The PNP on Women and Children Through the Years

1991
RA 6975 was enacted creating the PNP.

1992
NAPOLCOM Issued Memorandum Circular 92-010 Establishing the Child and Youth Relations Section. PNP entered into a MOA with DSWD and NGOs for the training of PNP Personnel on Child Protection. DPCR was tasked to carry out the PNP commitment.

1993
Pres. Ramos issued Presidential Memorandum re Creation of Womens Desk in March. PNP entered into a partnership with NCRFW, Soroptimist, Gabriela, and Kalakasan Foundation towards the establishment of a Womens Desk Project DPCR was tasked to administer the project.

1994-1996
Womens Desk and the CYRS were each established and replicated in the different police stations nationwide. PNP-DPCR, DSWD, NCRFW, Soroptimist, Childhope Asia, Kalakasan and other NGOs conducted a series of training on gender sensitivity, violence against women, child abuse and such other issues concerning women and children.

1997
The PNP issued Memorandum Circular Number 97-001 re Activation of the Women and Children Concerns Division (WCCD) under the DPCR. The Womens Desk and the CYRS were merged to strengthen PNP response to violence against women and children. The unit was renamed Women and Childrens Desk.

1998
RA 8551, otherwise known as PNP Reform and Reorganization Act, was enacted.

RA 7192, otherwise known as Women in Development and Nation-Building Act, was passed.

GAD was introduced into the mainstream of government program.

Sec 57 of the law paved the way to the institutionalization of the Women and Childrens Desk.

1999-2000
Several PNP Administrative Issuances on Women and Children were adopted. Series of Trainings and other Skills Enhancement Program were developed and conducted for WCD officers CPNP signed and issued Memo Circular 2000-003 re Implementing Guidelines in the Handling of CIAC. The PNP became an active member in different task forces on child protection. PNP-UNICEF partnership established.

2001
The PNP Womens Crisis and Child Protection Center based in Camp Crame was established. CPNP signed and issued Memo Circular 2001-007 re Strengthening and Promotion of Women and Children Desk DPCR conducted training courses for WCPD officers on interview skills and other intervention for VAWC victims. The WCD was renamed to Women and Children Protection Desk. DPCR entered into MOAs and established ties with various NGOs on women and children.

The Adopt a Womens Desk Project of the Soroptimist won international recognition in Cincinnati, Ohio. DPCR, NCRFW and Soroptimist reps received the award.

DPCR initiated a data monitoring system on gender-based crimes against women and crimes against children/children in conflict with the law.

2002
TDPL issued GO re Transfer of WCCD under DIDM and Reconfiguration of WCCD as Family, Juvenile, and Gender and Development Division under DPCR. DPCR issued Memo Circular 2002-001 dated July 1, 2002 re Implementing the FJGAD.
