Constitution of Young Americans for Liberty at Columbus State Community College August 2013

Article I: Name: The name of this organization shall be Young Americans for Liberty at Columbus state. Here in after referred to as YAL.

Article II Purpose: The purpose of this group is to educate student activist who are committed to standing on principle. Our goal is to cast the leaders of tomorrow and reclaim the policies, candidates, and direction of our government. We are committed to learning about and spreading the message of liberty. We educate others on civil liberties, economic freedom, a non-interventionist foreign policy, the role of government, and the US Constitution.

Article III Membership: Section 1: Eligibility: Membership in YAL is open to all matriculated students of Columbus State Community College. YAL will not discriminate because of race, color, religion, sex, national origin, sexual orientation, veterans status, age, handicap, or gender identity/expression. Section 2: Active Membership: To be considered an active member you must attend one monthly meeting or activism event and/or subscribe to our e-mail list to receive updates about meetings and events on campus.

Article IV Officers: Section 1: Number and Method of Elections: YAL shall elect from the active membership a President, Vice President, Treasurer, Secretary, Documenter, Event Planner, Advertiser, or any other position that is created to aid or assist in the mission of YAL. The current president of YAL may create new officer positions and may fill such positions by appointing a current member. All positions created and members appointed may be objected to by any officer or active YAL member. If an objection occurs a vote will be taken and a 2/3rds majority will be required to overturn the creation or appointed member. All positions created before elections will be subject to regular election rules at the end of spring semester. The election for new officers shall be held during the last meeting of spring semester , start immediately, and last one year. Section 2: Duties of Officers A. President: 1. Hold and preside over all weekly meetings of YAL. 2. Scheduling and confirming speakers. 3. Maintain communication with advisor through monthly meetings. 4. Be enrolled with at least 6 credits per semester. 5. Keep in contact with the Ohio State chair, regional director, and YAL National organization. 6. Manage the YAL e-mail at YALCSTATE@Gmail.com. 7. Oversee all activism events, speaker events, or tabling events on campus or elsewhere. 8. Attempt to attend YAL state and national conventions. 9. Attempt to grow and keep the chapter as active as possible. 10. Assist in assuring other officers are fulfilling their elected duties. 11. Have a total commitment to the principles of liberty.

B. Vice President: 1. Preside over all meeting and/or events in the absence of the president. 2. Take over the duties of the president in their absence. 3. Preside over all standing committees. 4. Assist in ensuring other officers are fulfilling their elected duties. 5. Be enrolled with at least 6 credits per semester. 6. Help oversee activism events, speaker events, or tabling events on campus or elsewhere. 7. Attempt to attend YAL state and national conventions. 8. Commitment to maintaining and growing the YAL group. 9. Have a total commitment to the principles of liberty. C. Secretary: 1. Provide an agenda for each meeting. 2. Moderate in the occurrence of argument or debate. 3. Distributing meeting minutes to all members. 4. Attending and assisting in activism and tabling events. 5. Take over duties of Vice President in their absence. 6. Assist in ensuring other officers are fulfilling their elected duties. 7. Have a total commitment to the principles of liberty. D. Treasurer: 1. Accountable for all financial matters of the organization. 2. Planning fundraisers for the group. 3. Take over duties of Secretary in their absence. 4. Any duties deemed necessary by the president. 5. Be enrolled with at least 6 credits per semester. 6. A total commitment to the principles of liberty. E. Event Planner: 1. Planning social gatherings for members to attend after meetings. 2. Planning activism events. 3. Looking for events in our city that pertain to our groups cause. 4. Creating a monthly schedule of events. 5. Be enrolled with at least 6 credit hours per semester. 6. A total commitment to the principles of liberty.

F. Documenter: 1. Take pictures and notes of all meetings, activism events, tabling events, speakers, or any other event YAL is involved in. 2. Upload photos and quotes to YALs Facebook page as well the national website. 3. Maintain the Facebook page and keep it active. 4. Keep a record of every event YAL is involved in. 5. Any other documentation project that YALs president deems fit. 6. Be enrolled at least 6 credit hours per semester. G. Advertiser: 1. Advertise YAL meetings, activism events, tabling events or any other event YAL is holding on campus or beyond. 2. Assist in the recruitment of new members through advertisement. 3. Attend all tabling events. 4. Be enrolled for at least 6 semester hours per semester. *New positions have the option of being created, as stated in section 1. If at anytime an officer decides to step down from their position before the term is over then that officer must adhere to the following procedure: A written letter of resignation must be submitted to the president at least 10 days prior to leaving. A reason for leaving may or may not be given. A special election will be held the next meeting in order to fill the vacant seat. All members are able to run for the vacant seat. The member with the most votes will take over the former officers position. Section 3: Term of Officers: Each officer must serve a term of one year, beginning immediately after the election. As stated, elections will be held during the last meeting of spring semester.

Section 4: Impeachment of Officers: If any officer fails to meet the standards and/or duties as outlined in the YAL Constitution then that officer shall be at risk for impeachment. All other officers of YAL can bring up impeachment charges. The process of impeachment will consist of a hearing in which the accused officer shall have the opportunity to go before fellow officers, elected representatives from the organization of a whole, and the advisor to have their case heard and resolved. Outcomes may include removal from office immediately or a demotion to audience member. In order to be removed from office an officer must be impeached with a 2/3rds vote in favor of impeachment by other sitting officers. If officer is impeached a special election to fill his or her seat will be held the next YAL meeting. All members can run for the vacant seat, the person with the most votes will take over immediately. Article V Committees: Section 1: Standing Committees: Members of Standing Committees will consist of YAL members who volunteer for such positions. Standing Committees shall be responsible for events assigned by presiding officers. Section 2: Creation: Standing committees may be created at any time during the existence of the organization in accordance with scheduled student events. Article VI Advisor: Section 1: Number and Term of Office: The advisor will serve a term of one school year beginning the first day of autumn semester and ending the last day of spring semester. YAL will have one advisor. Sections 2: Method of Appointment: In the event the current advisor chooses not continue with the organization, current officers will have the opportunity to appoint another advisor that is willing to meet the same standards as the previous advisor. The president of YAL will be ultimately responsible for finding and maintaining advisors of YAL.

Section 3: Duties: The advisor can assist in overseeing all organization events, projects, and budgeting. Advisor is expected to have monthly meetings with YAL president, and have some involvement with the group. *If at any time presiding advisor chooses to step down the following procedure must be followed: 1. Must verbally inform the president of YAL at least 10 days before expected day of leave.

Article VII Meetings: Section 1: Regular Meetings: YAL meetings will be held once a week on campus. Meeting times and dates will be flexible, but will always be set at least one month in advance and submitted to Columbus State Community College. Once a meeting is set, all officers are committed to attending and fulfilling their elected duties. If an officer misses more than three meetings in a semester, then he/she is subject to impeachment. In these monthly meetings presentations and topics will be discussed, as well as agenda setting for future activism events, speakers, meetings, and rallies. Section 2: Tabling and Activism Events: Tabled events will be held on campus in order to recruit and educate new members. Activism events will be held in order to raise awareness of current events. Tabling and activism dates and times will be set during regular meetings. Officers are expected to participate in tabling and activism events whenever possible. All other members are encouraged to participate.

Section 3: Speakers: YAL may hold special assemblies where invited guest give speeches and/or presentations.

Article VIII Amendments: Section 1: Procedure for Amendment: If an officer or member of YAL wishes to offer an amendment to this constitution, YAL rules, regulations, or procedures, a motion must be put into writing and submitted to the current president. The current president is then required to hold a hearing where current officers and members of the group discuss the proposed amendment. The next meeting a vote will be taken. The vote will consist of both officers and members. If 3/4ths of those voting favor the amendment, then is shall be passed and implemented. The same procedure must be followed for all amendments wishing to be repealed or changed.

Section 2: Ratification: Ratification is obtained through a 3/4ths vote of all officers and active members.

Article VIIII Issues not discussed Issues not discussed, courses of action and/or interpretation of this constitution are delegated to the officers of YAL.
