Learners Licence:
1. What are the applications and documents required ? The application required: Application form in CMV 2 available at the enquiry counter. 3 recent passport size photographs. The documents required: Proof of Address: (to produce any one of the following) 1.Ration Card .2.Passport 3.LIC Policy 4. Electoral Roll . 5.Telephone Bill 6.Electricity Bill .7. 3. Is there any age restrictions for obtaining learner's licence ?

The applicant shall have attaining the age of 16 years in case of motor cycle with engine capacity not exceeding 50 cc (motor cycle without gear). The consent/declaration of the parents/guardian is necessary and shall be signed before the licencing authority. The applicant shall have completed the age of 18 years in case of motor cycle with gear or light motor vehicle. In case of transport vehicles one year driving experience of light motor vehicle. Medical certificate in Form CMV 1 and 1A is necessary in case of transport vehicle.

4. Where to file application ? Application for learners licence shall be presented by the applicant before the Asst. R.T.O. (Driving Licence Branch). 5. What is Preliminary test ? Whether any exemption is provided ?

Written test will be conducted for the persons who have passed SSLC or equivalent examination or higher . This test will be of Multiple choice objective type. In case of others, Oral test will be conducted. These tests will be conducted by the Inspector of Motor Vehicles. Applicants who are already having driving licence are exempted from appearing for preliminary test in case additional endorsement of new class of vehicle.

6. What is the Subject in the Preliminary Test?

Traffic signs, traffic signals and rules of the road regulations made under section 118 of Motor Vehicles Act. 7. On passing the test where and when to collect the Learner's licence ? Applicants who have passed the preliminary test can collect their learners licence between 4.30 5.30 pm on the same day from Driving Licence Section. 8. What if FAILED in the preliminary test ? Application along with documents will be returned to the failed applicant and he can reappear for test on the next day onwards 9. What is the period of validity of Learner's licence ?

Driving licence :
1. What are the application forms required ?

2. What is the amount of Fees payable ?

Rs. 40/- towards DL Book or Rs. 215/- for PVC Card. Rs. 50/- towards driving test. 3. What are the documents to be given ?

Valid learners licence. Documents of vehicle in which applicant proposes to appear for test of competence to drive vehicle (such as Regn. Certificate, Insurance Certificate, Tax Card, Pollution under control Certificate, Fitness Certificate in case of Transport Vehicle). In case of transport vehicle, certificate in form CMV 5 issued by Driving Training School.

4. Where to file application ? The applicant shall present himself before the Asst. R.T.O. (Driving Licence Branch) along with application and documents. 5. What is Driving Test (Test of competence to drive) ? The Inspector of motor vehicles will conduct the test of competence to drive vehicle as per the procedures laid down under the rule 15 of Central Motor Vehicle Rules, 1989. After satisfaction about the driving skills he will pass his recommendations about the issue of driving licence.The Asst. R.T.O. after satisfying himself will pass an order to issue driving licence. 6. When Driving Licence will be ready ? Driving licence will be delivered on the next day between 4.30 5.30 pm. 7. If FAILED in Test of competence to drive ? The applicant who has failed in test of competence to drive can collect his application along doucuments and can reappear for the test after 7 days by paying retest fees of Rs. 50/-. 8. What is period of validity of Driving Licence ?

1. Driving licence issued is valid throughout India. 2. Driving licence is issued for 20 years or 50 years of age whichever is earlier. 3. Driving licence issued for transport vehicle will be valid for three years. M

Registration of Vehicle:
1. What is the procedure for registration of new vehicle? PROCEDURE FOR REGISTRATION OF NEW VEHICLE After purchasing the vehicle from a dealer, the applicant shall produce the following application/documents/fees and tax paid challan: 1. Application in form CMV 20 (in duplicate if the vehicle is covered with Hypothecation/Lease/Hire purchase Agreement duly obtaining the signature of the financier) 2. Sale Certificate in form CMV 21. 3. Valid Insurance certificate. 4. Proof of Address: (to produce any one of the following) 4.1 Ration Card 4.2 Passport 4.3 LIC Policy 4.4 Electoral Roll . 4.5 Telephone Bill . 4.6 Electricity Bill . 4.7 Water Bill . 4.8 Caste Certificate (SC/ST, Backward Class and Minorties, etc.) and Income Certificate issued by Tahasildar. 4.9 Pay slip issued by any office of the Central Government or a State Government or a Local body. 4.10 Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age and address. . 4.11 Proof of legal presence in India in addition to proof of residence in case of foreigners. 5. Temporary Registration issued by the Registering Authority if any or Trade Certificate issued by the Dealer. 6. Road Worthiness Certificate in form CMV22. 7. Form CMV22A issued by Body Builders (EX. Goods vehicle, bus etc.). 8. Customs clearance certificate in case of imported vehicle with licence and bond if any. 9. Prescribed Registration fee to be paid at R.T.O Counter/Treasury. 10. Tax payable after assessment (depending upon the category of vehicle).

11. Fees for Fitness Certificate in case of transport vehicle. 12. Hypothecation/Lease/HPA entry fee (if applicable). 11. Income Tax PAN (zerox copy) or Form 60 or Form no. 61 (in case of Agriculturist). 12. Bonafide agriculture certificate issued by the Tahasildar in case of registration of Tractor-Trailor unit used for agriculture. In case of trailor or a semi-trailor, design approval proceedings issued by Commissioner for Transport to be produced. 13. Permit proceedings in case of transport vehicle. 14. Advance Registration allotment letter if any to be enclosed with fees paid proof. 15. Three passport size photographs of the applicant. The application along with above documents shall be produced before the Registering Authority along with Vehicle for inspection. After inspection of new vehicle, if the vehicle complies with requirement of the Motor Vehicles Act and rules made thereunder, the registration mark will be assigned to the vehicle on the same day.

Delivery of Documents:
The Registration Certificate will be delivered after two days between 4.30 pm and 5.30 pm. REFER SEC 39,40,41,42 MV ACT, READ WITH RULE 47 CMV RULES 2. What is the procedure for re-registration? The vehicles migrating from other States are required to obtain re-registration mark of Karnataka State within 12 months from the date of arrival into Karnataka State. The vehicle owner shall produce the following : 1. No Objection Certificate (NOC) in form CMV 28 or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority. 2. Application form CMV 27. 3. Registration certificate (RC Book) 4. Tax Card. 5. Insurance certificate. 6. Consent of the Financier. 7. Pollution Under Control Certificate. 8. Prescribed fees and difference of tax if any. All the related applications shall be filed before the Registering Authority and Vehicle shall be produced for inspection in the premises of the R.T.O. in case it is not inspected earlier. 3. What is the procedure for renewal of registration of non-transport vehicle(Personal

vehicles motor cycles,car,jeep etc.) The owner shall obtain renewal of registration certificate in respect of Non-Transport vehicles after 15 years from the date of its registration. Application for renewal of registration certificate shall be made in form CMV 25 not more than SIXTY (60) DAYS before the date of its expiry along with documents viz. Registration Certificate, Insurance Certificate, Tax Card, Pollution Under Control Certificate, Prescribed fee and produce the vehicle for inspection in a good condition. Registration Certificate will be renewed for a period of FIVE YEARS . 4.What is the procedure for obtaining change of address and transfer of ownership? The vehicles migrating from other States or other regions in the State are required to obtain Change of Address or Transfer of ownership as the case may be. The vehicle owner shall file an application for noting change of address within THIRTY (30) DAYS from the date of arrival and shall furnish the following: * Application in form CMV 33. * Application in form KMV 27 in case of migration from other States. * Application in form CMV 29 in duplicate and CMV 30 in case of Transfer of Ownership. * Proof of Address (Any one of the following ) * Ration Card * Electoral Roll * Passport * LIC Policy * Pay slip issued by any office of the Central Government or a State * Government or a Local body. * Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of address. * Prescribed fee and tax if any payable. * Registration Certificate (Fitness Certificate in case of Transport Vehicle). * Tax Card. * Insurance Certificate. * Clearance Certificate (CC) / No Objection Certificate (NOC) as the case may be. * Consent of the financier. * Pollution Under Control Certificate. All the related applications shall be filed before the Registering Authority and vehicle shall be

produced for inspection in the premises of the R.T.O. in case vehicle migrating from other State. 5. What is the procedure for obtaining of Noting/Terminating of Hire Purchase/Terminating of Hire Purchase/Hypothecation/Lease? A. The following documents have to be produced for noting NOTING OF HIRE PURCHASE/HYPOTHECATION/LEASE. * Application form CMV 34. * Registration Certificate (RC Book). * Fitness Certificate / Permit in case of Transport vehicle. * Tax Card. * Insurance Certificate. * Pollution Under Control Certificate. * Prescribed fee. All the related applications shall be filed before the Registering Authority.

B. The following documents have to be produced for NOTING TERMINATION OF HIRE PURCHASE/HYPOTHECATION/LEASE. * Application form CMV 35. * Registration Certificate (RC Book). * Fitness Certificate / Permit in case of Transport vehicle. * Tax Card. * Insurance Certificate. * Pollution Under Control Certificate. * Prescribed fee. All the related applications shall be filed before the Registering Authority. 6.How to obtain Clearance Certificate(cc)/No Objection Certificate(NOC) in the event of Sale/Removal of vehicle outside the state. A. SALE OR REMOVAL OF VEHICLE WITHIN THE STATE:

If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State. Owner shall file the application on plain paper for issue of clearance certificate with the registering authority where the vehicle is registered along with the following documents: viz. Registration Certificate, Insurance Certificate, Tax Card, Permit and Fitness Certificate (in case of transport vehicle) and shall be responsible for clearing tax arrears, DSA cases etc.

B. SALE OR REMOVAL OF VEHICLE OUTSIDE THE STATE:

If the owner desires to remove or sell his vehicle outside the jurisdiction of registering authority within the State. Owner shall file the application in form CMV28 in quadruplicate (4 copies) for issue of No Objection Certificate with the registering authority where the vehicle is registered along with the following documents: viz. Registration Certificate, Insurance Certificate, Tax Card, Permit and Fitness Certificate (in case of transport vehicle) and shall be responsible for clearing tax arrears, DSA cases etc. No Objection Certificate will be issued after obtaining a report in writing from the Police Authorities that no case relating to theft of the motor vehicle. QUESTIONS RELATING TO MIGRATION OF OTHER STATE VEHICLES INTO KARNATAKA STATE: 1. What I have to do when I bring an other state vehicle to Karnataka State ? How the tax is assessed? Change of address has to be intimated within 30 days before the Jurisdictional Regional Transport office. If the vehicle is purchased from outside state bearing other state registration mark then Transfer of ownership has to be intimated within 30 days before the Jurisdictional Regional Transport office. Before using the vehicle in the state of Karnataka you should pay Motor vehicle Tax. To know about this, The first thing to do is to approach the Jurisdictional RTOs along with the Original Registration Certificate, Insurance and Emission Testing Certificate. You approach the Help Desk or the Public relation officer, who will guide to the concerned officer/counter. At the counter you will be guided about the procedure, forms to be filed, tax and fees to be paid. The tax to be paid will be assessed on the basis of the age and cubic capacity of the vehicle as on the date of migration in respect of cars and motorcycles. In respect of light motor vehicles, which are registered subsequent to 01/04/2003, the tax will be assessed on the basis of cost and age of the vehicle at the time of registration. So please remember to produce the invoice of the vehicle before the tax assessing officer. 2. Where and how can I pay the motor vehicle tax, in respect of the my other state vehicle ? You have to fill a form no. kmvt 14 for this purpose and obtain the acceptance of the tax assessing officer and pay it in the cash counter. If the amount of tax is more than Rs 3000/ - You have to obtain a demand draft in the name of the REGIONAL TRANSPORT OFFICER Bangalore (if the place of residence falls under the jurisdiction of Bangalore City ) or the location of the concerned Regional Transport Office. 3. What documents are accepted as address proof ? Any one of the following; The Registering Authority may accept an affidavit sworn by the applicant before an executive

magistrate or a First class Judicial Magistrate or a Notary public . 4. What documents are accepted as age proof ? Any one of the following; 1. School Certificate 2. Birth Certificate, 3 Certificate Granted by registered Medical Practitioner not below the rank of Civil surgeon 2.Passport 3 . LIC policy 4. Voters ID card, 5. Electoral Roll 4. Whether NOC (NO objection Certificate) is required for payment of Tax ? NOC is not a requirement for payment of tax . 5. Whether NOC (NO objection Certificate) is required for recording change of address in respect of an other state vehicle ? NOC is not a requirement for recording change of address in respect of an other state vehicle 6. When an NOC is required in respect of an other state vehicle ? NOC is required to be produced: 1. When you want to obtain Karnataka Registration Mark 2. When transfer of ownership is to be recorded in the certificate of Registration. 7. I Could not obtain NOC at the time of shifing of my vehicle, I have paid tax, and obtained change of address in the certificate of registration in Karnataka , Is there a way to obtain NOC from previous registering authority ? Yes . You fill form CMVR 28 in quadruplicate with pencil print of the chassis no. on all the forms , and send form CMVR 28 in triplicate to the previous registering authority along with original registration certificate, Insurance, emission testing certificate BY RPAD. Keep the acknowledgement from the previous Registering authority for having received your application and the 4 th copy of NOC application safely . You will receive the NOC from the concerned Registering Authority. 8. If I dont Receive the NOC , What I have to do ? If you do not receive the NOC even after 30 days from the date of acknowledging your application, You can approach the RTO along with your 4 th copy of form CMVR 28 and acknowledgement and file a declaration giving details of your application for NOC and stating that Neither I have received any reply from the concerned RTO nor my application has been rejected by them . In such cases Your application for Reassignment / Transfer of ownership will be considered. 9. When should I obtain Karnataka Registration Mark? A Vehicle is not permitted to ply with other state registration mark beyond 11 months from the date of migration . So you should apply and obtain the Karnataka Registration mark before that period. 10. What forms are to be filed for Change of Address ?

Form CMVR 33, CMVR 27, KMVT 14 are to be filled up One photo has to be affixed on form CMVR 27 . 11. What forms to be filed for Transfer of ownership ? Form CMVR 29 in duplicate , CMVR 30 , CMVR 27, KMVT 14 are to be filled up One photo has to be affixed on form CMVR 27 .. 12. Should the Registered owner appear in person for change of address/ transfer of ownership in respect of an other state vehicle ? Yes, it is mandatory for the applicant to appear in person . 13. Should the vehicle be produced for inspection for recording change of address/ transfer of ownership in respect of an other state vehicle ? Yes it is mandatory for the vehicle to be produced for inspection. 14. How about the procedures? Refer procedures for details under change of address/transfer of ownership of other state vehicles . 15. What is the procedure for obtaining Fitness Certificate for Transport Certificate ? For Transport Vehicle ? Renewal of Fitness Certificate. All transport vehicles shall carry valid fitness certificate to ply on road. The owner shall apply for issue of fitness certificate in form KMV 20 along with prescribed fee, Registration Certificate, Insurance Certificate, Tax Card, Pollution Under Control Certificate, Permit and produce the vehicle for inspection in a good condition. The Senior /Inspector of motor vehicle will inspect the vehicle particularly on following aspects: 1. front axle and steering, 2. front spring, 3. fuel system, 4. electric system, 5. engine performance, 6. silencer, transmission, 7. rear springs 8. tyres 9. chasiss frame 10. body 11. brakes 12. compulsory equipments

13. requisite equipments 14. cleanliness 15. weighment of vehicle 16. any other observations or defects worth mentioning. The validity of renewal of Fitness certificate is one year at a time.

GENERAL INFORMATION RELATING TO PERMITS:


Every transport vehicle shall have permit issued by the concerned Regional Transport Authority or State Transport Authority to use the vehicle as a transport vehicle. Various categories of permits are issued depending upon the use of vehicle. The following are categories of permit:

The permit is valid for the period FIVE YEARS. Temporary Permits and Special Permits will be issued for a limited period for the conveyance of passengers on special occasion such as Fairs, Religious Gatherings, Seasonal Business, Temporary need or pending decision of renewal of permit.
