Purpose of the post: Under the supervision of the Operations Officer, assists in the personnel management of all categories of staff, in a medium-sized country Office. Major duties and responsibilities: In accordance with UN/UNICEF rules, determines and implements entitlements for international staff members (e.g. Home Leave/Education Grant/Rental Subsidy). Also prepares administrative detail/documentation when they are transferred to another duty station or when repatriation status applies. Verifies and implements entitlements for local SM, recording these through Vision HR Data Base such as: dependency allowances, language allowances, maternity or paternity leave, annual salary increment, regular separation, entering retirement status, etc. Responsible to attend retired requirements from national and international SM such as: appropriate deduction of insurance coverage, receives and delivers monthly UNJSPF checks, monitors and ensures delivery of Certificate of Entitlements in time to avoid any suspension of pension benefits. Carries out bid of consultancy procedures in order to hire institutional or individual contractors to obtain products or expertise services which are not available in the office. Reviews policy changes from headquarters, and briefs the Operations Officer/Representative on the feasibility and appropriateness to local conditions. Implements decisions and establishes control mechanism. Follows up on international and local staff contractual status and ensures appropriate and timely actions for renewals of contracts, promotions, within-grade increments, update of medical clearance, etc. Advises and informs all staff on the correct application and interpretation of UN/UNICEF personnel rules, regulations, procedures and policies. Provides on/going counselling to all categories of staff in the office. Participates and acts as resource to staff/management bodies such as SAP, APC, JCP and JCC, providing administrative support and guidance on systems and procedures. Responsible for the agenda and preparation of minutes. Together with supervisors, participates in the updating, recording and duly classification of job descriptions for all posts. Provides guidance and support in the preparation of job descriptions for all categories of staff (professional and general services).

Minimum qualifications and requirements: Three years experience in administration and human resources, including on the job training in administrative and human resources procedures and systems. Knowledge and skills in using corporate human resources systems as well as standard office computer applications. Experience in an international organization is desirable. Languages Fluency in English and Spanish. Competencies: Highly responsible individual with the following competencies: Core Values (Required): Commitment, Diversity and Inclusion, Integrity.
