Dear Mr. Pilger:

True the Vote has thousands of volunteers committed to promoting electoral integrity. We are ready to assist the U.S. Department of Justice by uncovering instances of fraud in registration and voting. Our hope is that if and when we discover problems with the integrity of the electoral process, government agencies with oversight will undertake an appropriate inquiry. Because True the Vote has discovered a variety of violations of federal and state law in Florida and Maryland, we are referring a number of the matters to your office. Supporting evidence accompanies this request to conduct further investigation into these matters. Because this is a preliminary referral, we hope that the U.S. Department of Justice will make additional inquiries in light of these revelations. Nevertheless, once we complete further factual investigation, we will forward that information to you. True the Votes research began with a complete and up-to-date copy of the State of Marylands voter registration rolls and compared records to the State of Floridas statewide roll history. To date, True the Vote has currently identified exact matches of full name, date of birth and mailing address 127 cases of interstate double voting. These individuals have concurrently cast ballots in both Florida and Maryland in at least one federal election cycle. We are also referring an additional 46 cases of interstate double voting based on matches of name and birthdate between the two states for further study.

As you know, 42 U.S.C. 1973i(e) and 42 U.S.C. 1973gg-10 are criminal statutes which relate to voter registration fraud and the illegal practice of voting twice in a single election. We understand some of these records may be listed as inactive or purged in these states records; as some voters may have moved. However, attention must be directed at voting histories, derived directly from Florida and Marylands records. Attached to this communication is a summary workbook of our findings, divided into three (3) worksheets. The first sheet offers a master list of all records in question. Sheet two displays the 127 potential cases of interstate double voting matched on full name, date of birth and address. Sheet three shows the 46 potential cases matched on name and date of birth for further study. Single instances of double voting are highlighted in yellow, whereas multiple cases of double voting are highlighted in orange. Thank you for your attention on this matter. Authorities in Florida and Maryland have been notified of these matters as well. Please do not hesitate to contact True the Vote for any clarification.
