Project Name: ENVIRONMENTAL CONSCIOUSNESS WEEK Project Type: The Weeklong celebration will be comprised of various seminars, symposia and workshop for training and development of various sectors in the Barangay together with some invigorating activities such as Local Triathlon, Painting Contest, Cooking Contest and other games. SEMINAR AND WORKSHOP ON TOURISM DEVELOPMENT IN THE BARANGAY Target Period: From March 1 until March 7, from 9:00 AM to 3:00 P.M Daily (Flexible depending upon the readiness of all proponent) Total Project Cost: Php 62,660.00 Amount Requested: Any amount justifiably sufficient and reasonably given generously. II. RATIONALE

Adhering to the fact that waste management must always be strictly followed, every Barangay, in order to preserve the ecology, must undertake every possible step to accomplish this mandate. The constraint on budgetary allowances must not always be the primordial reason for us to watch the degradation of our environment, to sit along and do nothing is a stifling dagger that thwarts the ideology of leadership. The problem of garbage has never been given a solution since leadership will always require immediate action and sensitivity to community relations. Despite the fact that the position greatly demands time, countless effort, and enormous willpower: We move, for the first time in history, to conserve and provide a better future to our children. To implement an ordinance has always been a tough challenge most especially for amateurs; we must always adhere to the technicality of procedures as we ourselves are in the hot seat of public ridicule. The magnitude of the responsibility as public officers is so immense that we ourselves cannot bear it alone; thus, we require more help than we ever imagined. Garbage is a universal problem. Giving solution to it is like bending a tree that is 5 feet wide; we must discipline the community first by providing them information, make them a partner, impose stiffer responsibilities, regulate the amount and frequency of usage for plastic, never over- commercialize and provide an alternative. To attain this end, we must first educate them in a manner that will catch their attention. A project that is both responsive and meaningful that will stir their consciousness towards our environment in a manner that should not be too whimsical for them to ignore, but too important for them to accomplish. Although there was an adoption by the Municipality of the Comprehensive Waste Management Plan, the segregation of garbage has still been an impossible feat. Our idea of regulating the use of plastic bags is to discourage the citizens from using more plastic and become benefactors of handmade native products. Through these means, we can provide stable jobs for our constituents within the Barangay and promote the industry of weaving as a natural practice of healing our environment. Hence, in order to initiate this noble cause, adequate funding would be necessary.

PROJECT DESCRIPTION

Our Environmental Consciousness Week will commence on the first day of March until the seventh day thereof. The programs included in our celebration are the following: a) Alay Lakad Program from Aborlan Public Market to Western Philippines University Gymnasium b) Seminar and Workshop on Environmental Planning for Barangay Leaders c) Training and Workshop on Weaving of Native Basket and other Products for Womens Sector, Indigenous People Sector and other interested Out of School Youth. d) Public Hearing on proposed Ordinances of Barangay Poblacion

e) Seminar on Tourism Development f) Barangay Poblacions First Ironman Triathlon Competition (Sprint, Swimming and our Local Version of Watercraft Paddling Race) g) Reggae For A Cause h) Feeding Program for Children i) j) IP Night Pag- Aalay sa Kalikasan at White Sand Beach Painting Competition

PROJECT MANAGEMENT MANAGEMENT STRUCTURE 1. BARANGAY CHAIRMAN- the Barangay Chairman shall be in- charge with the overall management and supervision of all programs throughout the whole duration of the Environment Consciousness Week. 2. BARANGAY COUNCILORS- all Barangay Councilors shall assist the Barangay Captain on initiating every program mentioned. RELATIONSHIP AND RESPONSIBILITIES OF PROJECT PARTNERS

Each office is requested to provide necessary funding or technical support; speakers, trainers, representatives as the case may be, during every program during the whole duration of the celebration. 3

Sponsorship of other programs like trainings and seminars will be highly appreciated. Vital necessities like foods and beverages are also requested in every case to facilitate all the programs properly. FUNDS MANAGEMENT AND ADMINISTRATION Funds awarded must be issued a receipt, signed by the Barangay Treasurer and by the Barangay Captain. REPORTING AND EVALUATION OF THE PROGRAM The Barangay Treasurer shall prepare a detailed report of all the collection and expenditures not later than 30 Days after the day of the Celebration. The concerned committee shall also submit a report regarding the result of the program tasked to their committee. Every project partner and donor will be sent a copy of a financial audit report. A result of a survey to the impact of the programs will also be attached therein.

EXPECTED OUTPUTS AND EFFECTS AND ITS OUTCOMES

The celebration of the Environmental Consciousness Week will entail the following practical results: o o o o o o o Implementation of Plastic Reduction Ordinance in Barangay Poblacion Adoption by All the Concerned Barangays in Aborlan of the Plastic Control Policies and Measures. Adoption and Implementation of RA 9003 Raising the Concern and Cooperation of the Community towards environmental protection Clean and Plastic Free Public Streets A Sustainable Industry for Indigenous People, Womens and Out of School Youth Sector. A Projected Development Plan for Tourism of every Barangay
