EV is peaceful amid Mindanao bomb blasts - RD Soria


CAMP KANGLEON, Palo, Leyte - The regions top police official assured the safety of the people in Eastern Visayas amidst the series of bombing that rocked Mindanao and the global terror alert issued by the United States recently. Eastern Visayas remains generally peaceful with no major security concerns posed by threat groups and criminal elements, assured Police Chief Superintendent Elmer R. Soria as he marked his first year Tuesday as the leader of the 6,000-strong police force of Police Regional Office 8 (PRO8). While we take with serious attention the recent worldwide travel warning issued by the US and the spate of bomb blasts in Mindanao, the peace and order situation in the region remains within manageable level, said Soria. Soria informed that PRO8 has intensified its intelligence information gathering in coordination with other members of the intelligence community and maximized police presence in places of convergence to preempt terroristic and criminal activities that may affect the tranquil atmosphere in the region. Unit commanders were directed to beef-up their security measures and strictly adhere to the PNPs threetiered defense system, he added. The three-tiered system was conceptualized at the height of terror attacks in the country before and is composed of intelligence gathering, target-hardening and incident management. Soria attributed the situation to peace and security efforts by security forces on anti-criminality operations, crime prevention and solution and quick response. These efforts include the strict enforcement of the Police Integrated Patrol System (PIPS) by police stations; maximized downloading of manpower and logistical resources; the active Barangay Peacekeeping Action Teams (BPATs); and the deployment of new police recruits undergoing the Field Training Program (FTP) who augmented the needed manpower for police visibility in crime prone areas. But despite the normal situation, the police official reiterated his call to the members of the community to immediately relay any information on crime and terror activities to police authorities. We will treat any information as vital and important and will initiate appropriate action immediately, the PRO8 chief added. On Monday afternoon, a powerful bomb rigged to a vehicle exploded along Sinsuat Avenue in Cotabato City, with the death toll rising to nine people and injuring more than 30 others, including policemen. The bomb blast occurred barely two weeks after a bomb went off at a restobar in Cagayan de Oro City, killing eight people and wounding over 40 others. The Philippine National Police condemned the bombings and vowed to hunt down and punish the perpetrators.

DPSS artists attend seminar on airbrushing technique held


TACLOBAN CITY A seminar-workshop on airbrushing technique was conducted by Georgina Desuasido, creative director and make-up artist of MUD Company (Make-up Designory) attended by senior make-up artists of Dettie Panis Salon and Spa (DPSS). Desuasido said the course covers all the basics needed for people who want to pursue a professional career in make-up artistry which includes facial analysis, base matching and application, correction, contour and the new innovative make-up technique on airbrushing using MUD. It is rare to find salons who invest on its people. There are 12 makeup artists enrolled in this course by Dettie Panis, the owner of DPSS. It goes to show how Dettie values her staff, said Desuasido. The seminar-workshop was held in the training center of Dettie Panis Salon and Spa. The newly renovated training center is solely for the personnel of DPSS who undergoes continuing education in make-up and hairstyling according to Dettie. We will be using MUD makeup in the salon. It will be exclusive for the salon, you cannot buy the product anywhere in the region. August is a ghost month in business, it will give enough time for the artists to practice so they can perfect airbrushing in time for the boom season from October to January next year, Dettie said. It is best that the makeup artists practice all the time to gain confidence when they attend to their clients, said Desuasido. I am pleased with the staff because they are interested, attentive and they show their love for learning, said Desuasido. MUD is a professional cosmetics product. Desuasido said We have a school in Los Angeles and Manila for those who want a career in the make-up industry. We have a diploma course for 140-hours offered in our school in Manila and certified in the US.

Instead of just letting her students read a novel, she let her students understand the elements of a novel through a talk show. When she once served as homeroom

supervisor, she taught the students waste segregation dubbed as Treasure in the Trash and initiated the selection of model homeroom and model homeroom adviser. As adviser of the student publication CAF Pisay and Honors Society, she identified and trained students who can represent the school in all categories that won awards for the school. EMB urges schools in EV to help in clean up of esteros, waterways


T A C L O B A N CITYState and private schools here in the region have been urged by the Environmental Management Bureau (EMB) to partner with the agencys program to clean esteros and natural waterways. Maribel Munsayac, EMB-8 environmental education and information section head, said the academe was considered as one of the missing links that could help the agencys initiative to clean up rivers, drainages, creeks and other tributaries of major water bodies to prevent flooding, reduce pollution and promote public health, environmental integrity and economic viability. Schools have committed to join our Adopt-an-Estero/Water Body Program. One way of implementing it is through the National Training Service Program (NSTP), Munsayac said. The schools will clean the esteros and water bodies near their respective campuses, Munsayac added. As of the last count, about 21 water bodies have already been adopted in the region by 34 adopters from various organizations including local government units, private industries and socio-civic organizations. Munsayac said there have been significant improvements in the quality of adopted water bodies as a result of clean-up activities with the host communities and intensive information, education, communication campaigns. Among the water bodies that have been adopted by partners and cared for by the host communities themselves are the Mangon-bangon River, Burayan River and Mahayahay Creek in Tacloban City. In the province of Samar, the Calbayog River in Calbayog City has remarkably shown improvements as well as the Panalian River in Ormoc City, Leyte. We have prepared memoranda of agreement for schools that intend to implement the Adopt-anEstero/Water Body Program towards enhanced physical clean-up, materials recovery and environmental education as their contribution to climate change adaptation, Munsayac said. Aside from schools, EMB-8 has also urged organizations and industries who are interested in improving the condition of our waterways to join their campaign towards promoting public health and safety. Given that most of these rivers and creeks are tributaries of lakes, seas and oceans, Munsayac appealed to the communities living along the riverbanks including the business establishments to share a collective effort by not throwing their garbage into these waterways and join instead in clean-up drives. Comelec-Manila orders BOC to proclaim Menzon as vice mayor of Babatngon, Leyte


TACLOBAN CITYThe issue on the vice mayoralty in Babatngon here in Leyte has yet to be resolved despite a recent decision of the Commission on Elections (Manila) for the losing candidate to take the contested post. This was confirmed by Comelec Regional Director Jose Nick Mendros who hinted that with the ruling of their central office, Winston Menzon may just be proclaim as the rightful winner for the vice mayoralty post in Babatngon. The local board of canvassers (BOC) had proclaimed Marcelina Engle as the winner in the vice mayoralty race against Menzon, who was then seeking for a reelection, for garnering the highest number of votes. Menzon had filed before the Comelec-Manila for the disqualification against Engle for not being qualified to substitute her late husband. Engles candidacy was earlier declared as null and void by the law department of the Comelec for being not qualified to substitute her husband, James, who died on February 2, 2013 or about a month before the start of the campaign period for those seeking elective posts. James Engle, though politically affiliated with the Lakas-CMD, ran as an independent candidate for vice mayor of Babatngon. The Comelec- Manila had issued a directive for the board of canvassers of Babatngon to reconvene and proclaim Menzon as the rightful winner. But the decision of the second division of the Comelec disqualifying Engle came late as she was already proclaimed by the BOC. That is why, she is sitting as vice mayor, Mendros said. Director Mendros, however, said that this decision is not yet final as the sitting vice mayor could still file their motion for reconsideration. But personally, I do believe she was not a candidate (from the very start), the Comelec regional director said. As officer of the Secondary Schools Press Advisers Association, she has been instrumental in the improvement of the contests and total performance in the National Schools Press Conference. Recently, she hosted all the delegates of the PSHS System in the campus and brought honors for the whole system and the region. She served as resource person in the Upgrading Program learning Institute for Teachers (UPLIFT), where 1,500 teachers from Department of Education were trained by

Philippine Science High School System mentors. Garnace graduated cum laude in Secondary Education at Leyte Normal University. She wanted to be a doctor but due to poverty, has set aside her dreams. But medical fields loss is educations gain. She has reaped Outstanding Teachers Award for seven consecutive years and was awarded the Outstanding School Paper Adviser of the Division of Leyte in 2012. Behind the blackboard, Garnace is a wife and mother of four children. As coordinator of Family and Life Apostolate, together with her husband, they conducted pre-cana seminars, mass weddings, couples retreat, family vigil, family celebrations and gift-

giving. She and her husband are active members of the Brotherhood of Christian Businessmen and Professionals. She is never too busy to be of service to the community. My husband, Dr. Reynaldo Garnace, newly appointed director of PSHS-EV, and I have shared testimonies of our lives to different parts of the region. We also helped members of the extended family and even strangers pursue their studies. We look it as our payback service for the privileges and benefits we enjoyed while we were enjoying support and scholarship in college, Garnace said. She reminisced how her family survived by hand-to-mouth existence. Her father was a fisherman and her mother a

plain housewife. If there was no catch, there was no food in the table, she said, teary-eyed. As the only girl and eldest in a brood of seven, she spent her childhood days vending fish or vegetables from her grandmothers farm in Tanauan, Leyte. The poverty I experienced with my family inspired me to finish my studies. I firmly believe that education is the solution to end any problem in the community. The allowances I received as a scholar helped me finished college and helped send my brothers to school, Garnace said humbly. She continued: This award exemplifies an exemplary image of a teacher who can strike a balance of life as a teacher, a wife, a mother and

a citizen. The award exudes my essence as a teacher a profession, a mission, and apostolate. On September 5, on the occasion of the 51st anniversary of Metrobank, Garnace along with nine other awardees will be conferred with gold medallion from President Benigno Simeon Aquino III. They will also receive plaques and P350,000 cash prize each.

ouse of Representatives Speaker Sonny Belmonte decided he will wait for the conclusion of the NBI investigation of the P10 billion scam which has implicated some of his colleagues and a few from the upper house before he could give a goahead for an investigation to be conducted by his own house. Some minority blocs, however, believe there is no point in waiting as their body could proceed with their investigation of the farce independently of the NBI. Whether they will wait or not, the masses, it is safe to say, are not particularly keen on the investigation that they will conduct of the alleged scam which has tagged some of them as opportunists for having wrongfully earned wealth out of their pork barrel allocation. While dubbed as an investigation in aid of legislation, that is to say an investigation conducted to give an idea to our legislators on what laws they ought to pass, it is nothing more than an avenue laid out spe-

cifically for them so they could stage their grandstanding. Rather than an investigation, it becomes more of an opportunity for them to ask their ghost queries. And there is no blaming the people for such apathy. There is indeed no blaming the people for having gotten tired of their insincere efforts towards investigations that are supposedly conducted to help them do their jobs, investigations which were hardly investigative but were downrightly pompous, investigations which were destined to nowhere except the deep crevices of the gullible memories of their poor audience. From all indications, the investigation that they will conduct, whether sooner or later, should supposedly aid them in passing one plausible legislation, i.e. a law scrapping the pork. But that surely will not happen in this lifetime or even the next, leaving the people with no other remedy than to stomach all these seeming catch 22s.

Probe and overhaul of customs officials, workers, a must; not just reshufe
True, since before martial law (September 22, 1972), corrupt and other moneymaking anomalous practices were already existing in the Philippine Bureau of Customs. True, too, that not everyone in that revenue-generating government agency was corrupt and had engaged in those activities. Much truer, too, that not everyday and not every hour, and not in every place, did those corruption and anomalous practices happen. Truest, those illegal, criminal activities had not been stopped, and where checked or abated, they always returned at the proper time (when serious and clean government crimewatchers stopped espying on every move of customs). Much truest, each time they returned, their mass base of chief executive and primus inter pares commander of the AFP) did not at all, and in any event, directly profit from those illegal customsassociated practices, it was diametrically true that no Philippine president ever succeeded in putting an end to those evils and evil practices in the customs bureau. Testing a test
Some people dont believe in IQ test. Theyre not convinced it can accurately measure ones intelligence. It can imply something, no doubt, but its not an ultimate gauge to rely on as its result is determined by numerous factors. Note that an IQ test result can declare a taker to be moronic though, in reality, he may be a genius. On the other hand, a taker could have very high score yet, in real life, he is dumb. And how could you rely on this measuring device when a taker could have varied scores every time he takes that test? Is ones IQ changeable, then? If so, then that test must be inaccurate. Moreover, how could it be perfect when it was just devised by imperfect people? Can a perfect thing come out of an imperfect source? Quite impossible. Even if that test had been created by computer, its still questionable as this computer was just programmed by, still, imperfect people, implanting their biases and prejudices into it. In a way, IQ test result could depend on ones personality. It could work well to selected few, but not to others with unique personality traits. We can cite plenty of examples for this. For instance, this test is accordingly on practical affairs using natural, innate intelligence. Most of it is accordingly practical one does not have to be very educated to be able to answer it. But this is a test that is so time-pressured and does not allow a taker to think long enough. This is disadvantageous to people who are reflective and could not think quickly enough since, to this people, good decisionmaking takes time. But it doesnt mean they cannot make brilliant decisions. Given these takers, we cannot expect good scores. Pressured by time, their reflective personality will work to their disadvantage. They will run out of time answering the test. When the time is up, they might even be just half-way, and they will continue answering without reading anymore to beat the time limit. These answers being uncertain will just pull their score down. Are they to be judged as morons for scoring very low? Forget it! Its that kind of judgment that is moronic, not those people. Quickness to think is not

The engineers/researchers of the Department of Science and Technology, specifically those with the Industrial Technology Development Institute (ITDI), designed an instrument called Spray Dryer now used to process fresh goats milk into powder form. The DOSTs Spray Dryer has been put to use in collaboration with a local company known as Skysoft based in Paranaque, in the new venture of producing powdered goats milk coming from their sister unit Boergoat Club Farm in Lingayen. The process followed in processing the fresh goats milk, involves the pasteurization of freshly extracted

goat milk before being further processed into powder milk using the newly fabricated spray dryer of the DOST-ITDI. Prior to the powder milk processing, the same company Skysoft had approached the DOST requesting the technical expertise of food technologists/engineers in terms of product development and standardization of fresh goat milk processing. The DOSTs pool of experts , led by Engr. Melchor Valdecanas of ITDI (a fellow worker of the department), summarized their contribution by saying: We then worked on improving the product stability prolonging the shelf life and at he same time, preserving its

necessarily superior intelligence. Its nothing but hasty judgment. And such hasty decisions do not have to be superior. Sometimes, delayed judgments are better than hasty ones. There is wisdom in delay, too, and you cant argue with that. This test can be questioned as well with many what ifs. What if the taker

is not taking it seriously? What if he is hungry while taking the test? What if he is bothered by problems, like recent accidents of loved ones, and a lot more? Well, if ones IQ must be accurately measured, indeed, let him take time to take it and do not pressure him to the point of getting the breath off him.

The entire planning process is practically negated by the exercise of discretion on the part of the lawmaker who has control over the funds. This brings us to the unfortunate reality that the planning process is ultimately under the discretion of the lawmaker who has full control of that huge government fund they call Priority Development Assistance Fund. Such fund had been abused and misused for purposes other than what that fund is intended for. The scam that had been exposed recently is a good case in point insofar as the exploited PDAF is concerned.

Congressional insertions in the national budget in the form of what lawmakers dub as Priority Development Assistance Fund (PDAF) had been exposed oft repeatedly as a source of graft and corruption. The fund is unclear in many respects, chief of them the determination of priorities. Despite evolution of the planning process in government, from the centralized system to what is now called as bottom-up planning, priorities still fall within the wild discretion of the lawmaker who holds the power of the purse. The idea of generating plans from the end-user at the grassroots level had changed the paradigm in the planning process. Where before plans are formulated at the national levels and central offices

of government, it now has been shifted to the grassroots level where the beneficiaries of the programs or projects are situated. It is the pressing needs of the end-users and not what the top planners formulate in the cool nooks of their offices. So much had been spent by government in spreading the paradigm shift, particularly to local officials who play a significant role in the formulation of plans at the local levels. Local functionaries had been required to undergo trainings and seminars if only to have a common and uniform understanding of the planning process. Local development councils that were creations of the Local Government Code are required to come up with plans for programs and projects that are responsive to the pressing needs of

Aladad on May 19, 2002 or almost eleven (11) years ago when he paid her a visit to inform her that he was going back to Metro Manila because the Automated Teller Machine (ATM) card where petitioners in-laws who were working abroad would send money to help support the schooling of their children was with him; petitioner learned from her children that their father arrived at their home in Paraaque City the following day, May 20, 2002; That the children of the petitioner saw their father Basilio V. Aladad for the last time on May 23, 2002 or three (3) days after he arrived from the province; early in the morning of that day, Basilio V. Aladad were with his children when three (3) unidentified persons visited him at their house at Selena Compound, San Antonio Village I. Sucat Paraaque City; according to

the children of the petitioner, their father went with these person and never returned nor was heard of since then; That when news reached petitioner regarding her husbands mysterious dissappearance, she exercise extraordinary diligence together with her in-laws, relatives and common friends in searching for the whereabouts of Basilio V. Aladad but to no avail; all the information that they got was that Basilio V. Aladad may have been a victim of summary execution or salvaging because the three unidentified companions, who fetched him at the house on May 23, 2002 were allegedly known to be drug dealers who have connections with lawenforcement authorities and politicians; That since May 23, 2002 nobody has seen or even heard of petitioners husband Basilio V. Aladad; this despite ernest efforts exerted by petitioner, her in-laws, relatives and friends to pinpoint his whereabouts or at least determine what happened to him; the prolonged absence of the petitioners husband for almost eleven (11) years now during which no one has seen or heard from him engenders a well-founded belief that he is already dead and is beyond recovery; That under Article 41 of the New Family Code, an absence of four (4) years it being unknown whether the other spouse is still alive and the present spouse has a well founded belief that the missing spouse is already dead, is a ground to ask the court for a declaration of presumptive death which is a summary proceeding and not a special proceeding; That under Article 391 of the New Civil Code, the four (4) years period is even reduced to two (2) years under exeptional circumstances such as when a person has been in danger of death and his existence has not been known for two (2) year period and there is no known reason for the persons disappearance that would be incompatible with the finding that the person is already dead;

Probably remote from this backdrop, there are efforts to lead to the right path (tuwid na daan) of President Noynoy Aquino, and each is expected to bring out satisfactory results. For example, the Office of Senator Chiz Escudero sent out the message that the good senator is seeking a Senate probe into the perceived padrino system in the customs bureau. As Senate finance committee chairman Senator Chiz Escudero filed a resolution asking the Senate to investigate the alleged padrino system that has been plaguing the Bureau of Customs (BoC). This after high officials of the bureau admitted that influential personalities have been interfering in the agencys conduct of business. Escudero, through Senate Resolution Number 124 (SRN 124), urged the Blue Ribbon committee, the Ways and Means and the Finance committees respectively to look into the padrino system that has embedded in the system by some members of congress. This political patronage in the bureaus system is a loud whisper that cannot and should not be ignored anymore. It has acculturated the entire agency, even its own officials already admitted to its existence. We in Congress should police our own ranks. Who else will look into this if we ourselves turn our eyes away from it? the senator asked. BoC Commissioner Ruffy Biazon himself admitted in an interview that the padrino system is difficult to break up because it is deeply entrenched inside and outside the system. His deputy, Commissioner for Intelligence Danilo Lim also admitted in a report that powerful forces are interfering in the operations of BoC. These powerful forces, also confirmed by its Commissioner for Administration, include senators, congressmen and relatives of some high officials. Last week, Escudero challenged the BoC officials to name names so that those who are guilty can be made accountable. Assuming that not all employees of the BoC are thieves, but the government must weed out all the thieves in the agency, and all those who dip themselves in its coffers, especially from members of Congress if there are. There is an emphasis on the kind of public accountability that is constitutionally demanded of from senators and representatives of the Republic, he said Escudero said Section 14, Article 6 of the Constitution categorically proscribes any form of intervention from members of Congress in any matter before any office of government for his pecuniary benefit. Likewise, he said Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act defines persuading, inducing or influencing any another public officer as one of the corrupt practices punishable under the law. The senator said the Customs, as the second biggest revenue earner in government, deserves a full and thorough legislative deliberation not only to institute reforms but also to cleanse it. The BoC has long been perceived as the most corrupt agency in the government. Its performance in terms of revenue collection is a major instrument for the governments target programs. Any deficit is directly proportional to the publics disadvantage. The BoC has admitted it would fall short of its revenue target of Php 340 billion for 2013. Very nice move of Chiz. Yet, other well-intentioned leaders of this country must try more ways than just leave Chizs call that way. The current and most recent event in that bureau itself, on the surface read, superficially -, is reshuffling of itstop officials and collectors, and some personnel. Thats the bottomline of a manifesto among BoC personnel which Commission Rozzano Rufino Biazon apparently accedes to. Earlier, though, last April, Biazon hinted that because only Congress can stop corruption in the bureau, Congress must abolish the customs bureau. Nobody, though, hinted against filing of criminal and administrative cases against culprits in that bureau. Now there are calls for investigations. Where would these lead to? Perhaps it is best that the President himself outlines and enumerates the steps how he wants corruption stopped in the Philippines by starting with the Bureau of Customs. One fine suggestion, askance, has been for PNoy to take out Biazon and to head the bureau at the same time that he is President. Criticizing what PNoy is say-

Samar governor promises to curb malnutrition


CATBALOGAN CITY Samar Governor Sharee Ann Tan has ordered the Provincial Social Welfare and Development Office (PSWDO), Provincial Agriculture Office (PAO) and the Gender and Development Council (GADC) to work together in addressing the malnutrition problem in their province. This is part of her promise to curb malnutrition problem in Samar before her second term ends in 2016. Samar ranks 1st among six provinces of the region with the highest malnutrition rate of 17.88 percent, followed by Northern Samar with 15.80 percent, Eastern Samar 10.82 percent, Leyte with 15.2 percent, Biliran with 12.3 percent and Southern Leyte 7.82 percent. Cities of Catbalogan and Calbayog, both in Samar province, are the top two cities with the highest incidence of malnutrition at 18.31 percent and 14.41 percent, respectively. This is the second time for Catbalogan, the capital city of the province, to land on the top spot among seven cities in the region with the highest rate on malnutrition. Free cataract surgery mission call for more indigent patients


TACLOBAN CITYThrough the efforts of the Department of Health (DOH), a 5-day free cataract surgery mission is being conducted at the Eastern Visayas Regional Medical Center (EVRMC), which targets 100 patients from the entire region in line with the celebration of the Sight Saving Month. Part of the DOH program and services offered is the conduct of surgical missions region-wide. The free cataract surgery has started last August 5 and will end on August 9, 2013. The said mission is sponsored by the following non-government organizations: Rotary Club of Banilad Metro, Rotary Club of Kandaya, Rotaract Club of Banilad Metro (Commmunity-based), Rotaract Club of Kandaya-Tacloban (Community-based) and Delta Epsilon Fraternity and Sorority. Dr. Lemuel Gatchalian, one of the three attending surgeons, said that this free in-house mission would really aid the indigent considering the fact that cataract surgery would cost around 35,000Php in hospitals. He added that through the Manual Small Incision Cataract Surgery (MSICS), it is easy for them to treat patients for about 10-12 minutes only. I can even operate 4 patients in an hour. But it seemed like there are lots of hours wasted because only few patients come to avail the free service, Dr. Gatchalian disclosed in an interview. Ma. Cristina Ortilanom, president of the Rotaract Club of Kandaya Tacloban, said that during the last week of July, there were pre-screenings conducted in the different municipalities in the region. Those who have qualified are those who can avail the free surgery and medicines. However, they are still accepting patients since some of the qualified recipients have not continued to undergo the medical project due to distance and transportation expenses. Also, she said that they have already informed some media outlets and barangays about this activity. But still, only few patients avail the service. Buliganay Leyte to serve as watchdog on corruption


TACLOBAN CITY- A group who initially called themselves as Buliganay Leyte hold its first meeting on August 7 in this city, aimed at forming an advocacy organization that would serve as a watchdog on corruption among government agencies, officials, and employees. Buliganay means, to work together or helping one another to function as partners and as a team to attain a common goal. The group, Buliganay Leyte, once formally organized will work in partnership in the Citizen Action Network for Accountability (CANA) in the investigation on reported or monitored corruption cases. According to Rorie Fajardo, project manager of CANA, Buliganay Leyte and CANA will dig deep on issues involving corruption on government funds such as those used in projects supposedly for the benefit of the concerned people as well as the government so that projects and services intended for the public could be delivered minus the corruption. But in cases that corruption has been committed, Buliganays job is to expose the anomaly and the people involve to serve as deterrents for future possible corruption activity, she said. But while Buliganays focus would be on monitoring of all forms of corruptions, it will also be balance in its reporting, and will report as well the good deeds of a concerned government official, employee and agency, Fajardo said. Pressures paid off?

In many instances it does. When one faces a dilemma, especially along providing effective service to clients for their satisfaction, acceptance and appreciation, the man on top realizes its indeed a lonely job up there. Many months ago, Leyte Metropolitan Water District was easy target of unabated criticisms for poor water service delivery. Rightly so considering that water is one of the basic needs, the consumers naturally expressed dismay though to some good few clients they merely were silent and simply wished of a blessed hope that the problem will pass. Obviously, those were heydays of vicious, unpalatable and most often unfounded attacks thrown to the water district management and irresponsibly these attacks went event beyond the management of the water district but up to the political leadership of the province. That was quite unfair based on acceptable professional standards in professional media work. Grace under pressure Engr. Nestor Ganggang Parker Villasin was cool, calm and composed during that months-long water crisis. Yet he never buried his face in soft pillows; he was always open to media interviews, willingly accepted invitations to all media forum radio and tv broadcast interviews, press conferences even as a main guest at the popular weekly media forum EXPRESS IT AT THE PARK. He recognized the gravity of the problem; he understood the pain of discomfort suffered by water concessioners looking for water. But Ganggang faced the public with an inner strength and in all honesty he explained why the problem of water shortage exists and of course he had in his fingertips what he will do about it. Today LMWD has built a special water supply connect from the source in Tingib, Pastrana although there are some portions of this source that covers Jaro, with large pipes installed and rightly put up towards Tacloban City, the LONE beneficiary of the new LMWD water connections. Sadly as the large pipes were being set-up and upon reaching Tacloban area, DPWH and the city of Tacloban blocked the construction that caused the delay in reaching the target for completion for reasons of LMWD not allegedly complying with requirements needed before such projects would be done. At about that time, Tacloban City Mayor Alfred Romualdez gave the go-signal for Mactan Rock to put up their water system in Tacloban. TACLOBAN CITY -- Palo municipal Councilor Wilson Uy admitted during the Sangguniang Panlalawigan session on August 6 that there is a technical difficulty in the first few weeks of holding a paperless session. Uy, an ex-officio member of the SP being the president of the League of Municipalities of the Philippines-Leyte chapter, said that since the documents are large type of files, it takes time to unload, sometimes causing delay to the session. He said that they are now experimenting on techniques to be able to make the paperless session be more effective and without interruption. Hopefully, there will be an improvement on the technicality in order for the session to have a straight flow of the agendas without having any delay, he said. Although they are experiencing technical problems, Uy still encourages members of town councils all over the region who has

Army counter-insurgency gains noted in 1st semester 2013


C AT B A L O G A N CITY- The 8th Infantry Division based here has gained considerable achievements in its antiinsurgency campaign in Eastern Visayas for the past seven months of this year, a military report said. Major General Gerardo Layug.commanding general of the 8th ID, told reporters in a press conference at his office here that his division has scored heavily against New Peoples Army operating in Eastern Visayas during the first seven months of the year in its campaign against the communist insurgency in the region. Layug informed reporters that one of the significant accomplishments of his division include the arrest of 15 NPA insurgents, 5 of whom held key and high positions in the CPP-NPA hierarchy in the region; recovery of 17 high powered firearms and 23 low-powered firearms; neutralization of seven NPA insurgents during encounters; surrender of 101 rebels composed of 20 NPA insurgents and 81 NPA organized mass members; and the discovery and seizure of 77 NPA camps. Layug disclosed that the most significant accomplishment of 8ID was the joint declaration of Eastern Samar as Manageable Conflict-Affected and Development-Ready Area (MCADRA) in a ceremony held last March 26, 2013 at the Capitol Building in Borongan City, Eastern Samar. He added that with the success of his division in its anti-insurgency campaign has resulted to the dedcline of the communist massbase support in Eastern Samar where before a hotbed of insurgency. Layug claims that declaring Eastern Samar as MCADRA, the province is now ready for economic investment and sustainable development as experienced in Cebu, Bohol, Biliran, Leyte and Southern Leyte where businesses started to thrive and attract investments when they were declared as MCADRA years back. In these provinces, insurgency related problems have become manageable and reduced to mere police concern, Layug added. The commanding general also informed reporters that the local chief executives of Samar and Northern Samar are looking forward to yearend 2013 and 2014, respectively, when their provinces become truly insurgency free and to be declared also as MCADRA. Layug declared that the successes of 8ID can be attributed to the implementation of Internal Peace and Security Plan (IPSP) Bayanihan and its wideacceptance by and among stakeholders. Through Bayanihan 8ID troops have become effective agents of peace in the region showcasing adherence to and observance of human rights, rule of law and International Humanitarian Laws. Layug stated that due to the positive image created by Bayanihan, recently arrested and surrendered NPA leaders cooperated with the government in reaching out to other active NPA members to surrender and return to the folds of the law and restart a new life, he added. Winning the peace needs hard work, dedication, cooperation and collaboration. I am confident that with their zeal and enthusiasm, all stakeholders in Eastern Visayas will contribute for the attainment of peace and sustainable development in the region.

PALO, Leyte - Police Chief Inspector Joel Camacho, town chief of police, reported that the recently-held fiesta celebration was generally peaceful. As the chairman of Peace and Order Council during the 183rd Palo Fiesta Celebration, the acting chief of police together with his 45 personnel, the local government unit (LGU) traffic enforcers, barangay tanods and the augmentation forces from the Leyte Provincial Public Safety Company and Bomb Squad had worked hand-in-hand in securing the festivity and nightly activities since July 27. Unlike last year, there were no reported incidents happened and the traffic and security team maintained the peace and order of the municipality. We have worked in full force and Im thankful because the community helped us in attaining our goal Camacho said. He also added that they will still be doing their function even after the fiesta as he asked the public to support and help them in ensuring the peace and order of Palo.
