterparts in the humanities stream have no such luck. The decrease in the second cut-

MSU archaeologist bags UK fellowship


VADODARA: Dr Ambika Patel, curator and assistant professor at MS University's Department of Archaeology and Ancient History, has been awarded the UK visiting fellowship 2013-14 by the Nehru Trust for the Collection at The Victoria and Albert Museum (NTICVA). After 20 years of constitution of the UK visiting fellowship by NTICVA, it is for the first time that an MSU teaching faculty is receiving this award. NTICVA was constituted in India in conjunction with the installation of the Nehru Gallery of Indian Art at The Victoria and Albert Museum, London in 1990. The trust, in collaboration with the Charles Wallace (India) Trust, annually awards up to three visiting fellowships for further professional training, study, education or research to citizens of India, who are at an early stage of their professional career and are employed by museums, galleries or other institutions concerned with the study, preservation and display of India's art and cultural heritage. The fellowships are for a period of up to three months, and provide a return airfare to and from the UK and a maintenance allowance adequate for a single person. The fellowships are awarded to encourage display, study and preservation of India's art and cultural heritage. Patel has been awarded this fellowship for her research project entitled 'Alternative ways of learning: Study of museum educational programmes of UK museums for school children'. This research will be focused on the innovative measures adopted by various UK museums for their education extension activities. She will be participating in the education activities of the British Museum, Victoria and Albert Museum, Museum of Childhood and a few other local museums under this project for two months. International Centre for Cultural and Heritage Studies, New Castle University and local funded museums from New Castle areas are also hosting her as a visiting research scholar towards the end of the programme.

National centre for mathematical biology in the works


Thiagarajar College, Madurai, has the distinction of being the only arts and science college among the 16 institutes across the country selected by the Union Ministry of Human Resource Development for establishing centres for training and research in frontier areas of science and technology. According to college principal A. Thamaraichelvan, the ministry had sanctioned an initial amount of Rs. 1 cr for establishing a National Centre for Excellence in Statistical and Mathematical Modelling on Bioresources Management in the college. The centre would be jointly coordinated by D. Pandiaraja of the college's department of mathematics and N. Arun Nagendran from the department of zoology. The coordinators said that mathematical modelling in biology was a broad interdisciplinary science that uses mathematical and computational techniques to tackle problems in life sciences. The complex task of maintaining a balance between human consumption and natural regeneration could be accomplished only using the multidisciplinary approach of integrating mathematics and computer science with biology, they said. The new centre would enhance the use of mathematical tools in biological research and provide communities with the information they needed in order to attain sustainable self-sufficiency.

studying economics, the average cut-off still remains 97 per cent. Already, admission to political science and psychology in LSR and English literature and Mathematics in Ramjas College has been closed for candidates in the general category. Other colleges of DU are expected to release their second cut-off lists July 1. The university introduced the four-year undergraduate programme this academic session. Under the new programme, students will be required to study 11 foundation courses in the first two years, and those seeking vocational education will take the courses along with those seeking to pursue academic disciplines.

Hi-tech research hub on Jadavpur University third campus


KOLKATA: The state's research facilities may soon get a shot in the arm with Jadavpur University set to house one of the country's biggest state-of-the-art research hubs on its third campus. The property was acquired from the National Instrumentation Limited (NIL) way back in 2008. Funds crunch had delayed the project earlier. But it will now take shape with assistance from the Council of Scientific and Industrial Research (CSIR) and the Defence Research and Development Organisation (DRDO). While CSIR and DRDO will develop the infrastructure and provide support for all the facilities, the land will be provided by Jadavpur University. Several other national science research institutes located in the eastern region will also be attached with the research hub that is being envisaged by DRDO and JU. "Jadavpur University is interested to establish an international research-cum-academic complex at the third campus. We have two proposals in our kitty. The first one from CSIR is bigger in terms of scale and size. There will be twin research facilities. They have proposed to set up the Eastern Indian Node for CSIR Chain of Fourth Paradigm Institute where research related to big data analytics will be held," said Souvik Bhattacharyya, vice-chancellor of Jadavpur University. "The second one will be an Inverted Innovation Centre where faculty members of Jadavpur University and CSIR scientists will act as mentors to research students at all levels," he added. The project cost is estimated to run into few hundred crores if the CSIR plan crystalises. Institutes like Indian Institute of Chemical Biology and Central Glass and Ceramic Research Institute - which are CSIR laboratories - will collaborate with JU. "Around 15% to 20% of the NIL land will be used for this purpose," said Bhattacharyya. DRDO also has approached JU to create an Advanced Technology Centre. "This may come up either on the existing campus or on the NIL campus," added the JU vice-chancellor. "Ten lakh square feet of covered space can be created on the entire NIL land. It is to be utilised to create the research facilities. While one area will be used to set up the research centre, another will be used only by Jadavpur University to construct additional classrooms, lecture theatre, seminar rooms, conference halls and research laboratories for their own departments to sort out the space crunch," said executive council member Partha Pratim Biswas. He added, "We are experiencing a tremendous pressure on our existing infrastructure. Setting up of the third campus will lighten the burden of the two existing campuses at Jadavpur and Salt Lake." The collaboration between JU and DRDO will benefit several eminent research institutes in the eastern region. Some of these institutes include - Indian Institute of Technology Patna, IITGuwahati, IIT-Kharagpur, Calcutta University, Bengal Engineering and Science University, National Institute of Technology Durgapur, Indian Statistical Institute - Kolkata, Indian Institute of Chemical Biology and Indian Association of Cultivation of Science. "These are the cluster of institutions which will participate in the research hub of DRDO," said Biswas. Scientist Bikash Sinha said, "This proposal was mooted a few years back. It is a huge campus. Common research facility for these institutes will be wonderful. Even though I am not aware of what kind of facilities will be available but the campus can be used very constructively for futuristic research in several fields of science."

Omar Abdullah is a passionate man and his passion makes him say the wrong things at the wrong time. At a public rally recently in Kashmir in the presence of Prime Minister Manmohan Singh and Congress president Sonia Gandhi, he vowed that any abrogation of Article 370 would be over his "dead body". For good measure, the Chief Minister presumed that the people of Jammu & Kashmir would whole-heartedly follow him in his oath, because he actually said that the abrogation would be "over our dead bodies". Does he really believe that the people of Jammu and Ladakh share his opinion? The valorous Omar, who is willing to lay down his life for the continuation of Article 370, does not show similar courage when elected panchayat members in his State are threatened, shot at or shot dead by militants. The Chief Minister also does not threaten to lay down his life when terrorists attack military personnel and grievously injure or kill them. He never once resolves that any further violence of this sort would be "over my dead body". Omar is a clever man; he commits what he is capable (or desirous) of doing. He knows that Article 370 is not going to be abrogated tomorrow, and he can thus take a hard line on the matter. He also knows that he is incapable or inadequately committed to tackling militancy in his State, and so he does not want to stake his life over that. Omar's current sabre-rattling, thus, is at its meaningless best. The Chief Minister has taken on Bharatiya Janata Party veteran LK Advani on Article 370, because the latter dared to yet again express an opinion that has been the stated position of both the BJP and its earlier avatar, the Jan Sangh. It was one of Advani's recent blog postings that got Omar's goat. There is nothing illegitimate, and certainly nothing illegal, in the BJP leader's remarks that the provision which accords a special autonomous status of sorts to J&K, has not been good for the State, and that various Congress leaders including Sardar Vallabhbhai Patel had vehemently opposed it when it had been mooted. These leaders gave in only out of consideration for Jawaharlal Nehru. Advani did not say anything that deserved a shrill response of the kind Omar gave; he was only accurately quoting history and underlining his party's position on the issue. All that Advani said was, "The

country eagerly awaits the day when Article 370 would be repealed, and the two Vidhans (Constitutions) also would become one." The Chief Minister claims that the Article "acts a bond between J&K and the country". How so? By giving the State its own Constitution; by giving it the right to have its own laws in all matters except defence, foreign affairs, finance and communication; by ensuring that no other law of the country would be applicable to J&K unless the State Assembly concurs with it. In other words, the State 'integrates' with the rest of the country because its people live by a set of laws which is different from that which the people in other parts of India follow! This is indeed a strange way to bond. No wonder Article 370 has failed in its stated mission. In fact, the general feeling is that J&K can be better integrated with mainstream India by the repeal of Article 370. Omar and the other proponents of Article 370 seem to forget that the provision was never meant to exist forever. It was a temporary measure that the post-independent policy makers resorted to, given the special conditions under which the State's then ruler signed the Instrument of Accession with India. If that purpose of 'integration' has not been achieved in six decades - which is supposedly why the Article still exists - can Omar offer a time-line by which the situation will get 'normal' for the provision to go? The fact is that such 'normalcy' will come only when the Article is effectively done away with. The argument that abrogation of the Article will fuel secessionist tendencies in the State and promote militancy is laughable. The constitutional provision that has existed for more than 60 years has neither ended secessionist movements in the State nor checked militancy. In fact, it would not be wrong to say that both these evils have flourished under - and because of - Article 370, since the provision has tied the Centre's hands in many ways to deal with the challenges. The Article has also created a divide between the people of Jammu and Ladakh and Kashmir. Omar should know all of this better than anyone else. As for his jibe that Advani should also blog about "what constitutional mechanism he plans to follow to repeal Article 370" and that, "I might learn something from his wisdom", the Chief Minister is being plainly petty. Omar knows the constitutional process well enough, just as he knows that given present political equations, the Article cannot be repealed. Advani does not Article. But, since the issue was not on the common agenda of the NDA, it never came to be either discussed or debated officially by the Government. As Deputy Prime Minister and Union Home Minister, Advani was part of an NDA regime, and he obviously didn't rake up the

BARACK Obama's bid to de-escalate the stand-off (fuelled by John Kerry and other officials of his Administration) with China, Russia and some Latin American nations over their refusal to "cooperate" in the arrest of whistle-blower Edward Snowden confirms that the US is "hurting". Obama described the former national security contractor as a "hacker" for whom he would neither "scramble jets" nor risk jeopardising relations with major international players. Yet just days earlier Snowden was being projected as a threat to the lives of everyone owing allegiance to the Stars and Stripes, actually a man who was facilitating terrorist strikes across the planet for the information he had leaked compromised security agencies in several countries. This was not just typical American hype, or even a manifestation of the "good guys, bad guys" concept that has long sustained their people, but a display of the arrogance that causes convulsions along the Potomac when Washington DC does not have its way. Uncle Sam's ego was punctured when Hong Kong (read China) found legal infirmities in its bid to have Snowden detained/extradited, and Russia treated him just as another passenger transiting Moscow's Sheremetyevo airport. Carrots were dangled before likely destinations ~ Ecuador and Venezuela ~ but neither nibbled. In reality, the revised American line is the "sour grapes" story politically repackaged. It would, however, not be quite correct to assume that China, Russia etc deem Sowden a hero: indeed his place in the larger scheme of things may turn to out to be trivial. After a string of "Wikileaks" have generally been taken in stride Snowden's revelations would disgust rather than trigger shivers. What irks is that after lecturing the world about the criticality of a free media, human rights and so on, and rushing to applaud those indicted in China, Russia etc, the US is itself indulging in a sneaky snoop operation ~ wordwide. This has sent thoughts back to the days when the Bald Eagle soared high, the dollar was equated with the Almighty and the CIA thought itself entitled to bully its way through the under-developed nations. There may be no ganging-up of Russia-China as in the Cold War era but the US' line that its security interests were not limited by national frontiers does initiate a flashback ~ to the days of the Ugly American.

need an upstart to remind him on these matters. Yet that does not take away the BJP veteran's right to stand up against Article 370. To do so is not treason; it's a service to the nation. But the J&K Chief Minister's childish (the most charitable explanation one can offer for Omar's conduct) swipe does not end at that. On Advani's sensible advice that he refrain from using strong words like 'cheating' and 'deceitful' in connection with those who favour the repeal of Article 370, Omar responded, "Instead of advising me to show restraint, Advaniji should devote some blog space to explain his silence between 1998-2004" (the period the BJP-led National Democratic Alliance was in power). Omar must rejig his memory. Neither Advani nor the BJP was silent. Both held on to their opposition to the subject matter of Article 370 then in his official capacity. But Omar's most interesting (and silliest) take on the matter is this: He ridicules "secular" Advani for "raising the bogey" of Article 370. The slanderous attempt by self-styled secularists like Omar to equate the demand for abrogation of Article 370 with the promotion of a communal agenda is as old as it is materially hollow. Does Omar believe that the provision is designed to serve the interests of the Muslims of the State? If that is not so, how does the call for its repeal become 'communal'? But, if pandering to the interests of a particular community has all along been the intent of the Article, let Omar have the courage to admit it. In that case, Article 370 must even more certainly go.

Poll strategies for 2014!

ANALYSTS are scratching heads trying to decipher poll prospects for 2014. One issue of fierce debate is the impact Mr Narendra Modi will have on the results. To assess the rationale behind his projection the poll strategy of the Rashtriya Swayamsewak Singh (RSS), which is determinedly naming him as the BJP candidate for Prime Minister, needs to be understood. To decipher it and other related issues there are two recent newspaper articles that are noteworthy. First, there was the article by Mr Abheek Barman in The Times of India entitled "Modi's Himalayan Miracle". The author quoting facts and figures has effectively demolished many claims of the Gujarat Chief Minister. More tellingly he has rubbished the claimed role of Mr Modi in rescuing 15000 victims from the Uttarakhand deluge. But the most significant revelation of the article undoubtedly was about the deployment since 2007 of the powerful Israel dominated public relations agency, Apco Worldwide, to promote the Vibrant Gujarat summits and Mr Modi's image. The other day BJP President Mr Rajnath Singh stated that Mr Modi never claimed that he had rescued 15000 pilgrims from Uttarakhand. Of course Mr Modi never did that. That was what Apco was being paid $ 25000 per month for doing. It would be reasonable to infer that many of Mr Modi's assertions and projections are inspired by inputs from Apco. As for just one example, his recent presentation of two video studies in the Planning Commission meeting may safely be attributed to this source. In that sense to attribute much of the vigorous media and corporate support for Mr Modi may justifiably be credited to Apco. There is nothing wrong or unique for aspiring political leaders to utilize the services of professional public relations outfits for electoral purpose. But a more significant aspect deserves attention. A highly professional and competent outfit like Apco would not ignore the background and persona of their client in formulating poll strategy. The relations of Mr Modi's party with its parent RSS must surely have been taken into account. Therefore, would there not have been direct or indirect cooperation between RSS and Apco in forging the poll strategy? If so, to what end? The RSS and BJP leaders backing Mr Modi are openly stating that they aspire for single party majority in 2014 without the help of poll allies. On what premise would this daunting ambition be based? Till now the BJP campaign is riding on two horses. It is targeting the Hindutva brigade for which Mr Modi presents a most attractive face. Let it be noted that the RSS chief, Mr Mohan Bhagwat, has repeatedly asserted the centrality of Hindutva for shaping India's future. Most recently on June 19, while extolling the legacy of Swami Vivekananda in a function he said: "We have changed leaders and agendas, nothing has worked. Politics is not the way to make India a superpower; it is only Hindutva that can do it." Given such commitment to Hindutva how would Apco proceed with its campaign? The answer seems to be simple. Mr Modi's claimed commitment to economic development appeals to the rising new generation of young Indians. The commitment to Hindutva appeals to the traditional pro-Hindu vote-bank of the BJP. The strategy opted for Mr Modi seems to be to marry both commitments and create a groundswell that might give the BJP singleparty majority which would promise the stability that most Indians desperately yearn for. And how will that marriage be consummated? By convincing India that the Hindu rate of economic growth can be replaced by the new Hindutva rate of economic growth that could make India a superpower. And Mr Narendra Modi with his background and record as Gujarat Chief Minister is the man to accomplish it. This is a credible strategy and should not be dismissed out of hand. However, there are serious pitfalls to overcome before it can succeed. That brings us to the second recent newspaper article referred to at the beginning of this essay. In 1991, the BJP jumped to 120 seats from 88 during the Mandal agitation and immediately after the Ayodhya movement had consolidated its traditional vote- bank. But let it be noted that in 1988 it had jumped from 2 to 88 seats because it had made poll alignment with VP Singh. In 1991 it could successfully reach the figure of 120 only from its base achieved in the 1988 performance. Let it also be noted that it sank to 2 seats in 1984 because due to a misplaced sense of patriotism the RSS backed the Congress after the assassination of India Gandhi. As a member of the Jan Sangh then, I had warned Mr Atal Behari Vajpayee of this switch and predicted to him that he would lose to Madhav Rao Scindia in the election. This warning was given to him prior to my proposed resignation from the primary membership of the party. How then might the BJP attempt for singleparty majority be assessed? Much depends upon how opponents of the party conduct themselves and what strategy they adopt. Until now Mr Modi's poll conduct has been poor. But the conduct of his opponents has been poorer. Mr Modi erred in undertaking the Uttarakhand rescue mission thinking it would impress voters. His opponents did worse by emulating him. Mr Rahul Gandhi was ill-advised to appear like Mr Modi's imitator and visit Uttarakhand by helicopter. The error was compounded by his violating the injunction of Home Minister Mr Shinde debarring VIPs from visiting the area. The damage was accentuated by Mr Digvijay Singh's patently false claim that Mr Gandhi had traveled by foot. Opposition leaders and Congressmen from Andhra made Mr Modi look good by openly quarreling at an airport trying to claim credit tion about their attitude to the minorities. Hindutva will have to relate to Hindustanis and not just Hindus. Hindustanis are conditioned by a way of life. BJP and RSS leaders should know that VHP and Bajrang Dal activists harassing couples on St. Valentines Day is not included in that way of life. The second pitfall is even more serious. Its potential to damage the BJP will depend upon how adroitly its opponents exploit it. Thanks to Mr Modi egged on by big business and Apco he represents a model of economic development that can be effectively challenged. He represents efficient and rapid economic growth by removal of bureaucratic glitches. In a sense it is not different from Mr Manmohan Singh's model. It merely claims to be more efficient. There is no pretence for inclusion and it rests upon the efficacy of the trickle-down effect of economic development. This can be challenged by an alternative model. Mrs Sonia Gandhi is attempting to do that but very incompetently. The

Border talks
India's National Security Advisor Shiv Shankar Menon is on a visit to China and meeting Premier Li Kequiang and foreign minister Wang Yi, among others. Negotiations are being held on the Indo Chinese boundary issue. It will pave the way for Indian defence minister A. K. Antony's visit to Beijing in early July. The Chinese foreign ministry has however cautioned against having high hopes about the outcome of the border talks between Menon and Chinese state councilor Yang-Jeichi. The boundary issue, Chinese officials claim, is left over from history and cannot be solved overnight. However, long lasting efforts have been made to solve the issue and a lot of achievements have already been gained. China is apparently looking forward to an acceptable solution leading to a final settlement of all outstanding disputes. The two countries should work together to maintain peace and tranquillity in the border areas. The boundary issue should not affect overall relations between the two countries, the Chinese foreign ministry spokesperson emphasized. What disturbs India is that Chinese troops had recently entered Indian territory in the Daulat Bag Oldi sector in eastern Ladakh. The latest incursion was only a part of the continual friction between the two neighbours for decades. The lack of trust started in 1962 when China made a surprise attack on north eastern India. Since then the Line of Actual Control has been a prickly controversial issue and border incidents often mar the seeming amity. While China is critical of the Tibetan government-in-exile in Dharamshala, India has been exercised about Chinese troops sometimes breaking the peace in Arunachal Pradesh. Delhi is also not happy about China's Brahmaputra project and its designs in the South China Sea. But what puts the irritants in the shade is the need for economic ties between the two great Asian powers. Prime Minister Li came to Delhi recently and held out bright prospects. Whatever is achieved by Menon's visit will be to the mutual benefit of India and China.

Dear Editor, Our men in uniform, unmindful of the risk to their own lives, have most commendably accomplished the herculean task of rescuing thousands of people stranded at various places rendered inaccessible due to the floods in Uttarakhand. It is only our defense personnel who come to the help of the people in times of disasters, given that state agencies are mostly ill-prepared to tackle the situation. While rescue work continues, leaders of political parties will be well-advised to desist from exploiting the tragedy for political one-upmanship. Not one leader had the sense to simply address the press over television to urge the public to unite and follow the example of the brave armed services personnel risking and losing lives while rescuing victims. People would have approved that. There are two pitfalls confronting Mr Modi's campaign. The first relates to the definition of Hindutva. Hindutva is Hinduism. According to a Supreme Court ruling it does not denote a religion or a particular community but a way of life. That is the definition that will be acceptable to the pro-development new generation of voters. Despite reaching out to Muslims and making all kinds of statements the BJP and RSS leaders have not succeeded in changing public percepanswer to the big business Modi-Apco model is not dishing out doles and subsidies left and right through an inefficient administration leading to national waste. The answer lies in effectively empowering the disadvantaged to exploit India's rich human resource material. As just one example, not a single party has pledged universal free compulsory education and the eradication of caste-based reservation within the next five years by offering a concrete, credible and achievable roadmap. It is available. But it requires political courage to seize it. Other examples can be cited. But thus far no politician or party has displayed the will, the vision or the courage to attempt it. After all, such daring can be attempted only by leaders committed above all else to the national interest and not merely to immediate personal political gain.

LUCKNOW, JUNE 30: Incessant rains lashed various parts of Uttar Pradesh, with four people losing their lives in incidents of building collapse, even as major rivers continued to flow above the danger mark. A 55-year-old woman died in Azamgarh district in a similar incident. Basti received the maximum rainfall of 19 cm, Mukhlispur 17 cm, Kakrahi 15, Uskabazar and Rigauli 14 each, Ankinghat 12 and Bansi 11 cm. According to MeT department, monsoon remained active across the state and all divisions received good rainfall in the last 24 hours. The MeT department predicted that rain and thundershowers will continue to occur at many places in the state.

Ecological concerns will be studied after rescue work


CHENNAI, JUNE 30: With environmentalists citing ecological degradation as the reason for the natural disaster in Uttarakhand, the Centre on Sunday said it would take stock of the situation and study such concerns once rescue operations were completed. We have to wait till the rescue operations are over and then we have to take stock of the situation before we decide on anything, the Union Environment Minister Jayanthi Natarajan told reporters in Chennai. She was responding to a query on the reported IIT Roorkee study, which blamed unplanned roads for the landslides in rainravaged Uttarakhand. Ms. Natarajan recalled that the Centre had last year recommended declaring a 135 kmstretch in Uttarakhand as a fragile environment zone. To a query on how the government intended to balance development and environment in the hill state, she said, The people of Uttarakhand and the Assembly have passed a resolution that they want development. We will try to find an acceptable solution through a democratic manner.

17-year-old raped at gunpoint, accused arrested


GREATER NOIDA: A 17-year-old girl was allegedly raped at gunpoint in a computer training centre in Habibpur village, police said on Sunday. Zakir, an employee at the centre where the victim was enrolled, raped the girl on June 8 and threatened to kill her if she told anyone about the incident, police said. The accused had allegedly asked the victim to stay back and committed the crime after all other students had left, they said, adding that he has been arrested. Two days after the incident, the girl had stopped going to the centre as she could not face the accused who again threatened her, police said. The victim went into depression and it was only last night that she confided in her parents about the incident, they said. "FIR was lodged at Bisrakh police station. Zakir has been arrested," a senior police officer said.

Heavy rainfall in Kolkata, city waterlogged


KOLKATA: Heavy rain in various parts of the city since last night disrupted normal life, as several parts of the metropolis became waterlogged and trains services were partially disrupted. Several parts of central, north and south Kolkata were water logged causing inconvenience to the people. Among the areas affected were parts of Ballygunge, arterial C R Avenue, M G road, Zakaria Street, Bidhan Sarani and College Street. The underpasses at Patipukur and Dum Dum were also waterlogged due to the heavy rainfall. However, because of sunday, traffic was much less on the streets. According to the MeT office, 89.5 mm rainfall was recorded in last 24 hours. There were also forecast of medium to heavy rainfall in the next 24 hours. Kolkata Mayor SovanChatterjee said that the Kolkata Municipal Corporation personnel were pumping out the water from the waterlogged areas. The heavy rainfall partially disrupted train services at various parts of Sealdah section, while that of Eastern Railways section was restored later in the day.

Drunk father burns stepdaughter alive


JIND: A man allegedly killed his 12-year-old stepdaughter by dousing her with keroscene oil and burning her alive in DumarkhaKhurd village near here on Friday night. The victim succumbed to injuries during treatment at PGIMS, Rohtak, on Saturday. Police have registered a case against the man and started investigations. No arrest has been made so far. The mother of the victim and her brother also received burn injuries as they tried to save her. On getting information, DSP Narwana, Shemshar Lamba, and SHO Sadar, inspector Suresh Pal, reached the spot along with a police force. Accused Sant Sharan, a migrant labourer working at a brick kiln in Narwana, was reportedly not happy with his stepdaughter and decided to kill her. The FIR lodged by the victim's mother Lalita Rani alleged, "My daughter Anita Rani was sleeping when Sharan came in a drunken state and sprinkled kerosene oil on her and set her ablaze." Hearing her screams, neighbours took her to a hospital, from where she was referred to PGIMS, Rohtak. "The body has been sent for postmortem and a case of murder registered against the accused. Police teams have been formed to nab him," DSP Lamba said.

The construction of temple, I am very firm, and I have made it clear that it will be constructed by the state government and the temple committee. Anybody who is coming forward to make donation is most welcome, he said. I am not joining issue on this with any other state or any other leader or any party. Any state, any leader, any party in India or abroad who want to help in the reconstruction of the entire Kedarnath dhaam is welcome. This place is a nagar panchayat. So anyone who supports us in the bid to reconstruct and rebuild the entire Kedarnath dhaam is welcome. What we require is financial aid. We have manpower and engineers to do this, he said. Man throws acid on estranged wife


VADODARA: A man who had separated from his wife, but was still forcing her to accompany him, threw acid on her and her family members in Garbadataluka of Dahod district on Friday night. The man was also carrying a country-made gun with him. The incident took place in Gangardi village of Garbada taluka on Friday night. Accused Ramkuber Moriya, a resident of Nehrunagar in Vile Parle in Mumbai, had rushed to the residence of his estranged wife Vanita Rathod staying at the village. Moriya started insisting that Rathod should accompany him and threatened to pour acid on her. In the ruckus that followed, the acid fell on five family members, including Rathod, and they had to be rushed to the hospital for treatment. According to sources, Moriya and Rathod fell in love in Morbi, where they used to work together at a factory. Later, Rathod had to return to her village where she joined a nursing course. Moriya also came and the duo left for Mumbai, the former's hometown, and got married earlier this year. But there was discord amongst the couple and Rathod came back to her parent's place a couple of months ago. Moriya, too, rushed to the village to bring her back and had a major argument with Rathod's family and the matter reached the police. The duo got divorced after this.

Pakistan car bomb blast kills 15 people during British PM David Cameron's visit
PESHAWAR: A car bomb aimed at a Pakistani security force convoy killed 15 people and wounded 28 others today on the outskirts of the northwestern city of Peshawar, an official said. The attack happened not far from the semiautonomous tribal belt where Taliban and Al Qaeda-linked groups have bases, as British Prime Minister David Cameron visited the capital Islamabad. "Now 15 people have died," said Jamil Shah, spokesman for the government-run Lady Reading Hospital in Peshawar, adding that 28 were injured. At least three children were among the dead, and two children and a woman were among those hurt, he added. Police said most of the victims were civilians because the bomb targeting the Frontier Corps (FC) convoy exploded in a bustling market area. "The car bomb was parked in a market packed with the general public. When the FC convoy comprising of three vehicles passed by, the bomb exploded and hit a vehicle in the convoy," police official Shafiullah Khan told. There was no immediate claim of responsibility but the Pakistani Taliban frequently target security forces as part of a sevenyear domestic insurgency that has killed thousands of Pakistanis.

Barack Obama to unveil $7 billion Africa power plan


JOHANNESBURG: US President Barack Obama will on Sunday unveil a plan, worth $7 billion over five years, to upgrade African power networks in a bid to reduce electricity cuts and blackouts that scare off business investment, the White House said. Obama will announce the plan, which leverages existing cash and private finance, during a visit to Cape Town. The initiative, dubbed "Power Africa", aims to double access to power in sub-Saharan coveries of vast reserves of oil and gas, and the potential to develop clean geothermal, hydro, wind and solar energy," it said. It said countries involved in the plan included Ethiopia, Ghana, Kenya, Liberia, Nigeria and Tanzania, which have "ambitious goals" in electric power generation. According to the International Energy Agency, sub-Saharan Africa will need investment of more than $300 billion to achieve universal electricity access by 2030, it noted.

Govt to finalise FDI policy in pharma before FIPB meet


New Delhi: The government is likely to finalise FDI policy with regard to existing drug companies ahead of the FIPB meeting on July 5, which is scheduled to take up as many as 10 foreign investment proposals. The Department of Industrial Policy and Promotion (DIPP) has raised concerns over spate of acquisitions of domestic pharma firms by multinationals. The DIPP has sought the intervention of the Prime Minister's Office on this matter. Government sources said that on an average about 25% of the FIPB agenda is related with pharma sector. The continuing acquisitions of Indian pharma firms by foreign companies would pose serious problems in availability of life-saving drugs to consumers in near future, they added. Earlier, the Department had asked the Foreign Investment Promotion Board (FIPB) not to take decision on any related proposal. FDI policy in the sector has already been discussed at the PM level in December last year. Accordingly, all foreign investments in existing domestic pharma firms was allowed only after clearance by the FIPB. With no let up in multinationals seeking nod to acquire stake in Indian pharma firms despite government putting norms to check it, the DIPP has raised concerns stating the FDI policy in the sector needs a relook again at the PMO level. Currently, India permits 100% FDI in pharma sector through automatic approval route in the new projects but the foreign investment in the existing pharma companies were allowed only through FIPB's approval. In 2008, Japanese firm Daiichi Sankyo had bought out the country's largest drug maker Ranbaxy for $4.6 billion. US-based Abbot Laboratories had acquired Piramal Health Care's domestic business for $3.7 billion.cent Since April 2000, $10.3 billion FDI has come into the pharmaceutical sector, nearly 5% of the total foreign inflows the country has received. The current policy says that "the government may incorporate appropriate conditions for FDI in brownfield cases, at the time of granting approval". HCL has a delivery centre and office in Espoo and it is currently in negotiations with the employee representatives over the move to cut jobs. The negotiations commenced earlier this month and will last for about 6-8 weeks. The employees who face job threats are actually former Nokia staff who were transferred to HCL Technologies in March 2013 as per an agreement signed between the two companies. When contacted, an HCL Technologies spokesperson said: "Any change to requirements in client projects is essentially a matter of discussion between HCL, its client(s) and unions where needed. We do not respond to speculation on such matters." Some HCL's Finnish employees on conditions of anonymity said that the firm is laying off 140 exN o k i a employ ees. The employer-employee negotiations s t a r t e d around June 15-18 and we fear that these jobs will be passed on to IT employees from India or similar countries at a much lower salary. The employees also said that they have contacted the unions, who are supporting their cause. NEW DELHI: The Coal Ministry has invited proposals from nine shortlisted firms, including ICICI Securities, KPMG, Ernst & Young, McKinsey, Deloitte and Crisil, for restructuring of state-run miner Coal India Ltd (CIL). "Invitation to respond to the RFP (request for proposal) is open to the nine firms," the ministry said. The Coal Ministry further said it will select a consulting firm "from the bids received in response to the RFP". The government had invited an expression of interest earlier this year with regard to providing consultancy for CIL restructuring, and 17 firms including SBI Capital and Infosys had responded to the proposal. "Out of the 17 companies, nine firms have qualified for the next stage of bidding," the ministry said. An interactive meeting under Additional Secretary A K Dubey with the representatives of the nine firms was held last month. The Coal Ministry had earlier informed the Prime Minister's Office about the appointment of consultants with international expertise and to frame timeline to take forward the proposal on restructuring of the stateowned miner. The Planning Commission and many high-level panels, including the Expert Committee on Road Map for coal sector reforms also known as T L Shankar Committee - recommended restructuring of CIL keeping in view the rapidly increasing demand of coal and the need for enhancing coal production and to make the coal sector competitive. It has been proposed to take up a study "to assess the need for restructuring of CIL in light of the avoidance of drawbacks inherent in a monopolistic situation" and "to prepare a road map for smooth transition towards proposed restructuring", among others, the ministry said. The Planning Commission has earlier suggested spinning off CIL subsidiaries into separate entities so that each one of them can pursue its own goals, amid growing supply deficit of coal. The world's largest coal miner CIL has seven subsidiaries including Bharat Coking Coal Ltd (BCCL), Central Coalfields Ltd (CCL), and Eastern Coalfields Ltd (ECL) and Central Mine Planning and Design Institute Ltd. The coal producer has 3.71 lakh employees. The Coal Ministry had recently said the gap between demand and supply of coal which touched 135 million tonnes (MT) last fiscal year may reach 140 MT in FY14.

MUMBAI: The Bombay High Court will hear on Monday a petition filed by Madhu Kapur seeking a direction to the board of Yes Bank to take her daughter Shagun Kapur Gogia as a nominee director. Gogia is the daughter of the bank's co-founder, Ashok Kapur, who was killed in the Nov 2008 terror attacks on the city. The tussle began on June 6 when Madhu moved the Bombay High Court seeking to quash the appointment of three directors (Diwan Arun Nanda, Ravish Chopra and M R Srinivasan) on its board as well as to stall the annual general meeting (AGM) slated for June 8. While hearing the case, Justice S J Kathawala had advised the warring families to resolve the dispute in an amicable manner, but did not stop the annual meeting. It asked the board to advance its July 22 meeting to June 27 and consider Madhu's request for making her daughter Shagun a nominee director. Accordingly the bank held its board meeting last Thursday. After the board meeting, the bank had issued a statement saying it would inform the Bombay High Court about the outcome of the board.

Besides a hefty package that AirAsia India is offering to the pilots, there are other reasons, like better working conditions, for these pilots to move out, say Indigo sources. "As many as 100 commanders have sought jobs with AirAsia India. And this is not only for higher packages, but also for better working condiBhatia, plans to launch a budget airline by the end of the year with its headquarters in Chennai. AirAsia is expected to bring in competitive pricing in the domestic aviation market with its "nano" airfares and may pose a direct competition to IndiGo, which is the undisputed leader in the low-cost segment now. Incidentally, both IndiGo and AirAsia, have Airbus operations. IndiGo currently has around 1,000 pilots to operate its fleet of 66 Airbus planes. Poland to host FIVB Beach Volleyball World meets
