ECW Background Empowerment Center for Women (ECW) is a Non Governmental Organization that is registered with Ministry of Economy. As part of many programmatic activities, ECW is a partner organization of the Counterpart International implemented Initiative to Promote Afghan Civil Society (I-PACS II) program since 2005. As part of their program implementation activities within the I-PACS program, ECW will develop its Communication/Media Strategy to enable it to farm its outreach, donor relation, beneficiaries and other partners relation. ECW is now recruiting one highly qualified and experienced consultant to develop the strategy with close coordination of management of the organization. 1. Scope of Work This term of reference stipulates the Scope of Work and key deliverables expected of the consultant for the 1 months period. The main roles of the Consultant to develop Communication/Media Strategy are to support development of a Strategy for ECW office; prepare corporate documents for publications and support the planning and management of key commemorative events; as well as engagement with media houses for increased visibility of ECW and its mandate. Mainly ECW will focus on the following points in its Communication/Media Strategy:

Media Section: o Identify Organizational Media Outreach Strategy and Goals o Understanding the Media, how issues move through the media. o Tools for communication with press o Planning a strategic Median Campaign o Commentary on Media Relations o Media Communication Protocol o Appendices Communication o Communication Protocol (External) o PR Strategy o Communication / PR Products / Materials o Communication Tools / Equipment o Media Relations

Specifically the Consultant to develop Media Policy will: i. ii. iii. iv. v. vi. vii. viii. ix. x. xi. xii. Lead and follow through in the development and timely finalization, of ECW Communication/Media Strategy. Conduct an in-depth research on the existing best communication and media policies for NGOs for integration or picking ideas for ECW strategy. Organize one to one meeting with key ECW staff to find out the what communication/media strategy looks like from the organizations prospective Consult ECWs board members and leadership having expertise with media and communication to identify keep needs for organizations media policy Study thoroughly ECWs history, mandate and vision to ensure the media policy is fully in line with these Review ECWs existing communications tools, practices, and approaches to ensure that they are seamlessly incorporated into the new policy and strategy Draft first communication/media strategy and share it with ECW management within first 20 days. Share the draft with ECW leadership and key staff for revision Facilitate half day consultation with the organizations leadership and key staff to get feed back on the draft for finalization Finalize the second draft by 15 of days and submit it to the ECW leadership for final revision or approval Share the final approved ECW communication/media strategy by beginning of second month. In the communication/media strategy, the consultant must be able to provide a clear communication and media initiatives for ECWs upcoming years taking into consideration organizations strategic goals.

Qualification and Experience i. ii. Bachelors degree in journalism, communication, and media is a must. Masters degree preferable. 3-5 years of working experiences in the field of communications, public relations, or media, with a specific emphasis on organizational / institutional policy and strategy writing.

Being able to work independently with minimal supervision Previous similar research experience in the field of media and communication with an emphasis on practical application over academic or theoretical knowledge is required Being able to engage with ECW staff and other stakeholders through facilitating and leading discussions and consultations independently Consultants with existing relationships with Afghan media and other communications actors are highly preferred. Able to work under pressure Being able to deliver on time and meet deadlines
