Warehouse Security Method Statement 1. Objectives Cobrain Holdings Sdn Bhd (CHSB) shall provide a comprehensive Security Service on a 24 hours a day 365(6) days per year basis to ensure as far as reasonably practicable the safety and security of all staff, contractors and bona fide visitors to the company at the warehouse. CHSB shall: Provide professional integrated Security Systems on a scheduled and ad-hoc basis, which are efficient, effective and timely; Maintain the safety of all persons and their belongings. This includes the protection of staff, contractors, service providers and visitors against violent acts and abuse; Protect the company property against theft, vandalism, malicious tampering and criminal damage; As far as reasonably practical allow only bona fide persons access. This includes restricting access to and removal of persons with no legitimate reason to be on site and restricting access to sensitive areas to authorised personnel only; 2. Management Supervision & Organizational Structure The security service shall provide cover during 24 hours a day 365(6) days a year. Reporting to the project manager, security guards will work a shift system covering each 24 hour period 8 am to 8 pm basis and vice versa. Daily management responsibility for the service will rest with the security officer. The project manager/engineer of CHSB will be providing technical support to the onsite security officer/guards. Daily team briefings shall take place so that each shift is aware of any previous incidents, issues or alerts and a log book or similar system shall be used to ensure effective communication between shifts. The dissemination of security tasks is co-ordinated by the CHSB project manager/engineer, although in emergency situations such as responding to alarms security guards shall be dispatched and the response shall be inform to the CHSB project manager immediately. Effective relationships will be formed with the police and particularly the police liaison officer assigned to the warehouse and other emergency services.

3. Scope The Security Service shall be provided only for the area within the warehouse boundary as designated by the Red Line Drawing in Attachment to the Project Agreement. CHSB shall provide a comprehensive security service 24 hours per day 365(6) days per year across the warehouse that shall include the following elements: a) b) c) d) e) f) g) h) Vetting and training of Security Guards; Response to state of emergency/security events; Liaison with Emergency Services; Patrols; Surveillance and Monitoring Systems; Control of Access; Control of Contractors; and Direct Delivered and Receiving Materials and Goods.

Warehouse Security Method Statement CHSB will deter and prevent potential incidents by: Visible Security Guards presence security guards will as a matter of routine make patrols of all external and internal areas of the warehouse; CCTV cameras will be located in strategic positions and will take cognisance of people safety, vehicular movement, car parking and general security. Signs will inform the public that 24hour CCTV is in operation and that images may be used for evidential purposes in criminal cases; Undertaking security risk assessment in consultation with the project manager/engineer and the Health, Safety, Security & Environment (HSSE) representatives, to highlight vulnerable areas.

4. Work Schedule & Procedures 4.1. The areas of induction shall cover the briefing of Safety & Health legal and requirements onsite. Emergency Response Preparedness training shall include the hierarchy of emergency response team, the relevant emergency agencies such as the nearest hospital/clinic, fire and police department and how to response to an emergency situation as in 4.2. Description Vetting of Security Guards from Security Service Provider (SSP) The SSP shall ensure the security guards provided are well trained to the standard set in the PPKKM Code of Ethics and training modules. If failed to do so, the Project Manager shall request the guards to be given the appropriate training or replace by other well-trained security guards. Records

Response to state of emergency/security events Flow Chart State of Emergency/Security Events Description Records State of Emergency Daily Security States of emergencies are fire occurrence, Report natural disaster, biological hazards and accidents involving serious injury or fatality. Security guards should assess the situation and notify the appropriate local emergency services that are required immediately. Security Events Events that include trespassing or unauthorised/force entry, theft, robbery, vandalism, malicious tampering and criminal damage are considered as security events. Notifications Every security events must be notified by the security guards to the Project Manager within 5 minutes. In case of robbery, guards are to notify the Project Manager only when the situation is stable and safe to do so. Police department shall be notified of such security events by the Project Manager. All security staff will carry a walkie-talkie which will allow two way voice communications.

Patrols 4.4.1.Security guards are proactive and patrol all areas of the site providing a high profile deterrent with a frequency of at least every 1 hour. These patrols shall take place within 10 20 minutes of the agreed schedule. 4.4.2.The security control system shall be used as a means of demonstrating that the patrols occurred. Security guards on patrol shall establish a system for logging the rounds of security guards to ensure that the security guard makes his appointed rounds at the instructed intervals. That key will then be inserted into the watchman clock where it will make an imprint to the carbonized paper tape. The management will collect the watchman clock from the security guard whenever they want to check the patrol record. They need to unlock the said watchman clock and take out the paper tape and check the record. 4.4.3.Security of gates and integrity of the hoarding especially in vulnerable or sensitive areas will be examined; insecurities will be rectified as necessary with defects reported to the Project Manager for repair. 4.4.4.Security Guards during patrols are health and safety conscious and will ensure that any damage to the CHSB property or any defects of site utilities, or facilities, or the fabrics of buildings, are reported to the Project Manager immediately. 4.4.5.Security Guards are trained to carry out fire point inspections. They shall check for missing or expiry of fire equipment during routine patrols. Any missing or expired of fire equipment shall be reported immediately to the Project Manager immediately. 4.5. Surveillance and Monitoring Systems 4.5.1.CHSB shall use the CCTV system to monitor, record and store images relating to the activity in the warehouse and all areas where CCTV coverage is included. Visitors and contractors using the site shall be observed using the CCTV cameras. 4.5.2.The quality of the CCTV equipment is of a standard to ensure that images are of a quality suitable for Court purposes as evidence in criminal cases. 4.6. Control of Access Flow Chart Description Records Entrance Permit All visitors, contractors and CHSB staff Entrance Permit must obtain a written approval of entrance Form permit by the Project Manager who authorised the entrance in order to enter the warehouse. Project Manager shall notify the Security Guards that there will be an entrance by authorised personnel beforehand. Authorised entrance shall register Visitors Log Book themselves in a Visitors Log Book at the & Daily Security guardhouse and shall obtain a Temporary Report Visitor Pass issued by the Security Guards. Any doubts, confusion or suspicion shall be notify and discuss with the Project Manager immediately.

Warehouse Security Method Statement 4.7. Control of Contractors

CHSB shall provide a provision to control contractors, in liaison with the Security Department. ID badges with appropriate access will be issued from the security guardhouse. All contractors shall report to the security guardhouse where they shall be issued with a temporary visitors pass. No security passes, keys or entry cards are issued by Security unless contractors produce a valid Entrance Permit as in 4.6 and the issuing and recovery is recorded. 4.8. Direct Delivered and Transferred Materials and Goods Flow Chart Description Records Delivery Order/ Transferring of Materials and Goods Contractors shall produce an authorised Delivery Order & and approved Delivery Order or Transferring Transferring Order upon arrival to the Order Forms warehouse. Only the Project Manager or the Project Engineer, in the absence of Project Manager, shall authorise such activity in a written approval. Contractors shall obtain an Entrance permit as mention in 4.6 prior to entrance.
