EXECUTIVE ORDER NO.

2013-009 DIRECTING THE NAGA CITY COUNCIL FOR THE WELFARE AND PROTECTION OF CHILDREN TO CONVENE TO FORMULATE A COMPREHENSIVE JUVENILE INTERVENTION PROGRAM: WHEREAS, pursuant to Rule 18a of Rules and Regulations Implementing Republic Act No. 9344, or The Juvenile Justice and Welfare Act of 2006, mandates each LGU to formulate a Comprehensive Juvenile Intervention Program (Local Intervention Program) covering a period of at least three (3) years; WHEREAS, the program will aim to develop community-based programs for intervention, diversion, and rehabilitation; develop new social technologies; and enhance existing programs and strategies, in handling children in conflict with the law (CICLs) in the City of Naga; NOW THEREFORE, WE, JOHN G. BONGAT AND ALYSSA MARY JOHN ABANES, City Mayor and City Youth Mayor of the City of Naga, respectively, by virtue of the powers vested in us by law, do hereby order the following: Section 1. Within fifteen (15) days from the issuance of this Executive Order, the Naga City Council for the Welfare and Protection of Children (NCCWPC) will convene to formulate the Naga City Comprehensive Juvenile Intervention Program, hereinafter to be referred as the Program. The final draft of the Program shall be submitted to the City Mayor for approval on or before July 15, 2013. Section 2 . The NCCWPC shall call on all sectors concerned, particularly the child-focused institutions, NGOs, peoples organizations, educational institutions and government agencies involved in delinquency prevention to participate in the planning process and implementation of the Program. Section 3. The Program shall to be formulated and designed shall include the components prescribed in Rule 17.b of of Rules and Regulations Implementing Republic Act No. 9344, or The Juvenile Justice and Welfare Act of 2006, to wit: (a) In-depth analyses of the problem and inventories of programs, services, facilities and resources available;

(b) Well-defined responsibilities for the government agencies, both member and coordinating, institutions and personnel as well as non-government agencies involved in intervention and prevention efforts; (c) Mechanisms for the appropriate coordination of intervention and prevention efforts between governmental and non-governmental agencies; (d) Policies, programs and strategies based on prognostic studies to be continuously monitored and carefully evaluated in the course of implementation; (e) Methods for effectively reducing the opportunity for children to commit offenses; (f) Community involvement through a wide range of services and programs; (g) Close interdisciplinary cooperation between the national government and the local governments, with the involvement of the private sector representative citizens of the community to be served, and concerned government agencies as well as the judiciary in taking concerted action to prevent commission of offenses by children; (h) Participation of children in intervention and prevention policies and processes, including recourse to community resources, youth self-help, and victim compensation and assistance programs; and (i) Specialized personnel at all levels (e.g., social workers, prosecutors) and their respective roles in the juvenile justice and welfare system. Section 4. The NCCWPC shall likewise include the development of community-based programs for juvenile intervention and delinquency prevention, and shall be guided by the following: (a) Services and programs that respond to the special needs, problems, interests and concerns of children and offer appropriate counseling and guidance to children and their families shall be developed, or strengthened where they exist; (b) A wide-range of community-based support measures for children, including but not limited to community development centers, recreational facilities and services that respond to the special problems of children at risk, shall be provided, or strengthened where they exist; (c) Special facilities shall be set up to provide adequate shelter for children who are no longer able to live at home or who do not have homes to live in; (d) A range of services and helping measures shall be provided to deal with the difficulties experienced by children in the transition to adulthood. Such services shall include special programs for young drug abusers which emphasize care, counseling, assistance and therapy-oriented interventions; (e) Resource-sharing and support the programs of private and non-government organizations providing services for children; (f) Youth organizations shall be created or strengthened at the local level and given full participatory status in the management of community affairs. These organizations shall encourage the youth to organize collective and

voluntary projects, particularly projects aimed at helping children in need of assistance; (g) Providing necessary services for homeless or street children. Information about local facilities, accommodation, employment and other forms and sources of help shall be made readily available to children; (h) A wide range of recreational facilities and services of particular interest to children shall be established and made easily accessible to them. Section 5. The City Social Welfare and Development Office together with the City Planning and Development Office shall serve as secretariat and provide technical assistance to the NCCWPC to ensure on-time submission of the Programs final draft.
